Nagpur Today : Nagpur News

Nagpur: Economic Affairs Secretary Shaktikanta Das briefs the media:

We have been trying to analyse reasons for long queues,it has come to notice that same people are coming again at same places.

Reason for long queues at banks and ATMs is that the same people keep coming again and again at different places.

We have received reports, many people are trying to convert black money into white. have organised groups of people and are sending them to exchange money.

To solve this problem we have decided to use indelible ink marks, similar to elections,on cash counters.

To ease pressure on banks,a task force has been set up to look after shifting and storing of old notes.

Special Task Force set up to monitor infusion of fake currency especially in the vulnerable areas.

We have enough stock of salts; no reason for temporary surge in price or shortage; supply of essential commodities being closely monitored, unscrupulous elements had spread rumours.

False stories are being spread on social media such as institutions going on strike. On zooming the picture we found it was from 2015.

Lot of stories in social media; reports of certain institutions going on strike; there is no such thing; please don’t believe them.

No reason to panic, enough supply of cash in the banks.

There is enough stock of notes available in system, no reason to panic. Govt constantly monitoring situation.

If you give us specific instances of which govt hospitals and pharmacies are not accepting old currency, action will be initiated.

Nagpur Today : Nagpur News

lotus-hospital-sakkardara
Nagpur: Quite an uproar has been created at Lotus Hospital at Sakkardara where few relatives of a deceased created ruckus on Tuesday morning alleging carelessness on the part of doctors. The relatives alleged that the hospital authorities hid information about their patient being paralysed while undergoing treatment and then they deliberately referred the patient to some other hospital. The patient died the next day after being taken to another hospital.

Sources informed that 25 year old deceased Nikesh Dighore, resident of Nehru Nagar was admitted to Lotus Hospital in Sakkardara after he complained of nausea and vomiting. The doctors termed the case as normal and started treatment. Later after taking the dose the patient complained of severe head ache. A CT scan was performed which revealed that Dighore had developed clot in his brain. The doctors advised the relatives to take Dighore to some other hospital. Later he was taken to Green City Hospital in Sakkardara where the doctors informed that half of Nikesh’s body suffered paralysis. The relatives alleged that this information was deliberately hidden by the doctors at Lotus hospital. Nikesh breathed his last Tuesday morning.

Irked over Nikesh’s death, his relatives then stormed into Lotus Hospital and blamed carelessness in duty on the part of doctor. The police were called in later after which the situation was pacified.

It is learnt that the relatives will lodge the complaint with the police. On the other hand Lotus Hospital has refuted the charges levelled against it.

Shame Nagpur – named as one of the 5 Indian cities that see maximum crime against women!

Nagpur Today : Nagpur News

nagpur-shame
Nagpur:
Nagpur, last year, 2015, recorded 166 rape cases and 392 assault cases against women. The second capital Maharashtra with an estimated population of 35 to 40 lakhs has a worse crime record than bigger cities like Mumbai and Kolkata with larger population sizes. Respective police chiefs of the city repeatedly promise to take steps to bring down crime in general and crime against women specifically, but the graph only shows continuous increase.

The National Crime Records Bureau (NCRB) Tuesday released data for all crimes recorded in the country in 2015. Under various parameters, data has been classified to show how states and major cities fare on the crime graph. A national English daily accessed the data to figure out which cities could be classified as the most unsafe for women in the country. To prepare the list, the newspaper, Indian Express took a look at two critical parameters – rate of rape cases against women in each city and the same for ‘assault on women with intent to outrage her modesty’. The latter section deals with sexual harassment cases, use of criminal force with intent to disrobe, voyeurism and stalking. The cities that they listed appear prominently in both indicators and are seen to record a high number of cases with respect to assault on women.

To our cumulative shame, Nagpur ranks 5th in this. The 6th and the last city mentioned is Durg-Bhilai from Chattisgarh.
We follow cities like Delhi and other North Indian cities of Rajasthan and M.P. like Bhopal and Gwalior . Jodhpur in Rajasthan was rated the highest.

UNBELIEVABLE-NAGPUR POLICE HAVE A LIST OF 25 LAKH CRIMINALS!

(This is a figure arrived at by a prominent Crime reporter of Nagpur from police sources and reported in today’s Marathi papers.)

25 lakhs – sounds like a big chunk of the population of the city. Are we a city of criminals then??

Of this number, one lakh are repeated offenders. Another lakh are associated with various criminal gangs. There are more than 50 notorious criminal gangs said to be operating in the city.

These figures have been recorded by the survey conducted by the National Crime Record Bureau for 2015.

Nagpur is considered the unsafest and most prone to crime city of the state since it sees daily an influx of migrants coming in from Madhya Pradesh, Chattisgarh, U.P. and Bihar. They mostly come as labour to find work in the ‘developing city’ of Nagpur.

The city police have a challenge on their hands keeping a record of the criminally minded people who come in and settle on the outskirts of the city. There are many localities like those on Seminary Hills, Hingna road and along the Ring road where residents feel unsafe due to daily incidents of dacoities and molestation.

Further, there is an extensive railway line criss -crossing the city which make escape easy for criminals.

In 2014 city 10, 351 FIRs being recorded. This figure has gone up to 11,018 FIRs. An increase of a whopping 659.

But unfortunately, the strength of the police force needed to tackle this increasing crime rate is not seeing an increase.

The city has been ‘allowed’ or rather ‘given’ policemen and officers numbering 8,429 but has a force of only 5000+ in reality. The rest are vacancies that are taking endless time to be filled in.

Three new police stations have been created in Mankapur, Shantinagar and Bajaj Nagar but filled in by transferring police from other stations. No new posts have been created to man them.

Since the C.M. and an important Union Minister come from this city, apart from it being H.Q of RSS all eyes of the country are on Nagpur.

When new crimes are reported daily the pained C.M. says ” don’t paint Nagpur as a Crime – capital please!”

But what steps is he taking, as Home Minister also, to fight crime citizens are being continuously subjected to?

One heartening fact for Nagpur has been the dynamic new Police Commissioner we have had for last 3 months.

“Don’t go by statistics and figures, they never give the complete and real picture” says Dr. Venkateshan, this new Police Commissioner of Nagpur speaking exclusively to NT.

But with his acumen and experience of fighting crime, even notorious gangsters in a city like Mumbai, and his early stint with Naxals in Gondia, the P.C’s reputation precedes him. As do our expectations from him.

He refutes many of the figures above and says that a number of factors affects reporting of crime through numbers only.

“For instance, definition of rape has been expanded recently so crimes that were not being registered as rape come under that definition now, so numbers go up.

We have been instructed by Courts to change ‘Missing complaint’ into case of Kidnapping if person reported missing is not found in 24 hours.”

Dr. Venkateshan says that they are talking to local people and doing a ‘Victim survey’ to come up with new strategies to fight crime.

He is confident that when figures for 2016 are collated, many types of crimes would show a drastic decrease. But he rues that incident of Murders have gone up marginally.

But many other crimes like crime over property have gone down with police intervention. Land documentation and an inter disciplinary approach is being used with great success, says the Commissioner.

Speaking about increasing the numbers of the police force in the city he emphasizes that Quality is more important than Quantity.

“We are forming ‘Verticals’ where different teams will look after different areas of concern . A team of DCPs and other senior officers is brain storming over this daily” reports Venkateshan.

He concedes that there is a problem of migrants coming into the city daily and promises to deal with it with a ‘different approach’.

“Let’s not compare Nagpur with Mumbai or Calcutta or any other city. A growing city has its own intrinsic problems. Like in a village or small town, the police are very few yet crime is less because everyone knows each other and that is a great deterrent for crime. Nagpur has recently become a metro and growing fast”.

The Smart City plan for the second capital will definitely help in curbing crime, feels the new Police Commissioner.
We will have CCTVs put up throughout the city – so any criminal activity can at once be detected and curbed.

When Venkatesh says it, it does not sound like an empty promise. He is known for his success in digitization and turning police station e-savvy!

Radical system improvement to help women complainants soon, says Police Commissioner Dr. K. Venkatesham

Nagpur Today : Nagpur News

nagpur-cp-dr-k-venkatesham

Nagpur: Nagpur has in a recent survey had the shame of being named the fifth worst city in the country where it comes to crime against women.

Overall, the crime graph of the city has been climbing.

But there seems to be light at the end of the tunnel finally – specially for women complainants.

Speaking to Nagpur Today Associate Editor today, Dr. K. Venkatesham disclosed for the first time, some radical new plans for helping fight crime against women. Specifically, in getting the alleged perpetrators booked speedily so they cannot continue with their habitual crimes.

“When a woman comes to any police station to report a crime, she is already in a very disturbed and vulnerable state of mind. If after this she is made to run from pillar to post to register her complaint she may lose faith completely in the justice system” says the Commissioner.

So they are mooting an integrated new approach where by there will be a ‘Single window approach’ for registering any kind of serious complain – whether it is dowry harassment by in laws, sexual crime, exploitation at the work place or blackmail.

Now all these crimes are covered under different sections and different police officers are in charge of the sections.

Venkatesham and his senior team members are planning to bring in trained Counsellors, psychiatrists and physicians too to help the women complainants.

“In tragic cases where a child has been abused or raped, even the disturbed parents need counselling in dealing with the situation. We hope to provide psychiatrists who can talk to the parents too.”

“We are also exploring possibilities of getting the woman’s testimony on video so she does not have to come to the police station again and again to give witness or make clarifications. We will also see if this video can be admitted in courts so women do not have to appear there.”

This is great news.

If the police force turns so sensitive and empathetic women will be emboldened to come forward and report crime.

Not just in India but experts opine that crimes against women – specially sexual crimes – are under reported all over the world. The horrifying statistics of 2013 reports that one Indian woman suffers from a sexual crime every 20 minutes. This figure must have climbed or deteriorated further by now.

When crime is not reported the perpetrator gets away scot free and is encouraged to commit the same crime against different women.

This measure of the Nagpur police could prevent that from happening at least.

COPD, Now a disease of the Non Smokers too: Dr Swarnakar

Nagpur Today : Nagpur News

copd1
Nagpur
: A disease affecting 30 millions lives, and many more cases undetected COPD, Chronic Obstructive Pulmonary Disease has become the 5th deadliest disease across the globe. COPD is always known to be a smokers’ disease, non smoking COPD has now become one of the major issue in developing countries.

A major reason of disability, COPD is the second leading cause of death in Indians above 50 years of age. While cigarette smoking-COPD strong correlation is an established fact, recent studies have shown that there are numerous other risk factors that trigger the disease in non-smokers. almost half the population worldwide are exposed to smoke from biomass fuel, used for cooking and heating purposes. Hence, exposure to bio mass is the leading cause of COPD in the rural areas bringing the mortality rates higher of COPD.

It is reported, at least one fourth of patients suffering with COPD have never smoked. A Burden of Obstructive Lung Disease (BOLD) study also reports of high prevalence of COPD in non smokers.

In urban India, 32% households still use biomass stoves, 22% use firewood, 8% use kerosene, and Rest use cleaner fuels like liquid petroleum gas or natural gas. About 50% of deaths from COPD in developing countries are attributable to biomass smoke, of which about 75% are of women. Biomass fuels like wood, animal dung cakes, crop residue, pose as great a risk as active smoking. Reportedly, an almost three-fold increase in the prevalence of COPD among women has been noticed. This, experts point out is on account of the fact that women and young girls, especially in rural areas, spend a greater time in the kitchen.

More than 80 per cent homes in China, India, and sub-Saharan Africa use biomass fuel for cooking because of it easy availability. Biomass fuels produce very high levels of indoor air pollution. Most often than not, the kitchens in rural areas lack basic facilities and are poorly ventilated, exposing the homemaker to extremely high levels of gaseous pollutants and particulate matter.

According to Senior Consultant Getwell Hospital and Secretary of Vidarbha Chest Association Dr Rajesh Swarnakar “Lower living standards in a country like India has claimed many life due to COPD. It is mostly deadly because we cannot identify the disease and treat it at the right time. Especially when the patient is non smoking the diagnosis takes longer.”

Apart from Bio mass fuels, the current condition of air pollution has also made COPD a major concern in the urban areas. I terms of air pollution, 10 of the most 20 polluted cities in world are from India. In a Survey by Central Pollution Control Board, Lung function reduced in 40.3% individuals in Delhi, as compared with 20.1% in control group.

“The quality of air that we breathe today is toxic. With the presence of these nano particles in the air, the functionality of our lung is hampered the most. With these living conditions in the urban region, respiratory ailments are of major concern, “says Director KRIMS Hospital Nagpur and Past President of Vidarbha Chest Association Dr Ashok Arbat.

COPD is also a major occupational hazard. A National Health and Nutrition Examination Survey (NHANES) conducted a survey and found that industries and occupations at increased risk of COPD ranged from transportation-related occupations; machine operators; construction trades freight, stock, and material handlers; records processing and distribution clerks; sales and waitresses. The fraction of COPD attributable to work was estimated as 19.2 per cent overall and 31.1 per cent among never smokers.

Another factor adding to the COPD burden is cholinesterase-inhibiting agricultural pesticides. Prolonged exposure to agricultural pesticides (organophosphates and carbamates), which are frequently used in India, has contributed to respiratory problems, decreased lung function and COPD. Data suggests that the incidence of COPD in farmers (non-smokers, pesticide users) was 18.1per cent. In terms of occupational exposure, brick workers have significantly lower lung function as compared with controls.

A popular product that finds its way in our homes, especially in summers is the ubiquitous mosquito coil. It may shock us to learn that the mosquito coil emits as much smoke (PM2.5) as those from 100 cigarettes and as much formaldehyde as those from 50 cigarettes! We may not be regular smokers but unwittingly we are inviting trouble by using products that compromise our health.

An analysis of more than 300 patients with respiratory ailments, from rural areas in India, revealed that more than 75 per cent of asthma patients who had not received proper treatment for their condition and were on oral bronchodilator drugs alone for a long period had developed symptoms like those of COPD. The research concluded that poor treatment of chronic and severe asthma across the world, especially in developing countries, might largely contribute to the burden of COPD.

NMC nagpur

Nagpur: “Out of the Rs 253 crore package announced by Chief Minister Devendra Fadnavis for the Municipal Corporations across the state, Rs 100 crore are coming to Nagpur Municipal Corporation (NMC),” said ruling party leader Dayashankar Tiwari here on Wednesday.

Tiwari said that the NMC will draft a plan of its development works and will spend the amount on those works after getting approval from the State Government. Every zone in the city will get around Rs 15 crore from the package money.

Many development works of the NMC were pending because of paucity of funds. Fresh proposals will be drafted for these works and will be sent to the State Government for approval. Apart from this, Mayor Praveen Datke had put demand for Rs 30 crore for erection of Suresh Bhat Memorial Hall near Reshimbagh Ground. Out of the demanded amount, first instalment of Rs 20 crore was received on Tuesday.

Model Solar City project
Under its Model Solar City project, the Nagpur Municipal Corporation (NMC) will install 930 KW solar panels on the top of every NMC building. The solar panels will be installed on public-private partnership model. The NMC has already received 30 per cent subsidy worth Rs 1.15 crore for this scheme from the Central Government. The NMC will soon invite tenders for this work.

It is worth mentioning here that under the same scheme 2 solar panels of 25 KW capacity have been installed on the terrace of new administrative building of NMC. Same capacity solar panels have been installed in zone Nos. 5,8 and 9. Tiwari said that the solar panels can prove very effective in conserving the fossil fuels and saving conventionally generated electricity. Citing the examples of former Mayor Anil Sole and present Mayor Pravin Dakte, he said that two have successfully reduced their expenditure on electricity bills.

To promote non-conventional sources of energy, the NMC earlier had started distribution of solar water heaters. The Central Government was paying 50 per cent subsidy for these heaters. Even though the Central Government has now discontinued the scheme, the NMC has decided to continue the scheme on their own.

Nagpur: The drive to start with Bharatwada ESR cleaning on Friday, 18th Nov Nagpur, 16th November 2016: Following its commitment of providing clean, safe and sufficient water to every household OCW is starting its ESR Cleaning for the fourth consecutive year on 18th November 2016 by cleaning Bharatwada ESR.

It must be mentioned here that contaminated water is the most common cause of illness to mankind. 21% of the diseases caused to humans are water-borne and one of the most usual ways water getting contaminated is through overhead water tanks (ESR’s)-the cleaning of which was earlier either neglected or done in an unscientific manner.

The results: has been the improved water quality of the city because of this task. The journey from 79 % of water quality (March 1, 2012) to 96% (October 2016 ) is hugely supported by the NMC-OCW’s ESR cleaning drive. The improvement in water quality reflects in improved social health, since majority of the social diseases are water borne.

A major reason behind contamination of water is eliminated when an ESR is disinfected scientifically and thoroughly, says technical experts in the field.

It may be mentioned here NMC-OCW started its technically advanced drive of ESR cleaning across the city. With this system, OCW not only cleaned all ESR’s but also cleaned GSR’s (Ground Service Reservoirs), .MBR (Master Balancing Reservoirs) and also sumps located at Jaitala and Ram Nagar in last 3 years.

Further, the improvement in the water quality could be achieved due to tremendous hard work of NMC-OCW technical staff in identifying and rectifying or isolating the source of contamination.

Replacement of dilapidated pipeline and repair of major leakages eliminated the contamination source. It may be mentioned here most of the polluted water complaints the source is the illegal tapping from existing main pipelines. The process of identifying such points and isolating them is a continuous process.

Since these illegal pipe connections are so rampant in the city of Nagpur it will take some more time to completely eliminate such sources of water contamination.

The regular and scheduled state of the art in house developed Tank cleaning machine has ensured maintaining quality standards at intermediate storage points.

The chlorine dosing from Water Treatment Plant is maintained at optimum level and further down the line the booster dosing of chlorine at MBR, GSR and ESR by Hypochlorite solution or Bleaching powder is also being maintained to ensure potable water supply to the service areas at all times.

The dedicated Water quality team has been continuously monitoring the water sample collection, analysis, report generation, polluted water complaints, resampling and complain closure. This has ensured that Nagpurians are receiving healthy drinking water and in turn better health.

NMC-OCW started this process four years ago and decided to clean each ESR once every year. This would be the fourth round of ESR cleaning that is planned to start from 18th November 2016.

Owing to the ESR cleaning, water supply to following areas will remain affected on the evening of 18th November 2016:
Prajapati nagar, Nehru nagar Slum, Trimurti nagar, Deshpande layout, Hiwari Kota, Shangharsh Nagar, Wathoda Juni Wasti, Wardhaman nagar, east wardhaman Nagar,Panther Nagar,Padole Nagar,Shivaji Society,LIG Colony,MIG Colony,Hiwari Nagar
NMC-OCW have appealed citizens to co-operate.

Nagpur: P.R. Mohan, retired executive of a public sector company had a harrowing but what seems like a unique experience when he went to deposit money in the now defunct Rs. 1000/ notes in IDBI, main branch at Civil lines.

When the PM came up with the idea of banning 500/ and 1000/ Rupee notes Mohan was traveling and out of Nagpur. When he got back he decided to deposit money he had saved to purchase some ‘white goods’ into his bank. So he went to IDBI with Rs. one lakh cash… he went wearing a business suit since in him mind it was an important business transaction! ( Now critics cannot say they do not see well-dressed businessmen kind of people in queues in front on banks!)

But to his horror the line to deposit money in bank was very long and would take the whole day. The helpful bank staff suggested that he use the ATM machine to deposit money instead. He could deposit half today and come back tomorrow for the rest. (Since the maximum allowed in one day is Rs. 49,000.) Surprisingly, there was no line in front of the ATM then – some people came later to withdraw cash.

When Mohan entered the ATM kiosk, he used the procedure given for depositing – which he was doing for the first time!

He swiped his card, gave his pin number and was asked in options – given on the screen – what function he wanted to use? He pressed – Deposit. A drawer of the ATM opened and he was instructed to put all his money in it. He put in 49 notes of 1000 each. The machine then proceeded to count the notes and the whole process was reflected on the screen. It stopped at 49, but then instead of giving out a receipt, the machine declared there was a ‘malfunction’ and money could not be accepted! An officer of the bank came to help, but he was also of no avail. The cash was retrieved and Mohan asked to come back after 30 minutes to try again. (A crowd had gathered outside to withdraw cash and they began getting restless). So Mohan came back again and went through the whole process. With same results!

Finally, the apologetic and very helpful bank people offered to take in cash and make deposit in Mohan’s saving account. Thus proving again that in our India, Man is still more dependable than Machine!!
