Nagpur: Coming down heavily on Netflix, Amazon Prime, Hotstar and other private channels on Internet for broadcasting pornographic contents, crudity, sexual or discriminatory language, and various levels of violence, the Nagpur Bench of Bombay High Court on Friday ordered the Information and Broadcasting Ministry to initiate effective steps for curbing the disturbing trend.

A Public Interest Litigation (PIL) was filed by Adv Divya Gontiya requesting the High Court to issue orders aimed at curbing the deluge of vulgarity, violent scenes and crude language on webseries. “The screening of pornographic contents, vulgar gestures and talks are overriding the Indian culture and morality,” Adv Gontiya stressed in her PIL.

During the hearing on the PIL, the High Court issued notices to Information and Broadcasting Ministry, Electronics and Information Technology Ministry, Law and Judiciary Ministry as well as Home Ministry. The High Court has directed the concerned ministries to set up a pre-screening committee for curbing , crudity, sexual or discriminatory language, vulgar gestures, nudity, sex, immodesty on webseries, monitor the webseries and advertisements before going on online media.

“Take care that no series, national or international, is directly published on any platform,” the court said and ordered issuance of guiding principles. “If the websites are found violating provisions of Cinematograph Act, Indecent Representation of Women Prohibition Act 1986 and other similar Acts, then act tough against the guilty,” the High Court directed the concerned ministries in the notices.

The PIL pointed out that the contents of the webseries are in connection with political, physical relationship, and/or other sensitive subjects. “Many times the contents hurt the religious sentiments. For monitoring contents on TV, newspapers, there are monitoring authorities such as Press Council, Censor Board and other authorities. But there is no control over webseries. Therefore an independent monitoring machinery should be set up to keep control over such webseries,” the PIL said.

Mayo Hospital

Nagpur: Two of the data entry operators working who have been observing strike for the last two days against Mayo hospital administration threatening them to terminate their contract, tried to commit suicide on Firday. The striking date entry operators were engaged in the works off Mahatma Jyotiba Phule Jan Arogya Yojana (MJPJAY). They had alleged pressure from the administration.

As the two took extreme step, they were rushed to the casualty ward of Mayo Hospital. Unable to come to terms with the staff, the hospital administration beckoned two wait-listed candidates to ensure continuation of work. However, patients have been suffering due to delay in the process. On October 3, 13 staff members appointed on contract for MJPJAY went on a strike after being dissatisfied by the response of dean Dr Ajay Keoliya regarding continuation of their services.

“According to the DMER rules, after completion of a contract, the staff is eligible for renewal of the same. However, the dean wants to advertise the posts and re-conduct interviews. Why should we reappear for interviews when our performance has already been marked satisfactory by the concerned seniors?” asked Simab Ashraf, whose four-month contract ended on September 28.

“The striking operators are trying to blackmail the administration and have gone on strike just because the order for continuation was delayed,” said associate professor and nodal officer of Mayo, Ravi Chauhan. Meanwhile, Congress MLA Vikas Kumbhare and members of Youth Congress declared their support to the staffers.

Nagpur: Alarmed over mushrooming hookah parlours and youngsters getting hooked to the heady stuff, the State Government on Thursday issued a notification putting a blanket ban on hookah parlours being run clandestinely under the cover of recreation clubs, restaurants and coffee house.

Now, operating of hookah parlours would draw fine of Rs 1 lakh and 3-year imprisonment under the provisions of amended Cigarettes and Other Tobacco Products (Prohibition of Advertisement and Regulation of Trade and Commerce, Production, Supply and Distribution) Act (COTPA), 2003.

Following lack of legal provisions, the operators of hookah parlours most of the times escaped tough action. However, the deadly fire at Kamala Mills which killed 14 people in December last year, proved to be nemesis of hookah parlours. The State Government passed a Bill in both Houses of the State Legislature in April this year. Accordingly, a notification issued by the Home Department on Thursday, October 4, banned hookah parlours across the state after President Ram Nath Kovind gave his assent to the Bil.

The State has witnessed mushrooming growth of hookah parlours since the past few years. Even though hookah is age-old tradition in several parts of the country, the addiction was given new heights in this new era. Tobacco, ganja and other narcotics were being enjoyed in flavoured combination. In hundreds of raids carried out by cops, a large number of youngsters were found hooked to the addiction of the hookah. Alarmed over the disturbing trend, the State Government put its foot down and banned hookah parlours.

Maharashtra is the second state after Gujarat to impose such a ban, which will come into effect immediately.

“Since the notification has been issued, the ban comes into effect immediately. It will be the responsibility of the police to ensure the ban is implemented,” said an official from the Home Department.

The Home Department had been planning to regulate hookah parlours, but Chief Minister Devendra Fadnavis insisted on a blanket ban after the fire at Kamala Mills in December 2017, in which 14 people died of suffocation. According to the report by the probe panel, the fire was caused by an ember from a hookah.
