Nagpur: Rashtriya Swayamsevak Sangh (RSS) chief Mohan Bhagwat is delivering his annual Vijayadashami speech in Nagpur today, his last major address before the Lok Sabha elections next year. While speaking he said ” Centre Should Bring Ordinance to Build Ram Mandir”

“The temple should have been built by now, but political parties are doing politics over it,” Mohan Bhagwat says during his Vijayadashami speech in Nagpur.

“Ram is our lord and his path still guides us,” Mohan Bhagwat says while talking about the stand on Ram temple in Ayodhya. He saysthat Lord Ram is the Gauravpurush and that Babur was an enemy who made everyone suffer.

“Babur demolished Ram mandir to trounce our self-respect,” he says. “Foundations of the temple have been unearthed, but the case is getting delayed,” the RSS chief said.

RSS chief Mohan Bhagwat says that an ordinance should be brought in by the government for building the Ram temple. “People are questioning why the temple is not being built, despite their chosen government being in power,” he said.

Nagpur: A miscreant robbed a middle aged woman of her gold mangalsutra while she was taking a walk with her husband in Dantoli area on the intervening night of Dussehra.

Accompanied with her husband Mahadev, the complainant Kumud Gaidhane (55), resident of Plot No. 13, Shivsudha Apartment, Pande Layout, was walking home around 8 pm on Thursday.

However when the duo reached, Gulmohar Magal Karalaya a man apparently in the age group of 20-30 years approached them a on white activa and snatched away her mangalsutra before the complainant could raise an alarm.

Followed by the complaint of Kumud, Dhantoli police has registered a case under Sections 452, 392, 342 of IPC. Further probe is underway.

Man outrages modesty of 21-year-old woman in Sitabuldi

Nagpur: Sitabuldi police has booked a 24 year-old man for allegedly outraging the modesty of 21 year-old woman on the eve of garba night.

The accused has been identified as Manoj Ganesh Kanojiya (24) resident of Plot. No. 262, near Rudravtar Press, Dharampeth.

As per the details, the survivor had gone to attend the garba night in Gavlipura on Thursday. However the accused that has been bothering the 21 year-old complainant from 2014 congested her on her way to home and insisted to share few words with him. However when the complainant refused, the accused allegedly first hold her hand and later followed her till home.

Subsequently, the survivor narrated her ordeal to her parents, followed by which they rushed to Sitabuldi police station.

Sitabuldi police station has registered a case under section 354(D) against the accused. Further details are awaited

Nagpur: Four activists of Bhim Army were on Thursday arrested for showing black flag to Chief Minister Devendra Fadnavis when he was proceeding toward Deekshabhoomi for attending the main function of Dhammachakra Pravartan Din celebration.

The arrested activists have been identified as Amol Munnalal Chimankar (25), Sangaratna Narendra Patil (17), both residents of Kamptee, Prashant Milind Bansod (29), President of Bhim Army, Nagpur City and Ajay Ambadas Bhimte (30), President of Bhim Army, Nagpur Rural.

On Thursday around 6.55 pm, the Chief Minister Fadnavis was going to Deekshabhoomi to attend the main function of Dhammachakra Pravartan Din celebration. Midway near Bajaj Nagar, the four activists ran towards convoy of Fadnavis and showed black flags to him. The activists also raised slogans against the Chief Minister.

Policemen on bandobast duty managed to round up two of the activists Amol Chimankar and Sangaratna Narendra Patil on the spot. However, the two other activists Prashant Bansod and Ajay Bhimte escaped but later they too were arrested.

The four arrested activists were booked by Bajaj Nagar police under Section 135 of Mumbai Police Act.

The Aapli Bus service in city may cripple if the company halts its working

Nagpur: The city’s Aapli Bus service is likely to be crippled as after Scania, the DIMTS (Delhi Integrated Multi-modal Transit System Limited), the company authorised to streamline city bus operations by overseeing the working of all four city bus operators, has threatened to wind up its operations. In the ultimatum issued to Nagpur Municipal Corporation (NMC), the DIMTS has said that if its demands are not met fully by the civic body, it will cease its working from second week of next month. The main demand of DIMTS pertains to pending payment.

It may be recalled that the Scania Commercial Vehicles India Private Ltd, a major Swedish manufacturer of commercial vehicles, has stopped running the eco-friendly Green buses in city owing to mounting losses. Sources had said Scania’s 30 ethanol-run buses are parked on the city’s outskirts on Amravati Road for over two months. Scania was supposed to run 55 ethanol buses but has been operating only 25 for last one-and-a-half years.

The financial condition of cash-starved NMC has been deteriorating day by day. As of now, the civic body has to clear various payments amounting to over Rs 500 crore including its regular administrative expenses.

According to sources, the Director of DIMTS for Nagpur project, who generally camps in Delhi and draws salary of Rs 2 lakh for services to NMC, has reportedly handed over letters to Transport Committee Chairman and Transport Manager on Wednesday. Through the letters, the DIMTS has demanded clearance of pending dues at the earliest as well as waiver of penalty imposed on it. The DIMTS has warned that if the demands are not met, it will halt its operations from November 12 next. The company further said that the decision was taken in a meeting of Board of Directors of DIMTS.

Recently, the four operators of city bus service had gone on strike and paralysed the Aapli Bus service over pending dues. The NMC owes around Rs 50 crore to the four bus operators. It is mandatory for NMC to clear 30-40 percent of pending dues before Deepawali.

If the DIMTS halts its operations the bus service in city could collapse which ultimately will hit the commuters hard. The ceasing of Green Bus operations by Scania has already brought bad name to NMC in the country.

Nagpur: In a unique protest, farmers affected by Gosikhurd dam project on Friday climbed up terrace of MLA Hostel in city and demanded justice. The protesting farmers raised issues like land acquisition, inadequate compensation and slow-moving government process.

The Gosikhurd dam is located in the Bhandara district near Nagpur and is under construction for the last 25 years. Construction work had been hit due to non-availability of funds and the relief and rehabilitation issues of the affected people who had to sacrifice their land for the project.

Nagpur: The poor recovery on Property Tax front has put the Nagpur Municipal Corporation in enormous distress. The State Government has also in stern words ‘advised’ the civic body to manage its affairs on its own instead of depending on government grants. Left with no alternative, various departments of the NMC such as Property Tax, Town Planning, Market Departments and others have got active to ‘earn.’ The Water Works Department is now launching a drive from October 22 to recover pending dues.

However, the abysmal recovery of Property Tax, the main source of revenue, has left the NMC administration furious. Despite cracking a whip by the Chairman of Tax Assessment and Collection Committee Sandeep Jadhav who gave a dressing down to negligent officials and employees and also ordered stern action against them, the situation seems as it is.

In Dharampeth Zone, at least 27 establishments located on PDKV land in Kachipura have been issued notices for clearing pending dues of Property Tax to the tune of Rs 90 lakh. According to notices, if the establishments failed to clear the dues till October 20, the Property Tax Department will launch seizer warrant action from October 22. Similarly, the Department, on the orders of the then Chairman of Tax Assessment and Collection Committee, had carried out an action of sounding dhols in front of 10 other establishments in the zone to ‘shame’ the owners and force them to clear dues. The dhol action was also carried out in front of some Kachipura establishments. Some of the establishments in connivance with political leaders and babus of Property Tax Department had managed to reduce the figure of pending dues.

Moreover it is found that some of the establishments such as Vishnu Ki Rasoi, Sardar Ki Rasoi, Sai Vatika Lawn, Green Diamond Lawn, Danapani, Vaishnavi Lawn, Bharat Lawn, NH-7, Ashtavinayak Caterers, Vaibhav Laxmi Lawn, and over half a dozen decoration establishments, auto services carried out illegal constructions and doing business without permission. Now, notices under Section 267A of Municipal Corporations Act have been served to these establishments and have been directed to pay double the amount of annual Property Tax. If the said establishments failed to clear the dues they could face a stricter action in the coming days. Auction and seizure of the properties of defaulters could be on the anvil.

Nagpur: In an audacious act, a lovelorn youth tried to kill his 18-year old ‘girlfriend’ by attacking her with a sword in Kamgar Colony under Pratapnagar police jurisdiction on Friday.

A resident of Kamgar Colony, Tukdoji Nagar, the accused Shubham Maraskolhe (24) was in friendship with the 18-year old Kajal Kishore Gondane since the past three years. However, the girl, for reasons, had stopped talking to the accused Shubham and maintained distance from him. Raging with anger over the girl spurning him, the accused Shubham on Friday between 10.45 am and 11 am, attacked the girl with a sword and inflicted serious injuries on her both hands and right leg with the intention of killing her.

Pratapnagar ASI Raut, based on the victim girl’s complaint, booked the accused Shubham Maraskolhe under Section 307 of the IPC and probing the matter further.

Nagpur: Nobel laureate Kailash Satyarthi has raised concern over increasing threat to the security of the women in the country, stressing that women today were grappling with fear, threat and insecurity at home, at workplace and in other public areas. Satyarthi said it was a “grave disrespect towards Bharat Mata”.

Satyarthi, speaking as the chief guest at RSS’s annual Vijayadashmi celebrations at its headquarters in Nagpur, said India may be a land of hundred problems, but it is also the mother of over a billion solutions.

“In order to achieve the goal of building a great and child-friendly nation, participation and leadership of conscientious youth is necessary,” he said.

“I request the youth from the RSS to take a lead on this path for saving the present and the future of our motherland. If the branches of the Sangh situated in almost all the villages of the country serve as a firewall to protect this generation of children, then all generations to come will become self-sufficient in protecting themselves,” he added.

The 64-year-old child rights activist won the Nobel peace prize in 2014 for his Gandhian way of struggle against the exploitation of children for financial gain.

Satyarthi expressed concern over the incidents where those responsible for protecting children, especially girls, were found guilty of raping, killing and selling them.

Girls stop attending school fearing harassment and eve-teasing and “we, out of fear remain quiet seeing all of this happening right in front of our eyes,” he said.

“With utmost humility and reverence for my motherland, I am offering a panchamrit – the five-element concoction – at her feet. In this panchamrit, I clearly see the potential of building a compassionate, inclusive, safe and secure, self-reliant and self-respecting India,” he said.

“No respectable society can be built without compassion. Compassionless politics, economy and society are much like a body without the soul… There is no other country as diverse as India. Inclusivity is our soul. Without inclusivity, unity in diversity cannot be imagined.

“Without security, environment of mutual trust and respect in the society, nation building is unimaginable. Internal security is equally, if not more, important than safeguarding our sovereign frontiers,” he said.

The Nobel peace prize winner also called for different parameters to measure the development of a nation, instead of indicators like per capita income or GDP.

“The development indicators for economists may vary from per capita income to GDP, but for me this scale is very different.

“I measure the development of the society by a smile that we can bring on the face of an adivasi (tribal) daughter enslaved at a farm in a far flung village or in a stone quarry reeling under constant threat, fear, insecurity and uncertainty,” he said.

Satyarthi said the evil of child labour and slavery was rampant across the world, but there was absolutely no action or intervention against it.

“It is only the inherent spiritual power of my motherland that inspired an ordinary person like me to run a worldwide movement to save childhoods from being ruined. Over the last 20 years, the number of child labourers globally has fallen from 260 million to around 150 million.

“I feel heart-wrenched that even the day and age we live in, our daughters are still sold and brought at a price much less than what cattle commands,” he said.

“People ask me how tender childhoods can be saved in India amidst so many drawbacks and problems. My reply invariably remains that India may be a land of hundred problems, but it is also the mother of over a billion solutions,” he said.

Satyarthi also raised concerns over the porn film industry “flourishing unabated across the world, which has caused many untoward incidents, like rape”.

“I have been incessantly demanding a strong legislation against this crime. In fact, last month during the United Nations General Assembly, I met with several heads of countries and have already started working on an international treaty against online child pornography,” he said.

Nagpur: Acting on a tip-off, Gittikhadan police nabbed a vehicle lifter and recovered four bikes and a moped collectively worth Rs 1.60 lakh from him.

On Thursday around 9 pm, a team of Gittikhadan police was on patrol duty and searching for criminals in view of ongoing festivals. The cops received secret information that a vehicle lifter was on the prowl in Gittikhadan area. Acting swiftly, the police team reached the spot and rounded up the accused Sanket Shailesh Shende (22), resident of Hazaripahad, near Hanuman Temple. He was brought to police station and subjected to intense questioning.

The interrogation led the police to recover four motorcycles and a moped stolen by the accused. The seized vehicles include a Yamaha motorcycle, a Honda Passion, Hero Splendour, Bajaj Pulsar and Dio moped collectively worth Rs 1.60 lakh. On August 21, 2018, Mohan Krushnarao Kamdi (37), resident of Flat No. 203, Vayunandgaon Residency, Suyog Nagar, had lodged a complaint with Gittikhadan that his two-wheeler was stolen. The accused Sanket Shende had lifted the vehicles from Gittikhadan, Sadar, Yashodhara Nagar and Sitabuldi police jurisdictions.

The accused was booked under Section 379 of the IPC and placed under arrest. Further probe is underway.

The action was carried out by Senior PI V M Chaudhary, PSI Sajid Ahmed, ASI Rajesh Lohi, NPC Nilesh Ingole, sepoys Kunal Korche, Vaibhav Kulsunge, Anand Kendre under the guidance of Commissioner of Police Dr Bhushankumar Upadhyay, Joint CP Ravindra Kadam, DCP Zone 2 Chinmay Pandit and ACP Marathe.

Nagpur: At least 20 passengers were injured, five of them seriously when an Aapli Bus met with an accident while returning to Nagpur from Kamptee’s Dragon Palace Temple on Friday.

According to reports, the driver of Aapli Bus lost control and hit the road divider. The bus was returning to Nagpur from Dragon Palace Temple in Kamptee. The mishap which took place around 6 pm left 20 passengers injured.

The five seriously injured were brought to Mayo Hospital in Nagpur while the rest were admitted in a hospital in Kamptee. It is learnt that most of the injured passengers hailed from Marathwada and had come to Dragon Palace Temple for Dhammachakra Pravartan Din celebration.

Only 6% consumers suffer shutdown due to coal shortage

Nagpur: Allaying the fear of widespread load shedding in the State, the Energy Minister Chandrashekhar Bawankule on Friday said that no load shedding is being effected at all. “94 percent consumers faced no power shutdown. Only 6 percent consumers experience the power cut due to coal shortage caused by natural calamities. In fact, except for one week, there was no load shedding since the past four years,” the minister said while talking to Marathi TV channel.

“During the Congress-NCP rule, the state suffered load shedding for 8-10 hours. But soon after coming to power, the Chief Minister Devendra Fadnavis, as a first act, had ordered to make the state load shedding free. Accordingly, Maharashtra is now a load shedding free state. The 6 percent load shedding now being carried out is only for ‘G’ group consumers. There is no recovery of bills in load shedding areas. The consumers are also not ready to pay part of the bills. The demand for electricity in the state has reached 24,500 megawatt. Electricity has to be purchased. Coal has to be purchased. Water has to be purchased. In this situation, if bills are not paid then how the expenditure to be met? Currently, dues to the tune of Rs 40,000 are pending. At least 50 percent dues should have been cleared.

Replying to a question, Bawankule said that no other state is being supplied power from Maharashtra. “In the coming days, solar power will have to be explored in a big way. All the farmers will be supplied electricity in day time through solar power under Mukhyamantri Saur Krishi Vahini Yojana. 45 lakh farmers will be provided solar power. Today, farmers are being supplied power through five thermal power stations,” the Energy Minister stated.

NCP charges baseless, ready for debate:
The charges made by Nationalist Congress Party (NCP) regarding load shedding, coal supply etc are totally baseless. “During Congress-NCP rule, people in state experienced 12-hour load shedding. Their announcement of making load shedding free state by 2012 never came true. The NCP leaders should check the period of feeder functioning in their regime. They have no right to speak on load shedding and other issues. Even then, we are ready for a debate in this regard,” Bawankule said throwing a challenge to the NCP leaders.

No permission for online sale of liquor:
Bawankule, who also holds portfolio of Excise, asserted that no permission has been given for online sale of liquor in state. “The State Government has not taken any decision on permission. 35 liquor shops in Mumbai have been sealed. Some people had applied for online sale of liquor. But the state has no online policy. Online sale of liquor is a grave offence by law. The reports in media are baseless and hypothetical,” Bawankule declared.

Nagpur: The Acting Municipal Commissioner Ravindra Thakre on Friday assured the CREDAI and Architects Association that the newly launched BTMS software for speedy process of sanctioning constructions is being upgraded and it will be completed within three months.

The architects and builders have been facing hardships in constructions sanctioning process due to the new software. They had submitted a memorandum in this regard to Chairman of Standing Committee Virendra Kukreja and sought his intervention. Subsequently, Kukreja and Thakre had convened a meeting at NMC headquarters on Friday. The meeting was attended by Assistant Director of Town Planning Department Pramod Gawande, Shrikant Deshpande, Praful Farkase and office-bearers of CREDAI.

At the outset, Kukreja and Thakre got apprised themselves about difficulties being faced by builders and architects over sanctioning of constructions. The majority of difficulties pertained to delay in providing acquisition certificate, structural stability certificate, security deposits and other issues. The CREDAI demanded remedial measures of permanent nature. They were also facing difficulties in the new BTMS software as State Government has made online applications mandatory for sanction of constructions. The CREDAI also demanded remedy on this issue.

Acting Municipal Commissioner Ravindra Thakre said that sanctions will be provided in accordance with the law. Training camps would be held to get rid of difficulties due to online system. It will take 2-3 months for upgradation of the software and there will be no difficulties for the builders and architects.

Nagpur: MLA Bachchu Kadu, who laid a siege at MLA hostel along with 1000 other protestors from the rural patches of Nagpur and Bhandara has been demonstrating for the while night on Friday and continued his agitation on Saturday. Kadu and other villagers stormed into the hostel on Friday and have been sitting at the tower of MLA hostel since then.

He has been opposing the injustice being meted out to the Gosikhurd dam affected people. He has alleged that the dam water flow has been increased even as the rehabilitation of Project After People (PAP) was not completed.
Talking to Nagpur Today, Kadu has warned that they would intensify their agitation in next 5 hours if their demands are not met with.

Kadu has putforth a series of demand including reduction in the flow of dam water, adopt valid and feasible rehabilitation policies to accomodate more affected villagers in the process, clear the submerged access routes to fields and schools and removing unjust conditions to benefit more people.

“The government’s ill policies are not yielding any fruits now. Villagers are facing lot of hardships as their fields and approach roads are now submerged even as they could not be rehabilitated. Many schools in Bhandara and Nagpur rural areas are shut down as the water entered these villages and the access roads are completely submerged. 7-8 villages in both the districts are surviving without electricity for over 4 years,” Kadu told NT.

Kadu also condemned the condition of providing packages to those villagers who were married in 1997 or before. “Such a mindless condition should be immediately taken back,” he added.

NMRDA stays demolition of illegal structures in metro region till Oct 31

Nagpur: The Guardian Minister Chandrashekhar Bawankule has ordered the Nagpur Metropolitan Region Development Authority (NMRDA) to keep on hold demolition of illegal structures in metro region till October 31. A delegation of agitating Jai Jawan Jai Kisan Organisation held a meeting with Bawankule at NIT and demanded a stay on the demolition drive. Conceding the demand, the Minister issued directives to NMRDA in this regard. The President of the organisation Prashant Pawar also informed Bawankule that the penalties recovered from the owners in the name of demolition was illegal and should be returned.

In absence of a planning authority in Nagpur Metro Region, people had constructed houses in violation of building by-laws. NMRDA had issued notices to 1,800 owners of illegal buildings. Many of them have approached the agency for compounding but others do not seem to take the notices seriously. NMRDA has already razed nine houses partially or fully till now. The demolition operation was started from October 1. Action is being taken under Section 53 of Maharashtra Regional and Town Planning (MRTP) Act, 1966. The list of illegal buildings include industrial structures, educational institutions, multi-storied commercial complexes, restaurants and residential buildings.

According to Pawar, the Guardian Minister has directed the NMRDA to carry out a survey of illegal constructions in 719 villages in metro region and draw classification of such constructions. Around 2 lakh houses in 719 villages are illegal. But the NMRDA has issued notices to only 1800 owners. “This is discriminatory action on the part of NMRDA. Unless survey all 2 lakh houses is done the demolition drive should be stopped,” Pawar demanded.

Bawankule said the State Government’s move to regularise the illegal constructions has received lukewarm response. Hence to reach out the scheme to all residents, the Sarpanch, Panchayat Samiti members and Zilla Parishad members should organise a workshop on November 2.

The Jai Jawan Jai Kisan Organisation further said that the charges levied by NMRDA for regularisation of illegal constructions are exorbitant. The charges should be levied on par with the regularisation charges being recovered as per 1900, 572 layout regularisation scheme. The rural people are suffering the brunt hence the regularisation charges should be minimum. Moreover, the NMRDA is pocketing crores on account of regularisation of 2 lakh houses and 10 lakh plots, Pawar pointed out. Bawankule said that the issue would be discussed with Chief Minister Devendra Fadnavis and a policy would be worked out.

Apart from President Prashant Pawar, other members of the Jai Jawan Jai Kisan Organisation present in the meeting include Arun Vankar, Vijaykumar Shinde, Corporator Duneshwar Pethe, Milind Mahadeokar, Ravindra Itkelwar, Avinash Sherekar and Ravishankar Mandavkar.

In the event, Vinayak Ahuja, Mannan Agrawal, Pratik Gupta, Chirag Kukreja, Kabir Khiyani, Himanshu Dhanwani, Stuti Khandelwal, Anjel and Vishakha Khiyani, Dipti Thawrani, Prachi Dhanwani, Gayatri Gupta, Naina Parvani, Anjali Badheja, Anshita Chhabra, Drushti and Tisha Ahuja, Himani Jeswani, Nancy Khiyani, Bhumi Kashyap, Deepa Dhanwani, displayed their talents in recording dance. Ram Dhanvani, Ashika Tahiliyani, Riya Thawrani, Pranjal Loya presenting singing talent. Nishkarsh Pahuja, Aditya Pahuja, Devesh Khandelwal, Sukruti Agrawal, Suyash Kabra showcased their talent on musical instruments such as keyboard, guitar, and tabla. Pawan Chelani staged mono acting while Indra Gupta drew sketch of Prime Minister Narendra Modi.

All the participating children were presented with awards. The “Talent Blast 2018” event was in continuation of a musical programme “Geeto Bhari Sham” organised by NVCC on August 23, 2018.

The NVCC President Hemant Gandhi appreciated the kids for their talent and also praised Cultural and Amusement Committee for successful organisation of the event. The NVCC presented Anshita Chhabra, Nancy Khiyani and Pawan Chelani the first, second and third prize respectively. All the children were also awarded consolation prizes.

The NVCC Vice President and Convener of Cultural Committee Arjundas Ahuja made introductory remarks while the programme was conducted by Santosh Kabra. Secretary Sanjay Agrawal proposed a vote of thanks. Joint Convener Maheshkumar Kukreja, members Gajanand Gupta, Mohan Choithani, Shankar Sugandh and others worked hard for success of the programme.

Nagpur: The agitation launched by the NMC Contractors Welfare Association entered 8th day on Friday. The contractors have been protesting for their various demands including clearance of their pending bills.

The agitation took a turn when one of the contractors Kishore Naidu suffered a heart attack and two operations were performed. However, as both the operations failed, doctors advised him to undergo open heart surgery. The Chief Accounts and Finance Officer, on the directive of NMC administration, provided an assistance of Rs 1 lakh and also cleared his one file along two files of other contractors.

On Friday, the agitating contractors went to the chamber of Chief Accounts and Finance Officer at fifth floor and gheraoed him. They demanded clearance pending dues of other contractors too immediately and not just dole out assurances. The contractors warned that their protest will continue till their demands are met.

The contractors during their agitation had also resorted to ‘Bhik Mango’ agitation and had handed over the collected money to Mayor Nanda Jichkar leaving her red-faced. The NMC Contractors Welfare Association flayed the adamant attitude of administration. The bills of contractors are lying on the table of Chief Accounts and Finance Officer (CAFO) but the administration is turning a blind eye. Due to deteriorating financial condition of NMC, the contractors are afraid of taking the works of civic body, they said.

Nagpur: Tehsil police have arrested a 25-year old man on the charges of attempting to murder his mother over property dispute on Friday.

A resident of Venkatesh Nagar, near Shitala Mata Mandir, Nandanvan, the accused has been identified as Deep Keshav Rambhad. On Friday, between 4.30 pm and 5 am, the accused Deep went to the house his mother Leelavati Keshav Rambhad (46) who stays at Chapre Mohalla, near Corporator Ramesh Punekar’s house in Tehsil police area.

The accused picked up a quarrel with his mother and asked her transfer the house in his name. As Leelavati refused, the accused Deep attacked her with a sharp-edged weapon on her chest, eye, both legs with the intention of killing her.

Tehsil PSI Bakatwar, based on complaint of Leelavati Rambhad, booked the accused Deep Rambhad under Section 307 of the IPC read with Section 135 of Mumbai Police Act and arrested him. Further probe is underway.

The Ward Officer demolished a new school building instead of dilapidated old school building

Nagpur: Acting tough the Nagpur Municipal Corporation (NMC) administration on Saturday suspended Gandhibagh Zone Ward Officer who is also Chief of Enforcement Department Ashok Patil for utter negligence in demolishing portion of a newly built school instead of dilapidated old school building. However, the Head of Malaria and Filaria Department escaped punitive action despite a number of deaths due to dengue, malaria, swine flu and other diseases.

The decision to suspend Ashok Patil was taken in the General Body Meeting (GBM) of NMC held at Town Hall, Mahal, on Saturday. Mayor Nanda Jichkar chaired the meeting. The ruling party, on the basis of brute majority, approved many of the subjects on the agenda amid uproar by Opposition members over one issue or another.

During the Question Hour, former Mayor Pravin Datke raised the issue of negligence in demolition of Badkas Square-based Kayande Primary School building. Datke informed the House that Gandhibagh Zone Ward Officer and Assistant Engineer, sitting in the premises of the school, ordered demolition of a portion of a newly built school building instead of dilapidated, old school building. The official initiated the action without going through and confirming the facts stated in a memorandum submitted by the ‘bogus’ Secretary of the school.

The Assistant Commissioner of the concerned department failed to give satisfactory explanation to the issue raised by Datke. Subsequently, on the demand of Datke and Ruling Party Leader Sandeep Joshi the Mayor ordered the NMC administration to suspend the Ward Officer and Assistant Engineer and carry out a probe into the matter.

Ongoing recruitment not to be stopped: Mayor
BJP member Balya Borkar charged that recruitment is going on in Fire Brigade instead of regularising Aiwajdars who are in service for the past two decades. He demanded regularisation of Aiwajdars and other temporary employees instead of new recruitment. The NMC administration clarified that due to the non-fulfilment of rules and regulations of recruitment process, the Aiwajdars serving in the department were not considered for regularisation.

Replying to a question raised by BSP Corporator, the Mayor asserted that the ongoing recruitment for four posts will not be stopped.

Special meeting on water crisis on Nov 3:
A Congress Corporator from North Nagpur Kamalesh Chaudhary wanted to know steps taken by NMC administration to deal with the current and impending water crisis in coming summer. He said that many areas are experiencing water shortage. The Water Works Department maintained silence to the volley of salvos on water shortage front. BJP member Deepak Chaudhary lost control and said “They should perform havan for water.” Enraged by the retort, members of Congress and BSP started creating uproar in the House. They marched to the well of the House created ruckus.

An explosive situation was averted when Chaudhary too rushed to the well and tried to attack the Congress and BSP Members. Timely action by Joshi and Mayor in stopping Chaudhary and taking him to his seat averted a scene. However, sensing the volatile mood of the members, Joshi urged the Mayor that a special meeting to discuss the water crisis issue should be convened. The Mayor agreed to the request and informed the House that the special meeting will be held on November 3.

Mayor assures to resolve problems of contractors soon:
Members across the party lines raised the issue of ongoing agitation launched by NMC contractors for their various demands. The agitation has entered ninth day. Taking serious note of the issue, the Mayor assured the House that pending bills of contractors would be cleared as soon as possible.

Charges on various services reduced by 50%:
The NMC has notified around 15 public interest services under Maharashtra Right to Public Service Act 2015. The services include birth, death certificate, marriage registration, constructions, maps, water connections, no objection certificate from Fire Brigade, etc etc. The NMC administration fixed the charges for general and urgent services and sent the proposal to GBM. The Ruling Party Leader Sandeep Joshi recommended reducing the charges by 50 percent. The Mayor accepted the recommendation forthwith.

Relief for lease holders:
The GBM of NMC also debated the issue of lease levy. Currently, NMC is levying 24 percent for transfer of residential properties without taking permission of competent authority. Now, the local body has proposed to levy 5 percent of ready reckoner for transfer of residential property with prior permission of the NMC. However, NMC has proposed 25 percent of ready reckoner for transfer of commercial properties having permission of competent authority and 50 percent for transactions done without obtaining permission. However, the Chairman of Estates Committee Sanjay Bangale gave a positive suggestion in the interest of citizens as well as administration. The Ruling Party Leader Joshi directed the concerned department to reduce the rates by 50 percent and issue new demand notices to the concerned citizens.The last date for payment of new rates sbeen fixed as December 31. NMC has given a big relief to lease holders while allowing renewal of their leases. Now, they do not have to pay interest on pending dues, however, after issuing notice, if they fail to pay the dues within prescribed limit, then they will have to pay a levy with 2 per cent interest per month. The proposal was approved by the Mayor.

Dengue, malaria outbreak:
A host of members including Leader of Opposition Tanaji Vanve, Chhotu Bhoyar, Rajendra Sonkusre, Pintu Jhalke, Mohd Jamal, Zulfekar Bhutto and others came down heavily on NMC administration and Malaria and Filaria Department chief for large number deaths due to dengue, malaria, swine flu. The members even demanded suspension of head of Malaria and Filaria Department. However, the ruling party in a well-planned strategy maintained radio silence over the issue. The Deputy Mayor directed the Municipal Commissioner to investigate the matter thoroughly. Not satisfied, the Congress and BSP members created furore and marched to the well of the House. Tang advantage of the situation, the Ruling Party approved remaining subjects on the agenda and adjourned the meeting.

The Indian healthcare has come a long way since the era of 1947, when there was extreme dearth of advanced training and medical facilities to the current time when our country is being visited by approximately 9 lakh foriegn patient annually.

Earlier the challenge for doctors was to cure a disease. Now major concerntration is paid upon prevention. Back then, people had died due to hunger and Malnutrition. Now it is diabetes and obesity. Then we had no concept of healthcare to follow, but today we have universal healthcare system. However the quality healthcare, patient security and violence against profession are still some prime area of concern.

These issues were put into spotlight by Dr Vinay Aggarwal, past national president of IMA, Chairman and Managing Director of Pushpanjali Crosslay Hospital. He was speaking on ‘Medico- social scenerio of India 1947-2017. have our efforts brought enough success?’, a lecture in the memory Dr Taori at the annual conference-NIMACON of Indian Medical Association (IMA) on Saturday.

Dr Aggarwal recalled the period of 1970 when around 4000 patients had daily suffered their life in dengue epidemic.

“According to me, the primary healthcare structure planned in 1950s is the most effectively planned but a highly neglected model. The Primary/Secondary Healthcare responsibility should lie with the Centre/State Govt while the Tertiary and Superspeciality treatment should be managed in collaboration with the Private Sector (Public?—?Private mix)”, said Dr Aggarwal.

However we have made advancement but not upto the expectation. “Government has launched several schemes in the past even till date, but has failed in implementing it. The National Rural Health Mission (NRHM) was launched in 2000, but failed drastically. It was pure corruption. No scheme is succesfull unless there’s no involvment of citizen.”

Looking at the pulse polio programme or small pox eradication plan, we have learnt that they became succesfull due to the participation of people in huge number into it.

“Currently launched Ayushman Bharat Yojana needs proper budget, involvement of people and implementation to get results. Otherwise it will also face the same thing as other government-run schemes “, he added.

Healthcare statistics
The number of primary healthcare centres in 1947 was 50,000 which is now 7.7lakh. Number of Medical colleges were just 28 the, and now its 460. Today we have as many as 17.9lakh nurses which was 16,550 then. Hospital beds per 10000 population is now 9.3 which was earlier 3.2. Also, today the healthcare expenditure is 4.7% of the GDP.

Future agenda
A central act against violence on doctors and amendment in PCPNDT act is highly needed. Money has been extorted from doctors in the name of this act. Also, improvement in working condition of resident doctors will be our objective as well as opposition of NMC bill as it has many flaws aasociated.
