Nagpur Today : Nagpur News

Nagpur: Since the easing of COVID-19 restrictions at the start of the week, everyone was waiting for Friday to know whether Nagpur would continue in Level-1. On Friday, State Government released data in this regard. The data made it clear that Nagpur would continue to be in Level-1 at least till another assessment next week. In simple terms, Nagpur will continue with the relaxations for the time being.

The data released by the State Government on Friday revealed that the State’s average case positivity rate was 5.81 per cent for the week from June 4 and June 10. As per the State Government guidelines issued on June 4, the districts with positivity rate less than 5 per cent, and oxygen beds occupancy less than 25 per cent, qualified for being in Level-1. The districts in Level-1 qualified for ‘regular’ activities with COVID appropriate behaviour and control over super-spreader factors like travel by local trains/marriages etc.

As far as Vidarbha region is concerned, of total 11 districts, only two had weekly average case positivity rate above 5 per cent. All others, including Nagpur, had positivity rate below 5 per cent. Thus, Nagpur and eight other districts qualified for continuing in Level-1 at least for another week, that is, till the assessment next week.
This also means that these districts qualify for continuing with the existing relaxations. The only two districts from the region with weekly positivity rate above 5 per cent are Gadchiroli (5.55 per cent) and Akola (5.37 per cent). As far as weekly oxygen beds occupancy for the period up to June 10 was concerned, all 11 districts of Vidarbha had it less than 25 per cent.

While releasing the data on Friday, the Government stated, “Based on these figures, the DDMA (District Disaster Management Authority) may now decide which level of restrictions should be imposed in their respective administrative units as per the order dated 4th June, 2021.” Thus, now, it is up to the DDMA concerned to take final call on how to go about continuing with the relaxations.

Interestingly, as per the data for the period from June 4 to June 10, Vidarbha districts have performed well in the entire State of Maharashtra in terms of low weekly positivity rate and oxygen beds occupancy. Gondia and Chandrapur districts recorded the lowest weekly positivity rate of 0.83 per cent and 0.87 per cent respectively in the State. Wardha, Bhandara, and Gondia districts recorded the lowest occupancy of oxygen beds in the State, with occupancy of 1.57 per cent, 1.60 per cent, and 1.87 per cent respectively. Incidentally, these three became the only districts in Maharashtra to have less than 2 per cent occupancy of oxygen beds.

Environmentalist strongly opposes cutting of trees for IMS project in Ajni with finer points

Nagpur Today : Nagpur News

Nagpur: An environmentalist has petitioned to the Tree Authority & Garden Superintendent of Nagpur Municipal Corporation and strongly opposed cutting or translocating thousands of trees to facilitate construction of proposed Inter Modal Station (IMS) project in Ajni area of the city. According to the plan, 4522 trees are to be axed for the IMS project and 408 trees to be cut for construction of a flyover in Ajni.

The Nagpur Municipal Corporation had published public notices on May 25 and June 2, 2021 inviting objections and suggestions from people over the IMS project and cutting of trees.

The environmentalist visited the site of the proposed IMS project and raised several points opposing the project and axing of trees.

The points raised by the environmentalist are:

· By cutting thousands of trees will result in huge loss of oxygen producing sources for humans. During the prevailing pandemic, a number of citizens spent their hard-earned money for purchasing oxygen in cylinders. The Supreme Court had also framed guidelines about the value of oxygen produced by trees. It is requested that the same values be prepared for the public to know regarding these trees which are proposed to be cut.

· The land does not belong to NHAI then how can NMC grant them permission to cut trees based on their application.

· NHAI is giving details of tree cutting/translocation in parts only (i.e. 4522 trees in IMS phase-1). Why is the count for the total number of trees for all phases of construction not shown? NMC is being kept in the dark about this fact. Neither environment clearance has been obtained nor environment impact assessment is done.

· Around 56 species of tree varieties are proposed to be cut. Will compensatory plantation plant these types of biodiversity species?

· These trees not only provide oxygen but also clean the polluted air and hold soil.

· In 2019 RCC of ISRO has given a report stating that over 30% of green cover (one-third in area) was lost in the past decades in Nagpur. This is alarming. Cutting of more trees will lead to decline in more green cover in the city.

· IMS project is a luxury project which can be relocated but trees cannot be transplanted as past experiences were failures. All translocations of trees in the past were failures and cost a huge amount of taxpayers’ money. Survival is zero. All species cannot be translocated. Nagpur’s climate does not suit such processes.

· Compensatory plantation of executing agencies is also mostly on paper and unsuccessful. NHAI’s compensatory work is unsuccessful and survival rates are very low in most projects. Therefore any number of compensatory plantation cannot replace the cut trees which are many years old.

· These trees are habitat for many species of birds and control the micro climate. Cutting of trees would destroy homes of many birds, insects which are pollinating agents as well as essential parts of biodiversity.

The environmentalist stated that such kind of ‘infrastructural development at the taxpayers’ cost depriving those of cost of life (basic air and water) compelled him to raise strong objections against such perpetrators of mass scale destruction in a city like Nagpur.

The environmentalist appealed to people to file such petitions with appropriate authorities and send a strong message that no more atyachar (exploitation) of Nagpur, Maharashtra, India and the world will be tolerated.

Nagpur Today : Nagpur News

Nagpur: The peak of Covid-19 pandemic in April saw over 2000 tonnes of wood used for cremation of bodies at 16 crematoriums in Nagpur. The deadly virus claimed many lives in the city, overcrowding the NMC’s ghats in an unprecedented way.

The 2000 tonnes of wood used at ghats in April was six-fold more than the wood used in the month of February and four-fold more as compared to the month of March. According to the official figures given by the NMC, the last rites on 6377 bodies were performed at 16 ghats run by the civic body in Nagpur.

During to Covid-19 rage in April and death toll jumping to new highs, the crematoriums were overcrowded and overburdened to handle the last rites of the departed soul. The last rites were performed late in the nights. With heavy rush, the bodies are being cremated haphazardly at the ghats due to lack of proper space. Shockingly, at some ghats, bodies were kept upon one another and consigned to flames together by kith and kin of the dead. Some bodies were consigned to flames at vacant ground itself far away from the designated sheds due to lack of space.

Over 2000 tonnes of wood was used to perform the last rites of 6377 bodies. It was for the first time that such a massive quantity of wood was used at ghats in Nagpur. In March, the last rites were performed for 1725 bodies and 517 tonnes of wood was utilised. In February, 1031 dead bodies were accorded the last rites using 309 tonnes of wood. Before the corona outbreak, about 250-300 tonnes of wood was being used in the 16 ghats for the last rites. Apart from wood, gowris (cow dung logs) were also used in large scale for the last rites. Moreover, last rites of 30-40 bodies were performed in diesel and electric furnaces at the crematoriums in April.

Environmentalists hail State Govt move to amend Urban Tree Act

Developers red flag the decision stating various projects are likely to be affected

Nagpur: Environmentalists have hailed the decision of the State Government to amend Maharashtra (Urban Area) Protection and Prevention of Trees Act, 1975 for better protection and preservation of trees. However, those in the construction and infrastructural development sector have raised concerns over various projects that are likely to be affected. The National Highways Authorityof India (NHAI) officials stated that there was still no clarity on certain issues.

Though many activists claim it a revolutionary decision by the government, some said that the new amendments would not help in environmental conservation. The amendment to the Act was proposed on June 9 by the Environment and Climate Change Department, Government of Maharashtra led by Minister Aaditya Thackeray to the Maharashtra Cabinet.

The proposal for amendment, along with permission for request to issue an ordinance, was approved by the Cabinet on June 10. The Cabinet approved the concept of “heritage trees”. A tree with an estimated age of 50 years or more shall be defined as a heritage tree. It may belong to specific species, which will be notified from time to time. Such trees will get special protection. If a 52-year-old tree is to be felled, then the party felling the tree will have to plant 52 trees in compensation, with each being at least 6-8 ft in height at the time of planting. Such plantations can be carried out either in the same plot or a common amenity plot.

The Cabinet also okayed the formation of the Maharashtra Tree Authority, which will take all decisions regarding protection of trees. The tree authority will have responsibility related to protection and conservation of trees, including “heritage trees”. Mohan Lalji, a veteran environmentalist said, “Trees are not just the environment. If they are talking about the environment then they should think about protection and preservation of the ecosystem and biodiversity also. “Community participation is equally important and the government should include communities in environment conservation activities in urban areas which is the need of the hour,” said Lalji.

Quoting the ‘Ajni Vann’ issue, Lalji said, “Before taking decision on implementation of a massive project like IMS in Nagpur, the government must include citizens also in its planning and work as per their demands.”

Kaustav Chatterjee, Founder, Green Vigil Foundation said,“The amendments in the Urban Tree Act are revolutionary and a strong step towards conservation of green cover, especially heritage trees. However, it will be very difficult to implement. We have seen how compensatory plantation in ratio 1:5 have failed in Nagpur as hardly anyone went to NMC to get back deposited money against permitted tree felling. Thus, expecting a common citizen to plant 50 saplings of 6 to 8 feet against felling of a tree of 50 year is highly optimistic.” Chatterjee called for clear-cut guidelines to remove any ambiguity. “Assessing the age of the tree needs technical expertise, which may lead to further conflicts between parties. Hence, clear-cut guidelines need to be in place,” he said.

Suresh Chopane, Member, Ministry of Environment Forest and Climate Change (MOEF&CC) said, “The Act will definitely help to conserve trees in the State. Now, the State Tree Authority will give permission to cut a tree, which is a bold decision by the government.” Chopane added, “The Government must now think about proper utilisation of tree compensatory funds in protection and conservation of environment.” Talking about translocation, Chopane said, “Government should purchase machinery for translocation of trees or help the civic bodies in purchasing the machinery. It will reduce the expense of the civic body.”

According to Jaydeep Das, former Honorary Wildlife Warden and nature activist said, “Urban forest is now reducing. This type of amendment will definitely help to slow down the pace of environmental exploitation.” “The new improvements in the Tree Act will definitely help to save the ‘Ajni Vann’ in coming days,” Das stated.

The main amendments to the Act

· Every tree above 50 years of age is a “Heritage Tree’.

· Compensatory plantation on a ratio of 1:50 (which was earlier 1:5)

· Proposal for felling of more than 200 trees of age 5 years or more to be referred to State Tree Authority.

· Tree census every 5 years mandatory.

· Proposal of transplantation of trees in the Tree Act.

· Transplantation as per expert guidance only.

· Compensatory plantation essential after carrying out transplantation.

Nagpur Today : Nagpur News

Nagpur: Continuing its drive against the menace of fake invoices, the officers of Directorate General of GST Intelligence (DGGI), Nagpur Zonal Unit swung back into action and carried out multiple searches at Nagpur after the opening up of businesses post lockdown.

DGGI, Nagpur Unit has arrested a supplier of fake Goods and Services Tax (GST) invoices and detected fraudulent transactions of Rs 55 crore and Income Tax Credit (ITC) of Rs 11.09 crore. Searches were conducted at the factory premises of a prominent manufacturer in the iron and steel sector and some of its suppliers on the basis of specific information that the manufacturer was availing fraudulent Input Tax Credit (ITC) on the strength of fake invoices from its suppliers without receipt of any goods.

During the searches, incriminating documents, including mobile and computer data were seized. The modus operandi detected was that the manufacturer was receiving unaccounted scrap from various entities and to cover up these unaccounted transactions, it was sourcing fake tax invoices on which fraudulent ITC was being availed. During the extensive investigations which involved detailed analysis of the transport documents like lorry receipts, GR Notes, weighment slips, checking of vehicle details from the VAHAN Portal etc., it was revealed that a number of vehicles were passenger cars instead of designated heavy goods vehicles used for transport.

Further the documents towards payment of loading/unloading charges, proof of payments to transporters and toll payments were analysed helping to identify a large number of fake paper transactions. On being confronted with these evidences, the manufacturer had no defence and has admitted to the availment of fraudulent ITC based on receipt of fake invoices without any corresponding receipt of goods from these suppliers and has voluntarily paid GST of Rs 1.81 crore so far.

The proprietor of the main supplier of fake invoices has also been arrested on June 10, 2021 on the basis of arrest authorisation issued by the Additional Director General, DGGI, Nagpur Zonal Unit. Further investigations are likely to reveal a huge nexus of fake transactions in a similar manner expected to be unearthed in the coming weeks.

Nagpur Today : Nagpur News

Nagpur: In an “explosive act,” a youth built a bomb taking clues from YouTube videos and took the bomb in a bag to Nandanvan Police Station, sending the cops into a tizzy. Scared to the core of the consequences if the bomb went off, the youth, named Rahul Yuvraj Pagare (25) surrendered and asked the cops to defuse the bomb. The bizarre incident took place on Sunday morning. Rahul has been arrested.

Initially, Rahul Pagare, a resident of Plot No 42, Sai Baba Nagar, Kharbi, tried to mislead the cops by stating that he found the bomb near KDK College but later confessed to making the bomb himself after watching videos on YouTube.

According to Deputy Commissioner of Police (DCP) Zone IV Dr Akshay Shinde, after losing both parents, Rahul was staying alone in different rented houses but had to shift frequently as he was not able to pay rent. Rahul worked in a salon after leaving studies after he failed in Standard IX. His mother died of tuberculosis while father died due to blood cancer in 2013. All his three sisters are married.

During interrogation, Rahul told the police that he learnt making the bomb after watching tutorials on YouTube. He extracted flash powder from firecrackers and filled petrol in a bottle from the fuel tank of his motorcycle. A charged mobile battery and a small 9 volt battery he used to trigger the bomb. As per the tutorial, he connected the wires from the battery to the petrol bottle. The battery was used for the explosion. After making the bomb, Rahul was scared of the blast and decided to dispose it off. Finally, he cut off wires of the bag and walked into the police station where he handed over the bag to the police at 12.30 pm on Sunday.

The shell-shocked cops immediately alerted the Bomb Detection and Disposal Squad (BDDS). The BDDS men rushed to the police station and found that the bomb was defused. During interrogation, Rahul told the police that he found the bag lying abandoned in bushes near KDK college. The police team visited the spot and again started interrogation of him. The police grew suspicious of the statement of Rahul and took him to his place for checking where the police found raw material of the bomb. Finally, Rahul spilled the beans and confessed making the bomb.

Nagpur: With the new academic session all set to commence from the last week of June, members of various Parents Associations assembled at Samvidhan Square (RBI Square) in Nagpur on Sunday afternoon to protest against school fees and demanded that a minimum 50 percent reduction must be done. The parents have started raising questions on why schools across the city were not following the Supreme Court’s (SC) suggestion to reduce fees. A group of parents has gone ahead and started an online petition seeking 50 per cent reduction in fees for the current academic year.

The parents resorted to ‘Thaali Bajaao’ agitation symbolically to draw attention of concerned authorities and school managements towards their demand. Over the last one year, different organisations representing parents have been formed to take up the issue of school fees.

The Parents Associations claimed that the State Government recently has cut the school fees but the schools are recovering full fees from parents. An education activist, Mohd Sharif, said that the State Government has reduced RTE reimbursement by 50 percent because even the government knows that the schools are not incurring as much expenses as before. Similarly, the parents are demanding that a minimum 50% fee reduction must be done by the schools, he demanded.

“The Parents and Teachers’ Associations have authority to fix fees under the Right To Education Act. These rules are not being followed by a single school. The schools are deciding the fees by their own will and parents are being pressured to remit the fees. Those parents who are not in a position to pay the fees, are being handed over TCs,” the agitating parents lamented.

Those who participated in the agitation include Indian Parents Sangh, Vidarbha Parents’ Association, Swami Avdheshanand School Association, and activists of RTE Action Committee. Following the social distaning norm, the agitators formed a human chain and stressed on their demand. The protest was led by Abhishek Jain, Mohd Sharif, Sandeep Agrawal, Arvind Nandgave, Amit Hosting, Bhavani Chaube, Amit Naidu, Mina Tiwari, Girish Pande, Prakash Jaiswal, Pankaj Gulane, Kamal Nampalliwar, Farhad Sheikh, Deepali Ingle, and Mona Chopde.
