Nagpur: The fatal accident that killed three girl students of LAD college near NIT swimming pool on Ambazari road on Tuesday morning, has once again raised the safety concern of commuters in view of giant machines moving on city roads in view of ongoing metro rail works. A CCTV footage issued by Metro Rail authorities has now been doing the rounds. The video however does not show up the exact point of accident however it gives a clear idea of what must have happened.

The video shows that the three girl students speeding on a scooter first overtakes an autorickshaw driver after their scooter bump over an uneven cover of pothole. As their scooter jumped the pothole lid, they lose balance and hit the hydra machine moving slowly in similar direction.

Another CCTV grab shows that the hydra machine driver tries to flee after the accident, but the onlookers soon catches him and make him drive hydra machine again. Later the people are seen pulling out the bodies from under the vehicle and shifting one of them into a car which stopped after hearing the commotion.

Meanwhile, an eyewitness also detailed about the accident on camera which specifies that the girls were riding triple seat and were not wearing any helmet. He also said that the girls were driving hurriedly and following the imbalance they lost control over the vehicle and came under the wheels. He added that when the onlookers alerted the driver, he tried to reverse the vehicle but the girls were all crushed under the wheel.

I-Day brings new uniform for NMC’s Fire workers

NAGPUR: The officers and employees of the Nagpur Municipal Corporation’s (NMC) fire department will be seen participating in the Independence Day parade in a new uniform. The administration has decided to give away with the traditional khaki and change the uniform similar to that of the State government’s Fire Brigade.

Till now, it was compulsory for the officers of the NMC’s fire department to wear khaki pant and shirt, khaki P-Cap, red leather shoes and belt, while its employees were wearing khaki pant and shirt, khaki commando cap, black leather shoes and belt.

Though, the uniform of Fire officers and employees of other Corporations in the State is on the lines of drill manual of Maharashtra Fir Service Academy, i.e. blue and sky blue.

To bring uniformity in the functioning of Fire workers of State’s all Corporations, the NMC decided to change the uniform of its Fire workers. These officers and employees will now be seen in their new blue, white and sky blue colored uniform from 15 August onward. The officers and employees will be participating in the Independence Day parade in the new uniform.

Nagpur: An anonymous miscreant broke in a house and decamped with gold ornaments and cash to the tune of Rs 1.35 lakh.

Complaint Vijay Giradkar (36), resident of Saraipeth, Ashok Square told police that accompanied with his family he went out yesterday. In the meantime some unidentified culprit gained entry in his house by smashing the latch of the main door and absconded with gold ornaments and cash worth Rs 1.35lakh.

Stunted to see his shattered house, Vijay rushed to Immamwada police station and filed a complainant.

The police has registered a case under relevant sections. Further details are awaited.

Nagpur: In a tragic turn of events, two school kids were killed by a speeding truck on Umred-Bhisi road on Tuesday morning.

The deceased were identified as Anurag Meshram, student of class IX and Pravin Ramteke, who just passed his SSC exam both were students of Mahatma Gandhi Vidhyalaya, Bhisi and resident of Malewada.

As a custom, 20-25 students from Malewada village daily travel to Bhisi. Like always students were waiting for bus at the stop around 10.30 am. However a truck with a great velocity lost its control and run over these two. With severe injures the duo died on the spot.

Subsequently, the villagers allegedly tried to torch the vehicle.

Nagpur: A Debt Ridden farmer committed suicide along with his one-and a-half daughter by jumping into a lake near village Wadegaon, about 11 kilometre from Kuhi the other day.

Bodies of Gyaniwant Rajeram Bante (32) and his one-and-a-half daughter Simran were fished out from the lake by villagers on Monday. Bante had allegedly taken loan from some banks and money-lenders. He was unable to repay the loan to them.

According to Nagpur(Rural) Police, Bante and his wife were working in the fields around 8.30am on Monday. Bante returned to Wadegaon village .He then took Simran along with him and jumped in to the lake.

Initially, Kuhi Police had registered a case under Section 174 of Code of Criminal Procedure. Later, cops registered an offence u/s 302 of the IPC against deceased Bante for killing his daughter.

Nagpur: Former Joint Commissioner of Police Shivajirao Bodkhe, Armed Inspector Gautam Krishna Gaikwad of State Reserve Police Force (SRPF), Group IV and Head Constable Ramakant Deorao Bawiskar, presently attached to Protectional of Civil Rights Cell, have been awarded President’s Police Medals on the occasion of Independence Day this year.

Two Jail Sepoys –Raju Vitthalrao Hate and Sanjay Rajaramji Talware — have been awarded President’s Correctional Service Medals. Bodkhe, IPS, who has been recently transferred to Pune as Joint Commissioner of Police, has been awarded President’s Police Medal for Distinguished Service.

Armed Police Inspector Gautam Krishna Gaikwad of State Reserve Police Force (SRPF), Group IV, and Head Constable Ramakant Deorao Bawiskar, attached to Protection of Civil Rights Cell, have been awarded President’s Police Medals for Meritorious Service. Bawiskar had joined Nagpur (Rural) Police force three decades ago.

While working at Mouda, Saoner and Kalmeshwar Police Station, he detected several crimes of serious nature including murders and robberies. He was instrumental in detecting the sensational Gopal Lohbare murder case. The killers were later convicted by the court. During his tenure in Nagpur (Rural Police), he was awarded 157 prizes.

Raju Hate, who had joined as Jail sepoy in 1997, is a recipient of 15 cash prizes. Similarly, Sanjay Talware was honoured by Additional Director General (Prisons) for correctional service last year.

Nagpur: It is very ironical that just 3 days ago Nagpur Metro had initiated a ‘ safety campaign’ mostly for their employees to instill the importance of Road Safety among other things.

“We are very safety concerned and are constantly endeavoring to create awareness about it in general populace also. That is why we have multiple warning signs painted at all our construction sites advising commuters to drive slowly, follow instructions of Traffic marshals and be vigilant” says Dr. Brijesh Dixit, M.D. of Maha Metro speaking exclusively to NT Editor late last night.

He had been gheraoed, shouted at and literally put in a corner by many opposition party politicians, and their followers, as if he was personally responsible for the death of the three college kids yesterday.

It was as if the frustration of all Nagpurians over the sorry state of city roads with simultaneous work on Metro and Cement roads making a mess out of traffic was being taken out on him.

Someone had even ‘live streamed’ the occasion on Facebook for all to see and hear.

One imagined he would be flustered, stressed out and upset after that – any ordinary person would be.

“We have to learn to take all this in stride when you are in a public position ” says Dixit over the phone, expressing his own anguish and sadness at the tragic death of the three LAD College girls.

“If only youth on the road these days was more safety conscious!” He laments.

“Kids don’t want to wear helmets, follow speed limits, or other traffic rules. They should understand that helmets have been made compulsory for their own safety, not for anyone else’s benefit!” He goes on to say.

With narrowing of roads where Metro work is on, should heavy vehicles be plying during peak traffic time? We ask.

“We have strict rules at sites where work is going on” explains Kokate, Metro PRO.

“Where construction is still going on and barricades are up, we have many traffic marshals stopping traffic when heavy vehicles are coming out from one segment and going into another. In fact we avoid such activity completely during peak traffic” says.

Apparently, the Hydra machine was not traveling on the road for Metro work on Tuesday.

“The Contractor’s job must have ended at a particular spot, and the vehicle, which is mostly hired, was returning to its destination. Our work at the accident spot is over and therefore there were no traffic marshals present there. The vehicle was plying on the road, quite slowly, and was part of general movement” explains Kokate.

Yet taking a humanitarian view of the tragedy Metro M.D. has immediately sanctioned Rs. 10 lakhs compensation for each of the deceased girl’s family. This is the maximum amount that is in his purview.

“But we are talking to our Insurance company and also the Contractor’s firm and their insurer’s to see if we can increase this further. Losing young ones so early is a terrible shock, we understand.” Says Dixit.

At the same time he expresses hope that parents will begin enforcing habits like wearing helmets on their offspring and learning to be careful on the road.

“I hope fervently that such accidents do not repeat. In fact, the whole purpose of the Metro in Nagpur is to make travel more comfortable and safer for precisely two wheelers! Metro is not meant for the High Income people but for middle class and youth. The short term pain is for long term benefits…” Dixit says on a concluding note.

Nagpur: In disgraceful act, 26 year old man who happens to be fugitive allegedly raped a minor native of same locality on the pretext of dropping her home.

It is learnt that the victim was headed home after her school when the accused identified as Praveen Mohan Bakser approached her with the pretext of dropping her home on August 4, 2018. However when 13 year old aboard on his activa he took her to his accomplice’s house where he committed this horrifying crime. The accused however threatened her with the dire consequences.

However after pause of a while, the victim narrated her ordeal to her parents. Stunned by the news, they subsequently rushed to Ajani police station and filed a complaint against the accused.

Being a fugitive, still he managed to enter in the city which leads this hideous crime shows recklessness of Ajani police.

However Ajani police station has registered a case under section 376(2), (I), (N) and subsection POCSO act, 2012. The hunt of the accused is underway.

Nagpur: An unidentified four-wheeler vehicle was the reason behind a mishap of 21-year old man at Lokmat Square on July 12, 2018 which later cost him his life, claims Dhantoli police subsequent to investigation.

Vikas Ramesh Thakre, resident of Plot. No. 54, Jai Ambe Nagar, Pardi. Vikash was reportedly heading home on his bike (MH/49/AV/4127), around 9 pm on July 12. When he reached Lokamat Square he met with a misfortune. Subsequently he was rushed to Mayo hospital, where he succumbed to his severe injuries of August 2, 2018.

Police first registered a case of accidental death. However after investigation it was revealed that, an unidentified four wheeler allegedly tapped Vikas’s bike which ultimately cost him his vitality.

Dhantoli police station has registered a case under section 279,338,304 (A) and also has lunched hunt for the accused driver.

Nagpur: CSIR-National Environmental Engineering Research Institute (CSIR-NEERI) organised Prof. P. Khanna Memorial Lecture on August 14 in the NEERI Auditorium. The Chief Guest Dr. P. Ram Babu, Chief Executive Officer (CEO), RSM GC Advisory Services Pvt. Ltd, Mumbai delivered the lecture. Dr. J.S. Pandey, Chief Scientist and Science Secretary along with Prakash Kumbhare, senior Principal Scientist were also present on this occasion.

While delivering the lecture on ‘Can Circular Economy be the next Renewable Energy?’ Dr.Ram Babu said that aligning waste management with the circular economy is a big challenge. The development of a circular economy will require high-quality, secondary raw materials that can be fed back into production processes to derive profit from waste, he added.

He revealed that the waste management sector will have to become a key partner in building new business models that focus both on waste prevention and turning waste into a resource. We need to strengthen the waste hierarchy which prioritizes actions to take at products’ end of life, he advocated. He stated that the implementation of circular economy in the areas of construction, food and agriculture, and vehicle manufacturing could bring India annual benefits of 40 lakh crore (US$ 624 billion) in 2050 compared with the current linear economy.

Earlier, in his welcome address, Dr. J.S. Pandey, Chief Scientist and Science Secretary briefed about the significant contributions of Prof. P. Khanna. Prof. Khanna initiated various new R and D areas in CSIR-NEERI. Prof. Khanna had a vision and determination, he added.

The students and faculty of J.D. College of Engineering & Management and Priyadarshini College of Engineering also visited the R and D facilities of the Institute, where they interacted with the scientists and attended the lecture.

Mumbai/Nashik: Even as the wine-makers in Maharashtra, especially India’s biggest winery – Sula Vineyards Pvt Ltd, are reeling under tax dues, the BJP led state goverment has brought some cherishing news for the bigwigs in the wine industry. The government is set to write off tax arrears totalling Rs 118.30 crore owed by some of India’s biggest winemakers. The dues, proposed to be foregone, are arrears accumulated in excise duty since 2006. This is probably for the first time in the state’s history that a proposal to write off principal tax dues is being considered.

If the move is approved, the country’s biggest winery — Sula Vineyards Pvt Ltd, which alone makes up for over 65 per cent share in the domestic wine industry — will turn out to be the biggest beneficiary. Records from the state excise department reveal that Sula Vineyards alone has run into arrears totalling Rs 115.89 crore. Five other medium-sized wineries — Good Drop Wine Sellers Private Limited (Rs 1.32 crore), Seven Peaks Wineries Pvt Ltd (Rs 78.25 lakh), Vinland Wines Company Pvt Ltd (Rs 17.87 lakh), AD Wines (Rs 9.65 lakh), and Noble Wines (Rs 2.67 lakh), all in Nashik — will also benefit from the move.

Insiders informed that that the government has already issued directives to the state excise department, instructing it to formulate a proposal for the write-off. But mindful of the possibility that the move may expose the state government to criticism and attack from the Opposition, a government committee headed by Chief Secretary Dinesh Kumar Jain, which has voted in favour of the write-off, has asked the department to also seek a sanction from the state legislature.

Earlier on May 8, Chief Minister Devendra Fadnavis had formed the Jain-led committee in light of a representation from the Indian Wine Producers’ Association (IWPA), which had sought the concession. Records show that the panel submitted its findings on July 4, which has now been accepted by the government. Ironically, records show that on May 17, 2018, the Excise Commissioner’s office had approached the government, raising objections against the proposed move.

Questions are also being raised on whether the state legislature has powers to clear a proposal to forego tax dues. Requesting anonymity, a senior official in the legislative secretariat said: “It is the function of the executive branch of the government. The legislative wing does not have powers to do so.”
Maharashtra, India’s leading wine producer, has a wine promotion policy in place since 2001. As part of that, it had remitted excise duty for “wines manufactured as own brands from the grapes produced within the state” in June, 2004. But a subsequent government notification, issued on March 31, 2006, had clarified that the concession had only been extended to the first point of sale.
In other words, the notification had clarified that blending of wines where winemakers source base wines from vineyard plot or other wineries, whether situated within the state or otherwise, would attract full excise duty. With three winemakers — Sula Vineyards, Fratelli Wines, and Grover Vineyards — commanding 90 per cent share in the Rs 450-crore industry, purchasing base wine in bulk from local grape cultivators and small wineries has been on the rise in the state.

Going by the 2006 notification, a 100 per cent duty is payable by those blending wine. It was in 2011 — after an internal department audit had found that the duty was not being collected — that the government had first raised the demand for paying up of the dues. But despite repeated reminders from the department, sources confirmed that the dues remain unpaid till date.

Even during the previous Congress-Nationalist Congress Party reign in the state, wine majors had lobbied for a write-off. On July 26 this year, the Fadnavis government announced an initial dole for the industry. On the basis of the Jain panel’s recommendation, it notified that “wines blended from base wines or grape varieties sourced from vineyard plots or other wineries within Maharashtra” had now been placed in the duty-remitted category. But this is to be applied prospectively, with the committee itself observing that “applying it in retrospective manner won’t be appropriate.”

But with an influential BJP minister believed to be pushing hard for foregoing of the dues as well, the panel recommended the option of “modifying the March 31, 2006 notification” and giving a “retrospective effect” to write-off dues accumulated since 2006. To avoid this from snowballing into a controversy, the department has been directed to seek the state legislature’s sanction for it.

When contacted, Yatin Patil, president, IWPA, said: “In the event of recovery of dues, 80 per cent of the wineries would be impacted. Smaller wineries run by grape growers will be hit the most. This is why, the association has been backing a write-off.”He added: “Most small wineries lack the resources to market and brand their produce. To remain competitive, they sell their wine in bulk to bigger wineries, which blend them and later sell those as their own brand. It was only after the excise department began making inquiries in 2011 from the bigger wineries that the industry realised that the 2006 notification had also not exempted blending of wines sources from within the state.”

Nagpur: In an appalling act, 21 year old woman was allegedly molested by accused Kushal Meshram (23) resident of Siraspeth on the evening of Independence’s day.

It is learnt that, the victim was headed home after concluding her Independence’s Day fun trip. However accused that first followed her subsequently congested the victim and reportedly molested her.

Horrified due to this audacious act, trembling victim narrated her ordeal to her parents followed by which they rushed to Sakkardara police station and filed a complaint against accused Kushal.

Sakkardara police station has registered a case under section 354 (D). Further details are awaited.

Nagpur: An anonymous miscreant gained entry in a house under the jurisdiction of Kamalna police and absconded with booty to the tune of Rs 2.55 lakh on Independence Day.

Accompanied with his family complainant Sachin Soni (41), resident of Kalamna went out on a family trip to mark the Independence’s Day celebration. In the meantime some unidentified culprit allegedly broke in his house between 7.30 and 9.30 and fled with gold ornaments and cash comprising of Rs 2,55,000.

However when complainant arrived his home, only to find broken doors and scattered stuff. Subsequently he rushed to Kalamna police station and filed a complaint.

Kalamna police station has registered a case under section 457,380 of IPC against the unknown thief. Further probe is underway.

Nagpur: At a time when the youngsters were going extra mile to show up their Independence Day revelry, most of them were caught breaking traffic rules too. However this time cops showed generosity in handing out punishment to them. In an inspiring move, Nagpur police made youngsters, who caught violating traffic rules, do 50 sit-ups as a punishment.

The incident took place opposite Telankhedi Mandir at Futala where youngsters, (including some below 18 years of age), were caught riding triple seat that too sans helmet. It may be mentioned that on Monday morning, three girls riding triple seat without helmet met tragic end on Ambazari road when they accidentally hit a slow moving hydra machine engaged in Metro rail works.

Meanwhile, on Independence Day most of the youngsters also created a ruckus and disturbed the law and order situation of the city. The police also made an announcement through their patrolling vehicles requesting citizens to abide by the traffic rules and follow safety measures.

Today on Thursday August 16 2018, it seems like an era of Indian politics has ended with the demise of Vajpayee.

He passed away a few minutes ago in AIIMS after having been put on life support for the last few days.

Born on 25th December 1924, Vajpayee straddled Indian political domain for a good 70 years plus. Almost as long as the country has been independent.

He first got into active politics when he joined the Quit India movement in 1942; a call given by Indian National Congress which was almost completely under the influence of M.K. Gandhi then. In August 1942, he and his elder brother Prem were arrested for 23 days during the Movement. He was released after giving a written undertaking, expressly declaring that they would not participate in the anti-British struggle, a promise that they kept.

After India had gained independence, Vajpayee threw in his lot with the RSS which was banned in 1948 after Gandhi’s assassination. In 1951, he was seconded by the RSS, along with Deendayal Upadhyaya, to work for the newly formed Bharatiya Jan Sangh.

He was soon made in charge of the new party’s North Indian wing where he came to the notice of then P.M. Jawaharlal Nehru. Nehru was so impressed with his oratorial skills that he predicted that “this young man would one day be Prime Minister.”

This prediction came true almost 50 years later when Vajpayee served as the Prime Minister of India between 1996 and 2004 in three non-consecutive terms.

In the 1996 general elections, the BJP emerged as the single largest party in the Lok Sabha. The then president Shankar Dayal invited Vajpayee to form the government. Vajpayee was sworn in as the 10th Prime Minister of India, but the BJP failed to muster enough support from other parties to obtain a majority. He resigned after 13 days, when it became clear that he could not garner a majority.

It was in his third outing as PM that Vajpayee could finish a full term from 1999 to 2004 becoming the first non Congress politician to finish a full five years term as P.M. He had learnt an important political lesson by then, which present day BJP would benefit by remembering: that in politics no one is an untouchable; you have to continue building bridges with all possible allies.

Momentous events like the Lahore Summit the failure of which led to the Kargil war happened during his tenure. An Indian Airlines plane was hijacked to Kabul and under immense pressure the Vajpayee government had to cave in to the terrorists demands.

The Nuclear test known as Pokharan 2 also was conducted then.

President Clinton of USA was the first American President to visit India when Vajpayee was P.M.

But if Vajpayee would be remembered for one thing, it would be the impetus he gave to building of new National highways. There was a time when, if you were traveling anywhere in India by road you would be greeted by posters with Vajpayee’s photo on them put up at road construction sites. This led to the ‘India Shining Campaign’ precluding the 2004 general elections, which unpredictably BJP lost.

Though he was also accused of some level of ‘saffronization’ particularly in the field of education, Vajpayee, to his credit always kept his focus on development as his government’s main agenda, never giving in to pressure from the ‘Hindutva elements’.

For this he earned the ire of the RSS that even threatened to revive Jan Sangh to take on BJP in an adversarial role! ( “Domestically, the BJP-led government was under constant pressure from its ideological mentor, the RSS, and the hard-line VHP to enact the Hindutva agenda. But owing to its dependence on coalition support, it was impossible for the BJP to push items like building the Ram Janmabhoomi temple in Ayodhya, repealing Article 370 which gave a special status to the state of Kashmir, or enacting a uniform civil code applicable to adherents of all religions. On 17 January 2000, there were reports of the RSS and some BJP hard-liners threatening to restart the Jan Sangh, the precursor to the BJP, because of their discontent over Atal Bihari Vajpayee rule”.)

Under Vajpayee’s leadership the party had won 3 major states of Rajasthan, Madhya Pradesh and Chattisgarh and victory at the 2014 hustings was seen as a given.

After the shock defeat, and when Man Mohan Singh became PM of first term of UPA Vajpayee promised full co operation to the new government.

He announced his retirement from active politics in 2005.

With Vajpayee’s departure from active politics, it seemed like the era of ‘Gentlemen politicians’ began coming to an end. He never would have endorsed the Modi – Shah practice of targeting the opposition parties, specifically P.M. Singh and the Gandhi parivar the way this duo did.

In fact if Vajpayee had had his say, he would have liked Advani to follow him as the next BJP Prime Minister of India.

In some ways he was very unlike most politicians.

A sensitive soul, a poet, a literary figure and a great and inspiring orator – these were his hallmarks.

This very famous poem of his was almost prophetic of days to come:

कौरव कौन
कौन पांडव
टेढ़ा सवाल है

दोनों ओर शकुनि
का फैला
कूटजाल है

धर्मराज ने छोड़ी नहीं
जुए की लत है
हर पंचायत में
पांचाली
अपमानित है
बिना कृष्ण के

रंक को तो रोना है

बाधाएँ आती हैं आएँ
