Nagpur: In yet another shocking incident, a jilted lover attempted to kill his girlfriend by stabbing her in Butibori area. The accused committed the crime after having lunch with the parents of the girl, police officials said.

Killer Distinction : Nagpur ranks second in murders across India; stands just behind Patna, says NCRB report

Nagpur Today : Nagpur News

Nagpur: In a shocking revelation that adds a notorious tag to the crime fabric of Nagpur, the National Crime Records Bureau (NCRB) in its report has put the city at second spot in the highest number of murders committed per one lakh population, as per the data for 2019. For the same year, Patna, the capital of Bihar, tops the list. Patna has 4.7 murders per one lakh population, while Nagpur has 3.6 murders per one lakh population. In Delhi, the rate is 3.1, in Jaipur it is 3.0 and in Lucknow it is 2.6.

Mumbai and Pune are among the top 20 cities in the country in this regard. Pune is 13th and Mumbai is 17th. In Pune, there are 1.5 murder cases per one lakh population. In metropolitan Mumbai, the figure is just 0.9.

The report came as a shock for the Nagpur Police officials as the data tabled by the city police shows otherwise. From 112 murders in 2011 to 95 murders in 2016, Nagpur has been witnessing a significant drop in crime with every year passing by. In fact in 2019, the city reported 90 murders. Besides, from over 10,000 cases of body offences reported in the city in 2015, Nagpur has witnessed a downfall of such cases to 7,734 in 2019 and around 6,000 such cases reported this year, the figures tabled by the Nagpur Police shows.

It is pertinent to mention that, the city was ranked dubious second in 2016 data but the position was altered after city police raised an objection. Owing to previous blunders and population constraints, NCRB putting the state Home Minister’s city in second position for murders across the country left city police astounded.

Underlining the population parameters which compare the current year’s crime rate to decade-old population, a senior official stated that, “Nagpur has been witnessing a significant drop in crime rate and we’ve even tabled data to back our claims,” he said.

In a major respite to the doctor couple, working with Municipal Corporation as medical officers Dr Praveen Gantawar & his wife Dr Sheelu were granted anticipatory bail by the High Court.

It may be recalled that the couple was booked by the Nagpur unit of Anti-Corruption Bureau (ACB) in a disproportionate assets case.

The erstwhile Municipal commissioner Tukaram Mundhe had promoted Dr Praveen Gantawar as deputy chief medical officer from the post of medical officer. In further development, the couple was suspended by the then mayor Sandip Joshi following a series of allegations. However, Mundhe refused to implement the mayor’s ruling and termed it illegal to suspend the doctor couple.

In 2015, the ACB unit had received a complaint against the doctor couple for their alleged involvement in corruption.

ACB sleuths launched an open inquiry. ACB sources said they carried out detailed investigations including that of their home, bank accounts and income from salary, movable and immovable properties, money received from sale of properties. Besides, they also scrutinized income tax documents, and checked offices at Indira Gandhi Rugnalaya (Gandhi Nagar), NMC health department, Government Medical College and Hospital.

The team also procured information regarding their expenditure on children’s education and their shares in companies. The searches revealed the duo had amassed properties much higher than their known sources of income.

The ACBclaimed that Dr Gantawar during his service with the NMC’s Indira Gandhi Rugnalay from 2007 to December 2015 had acquired assets worth Rs 2.52 crore more than his known sources of income. Preliminary investigation revealed Dr Gantawar and Dr Sheelu had property that was 43.06% more than their income.

It was submitted that the applicants are in a position to account for every penny and that irrefutably they were and are engaged in private practice and are the only partners of Columbia Hospital. Senior counsel Avinash Gupta submitted that the calculation of the Anti-Corruption Bureau is flawed and that while the assets of the said hospital are considered, the loans from financial institutions deployed to create the assets, is ignored thereby making the entire case against the couple as misconceived. The High court upon considering the material granted anticipatory bail to the couple while restricting them from leaving the country apart from other conditions.
The matter was conducted by noted criminal lawyer Senior Advocate Avinash Gupta assisted by Advocates P. Abhyankar & Aakash Gupta for the applicantsand the state was represented by Adv.Nitin Rode the additional public prosecutor.

The Principal Bench of NGT, recently, passed an order for MPCB to seal such plants immediately which have no permission from the CPCB and FDA.

Petitioner Vijaysingh Dubbal and others filed an application before the NGT, regarding manufacturing plants or units of chilled drinking water jars/cans without obtaining ‘Consent to Operate’ and selling of such unpackaged and unsealed chilled water jars or cans, which are not potable and thus hazardous to health. “We have identified 128 illegal units are running in the city without any consent from concerning departments. We have started taking action zone wise and Dhantoli zone is the first in this process,” said Shweta Banerjee, Executive Engineer, Environment Department, NMC. ‘The Hitavada’ had recently published a report that MPCB issued notice to NMC for not taking action against chilled water jar units in the city that running without any consent.

However, NMC asked MPCB to guide the civic body for what kind of step they should take. As per the NGT order, the threat needs to be taken seriously as water used for chilling and then selling it in cans or jars is fetched from bore well which can contain various impurities including fungal growth, other hazardous contains like lead, chemicals, solvents, etc. All such units are also withdrawing much quantity of ground water illegally, they do not take permission from Central Ground Water Authority (CGWA), their activities actually lead to not only ground water depletion but also to contamination, if released waste water has pollutants, the order said.
