‘One State, One Uniform’: Maha to roll out free uniforms to Govt schools from next session

Nagpur: After facing severe criticism from various stakeholders, including parents, over delay in distribution of school uniforms to students in earlier academic sessions, the Maharashtra Government on Friday readopted the Old Policy, with some modification, to distribute same uniform to all students of Government schools free of charge under ‘One State, One Uniform’ Policy.

Under the policy, the State Government will standardise uniforms for students of Class 1 to 8 across all Government schools in the State starting from the 2024-25 academic session. Till 2022-23, the State Government allowed schools to choose uniforms of the students and in rural areas, clusters of schools maintained the dress code for students. However, last year, the Government adopted the new scheme under which the State assigned the task of sewing uniforms to a self-help group registered under Maharashtra Arthik Vikas Mahamandal (MAVIM).

The state’s identical attire will be on the lines of a scout and guide uniform. Students will get two sets of uniforms. One of the two uniforms will have shoulder strips and double pockets.

Male students will have sky blue shirts and dark sky blue half/full pants. Female students will have sky blue shirts and dark sky blue skirts or salwars.

The self-help group failed to deliver uniforms to all schools on time which led to huge criticism among parents. Keeping the delay in mind, the Primary Education Department sent a proposal to the government to readopt the old scheme in which the government permitted schools to stitch the school uniform by their own and the government pay Rs 300 per uniform to the school. However, Chief Minister Devendra Fadnavis, on Friday gave the green signal to the Primary Education Department to distribute free uniforms of same colour and same design to all schools students under the ‘One State, One Uniform’ Policy for the next academic session.

“The self-help-group which got the work to provide two uniforms to every school student last year, are yet to provide the second uniform even after completion of the half session. The School Management Committees (SMC) and parents are complaining to the department due to delay in supply. Therefore, we send the proposal to the Chief Minister to readopt the previous policy,” said a senior officer of the education department. This decision will benefit 44 lakh government school students in the state and it will be adopted in the next academic session, said the officer.

The new policy will allow underprivileged students to get their uniform free of cost. The State Government will provide funds to SMCs for stitching the same type of uniform for their students. Government will provide the fund to schools through Direct Benefit Transfer (DBT), said the officer.

Are signals useless? Why do cops manually direct traffic at intersections in Nagpur?

$

Nagpur: Traffic signals are an integral part of road safety, designed to streamline vehicular movement and reduce the need for manual intervention. However, in Nagpur, the very purpose of traffic signals appears to be undermined. A common sight across the city is police personnel stationed at intersections, manually directing traffic — a job signals are supposed to handle. This raises a pertinent question: Why install traffic signals if police personnel have to do the job?

Nagpur boasts an extensive network of traffic signals at major junctions, aimed at ensuring orderly vehicular flow. Ideally, motorists should abide by these signals, demonstrating responsibility and respect for the law. Yet, reality paints a different picture. At almost every signal, police personnel can be seen manning the traffic, often intervening even when the signals are functional.

This situation begs two critical questions:

1. Are motorists blatantly flouting traffic rules?

2. Or are the traffic cops redundant, using signals as mere decorative installations?

Lawlessness on the roads

A closer look reveals a culture of disregard for traffic norms. Many motorists, especially two-wheeler riders, jump red lights, weave through vehicles, and ignore pedestrian crossings. This brazen violation of rules not only disrupts traffic flow but also puts lives at risk.

Despite repeated awareness campaigns and fines, the lack of civic discipline among some drivers forces authorities to deploy personnel at signals to enforce compliance.

Overburdened or underutilized Cops?

The constant presence of traffic police at signals raises another concern — are law enforcement resources being underutilized? While traffic management is crucial, the same personnel could be addressing other pressing issues like road safety audits, accident investigations, and managing congestion hotspots. Instead, they are often seen waving hands and blowing whistles at signals, performing tasks that traffic lights are designed for.

Challenges in Nagpur’s traffic management

Several factors contribute to this paradox:

1. Lack of trust in automation: Faulty or poorly timed signals make drivers impatient, leading to chaos that necessitates manual intervention.

2. Insufficient surveillance: The absence of robust systems like CCTV monitoring or automated penalty mechanisms emboldens violators.

3. Pedestrian neglect: At many signals, pedestrian safety measures like zebra crossings and walking phases are either absent or ignored, adding to the confusion.

To address this issue effectively, Nagpur needs a multi-pronged approach:

• Strict enforcement: Deploy automated systems like cameras to penalize violators without relying on manual observation.

• Public awareness: Conduct regular campaigns to instill respect for traffic laws and highlight the risks of non-compliance.

• Signal modernization: Upgrade traffic signals with smart technology to adapt to real-time traffic flow, reducing delays and frustration.

• Pedestrian safety: Improve infrastructure and ensure pedestrian zones are respected by vehicles.

Nagpur’s traffic signals are a symbol of a larger issue — a lack of discipline and trust in systems designed to improve urban mobility. Until motorists begin adhering to rules and signals are optimized for efficiency, the city will remain stuck in a loop of chaos, with traffic cops left to act as stopgaps for a system that should function independently.

This is not just a question of traffic management but a reflection of societal attitudes toward law and order. The path to change begins with individual responsibility. Will Nagpurians rise to the challenge?

Winter Chill Returns to Nagpur: Mercury Dips by 4°C

Nagpur experienced a sharp drop in temperature as the winter chill returned with a vengeance. On Sunday, the city recorded a minimum temperature of 11.8°C, a significant plunge from Saturday’s 15.8°C, leaving citizens scrambling for their warm clothes once again.

This sudden temperature variation has proven challenging for Nagpurians, as many are finding it difficult to adjust to the fluctuating weather. The impact is evident with a noticeable rise in cases of cold and sneezing, attributed to the abrupt shifts in temperature.

Just a few days ago, the chill in the air had eased, offering relief to citizens as the minimum temperature rose steadily after dipping below 9°C earlier. However, the commencement of Chillai Kalan, the harshest phase of winter in the Kashmir Valley, has brought North-Westerly winds, causing temperatures to plunge once more.

Adding to the cold, the city’s maximum temperature has also dropped by 1°C, contributing to the pervasive chill. Even during the day, the biting winds made their presence felt, testing the resilience of Nagpurians.

As a result, citizens are back to pulling out their warm clothes, which had been stored away after the recent rise in temperatures to more comfortable levels. This interplay of warm and cold conditions is expected to continue, challenging the adaptability and spirit of the people.

With temperatures fluctuating unpredictably, it’s a reminder for everyone to stay prepared for Nagpur’s ever-changing winter.

Rising Menace of Bouncers in Nagpur: A Call for Action from the Police

$

Nagpur, a city known for its cultural vibrancy, is now witnessing a troubling trend—bouncers overstepping their boundaries and creating chaos, both at public events and nightlife establishments. The recent rise in incidents involving bouncers has raised serious questions about law enforcement and the accountability of those hiring these private security personnel.

A Viral Video Sparks Outrage

The latest controversy erupted after a viral video surfaced showing bouncers at a prominent event in Nagpur wielding sticks and hurling foul language at the crowd. In the video, bouncer can be seen aggressively pushing people aside, their focus entirely on managing security for a VIP performer. This incident has left citizens questioning why the Nagpur Police were not present to handle the situation. If event organizers can afford private bouncers, why not rely on trained police personnel?

The uproar draws parallels to the recent Hyderabad incident involving superstar Allu Arjun, where a large group of bouncers reportedly behaved recklessly, pushing aside police and the public. In response, Hyderabad Police Commissioner C.V. Anand issued a stern warning, holding VIPs accountable for their bouncers’ actions. Should Nagpur Police adopt a similar stance to curb this growing menace?

The Unchecked Power of Bouncers
Bouncers have become a common sight not just at events but also at lounges, nightclubs, and restaurants across Nagpur—many of which are reported to be operating without proper licenses. Complaints about bouncers engaging in scuffles with customers are on the rise, with some establishments even accused of running beyond permissible hours and serving alcohol without licenses.

Recent reports reveal that most of these venues are mere walking distance from police stations, yet the lack of enforcement is glaring. These places have become hubs for illegal activities, with bouncers often acting as enforcers for the clubs’ interests.

Recent Incidents
In the past few months, Nagpur has seen several incidents of bouncer-related violence:
1. Club Altercation: A heated argument between a patron and bouncers at a prominent nightclub turned into a violent scuffle. The patron sustained serious injuries, yet no action was taken against the club.
2. Restaurant Clash: At a popular restaurant-turned-nightclub, bouncers allegedly manhandled a couple over a billing dispute, leading to a police complaint.
3. Illegal Establishments: Many establishments running as makeshift nightclubs have been reported for hosting late-night parties with bouncers physically ejecting customers who raise objections.

Accountability: Who’s Responsible?

If an incident like the one in Hyderabad were to happen in Nagpur, who would bear the responsibility—the performer, the organizer, or the bouncers? This lack of clarity is a matter of grave concern. It is imperative for the Nagpur Police to step in and define clear protocols to prevent future incidents.

A Need for Police Oversight

The unchecked use of bouncers is not just a safety issue but also a challenge to law enforcement. With private security taking over roles traditionally managed by the police, citizens are left wondering about the accountability and transparency of these arrangements. If something goes wrong, can the police simply step aside, or will they hold organizers accountable?

Time for Action
Nagpur Police must take immediate steps to address the issue, including:
– Stricter Monitoring: Conducting regular checks on establishments operating as lounges and nightclubs to ensure compliance with licenses and time limits.
– Clear Protocols: Defining the responsibilities of bouncers and holding VIPs or organizers accountable for their misconduct.
– Public Assurance: Increasing police presence at public events to reduce reliance on private bouncers.

The rising menace of bouncers in Nagpur is not just a law-and-order issue but also a social concern. If left unchecked, it could lead to an erosion of trust in law enforcement and public safety. The ball is now in the Nagpur Police’s court—will they act before the situation spirals further out of control?

Why Nagpur’s Airport Runway Delays Pushed Gadkari to Issue Warnings

Nagpur: Union Minister of Road Transport and Highways, Nitin Gadkari, has issued a stern warning over the delayed runway recarpeting work at Nagpur Airport. During his inspection of the runway on Monday, Gadkari expressed dissatisfaction with the project’s slow progress and warned that concerned authorities could face suspension if the work is not completed within a month. He also indicated that the contractor, M/s KG Gupta, may face blacklisting if delays persist.

Key Issues Highlighted by Gadkari

Delay Timeline: The last runway recarpeting was completed in 2013-14 by the Airports Authority of India (AAI). The current work, which began in October 2024, has already been delayed by over three months due to negligence by both the contractor and the AAI.

Election Impact: The work was suspended from October 9 to November 23 due to the model code of conduct for the Maharashtra assembly elections. Gadkari criticized the lack of planning and said the schedule should have accounted for election timelines.

Contractual Timeline: The AAI awarded the tender in March 2024 to M/s KG Gupta, with a 12-month timeline. However, the project is now expected to be completed by May 2025, provided the runway is available for eight hours daily.

Impact on Passengers

Flight Rescheduling: Restrictions on flight timings due to runway work have led to operational constraints, forcing airlines to reschedule flights.

Ticket Price Hikes: The rigid timings have caused airlines to increase ticket prices, affecting passengers’ travel plans.

Gadkari’s Measures

Committee Formation: Gadkari announced the creation of a committee to monitor the project’s progress. This committee will include members who will consult with stakeholders to ensure smoother execution.

Accountability and Warnings: He warned of suspensions and potential contract termination if the project is not expedited.

Discussion with AAI: Gadkari plans to address the delays with the AAI chairman to find a resolution.

Gadkari emphasized that the project, which should have taken no more than two weeks, has been unnecessarily prolonged due to mismanagement. He assured that once the recarpeting is completed, airlines may ease ticket prices, benefiting passengers. His direct intervention aims to ensure the timely completion of this critical infrastructure project.

Nagpur: The growing population of stray dogs in Nagpur has led to a significant increase in dog attacks, raising concerns about the spread of rabies. According to recent statistics, stray dogs have claimed the lives of 5,000 people in the city over the past eight months.

In India, 97% of rabies cases are caused by stray dog bites. Globally, rabies results in approximately 55,000 to 60,000 deaths annually, with India accounting for 25,000 to 30,000 of those fatalities. Alarmingly, the majority of victims are children under the age of 15.

Local civic hospitals, including Indira Gandhi Hospital, Pachpoli Maternity Hospital, Sadar Diagnostic Centre, Mahal Diagnostic Centre, and Isolation Hospital, have reported treating 5,927 cases of dog bite victims. These figures do not include data from Mayo, Government Medical College, or private hospitals, suggesting the actual numbers could be significantly higher.

The situation underscores the urgent need for effective measures to control the stray dog population and improve public health awareness about rabies prevention and treatment.

Money transfer under Ladki Bahin scheme resumes

The disbursement of monthly instalments to beneficiaries of the Maharashtra government’s Ladki Bahin scheme resumed from Tuesday after a break due to the model code of conduct, state minister Aditi Tatkare said.

The instalments will be disbursed in phases, the women and child development minister said.

The state assembly elections were held last month, due to which the model code was in place till the completion of the poll process.

The Mukhyamanti Majhi Ladki Bahin Yojana, launched earlier this year to provide a monthly assistance of Rs 1,500 to eligible women, is believed to have contributed to the BJP-led Mahayuti’s victory in the state assembly polls.

Talking to PTI, Tatkare said there are 2.34 crore beneficiaries under the scheme as of now.

“The direct benefit transfer (DBT) of the instalment has begun from today. Rs 1,500 will be transferred and after four days we will get to know how many beneficiaries were given the amount. The number of beneficiaries will increase as per the registration,” she said.

Asked about the promise of Rs 2,100 per month under the scheme, she said Chief Minister Devendra Fadnavis has already said the decision will be taken during the next budget.

The scrutiny of beneficiaries will be based on the complaints received, the minister added.

Tatkare, in a post on X, said the aid is to financial empower women and give stability for their families.

Not only empowerment, it is also aimed to boost their self-confidence, she said.

“We are confident that the financial help will bring positive change in their lives,” the minister added. — PTI

Confused About GST on Used Cars? Here’s Everything You Need to Know

Are you wondering how GST applies to old and used cars? Questions like “What is the GST rate?”, “Who is impacted?”, “Do you need to pay GST when selling your car?”, or “What if you sell at a loss?” might be on your mind. Here’s a simplified explanation of GST on used cars to clear the confusion.

GST Rate on Used Cars
The GST Council had increased GST on used cars from 12% to 18%, sparking widespread discussion. However, this rate is applicable only to GST-registered businesses dealing in used cars, such as companies like Spinny, Cars24, and OLX. If an individual sells a used car, no GST applies.

Key Details:
1. What was announced?
– GST at 18% applies to petrol and diesel vehicles meeting these criteria:
– Engine capacity of 1200cc or more.
– Length of 4000mm or more.
– For diesel vehicles, engine capacity of 1500cc or more.
– Electric vehicles (EVs) and other vehicle categories are also included.

2. Does GST apply to individuals selling their cars?
– No. If a common person sells a used car, GST rules do not apply. The rules apply only to businesses registered under GST.

3. What about losses?
– GST is levied only on the profit margin for GST-registered businesses.
– Example: If a car is purchased for ₹5 lakh and sold for ₹6 lakh, GST at 18% applies only on the ₹1 lakh profit (₹18,000 GST).
– If the car is sold at a loss (e.g., bought for ₹5 lakh and sold for ₹4.5 lakh), no GST is applicable.

Impact on Common People
For individuals, these GST rules on used cars have no direct impact. The 18% GST rate applies only to businesses in the used car trade.

Cracks on Butibori Flyover in Nagpur: Traffic Suspended for Safety Measures

Nagpur: The Butibori Flyover, located on Wardha Road and named after Chhatrapati Shivaji Maharaj, has been temporarily closed to vehicular traffic after cracks were discovered. Taking precautionary measures, the police have suspended traffic on the flyover to prevent any mishap. The structure, constructed a few years ago by a private contractor under the National Highways Authority of India (NHAI), is now under scrutiny.

Built to manage heavy traffic on the highway, the flyover has shown structural issues in its supporting pillars. Notably, cracks were observed in eight smaller pillars that support the segment between two main pillars. These pillars appeared tilted, posing a potential risk of collapse, which prompted authorities to immediately halt traffic.

Officials from the Public Works Department and the police inspected the site following the closure. While the decision has caused inconvenience to commuters using this route, it has been deemed a necessary step to ensure public safety.

Authorities have assured the public that repair work on the flyover will be prioritized, and the route will reopen to traffic once the structure is deemed safe.

Nagpur Firms Under ED Radar in Human Trafficking Probe Linked to Canadian Colleges

our members of a Gujarati family froze to death in minus 35 degrees in Canada while trying to cross illegally into the US.

Nagpur: The Enforcement Directorate (ED) is investigating the role of entities based in Nagpur in a high-profile human trafficking and money laundering case involving the illegal movement of Indian nationals from Canada to the United States. The probe is part of a larger investigation into a network that allegedly exploited Canadian colleges as a front for facilitating illegal immigration.

The investigation gained prominence after the tragic deaths of a four-member Indian family from Dingucha village in Gujarat. The family succumbed to extreme cold while attempting to cross the Canada-US border illegally in January 2022.

The ED has zeroed in on two entities, one based in Mumbai and the other in Nagpur, which allegedly entered into agreements with Canadian colleges to enroll Indian students on a commission basis. These students, instead of attending the institutions, were funneled into illegal immigration routes across the Canada-US border.

Nagpur’s Link to the Racket
During searches conducted on December 10 and 19, the ED unearthed evidence suggesting the involvement of Nagpur-based entities in the racket. These entities, alongside their Mumbai counterparts, reportedly referred thousands of Indian students annually to foreign colleges. According to the ED, over 10,000 students are processed by the Nagpur-based entity each year, with many of these admissions linked to Canadian institutions.

Widespread Operation
The probe revealed that the Nagpur entity has agreements with over 150 Canadian colleges, some of which are geographically close to the Canada-US border, raising suspicions about their role in facilitating illegal border crossings. The ED suspects that these colleges acted as fronts, accepting fees for fake admissions while allowing students to exploit their Canadian visas for illegal immigration.

The Nagpur connection deepens as investigators identified a network of over 3,500 agents and partners across India, with around 800 currently active. In Gujarat alone, 1,700 agents were linked to the racket, highlighting the nationwide scale of the operation.

Financial Evidence
The ED has frozen bank deposits worth ₹19 lakh and seized incriminating documents, digital devices, and two vehicles during its searches. It is alleged that the fees collected from Indian students, ranging between ₹55 and ₹60 lakh per individual, were partially remitted back to their accounts after facilitating their illegal border crossings.

Focus on Canadian Colleges
The ED is investigating around 262 Canadian colleges, of which at least 112 have agreements with the Nagpur-linked entity. Many of these colleges are suspected of being complicit in the human trafficking racket.

Ongoing Investigation

Nagpur: Christmas, also known as Natāl in Marathi, is one of the most significant festivals for Christians and is celebrated with great enthusiasm across India and globally. Every year, on December 25, this festival marks the birth anniversary of Jesus Christ, the founder of Christianity. Known for his teachings of love and humanity, Jesus Christ was born in the city of Bethlehem, and Christmas is a tribute to his life and message.

A Festival of Faith and Festivity
The term “Christmas” originates from Christ’s Mass, referring to the collective prayers offered in honor of Jesus’ birth. For Christians, this is a day of joy and celebration, similar to how specific lunar events determine festivals in other cultures. However, Christian traditions are based on the solar calendar, with great emphasis on this date.

On Christmas Eve, homes, churches, and markets are adorned with vibrant decorations and illuminated with lights. A beautifully decorated *Christmas tree* is set up, symbolizing good fortune and hope. Children eagerly await the arrival of Santa Claus, who is believed to distribute gifts at midnight. Known as Nātālbaba in Marathi, Santa Claus is a central figure in Christmas celebrations.

Preparations Begin Early
The preparations for Christmas begin at least ten days in advance. Families clean their homes, purchase new clothes and items, and prepare a variety of treats, including cakes, chocolates, and biscuits. On December 24, Christmas Eve, prayers are offered, and hymns and carols are sung in anticipation of the joyous day.

Celebrations on Christmas Day
On December 25, Christians dress in their best attire and gather at churches to offer prayers to Jesus Christ. The faithful exchange greetings, embrace each other, and share warm wishes, embodying the spirit of togetherness. Singing carols, lighting candles, and engaging in acts of kindness mark the day as one of hope and love.

A Message of Unity and Joy
Christmas transcends religious boundaries, spreading joy and fostering harmony among people. As Nagpur joins the world in celebrating this festival, the city resonates with the values of love, compassion, and humanity that Jesus Christ advocated.
