Nagpur: Strict rules by the Nagpur Traffic Police seem to make no impact on the motorists in the city. The police have started issuing e-challans for the motorists who are caught breaking the rules through CCTV footage or photographs captured by the police.

According to statistics, e-challans were issued to 9.73 lakh drivers and were fined from January 2022 to December 2022. If the challan is not paid, summons are issued and the driver needs to appear before the Lok Adalat.

What’s more shocking is that of the 9.73 lakh drivers, only 2.21 lakh drivers have cleared their e-challans while the rest 7.52 lakh have still not paid attention to it. A total fine of Rs 44.16 crore has been pending and only Rs 11.23 crore has been cleared from it.

The drivers have an option of paying the challan to the traffic cops as well but failed to do so. If not paid to the cops, one needs to head to the court to clear the dues. A facility of fine payment has also been made available in the traffic office. It is always recommended to pay the fine immediately to avoid further problems in the future, a traffic official said.

Nagpur: An outrage of Nagpurians broke out online after Nagpur Today exposed the scam of AM Cinema running an illegal parking racket at Jaiprakash Nagar Metro Station. Fumed over the malpractice of AM Cinema, citizens expressed their anguish on social media platforms. Some demanded their refund while others shared the horrible experience they were subjected to at AM Cinema by its staff.

Himanshu Hasija who had gone to AM Cinema to watch Pathan, informed that when he parked the vehicle at Jaiprakash Nagar Metro Station, AM Cinema staff walked up to him and were seeking parking charges.

“I was aware of the fact that AM Cinema isn’t authorized to collect fines on Metro property. So I argued with him that you can’t siphon my money on the pretext of parking charges. However, he was forced to pay or park elsewhere. Irked over his behaviour I left the premises,” said Himanshu.

Himanshu isn’t the only one who was subjected to unceremonious behaviour by AM Cinema staff. Sankalp Somwanshi shared that, last week when he had gone to AM Cinema, a security guard was asking him for parking charges without issuing any ticket. As a result we refused to pay, he stated.

Shoeb Meman, who faced a smirky situation at AM Cinema informed that, “Despite parking on the road, I was charged Rs 50 for my four wheeler.”

Aryan Thakur, who had gone to AM Cinema expressed that, “I was cheated by the AM Cinema authorities and I want my money back!”

Some users have also demanded to boycott AM Cinema for its fraud.

Illegal parking at AM Cinema!

Nagpurians have you been robbed of your hard earned money at AM Cinema on the pretext of parking charges? It is pertinent to mention that sans any valid permission from the Nagpur Metro, AM Cinema was charging money from gullible citizens.

Nagpur: The presumptuous use of drones has been a growing concern of law-enforcement agencies and aviation regulators. Owing to its unprecedented risks, even Joint Commissioner of Nagpur Police Aswati Dorje had issued an order under section 144 of the Code of Criminal Procedure (CrPC) to ban the flying of drones above several vital establishments till March 31, 2023.

However, some so called influencers were found mocking the prevention order and filming the upcoming Y-shaped flyover connecting Ramjhula-Srimohini Complex-LIC Square. Notably, Y-shape flyover covers Nagpur Railway Station, Indira Gandhi Government Medical College and Hospital (IGGMCH) — which received a bomb threat on Monday –, Sitabuldi Fort and other educational and health institutions.

Now the question arises, isn’t the video shot and uploaded by social media influencers posing unacceptable risks to these establishments? Will Nagpur Police initiate action against such an illegitimate course of action which might prove crucial to the Second Capital of the State?

So called social media influencers had uploaded the above video, which could also be used for recce.

It is pertinent to mention that the drones can be flown with the written permission of Deputy Commissioner of Police (DCP) Special Branch, and those violating the order can be booked under section 188 of IPC.

So when Nagpur Today took matter to DCP Special Branch Shweta Khedkar she said, “Directorate General of Civil Aviation(DGCA) gives the permission for flying the drones. As far as Nagpur Police are concerned, we’ve not received any written permission regarding the flying of drones,” she said.

Nagpur Police have not issued any sort of order permitting this video. Though,

Finally, Railways bulldoze shops to pave way for new Ajni RoB

Nagpur: Finally, 27 shops stretching from Kamble Square till Ajni Railway Overbridge (RoB) were bulldozed on Wednesday by the Divisional Railway authorities to make way for proposed new 8-laned cable-stayed bridge. Two months back, Central Railway’s Nagpur Division had issued notices about termination of shop lease to the shopkeepers and granted time to vacate. Somehow, the deadline stretched for one month, and finally the ‘D-day’ arrived.

For the last few days, the shopkeepers had started vacating the premises, shifting the material and machines to other locations as local railway authorities sounded out the lease holders that no more extension is now possible. Among the shops, one was quite well-known and, in fact, it was a landmark at Ajni Bridge, Mamu’s Chai Ki Dukan, was a hangout for passers-by and mostly the railway employees. The nondescript tea shop was started about 30 to 40-years back by a World War II veteran and since then it was a prime spot for Railway Colony and nearby residents to spend some quality time and relax after a day’s hectic work.

Since morning, local railway officials deployed earth moving machines to raze the semi-pucca structures. Taking off from Kamble Square, from where the new approach of the cable-stayed bridge is going to start, the bulldozer started demolishing the shop one by one. The local police had made arrangements for regulating the movement of traffic to ensure the demolition operation went on unhindered. After over three hours of work, only debris remained at the stretch from Kamble Square till RoB, which was quite a support for the colony residents.

Now only the building housing office of Deputy Commissioner of Police Zone-IV and that of Ajni Division of Traffic Control Branch remains on the road stretch and they too are issued notice to vacate the premises. Once their alternate office location is finalised, the building is also going to be demolished. Thereafter a garden of Ajni Railway Colony will also need to be removed to pave way for levelling the ground and starting basic work for approach of the new bridge.

Meanwhile, the Maharashtra Rail Infrastructure Development Corporation Limited (MRIDCL), a joint venture of the State Government and Indian Railways, is in the final stages of awarding the contract for the construction of a new 8-laned cable-stayed bridge. Tenders for over Rs188 crore project have already been floated in November. MRIDC will construct the six-lane cable-stayed bridge (Ram-Laxman Jhula) similar to the one near the railway station. The length of the ROB will be 220 metres. Though funds have not been released yet, sources said some funds are expected soon for the project.

According to the scheme of things, in the first phase, a four-lane bridge will be constructed on the Southern end, adjoining the existing Ajni RoB. One of the approaches of the new RoB will start from Kamble Square and its landing could either be near the office of Irrigation Department or near Chunabhatti. Thereafter in the second phase the old RoB will be demolished to enable construction of a new four lane cable-stayed bridge, connecting Congress Nagar with Ajni Railway Colony.

Nagpur: Even today, half of the deaths caused by bacterial-viral infections in the world are unknown. This unknown bacterium-virus will be studied at the Central India Institute of Medical Sciences (CIIMS) in Nagpur. The Bill and Melinda Gates Foundation of America has selected CIIMS, the only organization in India for this project, media reports said.

According to reports, under the project, DNA and RSA analysis of undiagnosed patients after bacteriological screening in Central India will be conducted at CIIMS. For this, more than 200 patients will be examined and this project will last for about two years. For that, a genetic testing sequencer has been provided to CIIMS. Due to this sequencer, genetic changes can be brought to the notice of the doctors immediately along with the quick diagnosis of the diseases of the patients here. Due to this research, medical experts will know about bacteria and viruses that no one knows about.

Research Director of CIIMS Rajpal Singh Kashyap said that if the information about new bacteria and viruses comes forward, it will help to reduce the death due to various diseases. He said that this project will be held in five to seven centres in the world, one centre being in Belgium, one centre in India and one centre in each of the other countries.

Dr. Dinesh Kabra said, any infection first reaches the blood and then finally reaches the brain. Therefore, this project will make it possible to diagnose the bacteria-virus in the first stage and treat the concerned patient.

Dr. Amit Nayak said, ‘Meningoencephalitis (ME) is caused by bacterial-viral and fungal species near the membrane surrounding the brain and spinal cord. This disease causes many deaths in the country. The information about the bacteria and viruses that are the cause of these deaths can be known through this project.

Dr. Ali Abbas Hussain and Dr. Amit Nayak said, Bill Gates Foundation has a lot of studies on bacteria and viruses. They have a huge list of all these studies. If the information of new bacteria and viruses in India is entered in their ‘software’ under this project, the world will know about the bacteria and viruses that are compatible and incompatible with it.

Meanwhile, according to another report, the Research Centre at Dr G M Taori Central India Institute of Medical Sciences (CIIMS) Hospital, Nagpur has been awarded the prestigious Bill and Melinda Gates Foundation project to work on the Next-Generation Sequencing (NGS) techniques for the diagnosis of undiagnosed meningoencephalitis (ME) in India.

The total funding received under the project is around Rs 1.62 crore (approx. 200,00 USD) for the period of two years and is co-supported by the Chan Zuckerberg Bio hub and the Chan Zuckerberg Initiative, San Francisco, California, USA.

The funding has been received as part of the Grand Challenges Initiative by both foundations to enable populations in low- and middle-resource settings to benefit from cutting-edge pathogen detection, discovery, and characterization. CIIMS is the only institute in India that has received funding under the present grand challenges call for proposal.

Dr Rajpal Singh Kashyap, Director of Research at CIIMS, is the project’s lead researcher. He indicated that this research will help Neuro-infection patients who remain undiagnosed. If this works out, he said then we will be able to identify the unknown organism which will help the clinical team to provide the correct and right treatment at the early stage of infection.

It will try to establish a centre of excellence for the whole central Indian population to provide these services. Other key investigating team includes Dr Amit Nayak and Dr Aliabbas Husain, Research Consultants; CIIMS Research Centre, along with CIIMS ace neurologists Dr Neeraj Baheti, Dr Dinesh Kabra, and Dr Nitin Chandak.

As part of the award proceedings, Dr Rajpal Singh Kashyap was invited to this year’s annual meeting co-hosted by the European Commission, Grand Challenges, Canada, The United States Agency for International Development, Wellcome, and the Bill & Melinda Gates Foundation held in Brussels, Belgium in October. Dr Lokendra Singh, Director, CIIMS, and Management of the CIIMS congratulated the team and mentioned it’s an honour and a proud moment for CIIMS. Kalyani Kanhere, Ph. D. scholar, CIIMS; was appointed as a senior research fellow to this project.

Meningoencephalitis (ME) refers to inflammation of the brain and meninges, or membrane that surrounds the brain and spinal cord, and is caused by different species of bacterial, viral, and fungi. In Indian health settings, etiological diagnosis of ME represents formidable problems as the number of pathogens vastly outnumbers the available diagnostic test in the market. As a result, In India, an etiological organism associated with ME infections remains undiagnosed in 65-70% of cases even in best equipped medical facilities.

Nagpur: After six years, the Maharajbagh Zoo in Nagpur which is run by Panjabrao Deshmukh Krishi Vidyapeeth (PDKV), got three pairs of Hog Deer and two Peahens from Kanan Pendari Zoological Garden, Bilaspur on Wednesday morning. The zoo management received these wild animals under the animal exchange programme of Central Zoo Authority (CZA), New Delhi.

The CZA, which is a statutory body of the Ministry of Environment Forest and Climate Change, approved the proposal of Maharajbagh Zoo for exchange of animals in just two days. “We were happy that CZA approved our proposal in just two days, which might be the first time. Even we got these animals without giving any other animals,” said Dr Sunil Bawaskar, officer in-charge, Maharajbag Zoo.

“Bilaspur Zoo asked for a leopard from us and in reply they were ready to give two pairs of hog deer and two peahens. But they got a leopard from somewhere else and sent these wild animals to us,” said Dr Bawaskar. It is the first time that the zoo received six hog deer which are housed in a 1,000 sq mtr area close to the present deer enclosure.

The city zoo has peacocks, but there were no peahens. But the Bilaspur Zoo also sent two peahens to Nagpur. In December 2011, Bilaspur Zoo had received a tigress from Maharajbagh Zoo in exchange for a pair of blackbucks and jackals. “We have one male jackal in the zoo and we require a female. We have sent the proposal to CZA and are waiting for its approval,” said Dr Bawaskar. The Indian hog deer is a native of Indo-Gangetic Plain in Pakistan, northern India, Nepal, Bangladesh to mainland Southeast Asia. It is an endangered species in India due to habitat destruction.

Nagpur: The Nagpur Bench of Bombay High Court on Wednesday reminded animal rights activist Ankita Shah for failing to tender an unconditional apology and directed her counsel to fulfil the promise made, media reports said.

According to reports, on December 14, the HC bench had asked Shah’s counsel Shreerang Bhandarkar to tender an apology in writing. “It is pointed out by petitioner’s counsel Firdos Mirza that Shah has not filed any affidavit of unconditional apology in spite of sufficient time having been granted to her. We would like Bhandarkar to fulfil the promise that he had made on December 14,” a division bench comprising Justice Sunil Shukre and Justice Vrushali Joshi said, before adjourning the hearing by two weeks.

Later, Bhandarkar clarified that he was not instructed by Shah to file a written document of apology till date. “As a responsible officer of this court, I sincerely felt that my client should file an unconditional apology as demanded by the justices. To avoid the conflict of interest with the client, I want to discharge myself from the case. I have not even filed the vakalatnama on her behalf,” he said.

The judges directed him to file a pursis on his announcement. He is the second lawyer who left Shah in the PIL by social worker Vijay Talewar in 2006 on stray dogs’ menace, which has been converted into the PIL (No 54/2022).

On December 14, HC issued show cause notice to Shah and NMC veterinary doctor Gajendra Mahalle on why contempt proceedings should not be initiated against them over their attempts to create dog feeding centres at the government establishments.

The bench had even warned that mischief mongers may create havoc if such facilities are allowed at high security areas like Vidhan Bhavan, airport, air force establishment, military establishment, railway station, district court, and atomic mineral division among others.

‘Show Business’ by NMC on resolving complaints goes on shamelessly!!

Nagpur: The shabby affairs being run by Nagpur Municipal Corporation (NMC) on resolving civic complaints continue to leave Nagpurians furious. The “Show Business” by the civic body of fooling the citizens continues shamelessly.

On one hand, Nagpur is being ‘developed’ and mentioned as a smart city. On the other hand, it is seen that the Nagpur Municipal Corporation is failing to solve the basic problems of the citizens. Even though there is no complaint box at NMC Headquarters for citizens, they are advised to complain on social media or online. But even on social media, the NMC indulges in marketing by solving ‘special’ complaints. But the scenario is that the complaints of common people are not taken into account.

For the last one year or so, there has been an ‘administrator’s rule’ in the NMC. Meanwhile, lakhs of rupees are being spent on the beautification of the city for the upcoming G20 meeting by hiring private agencies. Also, the municipality administration is working hard to get a ranking in Swachh Survekshan 2023. However, no hearing has been conducted on the real problems faced by the people of Nagpur.

According to the rule, every government office must have a complaint box for citizens in the facade. However, it is seen that this box does not exist in the headquarters of Nagpur Municipal Corporation where the Municipal Commissioner, who is also Administrator, is sitting. Therefore, it is better not to think about the status of other zones of the municipality. On the other hand, citizens who come with complaints are sent to the Despatch Department. They are also advised to get a receipt from that department.

Moreover, if a citizen comes to the Municipal Commissioner with a complaint, he is advised to report there by showing the barcode of the social media handle pasted and he has to return the way he came. Even on the online complaints made to the people of Nagpur, the NMC is trying to pat itself on the back by posting ‘Before’ and ‘After’ posts on social media by resolving the select complaints.

Stop ‘social’ extravagance, demand angry Nagpurians:

On the one hand, lakhs of rupees are squandered by the NMC every month on social media handling agencies. Also, one more person has been appointed on contract basis as a social media coordinator. But even after this, a shocking fact has come to light that the complaints of the citizens are being ignored. Citizens have made an angry demand that the Municipal Corporation should stop the wastage of citizens’ money as even the basic complaints of the citizens are not being resolved.

A vigilant citizen Abhijit Singh Chandel had tweeted on January 25 about the construction materials spread in the square by the Municipal Corporation at Trimurtinagar Chowk. After that, a complaint was made on January 28 that a road near NIT Garden in Subhash Nagar was closed with netting. On February 4, he tried to draw attention of NMC towards the accidents caused by sand falling on the road at Bole Petrol Pump Chowk through a tweet.

Vaibhav Ganjapure tweeted on January 28 about the broken and rusted toys for children at Ramakrishna Garden, near Sai Mandir. Since children are playing in the park, it was also feared that they might get injured due to these broken toys. He had also complained about the release of cement, sand ballast and the road that had been broken on January 28. But till to date no action has been taken by the Municipal Corporation.

On December 15, Amit Bandurkar complained through a tweet that the road was blocked by dumped construction material on the road in Zingabai Takli area. No action was taken on this either.

On January 21, Rajat Padole had tweeted about the unsanitary nature of the Khare Town area in the Dharampeth Zone of the NMC along with photographs. After that, he retweeted this tweet on January 25 by quoting the same tweet to remind the civic body again. However, no action has been taken on this.

A user tweeted on January 20 about the broken footpath in the busy area. It is a broken footpath from Panchsheel Chowk to a furniture shop. The citizen says that no action has been taken on this.

Even after receiving hundreds of complaints on Nagpur Live City app, Twitter, Facebook, and other social media platforms, the NMC just indulged in a fooling game. Hardly a few complaints were resolved by the concerned authorities

Earlier in 2020, the NMC had launched a grievance redressal app — Nagpur Live City — for the citizens to lodge civic complaints. Every registered complaint was forwarded to the department concerned for necessary action. Subsequently, the NMC received thousands of complaints about various civic amenities. The complaints mostly related to choked sewerage, followed by solid waste management or irregular lifting of garbage, low pressure water supply, encroachments, bad roads, stray dog menace, people urinating in public places, garbage dumping in the open and non-functioning of street lights etc etc.

Playing “over smart”, the NMC introduced WhatsApp helpline number 8600004746 for the “convenience” of citizens to upload their complaints about deficiency in services. Citizens were finding it cumbersome to lodge their complaints on Nagpur Live City App. The move is nothing but to fool Nagpurians by one means or another.

Experience reveals that the civic complaints lodged by citizens hardly get the attention of the NMC authorities, forget resolving them. Reports revealed that the NMC registered more complaints pertaining to solid waste management. The problems in the city are becoming chronic due to choked sewerage lines as complaints pertaining to contamination of wells are on the rise. It has also come to the fore that complaints about streetlights and encroachments cases across the city apart from those about bad roads. Even stray cattle and dog menace increased in the city, as reflected in the app.

The NMC claimed to have promptly resolved over 90% grievances registered on the Nagpur Live City app. But the picture is totally different.

The citizens suffer due to short cuts adopted by some of the employees or some issues requiring urgent attention of senior officers. Complaints are being lodged with the NMC regarding the basic problems faced by the citizens. Citizens are being requested from time to time to register complaints on the Live City App by the administration.
