Nagpur: With more cases came positive for novel Corona Virus (COVID-19), the numbers of patients have serged at 269 by Friday afternoon. All four of them were placed under institutional quarantine facilities. Though, the virus borne disease has claimed three lives in the city, over 60 patients have also been successfully treated with the COVID-19 in the Second Capital of the State.

No positive cases of Parvati Nagar yet:

Following the death of a 22-year-old youth owing to Corona Virus, the Nagpur Municipal Corporation Chief, Tukaram Munde has directed the mass quarantined drive in the area to contain the outrage of global pandemic.

Fortunately, 59 out of over 200 placed quarantined were tested negative for virus borne disease, local health officials informed.

Nagpur: – Mr Sidhhesh Najpande, resident of Telecom Nagar was worried to see water flowing on road through a leakage. He thought during lockdown period and scorching summer heat how to stop the precious water flowing in to drain? Who will plug leakage? But to his surprise as soon as he lodged complaint in this regard very next day NMC-OCW Laxminagar zonal team started leakage repairing work and along with said leakage plugged almost 3 leakages on same line deploying its man force.

Similarly Adv. Deshpande from Pratap Nagar area complained of ‘yellowish/greenish’ colour water at his residence since last two days. The Laxminagar team after alert immediately visited at Adv Deshpande’s home took samples of water and sent it for testing While Mr Meshram from Parvati Nagar area complained of No water since last few days at his residence only.

Despite double threats of ‘Covid-19’- corona virus as well as scorching summer heat (almost above 44 degree celcius) across city, but there are Water Heroes who are engaged in resolving consumers water related complaints as well as plugging abruptly developed leakages on pipelines round-the-clock even during lockdown period.

@ Mr Meshrams place despite the area has been sealed following Corona death, plumber and labourers visited his place identified and cleared the chokage in pipeline and Jawdekar started getting water very next day..

Siddhesh Najpande & Adv Deshpande appreciated efforts of NMC-OCW in such situation that they witnessed NMC-OCW labourers as well as technical team members working in scorching summer heat and amidst threat of Corona virus right on road just few hours after he lodged complaint. The team worked for almos ¾ days …labourers opened the pit , supervisor , technical team plugged the leakage. All were wearing safety mask and other gadgets. Along with plugging two more leakages , they have also resolved polluted water complaint, he added.

Similarly recently a major leakage on Shanti Nagar feeder line was plugged by NMC-OCW without affecting any water supply. Normally 12 –hour shutdown was required to do the job, however NMC-OCW technical team completed it during lean period working right in scorching summer heat. Similarly many such leakages were plugged; defunct valves were replaced or repaired without affected water supply.

Binaki ESR sluice valve that has developed snag has been removed working overnight by the technica team, leakage on 700 mm dia main distribution line at Prajapati Nagar was plugged while a major leakage opposite Mayo Hospital was also plugged without affecting supply of Mayo Hospital where most of Covid-19 patients have been isolated and getting treatment .

Since the lockdown has started , NMC-OCW have plugged almost 728 to 730 major & minor leakages that developed in the system and that too with no effect on water supply to localities. OCW main line technical team, OCW zonal technical teams and OCW maintenance team are round the clock alert and are working in full swing to plug major and minor leakages that develops in system.

It may be mentioned here Since lockdown began in city, NMC-OCW attended and resolved almost 2495 to 2500 complaints that means on an average 70 to 75 complaints per day across city.

Sushant Sourabh of OCW Technical Team said, “We all technical team members in OCW are round-the clock working for maintainance of major feeders lines as well as plugging the leakages that abruptly developed on the feeder lines. These comes under essential services so we feel proud that we also are contributing and working to provide safe and clean water at every tap so that people of Nagpur to remain safe at their home. Our family members understand the importance of our work and so support us in performing it, he added.

Even NMC-OCW zonal teams deployed for maintenance and leakage repairing works are working in co-ordination with this main technical team in resolving no-water or polluted water complaints of consumers.

Along with online e-bill and SMS update about water bills on mobile, The Nagpur Municipal Corporation and Orange City Water has now opened all its Customers Service Centre across city with following all measures like maintaining social distancing and other safety measures in wake of Corona pandemic.

The e-bill as well as SMS alert about bills has been issued on average basis to all consumers. Consumers can check it on OCW website www.ocwindia.com. Now Consumer can pay bills by cash, cheque or swipe cards at CCCs or by digital Payment facilities like PayTM at Online bill portal @www.ocwindia.com and Nagpur Water App, etc.

Maha varsities’s final year exams in July, rest to be promoted

Nagpur: Maharashtra Higher and Technical Education Minister Uday Samant, on Friday announced that only the final year university students will have to give their last semester exams likely to be held between July 1 and July 30.

All other students will be promoted to the next year, based on performance in the current and previous academic years.

This decision has been taken in the wake of prevailing lockdown following the spread of novel coronavirus crisis. Samant added that the exam dates for the final year students can be deferred if the lockdown is extended further.

The failure students would also be promoted. The rules and regulations of the University Grants Commission will be followed.

Nagpur: The end does not necessarily justify the means, the Bombay High Court said on Friday while directing the city police chief to ensure no person is made to face any unusual or humiliating punishment by his force for violating norms related to the coronavirus-enforced lockdown.

Justice R B Deo, of the Nagpur bench of the HC, made the observation while hearing a petition filed city resident Sandip Nair, raising concerns over the manner in which the local police force had been implementing the lockdown.

The petition contended that while the police force is, by and large, discharging its duties in an exemplary manner, there are several instances which would be a “blot” on the police machinery.

The petitioner pointed out instances where lockdown violators, including senior citizens and women, have been made to hold placards with messages like “they are an enemy to the society and humanity”.

Photographs of the violators with such messages are clicked and made viral on social media. Such photos also make their way in newspapers and TV channels, the plea said.

The petitioner argued that while the police were entitled to take all possible measures within the four corners of law to enforce the lockdown, making a humiliating spectacle of the violators is a serious infringement on their basic human and fundamental rights.

The court, after hearing brief arguments, noted that the petition brings to the fore an extremely disturbing and distressing facet of the enforcement of the lockdown directives.

I have come across several news reports highlighting the unusual and humiliating punishments which are meted out by police personnel under the garb of enforcing the lockdown directives, Justice Deo said in the order.

The court said though it does not have any reason to suspect the intent of the police machinery, the end does not necessarily justify the means.

Justice Deo further noted that police personnel who have indulged in blatant violation of human dignity are expected to be aware of the fact that this is a civilised society governed by the rule of law.

While extraordinary situations may call for extraordinary measures, these must have the sanction of law. Human dignity and rights cannot be sacrificed at the alter of extraordinary situations nor can the constitutional right to a dignified life be hostage to supposed intentions, the court noted.

The court directed the Nagpur police commissioner to sensitise the entire police force to ensure such sordid incidents do not recur.

This court trusts that the top echelons of the police machinery shall ensure that there shall be no further violation of human rights while enforcing the lockdown.

“Should a single such incident is noticed, this court expects the police commissioner to hold the senior officer under whose jurisdiction the incident has occurred, accountable, the court ordered.

The court posted the matter for further hearing on May 21.

Now the prominent banks have cut down on credit limits by 30%-90%. In response to the COVID-19 downturn, banks have started to protect against losses by drawing contracted credit lines, closing dormant cards and adding more borrowing parameters. Economic uncertainty and low risk tolerance led banks to slash credit limits and tighten credit standards. However, the customers depending on it are on the suffering end.

“Credit limit on my RBL Bank card was slashed to just Rs 10,000 from Rs 1,25,000 despite paying full dues on time. Amid such catastrophic scenarios, cash crunch will further add woes in the lives of working class, informed Anubhav Vinod to Nagpur Today.

“When I inquired with their customer care, I was deprived of nessessary guidance on the pretext of COVID-19 crises. Even the Bank Manager of Ramdaspeth branch expressed the same agony he’s facing, and just gave me an email address to lodged a complaint instead of immediate relief,” Anubhav lamented.

Nagpur: The Bombay High Court on Friday directed the Maharashtra government to file an affidavit clarifying its stand on the authority of a municipal commissioner to issue an order imposing revised lockdown in Nagpur city on par with Mumbai, Pune and Malegaon.

Justice R B Deo of the Nagpur bench of the high court was hearing a petition filed by a group of lawyers challenging the May 3 notification issued by the Nagpur Municipal Corporation (NMC), imposing a revised lockdown in the city on par with the Mumbai, Pune and Malegaon regions, till May 17.

The plea, filed by four lawyers Prakash Jaiswal, Kamal Satuja, Manoj Sable and Shreerang Bhandarkar, has challenged the notification and termed it as illegal, arbitrary and unreasonable.

The petitioners” advocate Shyam Dewani on Friday told the court that the municipal commissioner has no power or jurisdiction to take such a decision under the Disaster Management Act.

Nagpur civic body lawyer S M Puranik told the court that on May 5, the civic chief had issued another notification prescribing certain guidelines that are consistent with the ones issued by the state and union government.

After hearing the brief arguments, the court noted that the petition deals with the interplay between the provisions of the Epidemic Diseases Act and the Disaster Management Act and the same has wide ramifications.

“In view of the matter, it would be appropriate to direct the state government to file an affidavit. The government would be expected to clarify its stand on the authority of the Municipal Commissioner to issue the impugned directions,” the court said in its order.

The bench has directed the affidavit to be filed on May 15 when the petition would be heard.

As per the plea, the Union government on May 2 issued guidelines, under which each area or district across the country was divided into three zones – red, orange and green depending on the severity of COVID-19 in that particular area.

The guidelines prescribed activities and relaxations on the lockdown in each zone.

The Maharashtra government also issued guidelines to allow opening of standalone shops, liquor outlets, private offices with 33 per cent and other relaxations in COVID-19 non-containment zones.

It extended the easing of restrictions for shops in the red zones as well.

The petition said that even though Nagpur was in red zone, the guidelines permitted liquor shops, standalone shops and private offices with 33 per cent staff strength to start functioning.

“However, on the same day, the Nagpur civic body through its commissioner altered the guidelines issued by the Union government on the ground that considering the number of COVID-19 positive cases in Nagpur, it was necessary to implement even more strict measures during the lockdown period till May 17,” the petition said.

The revised lockdown puts Nagpur on par with the lockdown imposed in the Mumbai and Pune metropolitan regions, and Malegaon (in Nashik district), the plea said.

“The notification issued by the Nagpur civic body is abuse of power and (it was) passed without any authority under law, and is illegal, arbitrary, unreasonable and perverse, which deserves to be quashed and set aside,” the petition said.

जघन्य हत्याकांड की गुत्थी सुलझी ,3 गिरफ्तार

गोंदिया ग्रामीण थाना अंतर्गत आने वाले ग्राम टेमनी में हत्या का दिल दहला देने वाला मामला सामने आया है ।अवैध संबंधों के चलते एक महिला ने अपने प्रेमी के साथ मिलकर अपने पति की हत्या करवाई। पुलिस ने महिला और उसके प्रेमी तथा प्रेमी के एक साथीदार को गिरफ्तार कर आज अदालत में पेश किया जहां से कोर्ट में 15 मई तक इन तीनों को पुलिस कस्टडी में भेजने के आदेश दिए हैं।

नहर के पास खून से लथपथ मिली थी लाश
मारे गए शख्स का नाम मूलचंद है। दरअसल गोंदिया ग्रामीण पुलिस को 7 मई की दोपहर 2 बजे फोन कॉल आई जिसमें बताया गया कि बरबसपुर के अंभोरा नहर के पास एक युवक की खून से लथपथ लाश पड़ी है। मौके पर पहुंची पुलिस ने देखा मृतक युवक का गला किसी धारदार शस्त्र से रेता हुआ था तथा सिर पर किसी वजनदार औजार से मार के निशान थे और चेहरा भी हल्का कुचला गया था ताकि पहचान संभव ना हो सके।

पुलिस अधीक्षक मंगेश शिंदे ने वारदात को ट्रेस आउट करने के लिए तीन टीमों का गठन किया । पुलिस ने पहले स्तर पर शव के शिनाख्त की कोशिश , मृतक के हुलिए के आधार पर आस-पास के गांव के ग्रामीणों से फोटो दिखाकर की।

पुलिस टीम ने दी ग्राम टेमनी में दस्तक
पूछताछ दौरान लोकल क्राइम ब्रांच को यह जानकारी मिली कि यह मृतक ग्राम टेमनी का निवासी हो सकता है ? उसी आधार पर पुलिस टीम ग्राम टेमनी पहुंची। घर पर बताया गया कि मूलचंद सहारे यह 6 मई के शाम घर से यह कहकर निकला कि ग्राम कटंगी जा रहा हूं पर अब तक लौटा नहीं ?
इसी दौरान पुलिस को ग्राम टेमनी में विभिन्न स्तर पर पूछताछ के दौरान मृतक की पत्नी के गांव के सुरेश (45 ) के साथ अवैध संबंध होने की बात सामने आई। यह सनसनीखेज जानकारी हाथ लगने के बाद पुलिस ने आरोपी सुरेश को डिटेन किया। गहनता से पूछताछ करने पर अवैध संबंधों में रूकावट बन रहे मूलचंद के हत्या की वारदात को अपने एक साथी धर्मेंद्र के साथ मिलकर अंजाम देना कबूल किया।

मृतक मूलचंद मूलतः कारंजा का निवासी है तथा काम मजदूरी के सिलसिले में वह मकान लेकर गत 4 माह से पत्नी के साथ टेमनी में रह रहा था तथा नशे की हालत में बीवी के साथ मारपीट किया करता था। इसी दौरान पड़ोस में रहने वाले आरोपी सुरेश ने मृतक की पत्नी को जिंदगी भर साथ देने का प्रलोभन दिया जिसके बाद दोनों में अंतरंग संबंध स्थापित हो गए।

स्वयं के नाजायज संबंधों को आबाद रखने के लिए आरोपी सुरेश ने मृतक को ठिकाने लगाने की साजिश महिला के साथ मिलकर एक माह पूर्व रची।
वारदात के दिन जान पहचान का लाभ उठाते हुए आरोपी सुरेश ने अपने साथीदार धर्मेंद्र ( 23, टेमनी ) के जरिए मूलचंद को ड्रिंक ऑफर किया और शराब पिलाने के लिए मौके पर बुलाया तथा उसे अधिक शराब परोसी , नशा चढ़ जाने के बाद आरोपी सुरेश ने कुल्हाड़ी से मूलचंद के गर्दन और सिर पर वार करते हुए उसे ढेर कर दिया तथा मामले को दुर्घटना का रूप देने का प्रयास किया लेकिन मामला उजागर हो गया।

गोंदिया ग्रामीण पुलिस में फरियादी महेंद्र सहारे ( 29 कारंजा , त. गोंदिया ) की शिकायत पर तीनों आरोपियों के खिलाफ धारा 302 , 34 का जुर्म दर्ज कर उनकी गिरफ्तारी की तथा अदालत में पेश किया , कोर्ट ने आरोपियों को 15 मई तक पूछताछ हेतु पुलिस हिरासत में भेज दिया है।

इस जघन्य हत्याकांड के मामले की गुत्थी पुलिस अधीक्षक मंगेश शिंदे, अप्पर पुलिस अधीक्षक अतुल कुलकर्णी, उपविभागीय पुलिस अधिकारी जगदीश पांडे के मार्गदर्शन में स्थानिक अपराध शाखा के सहायक पोनि रमेश गर्जे, पुलिसकर्मी लिलेंद्र बैस, गोपाल कापगते, चंद्रकांत कर्पे, गोंदिया ग्रामीण थाने के सपोनि प्रदीप अतुलकर, अभिजीत भुजबल, पोउपनि उमेश गुटाड, रोहित भोर, बापु मुंढे, पटले, गुरमुले, बिसेन, चकोले, कटरे, मपोसि तांडेकर, चालक लांजेवार, उपविभागीय पुलिस अधिकारी कार्यालय के सपोनि दिलीप कुंदोजवार, रामलाल सार्वे, बोधनकर तथा साइबर सेल के पोनि राहुल शिरे, दिक्षीतकुमार दमाहे, धनजंय शेंडे, धनजंय मारवाडे द्वारा सुलझाई गई ।

Nagpur: With seven more positive cases for novel Corona Virus (COVID-19) on Saturday morning, the numbers of patients have surged to 277 in Nagpur.

All seven of them were placed under institutional quarantine facilities. Five of them have Mominpura connection, while one each from Rameshwari and Parvati Nagar. Though, the virus borne disease has claimed three lives in the city, over 60 patients have also been successfully treated with the COVID-19 in the Second Capital of the State.

Second positive in Parvati Nagar:

After the death of a 22-year-old youth owing to Corona Virus, the Nagpur Municipal Corporation Chief, Tukaram Munde has directed the mass quarantined drive in the area to contain the outrage of global pandemic. Following which one person tested positive for the virus borne disease on Saturday.

Nagpur: With three more positive cases for novel Corona Virus (COVID-19), the numbers of patients have surged to 280 in Nagpur by Saturday afternoon. All seven of three were placed under institutional quarantine facilities.

Earlier, seven patients were also tested positive for the virus borne disease. Five of them have Mominpura connection, while one each from Rameshwari and Parvati Nagar.

Though, the virus borne disease has claimed three lives in the city, total 70 patients have also been successfully treated with the COVID-19 in the Second Capital of the State.

Nagpur: The Nagpur Municipal Corporation (NMC) is converting the Gandhi Nagar hospital into a dedicated COVID-19 hospital. Conversion and renovation work at the medical facility is under full-swing currently.

Municipal commissioner, Tukaram Munde recently announced his unhappiness over the bad condition of Nagpur’s primary health centres and set up a deadline for their improvement by June 2020.

Nagpur: Five more persons placed under quarantined facilities tested positive for novel Corona Virus (COVID-19) on Sunday morning.

The total cases of virus borne disease have jumped to 286, following this development. Three of them reportedly share Mominpura connection while one each belonged to Parvati Nagar and Jawahar Nagar.

Though, global pandemic has claimed three lives in Nagpur city, the sliver lining is, over 70 patients have been successfully treated with the disease and have safely returned home.

Gittikhadan police book two maids for stealing valuables, cash

Nagpur: Gittikhadan police have registered a case of theft against two maids for allegedly stealing a gold chain worth Rs 65,000/- from a house in New Jagruti Colony.

According to police, the theft took place on April 30 at 1 pm when daughter of complainent Anil Rajkumar Grover (58), a resident of Plot No. 18 (A), New Jagruti Colony, was taking a bath. She had kept her gold chain in the bathroom and forget to wear it again.

The complainent suspected that the chain might have stolen by maids – Chhaya alias Lalita Suresh Sharma, a resident of Jagdish Nagar or Kushbu Deorao Hatade, a resident of Friends Colony.

On the basis of complaint given by Grover, Gittikhadan policehave registered an offence under Sections 380 of IPC

Nagpur: Gittikhadan police have rounded up a medical professional allegedly for posting an offensive post on social networking site Twitter. The accused, an orthopedic practitioner has been arrested for posting objectionable comment amounting to hatred on Jamia University students.

Following the complaint, the Gittikhadan police have booked the accused doctor under Sections 295(A) 505(2), 294,188 of the IPC and placed him under arrest on Sunday, informed PSI Patle to Nagpur Today.

On Monday morning, he was presented before Nagpur bench of Bombay High Court, the PSI added.

Nagpur: City police chief BK Upadhyay on Monday visited the inter-state bus operation centre at Panjri naka on the outskirts of Nagpur from where hundreds of migrant labourers are being sent back to their native places. Upadhyay assured them all possible assistance.

The migrant labourers had been assembling at the Panjri toll naka, one of the seven entry and exit points of the city, following the lockdown announced by the government to break the chain of Covid-19 infection.

Labourers from UP, MP, West Bengal, Odisha, Jharkhand, Chhattisgarh and other states, apart from other districts of Maharashtra, have assembled here in thousands. City police had already sent back more than 5,000 labourers in more than 50 buses with the help of volunteers.

A team, led by additional CP Nilesh Bharne and under supervision of CP Upadhyay and zonal DCP Nirmala Devi S, had roped in NGOs and volunteers to shelter, serve food and also conduct required medical checks and thermal screening for their interstate travels back to their states.

CP Upadhyay said all facilities are being provided by the active participation of the cops and their volunteers. “The labourers are being sent back free of costs. Government is making arrangement for their returns and also paying the required funds,” he said. “We are getting medical checks done and also completing formalities for sending back the labourers,” he said.
