VIA organised Panel Discussion on MSME Sahyog Pro-Bono Services

VIA Economy & Finance Forum, MSME Forum in association with MSME SAHYOG jointly organised a panel discussion-cum-seminar on “Insolvency and Bankruptcy Code, 2016” recently at VIA Auditorium as well as on virtual platform also.

The discussion highlighted the newly introduced Prepack resolution process which is a newly introduced hybrid corporate rescue process which blends elements & virtues of both formal & informal insolvency proceedings, and how IBC continues to contribute to the Indian growth story.

IP Manisha Agarwal, CMA, IP and Registered Valuer for SF&A from Nagpur started with an overview of various ‘financial-stress-resolution processes under IBC Code and discussed the importance of resolving stressed assets and its benefits for the Indian economy. She explained the existing “Corporate Insolvency Process (CIRP)”, discussed the impact of IBC on ease of doing business in India.

IP Sandeep Chitkara, Management Consultant and IP from Ludhiana explained the details of “Prepack Insolvency Process (PPIRP)” which allows the MSME to prepare a resolution plan with creditors. Private discussions can take place between promoters & financial creditors before initiating insolvency proceedings. It offers an alternate insolvency resolution process for MSME, which is more cost-effective and faster. It offers flexibility as compares to rigorous process under CIRP (Corporate Insolvency Resolution Process), and helps maximize outcome for all stakeholders.

IP Vijay Usharia, Retired General Manager, Union Bank of India & IP from Indore helped MSMEs explore various schemes being offered by RIB and banks to alleviate financial stress caused by COVID. He explained mechanisms such as restructuring for MSMEs, covid-19 restructuring, liberalized working capital assessment, and guaranteed emergency line of credit (GECL), have been more pronounced in the last one year.

IP Atul Grover, Advocate & IP Founder of MSME Sahyog from Chandigarh demonstrated the SAHYOG platform through which MSME can search and reachout to MSME-Warriors. The software helps MSMEs file their cases online which gets assigned to IBC practitioners for pro-bono advisory. Mr Grover also gave insight into the developments of upcoming IBC technologies which can help MSMs reduce the timeline for resolution, and ensure legal compliance by the IP community.

The last session involved answering the technical questions raised by participating MSMEs which ruled the pathetic condition of MSME and entrepreneurs due to an apathetic and self-centred banking and financing Industry.

Earlier, Rohit Agrawal, Chairman VIA Economy & Finance Forum welcomed Guest speaker, Manisha Agarwal with a floral bouquet as well as also orally welcomed other eminent panelists. Girish Deodhar, Chairman of MSME Forum in his opening remarks informed about the overview of MSME Sahyog. He further said MSME Sahyog is a collective endeavor of Restructuring & Turnaround Professionals from various domains such as Insolvency-Professionals, Ex-Bankers, Corporate-Advocates, Industry-Experts, Forensic-Auditors, Registered-Valuers, to provide financial-stress identification & resolution services to MSMEs.

Suresh Rathi, President – VIA in his welcome address informed about the MSME-Sahyog empowers small business owners and entrepreneurs by providing them with the guidance and support they require towards relieving their stress through best restructuring & reorganization Schemes.

The session was moderated by Manisha Agarwal. Rohit Agrawal also summed up the discussion and also proposed a formal vote of thanks and requested MSME Sahyog to be associated with VIA for organizing knowledgeable sessions for strengthening MSMEs.

Prominently present were Atul Pande, IPP – VIA, Reeta Lanjewar, Past Chairperson – LEW, Suresh Motwani, Branch Manager, Central Bank of India, Nagpur, MSMEs, industrialists, professionals, entrepreneurs and interested persons joined the session.

Commercial service on Sitabuldi – Kasturchand Park stretch of Orange Line from 3 pm today

Nagpur: Commercial service will start on Sitabuldi – Zero Mile Freedom Park – Kasturchand Park section of Orange Line from 3 pm on Friday, August 20. The section will be inaugurated by dignitaries at 12.30 pm.

Commercial services are running on existing stretch of Orange Line (Sitabuldi to Khapri) from 8 am and 8 pm. Services on Aqua Line (Sitabuldi to Lokmanya Nagar) are on from 6.30 am to 8 pm.

Trains from Khapri will now terminate at Kasturchand Park instead of Sitabuldi. Similarly, trains for Khapri will depart from the new station instead of Sitabuldi.

नागपुर : ऑरेंज लाइन के सीताबर्डी – जीरो माइल फ्रीडम पार्क-कस्तूरचंद पार्क सेक्शन पर शुक्रवार, 20 अगस्त को अपराह्न 3 बजे से वाणिज्यिक सेवा शुरू होगी. इस सेक्शन का उद्घाटन दोपहर 12.30 बजे गणमान्य अतिथियों द्वारा किया जाएगा.

ऑरेंज लाइन (सीताबर्डी से खापरी) के इस सेक्शन में सुबह 8 बजे से रात 8 बजे तक वाणिज्यिक सेवाएं चल रही हैं। एक्वा लाइन (सीताबर्डी से लोकमान्य नगर) पर सुबह 6.30 बजे से रात 8 बजे तक सेवाएं चालू हैं।

खापरी से ट्रेनें अब सीताबर्डी के बजाय कस्तूरचंद पार्क में समाप्त होंगी। इसी तरह खापरी के लिए ट्रेनें सीताबर्डी के बजाय कस्तूरचंद पार्क से चलेंगी।

First leased aircraft by Indian company lands at MIHAN SEZ

Nagpur: JETSETFLEET Management Services IFSC Private, a leasing arm of JetSetGo Aviation, has become the first Indian leasing business to directly import an aircraft, marking a historic event in India’s aviation history. The seven-seater aircraft, a Hawker 800 XP, leased through GIFT City, IFSC was imported from the United Kingdom and towed into the Air India MRO at MIHAN SEZ after landing at Nagpur’s Dr Babasaheb Ambedkar International Airport. Parking and warehousing services were provided by Air India MRO.

This aircraft was brought into the SEZ for the purpose of leasing, promoting MRO and offering other ancillary services in the region. This transaction is being hailed as the country’s first-ever after the Ministry of Finance established a framework for aircraft leasing and tax sops were granted, to shift the leasing business from Ireland or other locations to Indian Territories To lease out the aircraft, the Company is experimenting with a novel financing strategy where in Jet Set Go plans on using the‘pay-as-you-go’arrangement.

Under this model, the Company gets compensated based on how much the aircraft flies. In addition to this,Jet Set Go is also looking into revenue-sharing arrangements Commenting on this mega milestone, Kanika Tekriwal, Founder & CEO, JetSetGo Aviation said“With import of the Hawker 800 XP, we are extremely proud to be the first Indian leasing company to bring an aircraft into the country directly. CM Thackeray, Union Minister Gadkari, Puri inaugurate Nagpur Metro’s Freedom Park Station

Nagpur: Chief Minister (CM) Uddhav Thackeray and Union Minister for Road Transport and Highways Nitin Gadkari and Union Minister for Housing and Urban Affairs Hardeep Singh Puri inaugurated the Zero Mile Freedom Park on Friday afternoon. Chief Minister and Puri had joined the programme through video link for the programme.

The trio later, opened the Freedom Park and Kasturchand Park Metro Stations and also dedicate the 1.6 km Sitabuldi-Kasturchand Park stretch of Nagpur Metro.

Kaushal Kishore, Union Minister of State for Housing and Urban Affairs addressed the gathering through video link on this occasion.

Dr Nitin Raut, Nagpur Guardian Minister; Eknath Shinde, Urban Development Minister; Sunil Kedar, Animal Husbandry Minister, were prominently present in the function.

Mayor Dayashankar Tiwari, Dr Vikas Mahatme, Member of Rajya Sabha, Krupal Tumane, Member of Parliament, Ramtek, and Leader of Opposition in Maharashtra Assembly Devendra Fadnavis, local legislators were also present on the occasion.

Afghan Man Deported in June from Nagpur Joined Taliban

Nagpur: An Afghan national, who was deported to his country from Nagpur in June this year after he was found staying here illegally, has apparently joined the Taliban and his picture holding a rifle has surfaced on social media, a senior police official said on Friday.

The Taliban has seized power in Afghanistan as it swept into capital Kabul on Sunday after President Ashraf Ghani fled the country. “The man, Noor Mohammad Ajiz Mohammad, 30, was found staying in Nagpur since the last 10 years illegally. He was living in a rented place in Dighori area of the city.

Acting on a tip-off, the police had started keeping a watch on his activities. He was finally nabbed and deported to Afghanistan on June 23,” he said. “After his deportation, he seems to have joined the Taliban and his photo holding a gun has emerged on social media,” he added.

During the probe earlier, police had found that he had come to Nagpur in 2010 on a six-month tourist visa. Later, he had applied to the United Nations Human Rights Council (UNHRC) seeking a refugee status for himself, but his application was rejected. His appeal was also turned down by the UNHRC. Since then, he stayed in Nagpur illegally, the official said.

Another police official said that Noor Mohammad’s original name is Abdul Haque and his brother was working with the Taliban. Last year, Noor had floated a video on social media with a sharp-edged weapon. After he was nabbed, police found that he had “entry and exit wounds” from a gunshot near his left shoulder, he said, adding that when his social media accounts were checked, it was found that he was following some terrorists whose videos of gun firing were available on social media.

“He was in the business of selling blankets and was unmarried. Police conducted searches at his rented accommodation, but did not find anything suspicious. His call details are also under the scanner of the police,” the official said.

Maharashtra School Not Resuming Classes Before Diwali : Deputy CM Ajit Pawar

Mumbai: Maharashtra School Reopening Latest News Today: While the state government is yet to take any decision on school reopening in Maharashtra, Deputy Chief Minister Ajit Pawar on Friday said the state Task Force is not in favour of reopening schools before Diwali. Going by the opinion of the state COVID Task Force, the deputy CM said that the schools in the sate may not open before Diwali.

Saying that the decision regarding the reopening of schools will be taken in consultation with the task force, Ajit Pawar said the state will go ahead when it says to do so. He said that the task force is of the opinion that the schools shouldn’t be reopened before Diwali.

Another opinion: Giving further details, the Deputy CM said that there’s an opinion that the state government should provide the permission to reopen schools in the districts where Covid-19 infections is low.

GMR group unveils plans to modernise, develop Nagpur Airport

As part of the plan, Delhi-based GMR Group, which currently runs Delhi and Hyderabad International Airports, is looking to develop Nagpur”s Babasaheb Ambedkar International Airport in a phased manner with an ultimate capacity of around 30 million passengers annually, representing a capacity increase of over 1,000 per cent over the coming years, a release said.

Nagpur: Infrastructure major GMR group on Friday unveiled its plans to modernise and develop Nagpur Airport following a ruling by the Nagpur Bench of Bombay High Court.

As part of the plan, Delhi-based GMR Group, which currently runs Delhi and Hyderabad International Airports, is looking to develop Nagpur”s Babasaheb Ambedkar International Airport in a phased manner with an ultimate capacity of around 30 million passengers annually, representing a capacity increase of over 1,000 per cent over the coming years, a release said.

The existing facilities at Nagpur Airport have been operating close to the maximum capacity, it said.

The airport handled a total of about 3 million passengers and 9,500 metric tonnes of cargo in FY20, as per GMR.

Besides running Delhi and Hyderabad airports, GMR is also constructing greenfield airports in Goa and Bhogapuram in Andhra Pradesh.

In October 2018, the group emerged as the highest bidder for development, operation and management of Nagpur International Airport on a public private partnership (PPP) basis in the tender process conducted by MIHAN India Ltd.

Subsequently, the letter of award (LoA) was issued to GMR in March 2019.

However, Maharashtra government decided to cancel the tender process in March 2020 with MIHAN issuing a letter, annulling the bid process.

It was challenged by the GMR in Nagpur Bench of Bombay High Court, which on August 18 quashed the March 2020 communication, calling it “arbitrary and unfair”.

“Consequent to the ruling by the Nagpur bench of Bombay High Court, GMR is pleased to take up the responsibility of developing and transforming Nagpur Airport into a world-class facility,” GMR said in a release on Friday.

The first phase of development will see GMR initiate a complete transformation of the airport over a 4-year period, including the construction of a new greenfield integrated terminal with initial capacity of handling 4 million passengers per annum, associated aeronautical infrastructure including aprons and taxiways, new car park and approach road and a new cargo terminal, it said.

At the same time, the existing passenger terminal will also be refurbished to enhance its capacity, improve passenger facilities, introduce modern technology and upgrade the overall ambience to cater to the traffic and operational requirements in the interim period, GMR said

“…We will develop a new greenfield integrated terminal at Nagpur Airport with latest amenities and modern equipment on par with the best in the world,” said SGK Kishore, Executive Director – South and Chief Innovation Officer, GMR Group.

The company said it will focus on replicating its successful upgrade efforts in Delhi Airport in India and Cebu-Mactan in Philippines to take Nagpur Airport into the next level.

Over the longer term, GMR will invest further in the Nagpur Airport project including the expansion of terminal handling capacity, development of a second runway and a new Air Traffic Control Tower (ATC) to boost capacity to levels that could potentially serve the needs for the next 2-3 decades of growth at the city, it stated.

Nagpur is also well placed to be developed into a major cargo hub, it said, adding that leveraging the city”s strategic geographic location, strong multi-modal connectivity with major economic centres across the country and supportive government and policy environment.

For Nagpur Airport, beginning with an initial capacity of 20,000 MT annually, GMR will pursue a cargo development vision modelled on its own experience at Delhi and Hyderabad as well as that of major global air cargo hubs such as Memphis, Paris, Hong Kong and Dubai to maximise the city”s growth potential, GMR said.

GMR said its overall development strategy for the Nagpur Airport will be fully aligned with the vision of the Maharashtra government and that of MIHAN and lead towards the creation of a fully integrated aviation hub consisting of a modern international airport, world-class cargo and logistics facilities and a robust aviation support ecosystem including Maintenance, Repair and Overhaul (MRO) units.

‘You Talk Sweetly, But Write Harshly’: Thackeray Responds To Nitin Gadkari’s Letter Bomb

Nagpur: Today on Aug 20 , Maharashtra Chief Minister Uddhav Thackeray pointed to a letter written by Union Road Transport Minister Nitin Gadkari saying that he will not allow anyone to stop development work.

A few days ago, Gadkari wrote to Chief Minister Thackeray about alleged obstruction by local Shiv Sena leaders in National Highway projects in Maharashtra. Thackeray along with Union ministers Gadkari and Hardeep Singh Puri inaugurated operations in Sitabuldi-Zero Mile Freedom Park-Kasturchand Park section of Nagpur Metro. Gadkari was present on the spot, while Thackeray and Puri digitally participated in the ceremony.

A letter written by Gadkari to the Chief Minister claimed that Thackeray-led Shiv Sena leaders were harassing the officials and contractors with “illegal demands” and had stalled some National Highway projects in the state.

In an apparent reference to Gadkari’s message, Thackeray said, “You talk very sweetly but write harshly. Our relationships are different. You are committed to working and so are we.”
“Even you know the teachings of Shiv Sena Chief Balasaheb Thackeray… He never let anyone create obstacles when it’s about the welfare of the people. I want to assure you that I will not allow anyone to come in the way of such welfare activities,” Thackeray said.

The Shiv Sena supremo further said that the Maharashtra government is working with the Centre to make Nagpur “one of the best cities in the country”. Speaking on the occasion, Gadkari thanked Thackeray and State Urban Development Minister Eknath Shinde for their support for development projects in Lok Sabha constituency Nagpur.

Meanwhile, a senior Bharatiya Janata Party (BJP) leader said that Central government is ready to allocate an additional Rs 1 lakh crore for major projects in Maharashtra.

5 day old baby hailing from Nagpur rescued by Gujarat police, bust child trafficking racket, 4 arrested

Among the four arrested, is a woman with a five-day-old baby delivered through a cesarean section, police said. The newborn was allegedly put up for sale through a Nadiad-based woman named Maya, while the mother of the baby hails from Nagpur.

Kheda/Nagpur: The Special Operations Group (SOG) of Kheda district Gujrat police on Friday arrested four women for allegedly running a child trafficking racket by luring pregnant women to put up their biological newborns for sale.

Among the four arrested, is a woman with a five-day-old baby delivered through a cesarean section, police said. The newborn was allegedly put up for sale through a Nadiad-based woman named Maya, while the mother of the baby hails from Nagpur.

Superintendent of Police, Kheda, Arpita Patel, told The Indian Express, “We had received a tip off about such a child trafficking racket running from Nadiad. Since it is a sensitive issue, we planned and laid a trap with the help of a civilian. On the day the newborn was to be handed over to the dummy buyer, a wpman constable accompanied him as his wife and we caught them red-handed.”

Patel added that primary investigation has revealed that three of the women detained were “mothers wanting to sell their children”, while one of the accused is the main conspirator and the mastermind of the racket. “The accused, Maya, hails from Maharashtra but has been settled in Nadiad for several years. The new mother, who delivered a baby five days ago, had arrived in Nadiad a month ago and was living in Maya’s house as the ‘sale’ was planned. So, we have booked them under the relevant sections for criminal conspiracy. Another accused has told the police that she has sold three children through this racket so far. It appears to have its roots in other states as well and we are probing deeper to understand whether they commission pregnancies or just lure pregnant women from weak financial backgrounds,” Patel said.

The police also said that the women had, so far, been making inconsistent statements. “We do not know yet whether these women are married… It is not a surrogacy racket. These are biological children of the accused women themselves. We will also match the DNA samples of the women and the children to ascertain their relationships during the investigation,” Patel said.

The four women were formally arrested late Friday evening after undergoing the mandatory Covid-19 test. The accused have been booked under sections of the Indian Penal Code for knowingly trafficking minor (370), attempting to commit offences punishable with imprisonment for life or other (511), criminal conspiracy [120(b)], crime committed in presence of an abettor (114) as well as sections of the Juvenile Justice Act for cruelty to a child (75), kidnapping and abduction of child (80) and offence committed by a person having the actual charge of the child (81).

Nagpur: Ambazari police have arrested a youth for duping Flipkart by replacing the original gadgets with other material in the parcels ordered by him. The police have recovered various gadgets and seized his car collectively worth Rs 8.26 lakh.

Ambazari police have arrested Pawan Suryakant Shripal (30), a resident of Plot No. F-6, Rai Town, Hingna Road. Senior Police Inspector Ashok Bagul informed that Shripal was indulged in the crime for the last one year. Shripal would place the order on-line with Flipkart in different names and addresses. When the delivery boy was delivering the parcels at the addresses, Shripal was removing original items from the parcel and replacing it with other material.

Later, he was repacking the parcel and returning it to the delivery boy stating he was short on cash. On the basis of complaint lodged Ankit Rupchand Dupare (24), a delivery boy of Flipkart, an offence under Section 420 of Indian Penal Code was registered by police and Shripal was arrested.

Under the guidance of DCP (Zone II) Vinita S, the arrest was made by Sr PI Ashok Bagul, API Achal Kapoor, ASI Ashish Kohale and staff including Ankush Ghati, Amit Bhure, Romit Rauta and Ashish Jadhao

Now tunnel to connect Morris College Sq to Tekdi Road

Nagpur: Union Minister Nitin Gadkari proposed construction of a tunnel at Morris College Square to connect with the Tekdi Road. With opening of new road from adjoining Rashtrasant Tukadoji Maharaj Nagpur University till Morris T-point on Wardha Road, traffic congestion could become an issue with formation of Square.

To overcome the future congestion, a tunnel to inter-connect Tekdi Road with the Science College Road can provide hassle-free connectivity.

Gadkari said, he is ready to provide funds for the project through Central Road Fund and said that Devendra Fadnavis and Mayor had already approved the idea.

200 mobile vaccination vans from CSR funds

Nagpur: In view of the possible third wave of coronavirus, under the ‘Mission Vaccination’ campaign, 200 vaccination vehicles were provided to Nagpur and Amravati divisions on Friday. The Vidarbha Sahitya Society has provided mobile vaccination vans to 200 primary health centres in Vidarbha from the CSR fund of ₹25 crore provided by MahaTransco.

The inauguration ceremony organised on August 20, at Divisional Sports Complex Mankapur in presence of Chief Minister Uddhav Balasaheb Thackeray, Deputy Chief Minister Ajit Pawar, Revenue Minister Balasaheb Thorat, Union Minister of Road and Transport Nitin Gadkari, Guardian Minister Nitin Raut, President of Vidarbha Sahayata Society.

With an aim to boost the vaccination process and provide vaccination facilities at doorsteps the initiative has been implemented for those who are unable to get out of bed. For this along with 200 vaccination vehicles primary health centers in each taluka are being provided.

Char-Khamba residents booked for obstructing cops from discharging duty in Pachpaoli

Nagpur: Tension prevailed Char-Khamba Chowk after some locals obstructed cops’ action under Maharashtra Animal Preservation Act under Pachpaoli Police Station here, on Saturday.

Following which heavy police bandobast was deployed in the vicinity. All the senior police officials including Commissioner of Police (CP) Amitesh Kumar and Deputy Commissioner of Police (DCP) Zone 3 Lohit Matani had visited the spot.

A senior source from Nagpur Police informed Nagpur Today that, “The squad of Pachpaoli Police was conducting action under Maharashtra Animal Preservation Act. During the same, some locals obstructed their action and gheraoed the squad. An offence under relevant Sections has been registered against the accused. Further investigation is underway,” he said.

Maharashtra Samruddhi Mahamargh: Toll set at ₹1,100 for one way trip on Nagpur-Mumbai Express Highway

Nagpur: The toll for a light vehicle (car) for one-way trip down the Hindu Hrudaysamrat Balasaheb Thackeray Maharashtra Samruddhi Highway connecting Nagpur and Mumbai will be around Rs 1,100, said Maharashtra State Road Development Corporation (MSRDC) joint Managing Director Anilkumar Gaikwad, as per the media reports.

Public Works Minister Eknath Shinde also announced that the revised deadline for the stretch from Nagpur to Shirdi is now December 2021, and for up to Thane it is December 2022. He ruled out cost escalation due to delay in completion of the eight-lane project.

It is pertinent to mention that during his visit last December, Chief Minister Uddhav Thackeray had set deadline of May 1 for completion of work from Nagpur to Shirdi. Shinde, also urban development minister, said efforts were made to meet the deadline but could not be possible due to the pandemic.

Shinde, Gaikwad, additional collector Nishikant Sukhe, Ramtek MP Krupal Tumane, Ramtek MLA Ashish Jaiswal, Sena leaders including Kiran Pandav and others inspected package-I of the 701km project on Friday.

Gaikwad further mentioned that, “Toll will be as per guidelines issued by central government in 2008. Light vehicles will be charged Rs1.65 per km. Toll will be for exact km used on expressway, Toll for heavy vehicles will be thrice the rate for light vehicles.” also said, “Financial progress of the project is at 64%, while physical progress is 79% on the Nagpur-Shirdi stretch and 70% for entire project. Deadline is 36 months from initial stage, and will be achieved if one considers exact date of commencement of work,” said, Gaikwad.

Gaikwad added,” 40% labourers left work due to Covid-19. Now, everything has been streamlined; 35,000 are working on the project and 5,500 machines are engaged,” he said.

Shinde said work of three-four of 20 nodes (townships) has been started. “The project is very important and will be a game-changer for the state. The expressway will also be connected to JNPT and areas not falling on the corridor like Konkan through various ways. It will encourage industries and other sectors to come to Vidarbha and Marathwada. Sectors like textile, tourism, IT and agriculture will be boosted by developing 20 nodes,” he said.

Shinde said the plan is to establish solar power plants of 250MW along the corridor. “We have planned to plant over 11 lakh trees. This is in addition to existing greenery,” he said.

Shinde said there will be no comprise on quality. “We are developing the project so that vehicles will operate at a speed of 150km per hour. Travel timing from Nagpur to Mumbai will be reduced from 15 hours to 6-7 hours.”

Metro services have started from Sitabuldi to Kasturchand Park station from Friday via Zero Mile Freedom Park station. Now services on Orange Line run from Kasturchand Park to Khapri via Sitabuldi and from Lokmanya Nagar to Sitabuldi on Aqua Line.

The timings of Orange Line are from 8 am to 8 pm while that of Aqua Line are from 6.30 am to 8 pm.

Municipal corporations cannot act like private land lord : Dipen Agrawal

A delegation of Chamber of Associations of Maharashtra Industry and Trade (CAMIT) led by Dipen Agrawal President in gracious presence of KrupalTumane Member of Parliament and Kiran Pandav Shiv Sena Youth leader met Eknath Shinde, Minister for Urban Development and Public Works during his visit to Nagpur.

KrupalTumanebriefy upraised Eknath Shinde about the hardship faced by the tenants of Municipal Corporations across the state, due unilateral exorbitant increase in rent by almost all corporations in the state.

Dilip Thakral, said that the unilateral steep increase in rent by Municipal Corporations for their bazar samiti properties is ranging between 100 to 1000 times and in some cases more than 1000 times. On failure of tenant to concede to this unilateral decision, authorities are threating to dispossess the tenants. This unmindful step of corporation has adversely affected the livelihood of many small and marginal traders and numerous self-employed (the only) bread earner of their family. This unreasonable and arbitrary actions on part of the administration has resulted in resentment and unrest among the small and marginal traders (tenants).

Ashok Sanghvi said that records from almost all Municipal Corporations will demonstrate that, at that relevant time business community in order to cooperate with Corporations came forward and took the shops/ottas constructed by Corporation on rent after paying premium and generations of those traders have sweat hard in developing full-fledged market places in those areas. In past, in addition to periodical increase in rent, traders have also accepted reasonable revision of base rent, he added.

Dipen Agrawal brought to the notice of minister that the then State Government had published draft regulations for transferring Corporation property by lease or otherwise and renewal of lease. In the draft regulations State had proposed to charge annual rent @ 8% p.a. of the valuation of tenanted property. More than thousand objections and suggestions were submitted to UDD-2 from all over the state including from CAMIT with a request to afford personal hearing in the matter. The administration without giving opportunity of hearing to anyone notified the Maharashtra Municipal Corporations (Renewal of Lease or Transfer of Immovable Property) Rules, 2019 under notification dated 13/09/2019.

The actions of the government in order to be reasonable,Agrawal suggested that government should first conduct scientific study of prevailing trend of rate of return fetched by private landlord in terms of percentage to valuation as proposed in draft rules of comparable rented property. It is pertinent to mention here that in one such study conducted in Kolhapur the prevailing rent in percentage of return on valuation ranges between 0.75% to 2.64%, added Dipen Agrawal.

Dipen Agrawal on behalf of galadharek across the state requestedEknath Shinde tointervene andwithdraw the notification dated 13-09-2019 and suggested 1) in cases where only land is leased/licensed by Corporation the annual lease rent/ license fee should be fixed at 1% of value as per ready reckoner; 2) in cases where shop/otta is leased/licensed by Corporation the annual lease rent/ license fee be fixed at the rate of 2% of value of construction plus 1% of value of proportionate land as per ready reckoner; 3) 10% increase in lease rent/license fee every 3rd year; 4) Renewal shall be for 30 years Lease/license term; 5) the lease / license should be transferable and transfer fee to be charged equal to one month rent/fee for transfer within blood relation and equal to three months’ rent/fee for transfer outside blood relation and 6) the agreed new lease rent/license fee to be made applicable from FY 2021-22. Lease rent/license fee for earlier period be charged and collected as per then prevailing rent/fee.KrupalTumane(MP) supported the demands of CAMIT.

Eknath Shinde after patiently hearing the submissions assured the delegation that he shall take-up the matter on priority and get it resolved in the best interest of all stake holders.

Hindu Mulinchi Shala adopts ‘Education at Your Doorstep’ policy

Needy students from three areas are taking benefit
Project benefit extended to students of all other schools as well

Nagpur – Due to the Covid pandemic, students cannot reach out to school and many students do not even have access to online education. Shrimati Dadibai Deshmukh Hindu Mulinchi Shala, Nagri Hakka Sanrakshan Sangh and Aarti Multipurpose Educational Institution have adopted ‘Education at Your Doorstep’ policy for reaching out to such needy students and teaching them.

Keeping in mind that, students should not stay away from mainstream education and should not be deprived of education, Hindu Mulinchi Shala along with the said institutions are jointly implementing the project ‘Education at Your Doorstep’. Members of these organizations are reaching out to various areas to teach students of different classes.

This project is not only restricted to the students of Hindu Mulinchi Shala but it incorporates the students of all other schools as well. The project is being implemented at three places in Nagpur. At Yogi Arvind Nagar, Hanuman Temple, under the guidance of Sham Harde and Manish Khanorkar, Teachers Dongre, Khadse, Bakshi, and Sheikh are teaching 37 students. While 23 students are studying at Sanjay Nandanwar’s house at Winakar Colony, Tandapeth, where Girdhari Nimje and Vaishnavi Nandanwar of Aarti Multipurpose Educational Institution are helping out.

Deputy Principals Subodh Ashtikar, Anita Surkar, Nita Vanjari, Jayshree Dhande and Sangeeta Kale are teaching here. The Bhaktidham temple in Shivajinagar open classroom has 28 students. Here the teaching is being conducted with help of corporator Naresh Waghmare and social activist Sanjay Parihar. Teachers Ravi Vanjari, Shailesh Meshram, Maya Sonawane, Meenal Baviskar, and Priya Atram are teaching students.

The project is being implemented under the guidance of Ravindra Fadnavis and Seema Fadnavis, President of Stree Shikshan Prasarak Mandal. School principal Maya Bamnote is working to encourage teachers. Ravindra Fadnavis has appealed to all students to take benefit of this project.
