“We will ensure that rural government schools are not dependent on the electricity grid,” Power Minister Chandrashekar Bawankule said.

Mumbai/Nagpur: Poor Internet connectivity and irregular power supply are hampering an ambitious programme to digitize the 1.06 lakh government schools across Maharashtra.

While more than 70,000 schools in urban and semi-urban areas have been digitized so far, it is proving to be a challenge to extend the programme to schools in rural and tribal areas, according to sources at the Maharashtra State Council of Education Research and Training (MSCERT) told to news media.

“Many of these schools are single teacher schools or have two teachers on the rolls handling several classes in remote locations,” says an MSCERT official.

“All the teachers in government schools have been trained in e-learning content and they will be able to work in a digital classroom as soon as the equipment is installed,” says the MSCERT official.

Many of these schools operate during daylight and make do without regular power connectivity required to operate equipment like digital blackboards and computer equipment.

Internet connectivity is also patchy because of which district officials are reluctant to equip these schools with tools for digital education like LCD screens, projectors and computer workstations.

According to officials in the education department, the Maharashtra government has set an ambitious target to digitize all the schools run by the administration by 2020.

Incidentally, Chief Minister Devendra Fadnavis at an event recently said that the Maharashtra government has been able to motivate community organizations and corporate houses to sponsor the tools needed for digital classrooms. “Not just every school but every classroom is being digitized,” Fadnavis has been quoted as saying.

Local initiative is however helping the authorities overcome infrastructural bottlenecks. District education officials from Nagpur have persuaded the state government to install solar panels in 300 zilla parishad schools in the district. Solar panels of 1 to 1.5 KV will be installed on the rooftops of the schools to power computers and other equipment.

“We will ensure that rural government schools are not dependent on the electricity grid,” Power Minister Chandrashekar Bawankule said.

State government officials say they are negotiating with private telecom companies to provide Internet connectivity in schools run by the administration.

Nagpur Today : Nagpur News

With the effect of cyclone ‘Vayu’ on the southern peninsula getting over, the delayed southwest monsoon is now expected to arrive in Maharashtra by June 21, the IMD predicted.

The much-awaited monsoon is expected to reach southern Konkan and Goa by June 21, and is likely to cover the entire Maharashtra by June 24 or 25.

“While the monsoon is likely to cover the entire Maharashtra, good rains are expected over the parched regions like Marathwada and Vidarbha, which are currently reeling under water crisis,” an India Meteorological Department official said in Pune.

He said though the monsoon got delayed due to ‘Vayu’, it’s expected to move forward rapidly.

“The progress of the monsoon will be rapid after June 21. The monsoon is likely to cover 90 per cent of the country by July 4,” he said.

The official said despite the delay, the monsoon is mostly expected to cover Karnataka, remaining parts of Tamil Nadu and Telangana, Odisha, and parts of the North East later this month.

“Though the effect of ‘Vayu’ is over, there will be widespread heavy rains over parts of Kutch and Saurashtra in Gujarat and East Rajasthan by tomorrow,” he said.

Meanwhile, the India Meteorological Centre has predicted moderate showers in Mumbai and surrounding areas over the next two days, while south Konkan will receive higher intensity rain during the same period.

A met department official said the forecast for Marathwada region, which was that of a dry spell this week, was Monday changed to one with isolated showers in some pockets.

The Madhya Maharashtra region will also get showers in a few isolated places, and so will Vidarbha, though the rain will be of low intensity, the Met department said.

Rivals thrive with ‘delivery orders’ owing to Zomato boys agitation

Nagpur Today : Nagpur News

Nagpur: Though agitation of Zomato food delivery boys have picked up momentum, the administration seems to dissuade itself, even from listening plea of vulnerable delivery boys. Irrespective of no fixed income as delivery boys’ salary is basically commission they receive on orders, Zomato’s arbitrary move of increasing their targets and reducing commission per order, appears slyly.

However, on one hand, Zomato food delivery boys who refuse to work due to the uncertain issue. Following which boys staged an agitation in front of the main office of Zomato in Shankar Nagar, where they condemn administration’s order. Zomato’s rival Uber eats and Swiggy are thrived with the delivery orders, source reported.

Ubar Eats, Swiggy blooming with orders
On condition of anonymity, a source from the prominent food delivery platform said that as a result of Zomato delivery boys’ strike, their rivals Uber and Swiggy are blooming with the orders. The city’s online food delivery chain has basically divided into these three major giants. Owing to strike, consumers were seen ‘unable to serve at this time’ on Zomato app owing to which many turned to their rival platforms.

The new rule
The new rules set up by Zomato are forcing delivery boys to complete 22 food deliveries in a day compare to earlier 16-18 and that too with comparatively less commission on per order. The commission which used to be Rs 50/ order, the administration has narrowed it down to Rs 30.

Mandatory target force boys to break traffic law, work late
A source from Zomato informed Nagpur Today, without any euphemism delivery boys are mandate to complete their daily target to secure themselves money in the form of commission. By any means if they failed to do so, they would get deprived of the income. Owing to which, boys have to work for more than 15 hours. Unstable income is also a significant factor when it comes to violating traffic norms and in many cases we have seen, the road mishaps.

The demand
Against the recently hike in the numbers of daily orders and narrowed commission, the Zomato delivery boys are simply seeking simplified working patterns to avoid any uncertainty. However, the authorized personals have turned their blind-eye towards our agony, the Zomato source added.

Nagpur Today : Nagpur News

Finance Minister Nirmala Sitharaman had asked inputs from citizens on the Union Budget 2019-20 with a view to make the Budget making exercise more participative and inclusive, accordingly Vidarbha Taxpayers Association (VTA) called a General Body Meeting which was presided by J. P. Sharma to discuss and send suggestions to the Finance Ministry.

J. P. Sharma – president of VTA suggested that it is high time that Central Government brings in Direct Tax Code (DTC), wherein the Financial Year (FY) should be rescheduled to January to December so that we match the universal pattern of accounting.

Tejinder Singh Renu – secretary submitted that VTA has been constantly writing to Finance Ministry that threshold limit of direct tax should be raised from existing Rs.2.5 lakh to Rs.5 lakh in DTC; likewise the tax slabs should also be 10% above Rs.5 lakh to Rs.10 lakh, 20% above Rs.10 lakh to Rs.20 lakh and 30% above Rs.20 lakh. More accountability on assessing officers should be introduced so that sense of responsibility is there on both the sides.

Shrawankumar Malu – vice president of VTA suggested that bank lending and its procedure has been rigid too much whereby even genuine burrowers, business houses and industries are facing tough times to manage financial deals; hence it’s highly recommended that Finance Ministry relaxes banking procedure to its realistic position wherein financial institutions as well as business can grow side steadily. Likewise more liberty should be given to bank heads in same city itself so that file data transfer and delay is eliminated.

Industrialist Surendrakumar Jaiswal suggested that threshold limit of Micro Small and Medium Enterprise (MSME) should be increased from Rs.10 crore to Rs.50 crore. Furthermore definition of MSME of Centre and State varies which creates too many complex situations; hence they should be common for factual growth of this sector.

Saqib Parekh suggested that terminology of Assessment Year (AY) should be totally eliminated in DTC as this FY & AY creates too much of confusion for common man and with Jan to Dec financial year the year mention would also be single, which will bring much needed clarity.

VTA Members present in the meeting were Treasurer Pawan K. Chopra, Joint Secretaries Hemant Trivedi & Amarjeet Singh Chawla, Executive Body Members Ashvin Agrawal, CA Hemant Sarda, Govind Patel, Veeru Balani, Rahul Agrawal, Narendrapal Singh Osan, Pankaj Roshan, Harmanjeet Singh Baweja, Pratish Gujrathi and others.

Gorewada Lake goes dry first time in 107 years

Nagpur: With less Monsoon/rains last year and no Monsoon yet, the dams and lakes are getting dried up. Navegaon-Khairi Dam, which is around 45km from Nagpur and which supplies drinking water to entire city now almost dried up. Though right now it’s not alarming and not a cause of concern as there is enough water in Totaladoh as well as Navegaon Khairi dams to meet city’s drinking water demand for next few days.

At Gorewada Lake it is fact that because of almost dried up Dam more than a century old well is now visible in the lake bed, while at Navegaon Khairi Dam an ancient Well as well as The RaajMahal is also clearly visible.

More than Century old well is visible again at Gorewada Lake bed. It may have been dug when there used to be Village.

The RaajMahal as local people if Kuwara Bhimsen call it earlier had direct access from Parseoni and other villages.

However with Navegaon Khairi Dam built on Pench River the RaajMahal got submerged in Dam water.

Locals informed that Raaj Mahal is very much beautifully constructed. It’s masterpiece of architecture. 3/4 huge rooms, hall and creative rooftop are part of Raaj Mahal. But who used to live there in ancient times, Locals are not sure. But the ancient Well and Raaj Mahal are clearly visible and people are coming to see it. Few locals informed that they have also seen Raaj Mahal for the first time. Otherwise the Khairi Dam water level submerge it.

Sometime only in summers it’s top is visible they said. It may be mentioned here severely deficient rains last year are the prime reason for drops in water level of both Gorewada Dam in city and Navegaon Khairi Dam in Parseoni which supplies drinking water to city. Until few years ago at Gorewada Lake apart from it’s catchment areas, Gorewada Lake used to get water from Pench Reservoir (Navegaon Khairi) through its right bank canal and then it used to supplied to city after it’s treatment. However few years ago, NMC laid over 45km pipeline from Navegaon Khairi to Gorewada WTPs and stopped taking water from canal.

History of Gorewada Lake :

Gorewada Lake, which is now a days knows as Water Bank of Nagpur City Water supply has also dried up for first time in in last 107 years. Situated in North-west corner of Nagpur city it is developed with Dam of 2,350 feet. It was learnt that in 1912 lake was developed by as primary drinking water source for themselves as well as population of 1.01 lakh converting it into dam.

The lake was earlier known as Sita Gondi, as it is said that it was constructed by a woman called Sita Gondin in the then rule of Gond Raja. As Britishers (Gore) leaves there the area got name Gorewada village and the lake got it’s name Gorewada Lake. The 11 Sq mile Lakes catchment area is double than that of Ambazari Lake.

The lake was later named after Gorewada village since the water supply scheme was constructed near it. The 11 sq mile (17,702.74 sq mt) lake’s catchment area is double that of Ambazari lake. The plan to develop the lake into a reservoir and establish a water supply scheme was drawn up in 1910. NMC, which was a municipal council at that time, decided to develop Gorewada scheme to solve the water crisis prevailing in the city at that time.

Until then, Ambazari Lake had been the only source of drinking water for the city since Gandhisagar Lake (then called Shukrawari talav) was polluted and inadequate.  Ambazari was constructed during Bhonsle period, some 238 years ago, but developed as drinking water reservoir under the British rule in 1872, under the Binni Scheme.

In 1982, at the time of augmentation of Nagpur water supply scheme (Pench – Phase I) it was decided to source water for additional 117 MLD capacity WTP from Pench Irrigation Project and use Gorewada Dam as balancing reservoir.

In order to achieve this, water was conveyed from Navegaon-Khairy reservoir through the right bank canal (RBC) and then pumped into Gorewada Tank, before sourcing it to new water treatment plant. Presently this RBC has also been replaced by 2.3m line laid from Navegaon-Khairy Dam via Mahadula to   Gorewada lake.

In order to facilitate this arrangement and to cater for increased design discharge due to changed hydrology, a new gated weir with 4 Nos. of 10m x 3.65 m size Godbole type automatic gates and an intake arrangement with 3 Nos. of 1.2 m x 1.2 m size sluice gates and trash racks was constructed. When further augmentation schemes were implented- i.e. Pench Phase II in 1994 & Pench Phase III, stage I in 2004 the arrangement of Gorewada Lake as balancing reservoir was retained, while an arrangement for directly supplying pumped water to WTP location was also implemented.

Nagpur Today : Nagpur News

Nagpur: Even as issue of green bus maker Scania shifting its buses out of city has become the talk of the town, the Nagpur Municipal Corporation’s city transport department had slapped notice on the company for doing so without prior information to the civic body.

Besides, NMC has also raised objection over the way Scania has dismantled ethanol fuel dispensing unit at Khapri. Scania had shifted 24 of the 25 ethanol buses, probably to Bengaluru, putting in haywire, NMC’s plan to resume the country’s first green city bus service. Chairman of city transport committee Bunty Kukde conducted an investigation and found only one bus was left in the city.

Following Kukde’s directives, city transport manager Shivaji Jagtap sent notice to Torbjorn Glad, CEO of Scania’s special purpose vehicle — SST Sustainable Transport Solutions. “It is a very serious issue that you unilaterally shifted buses from the city. The buses were registered with RTO as public transport vehicles. Therefore, the permission of appropriate authority was mandatory, which was not ensured.

Therefore, we will take appropriate action against you after verifying legal provisions,” Jagtap said. Kukde said NMC will inform arbitrator AR Patil about the incident. “Scania had stopped the service unilaterally. NMC had refused to accept termination notice of Scania. It seems the company was not interested in serving the city, local people and country. We will take appropriate action, as we have Scania’s bank guarantee and payment,” he said.

Allegations of smuggling forbidden drugs via meds

Nagpur: Tension prevailed in city pharmaceutical industry after England police arrested Telephone Exchange Square based pharma company owner Belani on the charges of smuggling forbidden drugs to European countries via medicines.

According to sources, Belani was engaged in the smuggling of drugs from quite some time. He used to transport drugs to many European countries. However, sniffing about this crucial information, the England police posed as customers who were interested in buying Belani’s firm medicines and called Belani on the pretext of signing some paper works regarding his firm. And soon as he reached England the cops booked him and placed him behind the bar.

It has been reported that the family and friends of Belani are running pillar to post to secure him bail. However, owing to severe charges of drugs smuggling many politicians have turned their blind-eye towards Belani families’ plea.

Belani was unknown to city pharma industry before he started making a specific medicine. Following which he landed in pool of money and received tremendous demands from both regional and foreign lands owing to the same medicine, source reported.

Though this incident has raised severe questions on the authenticity of city Food and Drug Department (FDA), the department is reportedly gearing up for raids to eliminate such irregularities.

Nagpur Today : Nagpur News

Mumbai: A delegation of Chamber of Associations of Maharashtra Industries and Trade (CAMIT) led by Dipen Agrawal, President and Mohan Gurnani Chairman, met Finance Minister Sudhir Mungantiwar on Friday 14th June 2019 and submitted a memorandum on various issues and challenges faced by Trade and Industries of Maharashtra.

Finance Minister listened carefully, took a serious note of all the issues and immediately instructed concern officers to resolve it satisfactorily.

Following issues were brought to the notice of Finance Minister and were forwarded to resolve.

1) Closure of Local Body Tax (LBT) Department in all Municipal Corporations:

Dipen Agrawal – President of CAMIT thanked Hon’ble CM, FM and GOM for abolishing LBT with effect from August 2015 and announcing an Amnesty scheme for assesses to discharge their LBT. He submitted that Many Local bodies are harassing businessmen in the pretext of LBT assessments and using it as a tool for corruption and extortion. The department in routine are passing ex-party (best judgment) orders raising inflated and fictitious tax demands and using them to justify continuance of LBT Department. Records from LBT Appellate Authority will evidence the correctness of our statement. The delegation demanded immediate closure of LBT department with immediate effect. FM agreed on above and informed that he also has received similar complaints from various cities and assured the delegation to take up this issue with Hon’ble. CM and resolve it at the earliest.

2) Extention of Settlement Scheme under Various Acts Administered by the Sales Tax Department.

Dipen Agrawal – President of CAMIT thanked The Finance Minister for accepting & approving the Settlement Scheme under Various Acts like BST, VAT, CST, P.T. Entry Tax etc. He demanded that for achieving the purpose of the Scheme at its best by both the State (Recovery of pending dues) and the Assessee to take the benefits, The Scheme should be Extended by 3 months.

FM agreed and assured the delegation that he will do the best and come up with a favourable solution shortly.

3) Abolishing Maharashtra Agriculture Produce Marketing (Development and Regulation) Act, 1963 (APMC Act):

The APMC Act was enacted to protect the interest of farmers and to protect them from being exploited by unscrupulous traders in traditional mandis. The farmer and the trader both needs maximum realization for their produce and thus now days almost in all centers farmers directly sell their produce to business establishments outside AMPC market for better realization. Hence the very motive of APMC has been defeated. The market committees have become breeding ground for corruption. Majority of Corporations in the State has unilaterally revised the rent of corporation owned shops/ottas ranging from 100 to 1000 times and in some cases more than 1000 times and on failure to concede this unilateral decision, authorities are threatening to dispossess the tenements, thereby adversely affecting the livelihood of many small and marginal traders and numerous self-employed (the only) bread earner of his family. Shri Mitesh Mody – President of All India Electronics Association along with Shri Javerchand Gala highlighted following issues and challenges in GST portal for rectification to reduced hardship to Trade and Industries.

a) Urgent need of GST Helpline Telephone numbers to address and resolve various GST queries and challenges. At present only email communication is there in the system. That too, they just forward our queries to Centre and do not resolve the issue on its own capacity.

b) During migration from VAT to GST, the VAT department had by default issued temporary provisional GST registrations to all VAT holders. Many have closed multiple companies in GST regime i.e after 1st July 2017, surrendered their VAT certificate and informed the department. But then too till date we receive demand notices from GST department for non filing of GST returns. This needs to be stopped immediately.

c) IGST payment made to customs via IceGate is not reflecting on GST portal / not visible to GST holder. Any mistake in uploading is not being traced and hence loss to importer and again mismatch at government end. Even it raises demand notices even though IGST are paid as per Custom department calculations in system software.
