Nagpur Today : Nagpur News

Nagpur: Amid the sheer embarrassment the recent incident has brought to NMC Mayor Ninda Jichkar, the parties have now demanded her resignation over the glitch that they alleged, amounts to graft. It may be mentioned that recently Nagpur Today has exposed through a letter that Jichkar had taken her son along on an official US tour, by showing him as private personal secretary. The incident has substantially brought forth the rampant misuse of taxpayers’ money. In addition to it, many abroad tours of Mayor have now come under scanner. The official tours in NMC are fast turning personal tours, informed an insider.

Jichkar had allegedly took her younger son Priyash along on an official tour to San Francisco, California, USA. Priyash’s tour was funded by the Global Covenant of Mayors for Climate and Energy (GCoM), as he was described as Jichkar’s private secretary in NMC. It is learnt that Jichkar had informed officiating municipal commissioner Ravindra Thakre about her tour but made no mention of her son travelling as her secretary.

When Nagpur Today contacted Acting NMC Commissioner Ravinder Thakre, he said that being a commissioner he would not have any say into this. “The matter should come up in the House and they would take the call,” Thakre told NT.

Sensing one of the most embarrassing moments BJP city president Sudhakar Kohle and NMC ruling party leader Sandip Joshi have admitted that Mayor had adopted wrong practice by taking her son along as her private secretary.
On the other hand the Opposition parties have appealed to the Chief Minister Devendra Fadnavis to suspend the Mayor and appoint new person in her place.

Talking to Nagpur Today, Ex-Mayor and City Congress President Vikas Thakre reacted that the incident has brought big shame to India and as well as Nagpur on international level. The honor of Nagpur is lost through this incident as the first citizen of the city is caught in such an embarrassing act, he said adding that he knows Mayor Jichkar and her family personally and on moral ground she would be the first to resign before her party asks him to do so.

The parties have also demanded that the officials involved in supporting Mayor to prepare the document should also be brought to the task. Experts claim that the approval of top officials must have been given to get the document of Jichkar’s son ready. However it is also suspected that the Mayor’s office has kept everything under the wraps and got the visa approved. When quizzed if NMC officials have any power to take action into the matter, Ravidra Thakre expressed ignorance saying, “I may not be able to comment anything offhanded. We will have to look into the provisions first.”

Meanwhile, it is learnt that the Mayor had also organised a grand party for NMC’s bigwigs before proceeding to US tour along with her son.

Nagpur Today also tried to contact NMC Ruling Party leader Sandip Joshi for comment but he did not reply to any of our calls.

Nagpur Today : Nagpur News

NAGPUR: In the absence of quorum, the functioning of Juvenile Justice Board (Bal Nyay Mandal) has become completely non-functional since last three months raising a serious question of the government’s intention on delivering justice to common citizens. Around 250 cases of juvenile crimes are lying pending and lawyers and children are suffering due to the hopelessly negligent attitude of the State government.

The Child Welfare department had pointed out this issue of incomplete quorum of Juvenile Justice Board during a meeting with Chief District Judge last week, it was informed.

The board has three-member quorum that hears the cases related to juvenile crime. One of the members is a Judge while two are government-appointed officers. Currently, JMFC Justice N Bedarkar is on permanent posting on the board. But absence of two other members is preventing the board from hearing the cases and delivering judgment on it.

The quorum was full till three months back. Meanwhile, government-appointed member Khushal Mele resigned after an FIR was registered against him in a case. Another member advocate Sujata Borkute also resigned after she was shifted to Child Welfare Committee.

When asked about the adverse effect that the judicial system is suffering, District Child Welfare Officer Vijay Singh Pardeshi said that his department was trying its best to complete the quorum of the board. He said that the State government was informed about the situation and an appeal was made to appoint members from nearby districts temporarily on the board, Pardeshi said.

One day officers will have to shoot 50 tigers in one go, says Nawab Shafat Ali Khan

Credit: Mid Day

Nagpur: Controversial shooter Nawab Shafat Ali Khan is once again in the news right into the core of Vidarbha. He has been roped in to kill the problem tigress of Pandharkawda who has so far allegedly mauled to death around 12 people in the region. Khan is often surrounded by series of controversies bringing out a grey side of him.

As Nawab Shafat Ali Khan has reached Pandharkawda to accomplish the mission ‘Kill Tiger’, he spoke to Mid Day’s online portal mid-day and opened up about his previous and latest ‘assignments’. Talking to Mid Day, Khan said, “I have no desire to shoot the tiger, or even capture it; they have called me because they are incompetent.”
Activists are likely to take further objection to his claims that humans and big cats cannot co-exist, and that the day will soon come when the authorities will have to cull the growing Bengal tiger population. This, despite the years of conservation efforts put in to increase the endangered species’ numbers.

Nagpur Today presents here the full version of Khan’s interview with Mid Day,

What do you have to say about the criticism over the government’s decision to involve you in the operation?
I was culling wild boars in Telangana when the Chief Conservator of Forest in Yavatmal called me and said he needed my help. I am a resource for six state governments, including Maharashtra. As I am from the royal family, and a national shooting champion, these departments take my expertise during various operations related to man-animal conflict. It is the government that has invited me, I don’t know why people criticise me. The orders that were given to me after inviting clearly state that T1 will be tranquilised and taken to the rescue centre. If efforts to tranquilise are unsuccessful, it will be eliminated to avoid any further loss of human life. I have no desire to shoot the tiger, or even capture it; they have called me because they are incompetent.
My grandfathers have killed 20-20 tigers like dogs. I don’t intend to kill tigers and it’s not a hobby for me. Last year, I tranquilised a problem tigress in Brahmapuri, near Nagpur, despite orders to shoot. But no one is talking about this.

There have been serious allegations against you, including some serious cases under the Arms Act.
With the blessings of god, today there is not a single case against me, and no court has convicted me. People are deliberately raking up the past, but I ignore them. My resort in the Nilgiris has been temporarily shut by the Supreme Court, as it falls in the elephant corridor.

Are you a veterinarian? Are you qualified to shoot tigress T1 or tranquilise her?
I am not a vet and one does not have to be a vet to tranquilise. Darting a tiger is not an easy job and it requires a lot of courage to get within 10m of a tiger to dart it. I have been tracking tigers for a long time, and it is there in my blood.

Veterinarians in India only have experience in treating captive animals in the zoo. They don’t even have the training to identify pugmarks. That is where the shikari comes in. The Maharashtra FD does not have even the gun needed to shoot tigers. I have the traditional hunting weapon.

There is only one man-eater and that is T1 and her cubs. She is a terrorist; there is no difference between a terrorist killing people and a tigress killing humans. In January, I studied her for four days and submitted a report to the government in which I have clearly stated that this tigress cannot be tranquilised. I will follow the orders that are given to me.

Wildlife lovers feel you are trigger-happy and they have condemned you for posing with your kills.
When a terrorist dies, his/her picture is published on the front-page. I personally feel that the man-eaters should also be paraded on the bonnet of a vehicle, as it helps to reduce the anger of villagers who have lost their loved ones. I’m risking my life in the operation, so there is no harm in clicking pictures with the animals that I shoot. I don’t feel good about shooting tigers; I have even cried sometimes after killing a tiger. Shooting a tiger is a tool of conservation, and I’m a conservationist.

The bottom line is, this place is not for tigers. In the next three years, there will be increasing man-animal conflict, and the authorities will have to shoot 50-50 tigers in one go, the tiger population is multiplying rapidly and the forest cover is shrinking.

What do you think is the solution?
There is hardly any prey base in this area and so if the tigers remain here, there will be man-animal conflict and loss of human life. The only solution is to catch and relocate them somewhere else. All the talks about maintaining wildlife corridors and gene pool dispersal are big-big terms. All over, national parks should have a boundary wall, and we should keep our all tigers and elephants inside it. Neither humans should enter the forest, nor should the animals come out of the forest. Big cats and human beings cannot coexist with each other.

How do you identify a problem animal? Is it based on the tiger’s stripes or leopard’s rosette pattern?
I identify a man-eater based on its body language, for which one has to be in the field, to get all this experience. Man-eaters avoid eye contact. I have studied the psychology of tigers since the last 40 years.

BJP MLAs train gun at his own party

Nagpur Today : Nagpur News

NAGPUR: It seems that internal rift and dissatisfaction is growing in the Bharatiya Janata Party (BJP) after four years of its government in Maharashtra.

Three BJP Members of Legislative Assembly (MLAs) from Nagpur have time and again questioned the party’s politics on several issues.

MLA from Katol Ashish Deshmukh has been openly criticizing the BJP and Chief Minister Devendra Phadnavis since a long time. Recently, he had questioned the State’s intention over reservation to Muslim community.

MLA from Central Nagpur Vikas Kumbhare, who belongs to Halba community, has been pressing his community’s various demands since last many months. Recently, at a national convention of Aadim Kruti Samiti, Kumbhare attacked the government more aggressively. The process of allotting Scheduled Caste certificate and Caste Validity certificate to Halba (Koshti) community members is currently stopped. Kumbhare had staged an agitation on this issue during the monsoon session of State Assembly in Nagpur.

Union Minister Nitin Gadkari and Chief Minister Devendra Phadnavis had promised during Lok Sabha and Vidhan Sabha elections respectively to solve the issues of Halba community.

However, nothing was done during the more than four years of BJP’s rule.

The Central Nagpur constituency, from where Kumbhare was elected twice, has a dominance of Halba community.

At the national convention, Kumbhare had charged the BJP of neglecting the demands of the community. He had said that though he was a BJP MLA, he was a community leader first, and that he would go to any extent to secure the interest of the community.

Kumbhare, however, has a history of threatening to surrender his post but never walking the talk.

MLC N G Ganar, who represents teachers in the State Legislative Council, is also from Nagpur. His disagreement with Education Minister Vinod Tawde on education policies and issues of teachers is well known. He has criticized Tawde from many platforms.

Recently, when Union HRD Minister Prakash Javadekar had said in Pune that school and colleges shall not beg for government grants, Ganar had criticized Javadekar and also called his statement as an example of dictatorship.

Nagpur: Though patients and students continue to suffer in Government Medical College and Hospital (GMCH) due to paltry resources and inadequate facilities, the inspection report from the Medical Council of India (MCI) seems contrary and sees “all is well” in the institute.

The MCI inspectors, it seems, conveniently managed to ignore issues like apathy of administration towards patients, lack of medicines in pharmacy, more than 4 students sharing a room in hostel, shortage of water for both patients and resident doctors and other dubious issues the media often serve on a hot pan. However, finding no major deficiencies, inspectors from MCI reported that they are pleased with staff requirement, equipment and infrastructure in the GMCH.

Over the weeks, when Nagpur Today did a reality check in GMCH, shocking facts had come to the fore. From patient’s kin buying medicines from private medical stores to college students forced to stand in queue for water due to insufficient water supply inside college premises the GMCH was found bogged down with many shortcomings. The prolonged saga of ‘machinery is out of service’ is continuing without any interruption. The despair of patients along with their kin seems to have no end. Nagpur Today had also reported the failure of angiography machine in Super Specialty Hospital which caused severe problems for patients, result of which few even missed their operation. Amid all such problems, the MCI report appears nothing but a cover up.

On Monday morning, the MCI team comprising Dr D D Dattaroy, Dr Kavita Rajratan, Dr Jugalkishor Kar and Dr A K Pande visited the GMCH to ascertain the facilities, infrastructure and availability o fteaching and non-teaching staffers to justify the intake capacity of 200 under-graduate seats. After a discussion at the Dean’s office, they separately inspected OPD, IPD, different wards, operation theatres, trauma care centre, playing ground, kitchen, hostel and other departments. It was informed that the team expressed satisfaction over the administration. Though they will prepare a detailed report and send it to Delhi.
