Model-Code-of-Conduct-for-2014-Election
Nagpur: In a rare occurrence, the Navratri celebration is coinciding with the period when Model Code of Conduct has come into effect. However, the officials of Election Commission will have their eyes on all venues visited by the candidates of the polls.

However, the candidates contesting the elections are in a dilemma since the Model  Code of Conduct is in effect and while these occasions like Ganpathi festival and Navratri celebrations are occasions when thousands of people gather together in one place and is best time to meet people. It is however a proven fact that for ages these leaders, which include the Corporators for their Prabhag (Warda), MLAs for one of the six constituencies interact with the citizens from their area during such occasions. They have been doing this for 100s of years. They have been inaugurating such Navratri Celebrations for years.

Sources said that unlike every year, this year no group is going door to do for collecting funds for the celebration of Navratri Festival. It is very evident where the funds have been pouring in for the idol and for other arrangements.

However, this time round, they will have to be extra cautious. By September 24, 2014, almost all the candidates would be filing their nominations. After they become the candidates, a camera will be following every-where they go and will be recording everything they say.

With Navratri celebrations beginning from September 25, 2014, the Election Commission is going to have its surveillance on all the venues to keep a check if the political parties using these celebrations for political campaigning.

The election commission had issued directives for the political parties a few years ago when the election dates fell close to the Navratri festival. The directives stated that while there is no ban on performing Arti nor is there a prohibition on the participation of leaders or intending candidates in such celebrations or Arti as ordinary participant. However such celebrations should not be used as a platform or forum for election campaigning as that would be violative of the provisions of Religious Institutions (Prevention of Misuse) Act 1988.

The directives also said that use of forum/venue of Navratri celebrations for election campaigns by political parties / political functionaries probable candidates etc shall amount to use of religious places/ religion for political purpose/ election campaigning.

The EC had directed the authorities that while granting the necessary permissions to the organizers of these events and venues the following conditions ought to be followed.

  • That there shall be no formal inaugural and / or publicized inaugural or closing ceremony with political functionaries as Chief Guest / Special invitees etc.
  • That no distribution of publicity material in any medium, print, electronic or digital of any political party shall be permitted at these forums / venues.
  • The Organizers of Navratri function should be directed to ensure that the venues of the Navratri celebrations are not used for political campaigning by anyone. Any violation of any of the above mentioned instructions, including by the organizers, will invite strict action under the relevant Laws/Rules and the Model Code of Conduct.

The Collector and the Deputy Collector become the over-all in-charge of the district on behalf of Election Commission. The onus will now rely on them to ensure that there is no violation of the Model Code of Conduct.

Promotions of 2 tainted NMC officials trigger storm as both are facing departmental probe

Nagpur Today : Nagpur News

Nagpur: Promotions of two high-profile officials of Nagpur Municipal Corporation (NMC) have got embroiled in a major controversy. The Promotions Scrutiny Committee of NMC, in a decision taken on September 22, has recommended promotions to Tax Assessor Shashikant Hastak and Deputy Director (Health) Dr Milind Ganvir despite knowing the fact that both the officials were facing Departmental Enquiries. Hastak is in the red for slipshod running of 24×7 water supply scheme which was started during his tenure as Executive Engineer of Water Works Department and Dr Ganvir is facing the heat for awarding garbage cleaning contract to private hands. However, the Promotions Scrutiny Committee has found Hastak and Dr Ganvir legible for promotions. But the proposal will first be tabled in NMC’s General Body Meeting for approval and then only it would be implemented, said the sources.

Sources further said that the General Body Meeting of NMC could only be convened by 20th of every month. But since the period of Moral Code of Conduct, in force for Assembly elections, is coming to an end on October 22, the chances of Meeting being called in the month appears bleak. In this scenario, the General Body Meeting could only be held in November and the proposal on promotions of these two officials would be held in abeyance till then.

The NMC Administration, in a letter to Maharashtra Government, had urged for filling up of posts of Superintending Engineers. The posts are approved ones in Water Works Department and Public Works Department. Moreover, a post of Superintending Engineer was demanded separately for JNNURM schemes. Subsequently, Maharashtra Government clarified that the Superintending Engineer of Water Works Department is Prakash Urade and for the post in PWD, the Government sends an official on deputation. Government further temporarily approved promotion to Superintending Engineer.

At present, the NMC has three officials on the posts of Executive Engineer and they are Prakash Urade, Shashikant Hastak and Johri. Johri has retired and Urade is already a Superintending Engineer. Now, Hastak is only legible for promotion to the post of SE. On the other hand, Dr Milind Ganvir will be promoted to the post of Medical Officer (Health). Originally, Dr Ganvir is Health Officer but holding the post of Deputy Director on temporary basis. In accordance with MMC Act (Maharashtra Municipal Corporations Act), there should be only one Medical Officer (Health). In this situation, two posts of Health Officers will have to be abolished, said the sources.

Sources further claimed that the promotions of two officials were effected under the pressure of a Ruling Party (BJP) leader.

Nagpur Today : Nagpur News

Nagpur: In a development of far reaching consequences, the Anti-Corruption Bureau (ACB), Nagpur has registered two offences against the then Superintending Engineer of Nagpur Improvement Trust (NIT) Nanak Pesumal Vaswani and his son Hitesh in disproportionate assets case.

According to ACB, an open enquiry against the then Superintending Engineer of NIT Nanak Pesumal Vaswani and his son Hitesh was going on in disproportionate assets case. Subsequently, the enquiry has revealed that during the period from 20.8.1980 to 31.12.2006, the known income of Nanak Vaswani and his son Hitesh was Rs 43,70,599. After deducting the total expenditure of Rs 41,37,581 from the income, an amount of Rs 2,32,748 remains as balance amount for acquisition of assets. However, when the movable and immovable assets of Nanak Vaswani and his son Hitesh amounting to Rs 49,62,471 were compared with the possible total balance amount, it got revealed that both the accused amassed assets worth Rs 47,29,723 (108.21 percent) disproportionate to their known source of income, said the ACB.

The open enquiry has conclusively revealed that the then Superintending Engineer of NIT Nanak Pesumal Vaswani amassed disproportionate assets to the tune of Rs 47,29,723 mainly by misusing his official position and powers during his tenure as Superintending Engineer of NIT. Moreover, his son Hitesh helped him indirectly in amassing the disproportionate assets. On the basis of the revelations, the ACB filed an offence with Jaripatka Police Station against both the father-son duo under Sections 13(1)(E), 13(2) of Prevention of Corruption Act 1988 and Sub-Section 109 of the IPC.

Nagpur: In a significant development, police have filed charge-sheet in MPID Court against Prashant Jaideo Wasankar, Vinay Jaideo Wasankar and Abhijit Jayant Chaudhari, all associated with Wasankar Wealth Management Ltd, after collecting unflinching evidence against them in duping of investors case.

According to police, the filing of chargesheet is the outcome of an offence registered at Ambazari Police Station (Crime No. 156/2014) after a complaint was lodged by an investor and later by 303 other investors who were lured and duped by the three named accused to the tune of Rs 83,57,17,676 (Rs 83.57 crore) by promising high returns for their investments. The Crime Branch of Nagpur Police investigated the complaints filed at Ambazari Police Station and subsequently gathered concrete evidence against Prashant Jaideo Wasankar, Vinay Jaideo Wasankar and Abhijit Jayant Chaudhari in the high-profile fraud case. An offence was registered against the arrested accused under Sections 406, 420, 506, 120(B) of the IPC and Sub-Section 3 of Maharashtra Protection of Interest of Depositors Act (MPID Act) 1999. After collecting the evidence, the chargesheet against the three accused was filed before the Special Sessions Judge of MPID Court on Wednesday.
The crime was investigated by Police Inspector Sudhakar Dhane, Head Constable Deepak Namewar under the guidance of Additional Commissioner of Police Sunil Kolhe, and ACP Nilesh Raut.
However, the defrauded amount of Rs 83,57,17,676 (Rs 83.57 crore) pertains to complaints filed at Ambazari Police Station. The amount could be much higher if the complaints filed at various other police stations are taken into consideration.
It may be recalled, Prashant Wasankar of Wasankar Wealth Management Ltd and his associates allegedly promised astronomical returns in fanciful but fraudulent investments. Hundreds of investors have reportedly been lured and duped.  However, Wasankar and his group defaulted on many payments and thus left the investors high and dry.It is surfaced that the Wasankar Wealth Management Company has eroded the hard earn money of over 2000 people by offering them quantum hike in their sum within short span of time.  Wasankar allegedly charged huge amount membership as much as Rs. 1 lakh per annum and collected over Rs 2000 crore. He assured the depositors by giving them post dated cheques offering around 30% interest on deposit.

Nagpur: As Navaratri celebration kickstarts from Thursday, setting stage for the glitzy and groovy nights of festivities along with day long fasting, Garba is certainly the talk of the town. From big to small, every other Durga Devi pandal has thrown open opportunities to the devouts to match steps in their best capacity possible. However the best known Garba organizers this year have consciously chosen their venues far off city’s busy confines.

This time round, the organizers have chosen to go outside city limits for reasons best known to them. This brings all these venues into the jurisdiction of Rural Police Department.

Nagpur Today spoke to the Superintendent of Police, Nagpur Rural about their preparedness for the upcoming elections and the Navratri Celebrations.

Organisers to have free hand on sound!

Superintendent of Police, Nagpur Rural Dr Arti Singh (IPS) said that the organizers do not have to take the permissions from the SSB, but from the Tehsildar. All they have to do is take permissions from the nearest Police-station for the use of Loud Speaker. That too has a dead-line i.e. the organizers can play loudspeakers only till 10 pm.

Communal forces to be kept in check

When asked about the preparedness about the Love-Jihad which was quite a notion during the Navratri celebrations, she said that they are aware about this sensitive issue and have constituted a cell to collect intelligence about all such activities. They will also keep a tab on other religion based political groups so that they do not cause any tension.

Organisers responsible for safety of girls, says Rural SP

When asked about the safety of all the youth especially the female participants who would be going in the traditional attire with their make-ups etc, Dr Arti Singh said that it is the responsibility of the organizers to ensure that the female participants are escorted and reaching home safely. However, there would be policemen to check for drunken-driving and Nakabandi at regular intervals.

Youngsters should maintain alert

She added that the youngsters too should be careful and report to the nearest police-station about any occurrence. The police are there to assist them. The youth should also come forward and report any wrong, crime that they witness anywhere. Dr Arti Singh very categorically stated that their personnel will be watching all the venues to ascertain if liquor is served or consumed anywhere. Any violation will invite penalty.

When asked if the Rural Police Department has undertaken any preventive measures, to which she said that they have taken signed written bonds from the known offenders (criminal as well as political). She said that preventive arrests would be done a day prior to the elections.

Just co-operate, appeal police

In her message to the youth and the citizens of the city, Superintendent of Police, Nagpur Rural Dr Arti Singh (IPS) said that everybody should co-operate with the police in maintaining law and order. She added that the Police are there for the people. They should report any crime or wrongful occurrences to the nearest police-station, without any fear. She wished all the citizens a very Happy Navratri Celebrations.

Nagpur forests turning hotbed of country-made arms’ trade; weapons coming from Bihar, UP!

Nagpur: The development is scary and could send the chill down the spines. The thick and beautiful forests in north-east borders of Nagpur district have been acquiring a notorious tag of late. Reliable sources reported that these forests have become den of illegal trade of country-made pistols, guns and other lethal weapons.

Not that the Nagpur or Maharashtra police are aware of the illegal arms trade thriving in the thick jungles of bordering Nagpur District. Cops have on umpteen occasions busted the arms trade and put dozens of ‘businessmen’ behind bars but there is no full stop. The lucrative but illegal arms trade has been prospering day in and day out. It has taken the form of a scam and job provider as well.

The deadly stuff is being brought from distance places like Bihar, Uttar Pradesh, and other states by easy transport means — Roads and Railways. The illegal arms trade has been flourishing and spreading its dreaded clutches too fast. Most appallingly, the arms have reached hands of criminals who are ruling the roost in nearby villages and towns and Nagpur City as well. The ascending crime rate is ample testimony to the dreadful fact.

The illegal trade got busted when Crime Branch of Nagpur Police the other day arrested a 21-year old youth on the charges of illegally possessing a pistol, magazine and two live cartridges. Nagpur Today had run the report. According to police, the Crime Branch had received a tip off that the accused Mohd Shahrukh alias Samy Shafi Sheikh (21) was in possession of a pistol and some live cartridges. Accordingly, API P M Atulkar and his team laid a trap during patrolling duty and waited near Besa Power House. As per the tip off, Mohd Shahrukh, a resident of Motha Tajbagh, Azad Colony, arrived at the spot. The Crime Branch sleuths, waiting for him, pounced and caught hold of Mohd Shahrukh. On frisking, the cops found a pistol, a magazine and two bullets from the possession of the accused. Since Mohd Shahrukh did not have the license of the pistol, he was arrested under Section 3+25 of Arms Act and Sub-Section 135 of Mumbai Police Act. The pistol, magazine and two bullets were later seized.

Rural points serve best bet for illegal trade

According to sources, the villages and towns namely Fetri, Chakkikhapa, Deolapar, Khapa, Parsheoni, Khaparkheda and other areas near Nagpur are surrounded by thick jungles. These jungles are turning out to be transit points for illegal trade of country-made pistols, guns and other weapons in massive proportions. The anti-social elements spread across the areas including Nagpur and Vidarbha as a whole are missing no opportunity to grab the arms in dark hours ostensibly for their nefarious designs.

Pistols starts @ 7k only!

Sources further said that the country-made pistols are easily available at a price of Rs 7000-8000 only. In fact, there is lucrative package, too. One can have the deadly country-made revolver or pistol or gun for Rs 10,000 with five cartridges as bonus!! With profit ranging from Rs 2000 to Rs 4000 per weapon, more and more elements are turning ‘elite’ businessmen. The business is done in a well-planned manner. First the place is fixed. The deal is instant. On one hand give money and take the stuff with other. No credit. The only condition is that the cartridges are given at other opportune time and at other place. The modus operandi is drawn to dodge the police, said the sources.

Sophisticated arms make entry

Apart from Desi Katta (Country-made pistol with single round fire), the illegal trade sometimes goes hi-tech with deals of Mauser guns (Ten-round fire), Sixer guns (Six-round fire), and rifles (single round fire) of lethal class, stated the sources. The arms are mainly brought from Bihar, Uttar Pradesh and other distance area through road transport and railways. Bihar and Uttar Pradesh are hotspots for procuring such cheap but dangerous weapons as country-made pistols and guns are produced in gigantic proportions in illegal factories that are in large numbers. The only question is: From where the cartridges come?
