RTMNU changed tender terms to favour ‘blacklisted’ pvt co, alleges ex-Senate member

Nagpur: In a damning allegation, former Senate member Manmohan Bajpayee said that Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) changed the terms and conditions of a tender to benefit a certain company. Efforts are now being made to rope in blacklisted MKCL to Nagpur University again, media reports said.

Bajpayee has sent a letter to Chancellor Bhagat Singh Koshyari claiming that Nagpur University Vice Chancellor Subhash Chaudhari has floated a tender to rope in a new agency for the university’s examination works in such a way that it would favour the Pune firm, which has a miserable record in most universities where it has worked.

The Pune firm was ousted after a series of media reports exposing how it miserably failed to declare results for over five months, which led to innumerable problems for students. An inquiry was constituted under Deputy Secretary Vijay Baviskar, the report of which has been pending with Koshyari for nearly three months.

According to reports, Bajpayee said that the VC had deliberately put in the condition in the tender that only software companies which had continuous financial transactions of Rs 100 crore in the last three years would be eligible.

“This makes only MKCL eligible for the tender in Maharashtra. There will be no surprise if the firm again bags the contract despite having been kicked out twice for poor track record and inordinate delays in result declaration. It is an earnest request that all these types of cases should be thoroughly investigated, and strict action should be taken against those found guilty of favouritism,” Bajpayee appealed to Governor Koshyari.

Confirming his claims, NU Exam Section officials said that the last tender floated in 2015 had the monetary threshold at just Rs 5 crore while the new one approved by VC was for Rs 100 crore. “The amount is 20 times more than the old tender, which is unthinkable. This is nothing but an irregularity by the administration to favour Maharashtra Knowledge Corporation Limited (MKCL). The blacklisted firm would obviously give returns in the form of bribes to officials who favour them,” they said.

RTI shocker: 1,442 people got infected with HIV due to bad blood in last 10 years in State

Nagpur: A reply to a query under Right to Information Act has revealed a shocking fact. More than 900 blood bags from voluntary blood donation were found contaminated in Nagpur district last year. 12 thalassemia-sickle cell children under the age of 10 were infected with HIV, Hepatitis-B and ‘C’ through blood transfusion. Due to this, these children are on the brink of death.

In Maharashtra, 1442 innocent people have been exposed to HIV infection after receiving infected blood in the last 10 years. 60,000 deliveries take place in the Second Capital of Maharashtra every year. 60 percent of these deliveries are caesarean. All caesarean delivery mothers need blood. This is a major risk for caesarean delivery mothers due to lack of Nucleic Acid Testing (NAT) blood test in government hospitals. The number of people infected with hepatitis B and C through blood is in the thousands.

The response was sought by the Patient Rights Forum, Nagpur, under Right to Information Act.

According to Raj Khandare of the Patients Rights Forum, last year, 12 thalassaemia patients were infected with HIV, hepatitis B, C in Nagpur due to infected blood, all of them under 10 years of age. Two children under five years old died. Looking at this alarming situation, we decided to get detailed information through RTI, said Khandare. The Maharashtra State AIDS Control Society (MSACS) shared the data of the last 10 years as a reply to Khandare’s RTI application.

MSACS Deputy Director Nilam Lawand said that 1.99 lakh HIV-positive cases were reported between 2012 and 2022. Out of them, 1,442 got the infection through blood and blood components. Alarmingly, the percentage of patients infected because of infected blood and blood components has increased from 0.59% in 2012 to 1.20% in 2022. This increase is despite the sharp decline in HIV-positive patients from 33,077 in 2012 to 11,092 in 2022.

The ultimate solution of this issue is to provide NAT-tested blood to patients. Nucleic Acid Testing (NAT) of donated blood avoids infections like HIV and hepatitis. This system is available only in some private blood banks in the state. It has not yet been used in any government institution in Maharashtra.

Private blood banks charge extra for NAT-tested blood. Many private hospitals are no longer using blood from government blood banks because it’s not NAT-tested.

Two government hospitals in Nagpur — GMCH and Daga hospital — have also submitted proposals for NAT machines. Both are pending. “Today, hundreds of innocent children and patients have become victims of HIV and the lives of millions of patients will be at risk in the future. There will be no change until the NAT tested system is installed in all the government hospitals,” said Khandare.

Khandare also said that out of last year’s total blood collection in Nagpur district, more than 900 blood bags have been found to be contaminated. “This number may not sound big, but enough to expose thousands of people to the risk of HIV in the future,” said Khandare.

Pune: The inaugural DHARA 2023, a two-day international meeting on strategies for managing urban rivers, will be held in Pune, a member of the River Cities Alliance (RCA), starting on Monday, February 13.

The National Mission for Clean Ganga (NMCG) and the National Institute of Urban Affairs (NIUA) under the Ministry of Housing and Urban Affairs (MoHUA) are organizing the annual meeting of the members of the RCA on 13-14 February 2023, in Hyatt Hotel, Kalyani Nagar, Pune.

This has been named DHARA 2023 (Driving Holistic Action for Urban Rivers). DHARA 2023 will offer Alliance members a marketplace of solutions in urban river management that they can take back to their cities and put into practice. Case studies from throughout the nation on innovative river-related strategies and techniques for managing urban rivers, including groundwater management, flood control, lake and pond rejuvenation, and decentralised used water management, will be showcased.

Principal Secretaries of different Indian states as well as experts in urban river management from Denmark, the United States, Japan, Israel, the Netherlands, and Australia will showcase international best practices in the sessions. Organized for the Municipal Commissioners of the member cities to spend dedicated time discussing and learning solutions for urban river management, DHARA 2023 has strong synergies with the Urban20 (U20) initiative under the ambit of India’s G20 Presidency.

One of the thrust areas of U20 is to promulgate urban water security. Healthy rivers have a vital role to play in enhancing the overall water security of the city.

Shri Gajendra Singh Shekhawat, Hon’ble Minister of Jal Shakti will be presiding over the opening session of DHARA 2023. Shri Kaushal Kishore, Minister of State, Ministry of Housing and Urban Affairs will also be attending the event.

Pune and Aurangabad are the two cities from Maharashtra that are Alliance members to the RCA. The Pune Municipal Corporation (PMC) has been undertaking the rejuvenation of the Mula and Mutha rivers while Aurangabad is preparing the Urban River Management Plan (URMP) for rejuvenation of the Kham river. Since 2019, the NMCG and the NIUA have been working on a joint initiative to propagate river-sensitive development in our cities. This is in response to the Prime Minister’s call for new thinking in river cities, in the 1 st Meeting of the National Ganga Council (NGC) in December 2019.

One of the major achievements of the NIUA-NMCG collaboration is the establishment of a “River Cities Alliance (RCA)” of 95 river cities across India. The purpose of the RCA is to provide a platform for the Commissioners, Executive Officers, and senior officials of member cities to discuss and co-learn good practices for managing urban rivers.

Hitesh Vaidya, Director, National Institute of Urban Affairs (NIUA): “DHARA 2023 is a dedicated event for members of the RCA to deliberate on good practices and learn innovative solutions for urban river management. Since 2019, NMCG and NIUA have been leading the way in promoting river-sensitive development in our cities. During the two-day event, Municipal Commissioners and senior officials will interact with diverse experts and practitioners which will help our cities learn and adopt practical and tangible solutions to enhance the state of our rivers.”

Vikram Kumar, Municipal Commissioner, Pune: “There will be presentations on the best projects related to rivers. Experts, scientists and social organisations working at national and international level will participate in it. The conference will hold discussions on everything related to water and it will help everyone with a water management strategy for their respective areas. Micromanagement of water is effectively done in Japan, Israel and many other countries and their experience will be discussed in the conference for implementation in the country.”

GST On MIDC Leased Land Affecting Msmes All Over India – Dr Dipen Agrawal, President Camit

$

0

Nagpur: GST department has put the industry in a state of fear by sending summons and starting investigation on number of transfers of leased lands have taken place in Maharashtra Industries Development Corporation (MIDC) industrial area since July 2017.

Dr Dipen Agrawal said that, the department seems to be taking a stand after 5 years since inception of GST that the subsequent transfer of leased land from one party to the other comes under the purview of supply of service and hence 18% GST is leviable on the whole of the sale consideration of the transaction, though, MIDC is exempt. If this really goes through then it will sound a death knell for all the MSMEs who have sold their plots since July 2017 and also future transactions.

Chamber of Associations of Maharashtra Industry and Trade (CAMIT) an apex body representing industry & trade associations across Maharashtra has taken up this issue and has represented its case to Devendra Fadnavis, the Dy.CM & Finance Minister, Govt. of Maharashtra, to take up the issue with the GST council, added Dr Agrawal.

Chamber of Small Industries Association (COSIA) an all-India MSME apex body has also taken up the issue and represented the case before Nirmala Sitharaman, Finance Minister, Government of India, GST council and also before all state Finance Ministers, as they are the members of GST Council.

The demands raised by GST Department is huge and especially for the MSMEs this is going to break their back. This is a Pan India issue and presently, there are thousands of units in Maharashtra alone, which hasn’t paid this retrospective levy of GST on the assignment of leasehold rights of such land taken on lease from MIDC on the understanding that the “assignment of leasehold rights in land” is akin to “sale of land” and falls under Schedule III of the CGST Act on which GST is not payable. All have paid stamp duty as per the sale of land, and also paid Income tax on short term and long-term gains considering as deemed ownership, and the premium is paid to MIDC for transferring the lease. Needless to say, that during the service tax regime, this was not chargeable as service tax, as the immovable property was defined in the act.

As we all know that during COVID times many of the MSME have suffered big losses and some had to shut down and sell their plots, just to square up their liabilities.

CAMIT and COISA jointly has brought together the associations from all over India under one platform and are taking up their case at all State levels as well as at the Centre. CAMIT has written to all the concerned departments and requested to amend/clarify the GST rule for the long-term subsequent lease with retrospective effect and give relief to the thousands of MSMEs from all over India by considering it in schedule III. Which says Sale of land and building is neither good nor service.

Hope is that the said issue will be taken up in the forthcoming GST Council meeting scheduled for 18th February and shall be resolved favourably in the interest of all stakeholders.

Informs a press release issued by CAMIT.

Nagpur: The tainted Secretary of Nirmal Ujjwal Credit Society Ltd Pramod Manmode continues to hog headlines for one fraud or another. In a recent case, Manmode and others were booked by Nandanvan Police, for duping the residents of Nirmal Nagari condominium.

The accused have been identified as Pramod Natthuji Manmode, and other office-bearers of the Society. The complaint was lodged by Prafulla Namdeo Karpe (48), a resident of House No. 29, Row House, Nirmal Nagari.

According to police, Manmode and others floated a plan of developing a housing scheme on 21 acres and lured the members of the credit society for investment. However, Manmode had not constructed the housing scheme on 21 acres and kept four acre land reserved. Of this four acre land, Manmode sold two acre land to Prashant Mule, Satish Ramteke and Amol Patil at Rs 7.51 crore. Manmode duped the investors by selling the land to other persons.

An offence under Sections 420, 409, 406 and 120 (b) of Indian Penal Code (IPC) was registered by Nandanvan Police.

It is pertinent to recall that Pramod Manmode and Branch Manager Sachin Bomble, the masterminds in the alleged Rs 3.5 crore Nirmal Urban Cooperative Bank fraud, were chargesheeted by Nandanvan police in December last year. The Nagpur police confirmed Manmode’s involvement in duping Mukesh Barbate and Kunal Yelne in its 43-page chargesheet submitted before the court of Judicial Magistrate First Class (JMFC), according to a report in local English daily.

According to report, involvement of the other Board of Directors, including Vamanrao Balatkar, Satyajit Trivedi, Vitthalrao Gawande, Pradeep Raut, Shivraj Gujjar, Laxminarayan Padak, Babanrao Tidke, Rashmi Thakre, Savita Bobde and Nareshchandra Lakhotia has not been found in the police investigation. As strong evidence was not found in the investigation, no chargesheet was filed against the accused Board of Directors. Initially, the Nagpur police did not entertain complaints filed against Manmode. Cops only acted after one of the complainants, Kunal Yelne, approached the National Human Rights Commission (NHRC), the report added.

Nandanwan police, in the chargesheet, stated that Sachin Bomble was the Manager at Nirmal Urban Cooperative Bank’s Branch in Kamptee. While working there, he allegedly increased the cash credit limit against the loan of account holders Baba Readymade of Rahimullah Adil Mumtaz Ahmed Adil, Idu Manchanda, Rameshwar Bawankar, Ansh Trading Company of Manish Ghavghave and Salman Chhaware and swindled Rs 3.5 crore. The police investigation further revealed that after committing the fraud, Bomble in connivance with Nirmal Ujjwal Credit Cooperative Society’s Secretary Pramod Manmode had hatched a conspiracy and made complainant Yelne and another victim, Mukesh Barbate, mortgage their properties in the society. Against the transaction, they got a Rs 5 crore loan, Rs 2.5 crore each approved from the society.

Nagpur: A bullion trader of Nagpur has been defrauded to the tune of Rs 4 crore by two companies from Kolkata on the pretext of making gold available at a cheap price. On the orders of the court, the Bajaj Nagar Police in Nagpur have registered a case of cheating under various sections.

According to media reports, the concerned accused companies from Kolkata took full amount from Nagpur bullion trader as an advance but did not provide the gold for almost six years. If today’s market rates for gold are compared, the city trader loses much more.

A case has been registered in this regard against the directors and officials of both the companies, identified as JK Trexim Pvt Ltd and Banka Bullions Pvt Ltd. The accused include Gopalkrishna Banka, Raghav Banka, Rahul Banka, Rajkishore Banka, Anilkumar Banka and Yogeshkumar Banka, residents of Burra Bazar, Kolkata.

According to reports, a case was registered on the complaint of Ashutosh Natwar Mundada (38), a resident of Ramdaspeth. Ashutosh deals in petroleum, transport and bullion. In October 2016, Gopal Banka contacted Ashutosh’s father and told him that he has to come to Nagpur for business related to bullion trade. Ashutosh met Gopal in a hotel in Laxminagar. Banka told that he has 2 firms in Kolkata which do the business of buying and selling gold. Gold trading is done on a large scale and many merchants of Nagpur city also deal with them. Gold will be made available from Kolkata at a cheap price, which can be sold in Nagpur to earn huge profits, but money will have to be paid in advance. Mundada agreed with the deal considering the price of gold at that time and sent Rs 4.31 crore to both the companies.

Reports further said that between November 12 and December 2, 2016, Ashutosh transferred Rs 4.31 crore through RTGS from his firm’s accounts to the firms of the accused.
