Nagpur/Delhi: The Supreme Court (SC), on Monday, refused to provide interim protection from arrest to former Maharashtra Home Minister Anil Deshmukh in the alleged money laundering case against him. The Supreme Court’s decision may also mean that Deshmukh could face arrest in connection with the ongoing probe against him.

A bench of justices AM Khanwilkar, Krishna Murari and V Ramasubramanian said that the top court is ‘not inclined to grant any interim relief’ to Deshmukh and added that he could access remedies under the CrPC. Deshmukh’s lawyer argued that the alleged money laundering case against the Nationalist Congress Party (NCP) leader was a political ‘witch-hunt’.

Deshmukh had approached the top court seeking that the cases against him be dropped. Last week, the Bombay High Court had dismissed a PIL filed by Deshmukh, after which he approached the top court.

Anil Deshmukh Skips ED Summons For 5th Time In Row

Likely To Seek Relief From Local Court

Mumbai/Nagpur: Skipping the summons of the ED for the fifth time in a row, ex-Maharashtra Home Minister Anil Deshmukh refused to appear before the central agency at its Mumbai office on Wednesday. His lawyer Inderpal Singh went to the ED office seeking an exemption from personal appearance so that his client can approach a local court for anticipatory bail. On Monday, a three-judge Supreme Court bench of Justices AM Khanwilkar, Krishna Murari, and V Ramasubramanian had declined to grant him protection from any coercive action in the money laundering case registered by the ED.

At the same time, it granted him liberty to avail of remedies under the Code of Criminal Procedure. Earlier, the ED provisionally attached immovable assets worth Rs.4.2 crore belonging to the ex-Maharashtra Home Minister and his family members under the PMLA. It has also conducted multiple raids at premises linked with him in Mumbai and Nagpur.

Extortion charge

The controversy came to the fore on February 20 when ex-Mumbai Police Commissioner Param Bir Singh leveled serious ‘extortion’ charges against Anil Deshmukh. In a letter addressed to Maharashtra CM Uddhav Thackeray, Singh refuted Deshmukh’s remarks that his transfer was due to serious lapses in the Antilia bomb scare case. Moreover, he alleged that the NCP leader had asked Sachin Vaze to extort Rs.100 crore per month from 1750 bars, restaurants, and other establishments in Mumbai.

CBI & ED commence probe
After the HC directed the CBI to carry out a preliminary enquiry into these allegations, Deshmukh resigned as the Home Minister was replaced by Dilip Walse Patil. On April 21, the CBI registered an FIR against the NCP leader and unknown individuals under Section 7 of the Prevention of Corruption Act and Section 120 B of the Indian Penal Code. According to the FIR, the former Maharashtra Home Minister was aware that dismissed Assistant Police Inspector Sachin Vaze was entrusted with most of the sensational and important cases of Mumbai.

It also accused him and others of exercising undue influence over the transfer and posting of officials and thereby exercising undue influence over the performance of official duties by the officials. Subsequently, the ED filed an ECIR against Anil Deshmukh on May 11 under the Prevention of Money Laundering Act for allegedly obtaining illegal gratification which was based on the corruption case registered by the CBI. On June 26, it arrested the NCP leader’s personal secretary Sanjeev Palande and personal assistant Kundan Shinde who have been remanded to custody.

VTA welcomes Vehicle Scrappage Policy

Vidarbha Taxpayers Association (VTA) wholeheartedly supported the Vehicle Scrappage Policy recently announced by the Government of India as VTA strongly believe that it will gradually boost the entire country’s financial system as it’s in rhythm with circular economy, including taking care of our environment and breathable roads with some lesser traffic load in future.

This policy was extensively discussed in the Executive Body meeting chaired by VTA President Shrawankumar Malu held on terrace, following covid guidelines, wherein Malu said, such a policy will streamline the vehicles’ lifecycle in an organized manner. Presently the old vehicles mostly running on roads are ill maintained, thereby causing immense pollution and also are at risk of causing accidents with highways now getting international class. Therefore disposing of old vehicles in a structured approach was much required.

After obtaining suggestions from members, VTA dispatched a memorandum to Narendra Modi – Prime Minister, Nitin Gadkari – Union Minister for Road Transport & Highways and Giridhar Aramane – Secretary of Ministry of Road Transport & Highways, New Delhi.

VTA suggested that many fear that this may trigger harassment and corruption at RTO level; hence Automated Fitness Test can also be done by respective Vehicle Dealer to eliminate such apprehensions. Although 15 years being the first step for fitness testing for commercial vehicles, it’s recommended to have some fixed life after the first phase, 20-25 years or so. As Commercial vehicles run lakhs of kilometers in their lifetime and thereby mostly become severely polluting vehicles. Hence some final age is required for commercial vehicles.

VTA further suggested that many small families depend on old vehicle repair, single commercial vehicle owners & likewise; serious thoughts on implementation of this policy is required so that such families gets time to settle and they may also be provided financial assistance. And most importantly the incentives offered should be increased at least for a few initial years so that it encourages citizens to adopt this policy in large numbers.

Prominently present in the meeting were Secretary Tejinder Singh Renu, Vice Presidents Hemant Trivedi & Rohit Agrawal, Treasurer Pawan K. Chopra, Joint Secretaries Amarjeet Singh Chawla & Rajesh Kanoongo, Executive Body Members Ashwin Agrawal, Adv. Sanjay K. Agrawal, Pravin Agrawal, Saqib Parekh, Rohit Kanoongo, Hemant Sarda, Govind Patel, Rajwantpal Singh Tuli, Viru Balani, Hemant Sharma, Harmanjeet Singh Baweja & Pratish Gujarathi.

Nagpur: GMR group will be able to operate the Nagpur airport with the Bombay High Court ruling in its favour in a legal dispute against Mihan India Limited.

The Nagpur bench of Bombay High Court today set aside Mihan’s March 2020 order to cancel the award letter issued to GMR group. The court has also ordered it to execute a concession agreement with the GMR group in six weeks. The group plans to invest over Rs 1,200 crore to build a new integrated terminal, sources said.

The GMR group operates Delhi and Hyderabad airports and is also constructing greenfield airpots in Goa and Bhogapuram in Andhra Pradesh. In October 2018 the group emerged as the highest bidder for operation and management of Nagpur airport for period of thirty years offering 5.7 per cent of its gross revenue to Mihan, a joint venture of Maharashtra Airport Development Company and Airport Authority of India. Subsequently, it agreed to share over 14 per cent of gross revenue in post bid negotiations and will hold 74 per cent stake in the project.

The GMR group moved the Bombay High Court last year after Mihan cancelled the award. In response to the petition, Mihan argued that it never issued an award letter and March 2020 order only referred to acceptance of bids. Further it said that issue of award would be subject to central government approval which was pending.

GMR group was represented by senior counsel Abhishek Manu Singhvi, briefed advocate Milanka Chaudhury.

Electricity bills in Maharashtra set to drop in near future

The Maharashtra State Electricity Distribution Company Ltd has invited bids for 500 megawatts solar projects with a target of reaching 17,360 MW in five years.

Residents in Maharashtra may get some relief in the whopping electricity bills as the state reportedly got a record a low rate of Rs 2.42 per unit for purchasing electricity from sources of renewable energy. The state is now exploring the possibility of switching to green energy.

The Maharashtra State Electricity Distribution Company Ltd has invited bids for 500 megawatts solar projects with a target of reaching 17,360 MW in five years, The Times of India reported.

The state has over 2.6 crore residential, commercial and industrial consumers of electricity.

The MSEDCL on Wednesday announced that it recently floated tenders and got the lowest bid of Rs 2.42 per unit and a lower bid of Rs 2.62 per unit for tenders floated for procuring 500 MW wind-solar hybrid energy.

“This is lower than the average thermal energy purchase rate of Rs 4 per unit, lower than MSEDCL’s renewable energy purchase rate, which was Rs 2.90, in December 2019,” an official told the TOI.

The official added that the bidders have also expressed their will to provide a total 4,615 MW power to MSEDCL, which includes 3,165 MW solar and 1,450 MW wind-solar. “Of this, 1,000 MW could be procured in a year,” he said.

“The Maharashtra Electricity Regulatory Commission had set a target for the state to meet 25% of its demand from renewable sources in the next five years,” the report quoted Energy minister Nitin Raut.

The state had earlier announced that there will be no new thermal generation units in Maharashtra.

The MSEDCL is likely to approach the MERC soon for the final bids on solar power before signing agreements with power suppliers.

Earlier, the MSEDCL used to purchase renewable energy at a high cost of Rs 2.74 per unit in 2018 and Rs 2.90 in 2019, which led to the exorbitant electricity bills. “With the consent of the state government, we decided to conduct a competitive tender process in May this year,” MSEDCL managing director Vijay Singhal told the TOI.

“Solar power will be much cheaper than thermal power, benefiting industries and agriculture (for daytime generation for farmers) across the state. By 2030, there are plans to produce 30% of power from solar only,” Raut added.

Vaccine hesitancy a major threat in the fight against pandemic; community engagement critical

– Influencer-led community engagement critical to tackle vaccine hesitancy

Nagpur – I have already been infected with COVID-19 virus. I need not get vaccinated. I will die in a few weeks if taken the shot; taking the vaccine would make me infertile; our DNA will be altered if we get vaccinated.

These are just a few of the several myths that are holding people back from getting vaccinated. Inorder to ensure health safety in the current times, countries are rolling out their vaccination drives, starting from the most vulnerable. However, this isn’t the case with most of the districts in Maharashtra, including Nagpur. Due to myths and misinformation, it is the people from the lowest rungs of the society who have been resisting vaccination the most.

Here in Nagpur, vaccine hesitancy coupled with shortage in supply is making things worse. Just a week ago, Nagpur, which is the fifth largest district in population, became the second lowest district to get the doses. While the administration is working hard to increase the supply, the biggest challenge is to eliminate misconceptions people have, especially the most vulnerable ones living in slums and shanty establishments in the city.

Vaccine is the only available weapon to fight the virus spread. It is of no doubt that the vaccine has the power to reduce the intensity of the virus on us, and hence can prevent death. Governments must deploy more strategic measures to motivate people towards getting vaccinated.

Community-level engagement essential to reach the vulnerable sections
To combat misinformation, governments can utilise the established networks of local influencers or religious leaders at whom people look up to. Through these networks, a community-level engagement can be implemented to drive the cause at a hyper-local level.

Take for instance the case of Gadchiroli. The tribal groups in the district were quite adamant about not getting vaccinated and it was quite difficult to make them understand its benefits. So the local authorities took an unusual route of convincing the local hakims or pandits about vaccination and requested them to spread awareness amongst the masses. Further, local influencers like Prakash Amte were roped in.

Similarly, it is crucial for cities like Nagpur to think of creative and strategic ways to appeal to the marginalised and vulnerable sections residing within their borders. Understanding their mindsets, what motivates them and incentivising vaccination drives with strong messaging could help get rid of the hesitancy. Many countries such as Serbia, Israel, Denmark and many others offer incentives such as free gym passes, cash amounts and gift cards in return for getting vaccinated. Education on vaccines plus incentives make for a good combination to shoo away the rumours hovering over.

Need for digital push
Recently, a toll-free helpline number 1075 was activated for those without internet or smartphones. Calling on the number would ensure their registration. Similarly, authorities can explore text-message and miss-call campaigns to get as many people as possible to register for vaccination. Once the willingness to be vaccinated is garnered, the administration can easily fight the supply shortage and make room for more doses. That process is already in place.

For ones with smartphones, some amount of digital steps targeting the sections living in slums can be taken. Pop-up ads on vaccination, short YouTube videos in local dialects would prove to be effective in educating and urging people to take the jab.

Thinking local, understanding what motivates a specific section of masses and utilising established networks to implement measures for promoting vaccination is the way forward. With just a bit of streamlining efforts in the right direction and approaching the vaccine hesitancy creatively can get rid of the misinformation holding people back from seeing the benefits of the vaccine.

Medical Health Officer, Nagpur Municipal Corporation
