“Sahebrao” injured by poacher to get ‘world first’ fake paw

Nagpur Today : Nagpur News

Nagpur: An international team of surgeons have started measuring an Indian tiger for an artificial paw, thought to be the first attempt in the world to fit one of the animals with a prosthesis.

The eight-year-old male named Sahebrao was caught in a poacher’s trap along with his brother six years ago. The older sibling died, but Sahebrao was rescued and taken to the Maharashtra Animal and Fisheries Science University for treatment.

Sahebrao arrived unconscious and suffering from renal failure. He recovered, but part of his left paw had become gangrenous in the steel trap and required amputation. He was moved to a zoo and then an animal rescue centre in Nagpur city, central Maharashtra, where he earned a reputation as an ornery and aggressive animal.

Last year, Indian orthopaedic surgeon Sushrut Babhulkar visited the animal rescue centre after learning it was caring for the 200kg tiger, which the centre claims is Asia’s largest in captivity. “He was like a royal king, truly magnificent,” Babhulkar says.

He said the animal approached the edge of its cage where he was standing with his family and began growling and lifting its injured paw. “All accompanying me got frightened and ran away but I was frozen,” he said.

The surgeon, who is the chief of a centre for joint reconstruction surgery in Nagpur, said he believed the animal was growling from pain, not fear or anger. “I do this work every day, I could guess what was going on with the tiger,” he said.

In February, Babhulkar started talking to veterinarians in the UK and US about whether the tiger could be fitted with a prosthetic paw. On Sunday, Sahebrao underwent his first X-rays to determine the extent of the injury and create a model for the prosthesis.

The next stage will be to correct the amputation to relieve the tiger of pain by removing any swollen nerves or bones that were misaligned during the original procedure, he said. “That surgery will take place in December, then we will wait between four to six months when the tiger is free of pain before we move onto the next phase.”

A team of veterinary surgeons from across the US will help to determine what kind of prosthesis is required and if it can be attached and maintained.

Shanti Jha, a veterinary orthapaedic surgeon based in Arizona, said: “You can see in the X-rays that his middle two toes are missing, and for a big cat those are the most important for weight bearing.”

He said Sahebrao would then undergo a CT scan to help vets understand what kind of prosthesis to design: one that could be fused to its leg, or a larger appendage that could be attached like a ski boot. “Most likely there will be something strapped onto his arm, that would be better,” Jha said.

Surgeons from Switzerland’s AV Foundation and the University of Leeds are also involved in the operation.

Should they succeed in fitting Sahebrao with an artificial device, ensuring he doesn’t tear it off will be the next challenge, and will probably require a specialist animal behaviourist, Jha said.

“You can train animals to use an attached prosthetic. I’ve replaced the whole arm of a dog” he said. “We’ve done it with feisty cats, but they’re domestic. This is a wild animal.”

Scrub Typhus: No facility to test except at Nagpur Veterinary College

Nagpur Today : Nagpur News

Nagpur: The research by Veterinary Public Health Department has revealed that scrub typhus is not only caused by the chiggers found on grass but also by the tropical rat mite. The test for confirming this disease is done only at Nagpur’s Veterinary College. The first case was reported at Indira Gandhi Government Medical College and Hospital (IGGMCH) in 2012 but that too failed to bring Health Department out of deep slumber. No test centre was developed by the Department till now.

Dr Sandip Chaudhary, Associate Professor at Veterinary Public Health Department, Nagpur Veterinary College is the in-charge of Centre for Zoonosis. He being a Principal Investigator conducted research that was published in International Journal. The research was under Indian Council for Medical Research (ICMR). He and his team found out that scrub typhus is also caused due to tropical rat mite.

Till now it was general perception and the fact also that scrub typhus is transmitted by bites of infected larval stage trombiculid mites called Chiggers, which are found in the forest , urban shrubs, and grass during wet season. But new research has added a new information. The scrub typhus was first diagnosed by Dr P P Joshi, Head, Department of Indira Gandhi Government Medical College and Hospital (IGGMCH) in 2012. A woman had come with a complaint of bodyache, cough, cold and fever.

Her samples found negative in all blood tests. During a ECG, a black cigarette burn like spot was noticed under her breast and her blood samples were sent to National Centre for Disease Control at Delhi and it confirmed that the woman was suffering from scrub typhus. Dr Joshi said, “The symptoms of scrub typhus are found in other diseases too. It is difficult to diagnose it. In 2012 we could identify because of the spot. But most of the patients do not have these spots too.”

Unfortunately there is no facility to test scrub typhus except Centre for Zoonosis at Nagpur Veterinary College. It is the only laboratory that conducts the Polymerase Chain Reaction (PCR) test to confirm scrub typhus. Doctors have advised people not to get panic as the disease is neither has become epidemic nor endemic. It is in sporadic category.

This year 5 deaths due to scrub typhus have been registered with 18 patients testing positive in Government Medical College and Hospital (GMCH). IGGMCH too had 5 patients and all are discharged now. In GMCH too Dean Dr Abhimanyu Niswade and Dr Yogendra Bansod, HOD, Medicine took measures resulting in curing 50 per cent patients. Others too are on the verge of discharge.

Sensing its seriousness, Deputy Director Public Health Dr Sanjay Jaiswal convened a meeting at GMCH and appealed everybody that the only medicines Azythromycin, Doxycycline are available with public health department for free. Patients can collect the medicines. Dr Jaiswal urged that people not to get panic as disease was under control.

Dengue, Malaria threat looms

Nagpur Today : Nagpur News

Nagpur: Despite heavy rush of patients suffering from dreaded Dengue fever reaching city hospitals, the Nagpur Municipal Corporation Health Department’s figures indicate very low prevalance of Malaria, Dengue and Filaria. Almost all major multispeciality hospitals in the city have patients suffering with high fever. From last several weeks, practically every household has witnessed one or the other member suffering from high fever and dengue like symptoms.

NMC’s Laxmi Nagar Zone Malaria, Fileria Officer Sanjay Nagrale stated, since January the zone has received about 60 cases of high fever. The blood samples were taken and sent to the Health Department of NMC. Jayashri Thote, City’s Malaria, Fileria Officer stated that during August, 51 cases of Dengue and one of Filaria were reported in the city.

The cases referred are not necessarily of Dengue. A large number of cases are suffering from high fever are not found positive for Dengue or Malaria. During August, malaria case has not been reported at the NMC’s Health Department.

NMC has issued notice of imposing heavy fine if larvae of dengue are found in any house. Fumigation in every area once in 15 days was also announced. However, there appears to be little effort to control breeding mosquitoes in the city. With huge construction work going on in the city small puddles filled with water can be seen in any locality.
Small ponds can be seen even in major place at the centre of the city Mor Bhavan Bus Stand, Sanchayani Complex and open spacee on its opposite side at Veer Savarkar Nagar Square, Somalwada and several places near Metro rail construction work.

In the name of beautification fountains were instaled under Gowari fly-over in front of Mor Bhavan. The fountains are not functioning, but the tank created for it is a breeding ground for the mosquiotoes. Even the traffic personnel posted near it expressed fear of getting infected.

The number of reported cases appear very small compared to the actual cases, as large number of patients treated at private clinics fail to report the cases to NMC. Reporting of dengue cases is mandatory for all. Some of the major hospitals have alleged that several cases are referred to them at criutical stage, after private practitioners treat them for fever and viral infections.

With increase in temperature in the next few days, the number of patients are likely to increase at a very fast pace.

RTI reply compels NMC to name top defaulters of property tax

Nagpur Today : Nagpur News

Nagpur: When it comes to recover pending taxes, the property tax department of Nagpur Municipal Corporation (NMC) finds it easy to target small defaulters, who owe just a few hundred or a few thousand rupees. The department takes prompt actions, imposes penalties and even goes to the extent of auctioning properties to harass small defaulters. And big defaulters like builders, institutions and businessmen, who owe lakhs and crores of rupees, are patronized by the NMC. This has been proved once again when the NMC itself provided a list of top 25 defaulters of property tax in the city.

Under the RTI Act 2005, the NMC’s property tax department provided a list of top 25 defaulters from all 10 zones in the city. As per the list, N Kumar’s M/s Indo Pacific Software & Entertainment Limited owes Rs 22,73,30,010 as property tax. Another company M/s N Kumar Projects & Infrastructures Pvt Ltd of the same group owns Rs 7,30,07,409 to the NMC. The Pantaloon showroom at Empress City Mall owes Rs 2,74,03,535 while Big Bazaar outlet in the same mall owes Rs 1,71,18,095.

KLS Industries, the company that owns the Empress City Mall, owes Rs 1,11,98,982 to the NMC. The Regional Sports Complex and Indoor Stadium at Mankapur owes Rs 2,95,88,971 as property tax; Nagpur Improvement Trust’s (NIT) hotmix plant Rs 29,57,301 while Ekatmik Adivasi Vikas Prakalp at Pardi owes Rs 86,45,176.

The NMC was in fact asked to provide information on top 10 defaulters from each of the 10 zones of the Corporation. Similarly, information was also sought on defaulters of toll tax and Local Body Tax (LBT). But the NMC refused to share all the information and provided list of just 25 defaulters from all 10 zones. It was also learnt from reliable sources that few ex-officers were involved in helping big defaulters in reducing their tax amounts.

The NMC also failed to ensure timely selling or auctioning of the goods seized at different toll check-posts. The Corporation could have earned good revenue from it, but now the value of these goods is almost zero. The property tax department is informed from time to time about the cafeterias in the premises of Ramdeobaba Engineering College, VNIT, LAD College and other colleges. The college administration earn lakhs of rupees annually from these cafeterias in the name of rental, but the NMC never shown any interest in collecting commercial tax from units.

This clearly shows that the NMC, which is struggling financially since a long time, deliberately spares influential people and institutions and makes no efforts to collect pending tax dues from big defaulters to strengthen its financial status.

state-election-commission-maharashtra

Nagpur : In an unprecedented incident, the State Election Commission (SEC) has filed a petition in the Nagpur bench of Bombay High Court accusing the State government of obstructing the election process. In its petition, the SEC stated that the State government was creating technical obstructions in Zilla Parishad elections despite the entire election program was announced with prior information to the State.

The HC bench, comprising Justice Bhushan Dharmadhikari and Justice Murlidhar Giratkar, has issued notices to the Chief Secretary of Maharashtra, Secretary (Urban Development) and Secretary (Rural Development) and directed them to file their replies by September 9.

The SEC informed the HC that the State government was creating obstruction since last one and half year. As per law, it was mandatory to conduct elections within maximum six months after completion of the tenure of the Zilla Parishad (ZP). But the State government was taking one or the other step to delay the elections, the SEC petition alleged.

Whenever the SEC prepares to announce ZP elections, the government comes up with some Constitutional hindrances to delay the elections. Soon after the re-structuring of constituencies and fixing of reservations, the government decided to upgrade Wanadongri gram panchayat to nagar parishad. The SEC therefore had to cancel the election program.

A few days later, the SEC informed the government that it was preparing to announce the Zilla Parishad elections and therefore the State should avoid any new decision on gram panchayats. However, the State government soon decided to upgrade Butibori gram panchayat to nagar parishad. This once again forced the SEC to cancel the ZP election program.

The SEC stated in its petition that this approach of the government was affecting the functioning of the SEC. The Commission appealed to the HC to prevent the State government from taking any further decisions that may hinder the election process. Advocate Jemini Kasat represented the SEC in the HC.

Is multiplex culture killing single-screen theatres?

Nagpur Today : Nagpur News

NAGPUR: Long queues in front of ticket counters, the fights to grab tickets of first day first show, security guards trying to control the crazy mob, and people whistling and dancing to popular songs in cinema halls. Such scenes are gradually fading out from the landscape of this Orange city. The single-screen cinemas, which used to witness silver, golden and platinum jubilees of numerous films, are closing down one by one paving way for the multiplex culture in the city.

Single-screen theatres namely Regent, Regal, Nataraj, Amardeep, Narsing, and Shyam have already downed their shutters permanently. The recent name to join the list is that of Smruti Cinema.

There was a time when these single-screen theatres were the only source of entertainment for people in Nagpur. They used to record houseful shows and good business during those days. But today’s mall and multiplex culture has divided people, who are getting multiple options of leisure and entertainment. The single-screen theatres, which couldn’t change according to the changing times, were left with no option but to shut their doors. Whereas the cinema halls like Sudama, Panchsheel, Alankar, Laxmi, Liberty and Janki remained updated and are therefore competing with the multiplexes even today.

Nowadays people are getting attracted to multiplexes, which offer multiple option of entertainment at one place. Especially the younger generation is getting crazy for this new culture. But this is resulting in decreasing turnouts at the single-screen theatres. Sometimes the theatres having a capacity of 1,000 see only a few dozen people sitting inside. Due to increasing losses and drought of long-running films, single-screens are finding it difficult to run the business.

Some of the owners expressed that of running a single-screen theatre had become a risky business as income was descending and expenses were ascending day by day. Only star-driven and superhit films now draw audiences to the single-screens. These theatres otherwise wear a deserted look on other days.

The closing down of single-screens has also affected the livelihood of many small vendors, who used to sell food items outside these theatres.

Alok Tiwari, the manager at Janki Cinema, said that the multiplex culture has divided the audiences as they get multiple options of entertainment there. However, there are a lot of audiences, who still like to enjoy a movie in single-screens, he said. The theatres, which take care of audiences’ interest and convenience, definitely see the turnout, he said.

Nagpur Today : Nagpur News

NAGPUR: In order to improve water supply facility in the city, the Nagpur Municipal Corporation (NMC) in 2012 decided to hand over water supply management to private company Orange City Waters (OCW) for 25 years. Though OCW has been making efforts to fix loopholes and improve water supply in the city, the NMC is finding it very difficult to recover pending water bill from the people. As per records, around 1.25 lakh customers in Nagpur are receiving water for free, causing a loss of crores of rupees to the NMC.

The city is being supplied 29 lakh MLD of water every month but billing is not being done as per these figures. There are many areas in the city that are yet to get water supply from the Corporation. Whereas some of the areas are getting the water every day for free. OCW is trying to identify such customers and regularize them at the earliest.

The State government has provided Rs 307 crores for execution of the 24×7 water supply scheme. When questions are raised over slow pace of progress of work, the NMC points fingers at the OCW, which says the work is going on and it will be completed soon. The OCW said that it was re-issuing connections and was also changing pipelines to ensure smooth operations in the future.

Interestingly, this city with a population of over 30 lakh has valid water supply connections with only 3.20 lakh families. There are around 1.51 lakh unauthorized connections, out of which 25,000 connection were regularized. At present, around 1.75 lakh customers owe Rs 935 crores to NMC as pending water bills and Rs 91 crores as interest on it.

Nagpur: Chitar Oli – a bustling spot in city’s crowded Mahal area, which once used to flourish with excitement of idol makers at the onset of every Ganesh festival, wears a dull look this year. This one of the most popular destinations for finding Ganesh idols in Nagpur appears to have come under the cloud of rising cost of raw material burdened with GST. This year the cost of raw material has witnessed a significant jump by almost 25-30%, triggering panic among hordes of idol makers.

The rising prices simply translate into costly affair for both buyers and sellers.

As the sculptors have pushed up their shifts to ready Ganesh idols before the festival kicks in, Nagpur Today took a tour of the area to get into the nerve of situation.

Talking to NT, Anil Kalamandi, 22, an idol maker at Chitar Oli says, “This is our third generation into business and we have been facing a significant surge in prices especially from last year when GST came into force. The cost of the raw materials has gone by almost 30%, which affects sale.”

Kalamandi family has been engaged in the business of making Ganpati idols for generations.

Anil’s grandson who has just moved to family business told Nagpur Today, “The idols made here are entirely of clay. We do not use Plaster of Paris. But this year, the market is down certainly because of inflation. However like every year we have started preparation 2 months before the Ganesh festival, despite the increased input cost.”
Other sculptors in the area told NT that the price hike is likely to make this year’s Ganesh festival a low key affair.

“The prices of raw material like Plaster of Paris, steel, coir and colours have all gone up after GST. A huge portion of clay comes form Andhargon in Bhandara district. The inflated fuel prices have affected transportation charges, added with increased making cost.” said Rakesh Khokre (32) another idol maker in Chitar Oli.

Khokre said they used to get orders from other states including Delhi. But this was the first time that not a single order from outside has been placed till date.

The sculptors make idols with several different design with a set price range. Ram Kanhaiya, an idol maker informed that the three-feet idol that used to cost about Rs 5000-7000 has gone up to Rs 12000 now while the five feet one costs Rs 20,000.

The bigger ones are being sold at prices ranging from Rs 30,000 to Rs 50,000.

Meanwhile, idols for the most popular Ganpati mandals of Nagpur are already in the making. While Raje Bhosle has placed their order at a shop in Chitar Oli, idols for all other famous mandals in city including HB Tiwn, Hill Top, Nagpur Ka Raja etc are nearing completion. People from places like Wardha, Tumsar, Chandrapur, Gondia etc visit Chitar Oli to buy the idols. However with the rise in prices, it remains to been seen what the idol makers fetch in the current scenario.

Nagpur: Encroachment on all major roads in the city has become a matter of concern. Pedestrians are finding it very dangerous to walk on such main roads whereas vehicles parked at non-parking areas on congested roads are adding to the traffic problems. Heated aruguments are witnessed at many places due to parking of four-wheelers at narrow lanes and roads.

At commercial places, four-wheelers are seen parked from morning hours till late in the night. The traffic police has failed to take any action on this parking despite regular complaints from citizens. The number of vehicles is increasing rapidly in the city and these vehicles are parked at public places due to lack of sufficient parking spaces.

It was also brought to notice that the parking spaces allotted in flat schemes and societies are being used for commercial purposes and therefore the residents are forced to park their vehicles on roads. Normally, only a few four-wheelers can be parked inside the compound of a flat scheme. All other vehicles are parked outside the compound on narrow roads making it more congested. it is a matter of debate as how these buildings are sanctiond when there is no parking space.

The parking problem is worse in commercial areas like Dhantoli, Ramdaspeth, Sitabuldi, Mahal, Itwari, Sadar, Chhaoni and Sakkardara. People in large number arrive from other cities for medical treatment at Dhantoli and Ramdaspeth, which are congested due to the parking problem. It is always seen that even ambulances and fire brigades can’t move on roads due heavy congestion in these areas.

Similar is the situation at Sitabuldi. Those having their businesses at the main road park their vehicles at Temple Bazaar and Buty Road from morning to night. When the nearby residents object o this, heated auguments and some times fights take place between them. There is pay and park facility at many places in this area but vehicle owners avoid paying money for it and instead park vehicles on roads.

The citizens residing in commercial areas are now fed up of these traffic woes. The negligence by traffic department is also growing the resentment among the residents. The traffic department needs to pay immediate attention to these problems and initiate action against those floating the rules.
