The court also ordered his immediate release from jail

Nagpur: The Nagpur Bench of Bombay High Court on Friday acquitted former Delhi University Professor G N Saibaba in alleged Naxal links case and allowed his appeal against conviction and life sentence. The court also ordered his immediate release from jail, a news agency reported.

A Division Bench of Justice Rohit Deo and Anil Pansare allowed the appeal filed by Saibaba challenging a 2017 order of the trial court convicting him and sentencing him to life imprisonment. Wheelchair-bound due to a physical disability, Saibaba is currently lodged at the Nagpur Central Prison.

According to the report, the bench also allowed the appeal of five other convicts in the case and acquitted them. One of the five died pending hearing of the appeal. The bench directed that the convicts be released forthwith from jail unless they are accused in any other case.

In March 2017, the Sessions Court in Maharashtra’s Gadchiroli district had convicted Saibaba and others, including a journalist and a Jawaharlal Nehru University (JNU) student for alleged Naxal links and for indulging in activities amounting to waging war against the country. The court had held Saibaba and the others guilty under various provisions of the stringent Unlawful Activities (Prevention) Act (UAPA) and the Indian Penal Code (IPC).

Earlier, Saibaba had threatened to go on an indefinite hunger strike inside his jail cell in protest against the installation of a CCTV camera which allegedly captures footage of the toilet and bathing area. His wife and brother wrote to the Maharashtra Home Minister seeking the removal of the CCTV camera.

Manual scavenging is banned under the prohibition of employment as manual scavengers and their rehabilitation Act, 2013 (PEMSR). Mining would be further liberalised – Pralhad Joshi

Dr Dipen Agrawal, President of Chamber of Associations of Maharashtra Industry and Trade (CAMIT) and National Vice-President Bhartiya Udyog Vyapar Mandal (BUVM) called upon Pralhad Joshi, Minister for Coal & Mines and Parliamentary affairs during his visit to Nagpur and discussed diverse issues pertaining to mining particularly coal and its supply in domestic market.

At the outset Dr. Dipen Agrawal welcomed him with a CAMIT scarf & floral bouquet.

Dr. Agrawal, said Coal India Limited (CIL) has abandoned/closed mines with sufficient coal reserve at suitable depths for different reasons, primarily due to unprofitable operations. These abandoned mines are national loss because large quantity of coal reserves cannot be extracted. It is estimated that about 150 million tonnes of coal can be extracted annually from about 200 such abandoned mines. The recent steep hike in international and domestic coal price may now make these mines viable, with participation of private players, that were unviable for CIL in the past.

Dr. Agrawal also said that CIL has identified about 20 mines abandoned by its subsidiaries ie., ECL, BCCL, CCL, SECL & WCL. It is estimated that these 20 mines have extractable reserve of 380 million tonnes, with an annual production potential of 30 million tonnes. On pilot basis government has initiated the process to auction these mines on revenue sharing basis. However, while closing underground mines’ they are sand stowed and the abandoned opencast mines become water logged. No one can assess the quantum of sand or water is to be removed and the cost involved in it to make the mines workable.

Dr. Agrawal suggested that CIL or its subsidiaries should be asked to undertake the responsibility to bring the mines back in workable condition for better participation of private players and maximum revenue realisation to government.

Highlighting the issue of non-availability of linkage coal to MSMEs and exorbitant increase in coal price, Dr. Dipen Agrawal said that MSME units are becoming unviable and many are on verge of closure due to exorbitant increase of fuel cost. Dr. Agrawal suggested to create a desk in ministry to monitor the state nodal agencies to ensure efficient discharge of duty entrusted upon them to judicially disburse coal among MSMEs withing their jurisdiction.

He further added that in-spite the country having immense reserves of minerals it is not being exploited to its full potential due to difficult conditions. Ease of doing Mining should be the aim of the government on lines of easing the conditions for Ease of doing Business.

Union minister for mines, Pralhad Joshi appreciating the issues raised and the suggestions made, assured to positively consider the same in the larger interest of all stakeholders and further assured more liberalization in mining sector with upholding the tagline of Ease of doing Mining in India.

Dr. Dipen Agrawal on behalf of trade and industry fraternity expressed gratitude towards Union Minister for Mines, Pralhad Joshi for patient hearing and positive response.

Nagpur: The Crime Branch of Nagpur Police on Friday seized 350 grams of gold ornaments and three motorcycles from the self-styled social media strategist Ajeet Parse. Earlier, the police sealed the locker and freezed bank accounts of Parse on Thursday after he was booked for allegedly duping a homoeopath of Rs 4.50 crore on the pretext of helping him open a medical college.

According to police, the ornaments were seized during the searches conducted at the house of Parse in Bhende Layout. His flat located in Narendra Nagar was also searched, the police said.

It may be mentioned here that the officials seized three luxury cars and six expensive bikes after conducting searches at the residence at Bhende Layout on Thursday. The police are also verifying the property documents and bank accounts of his family members and relatives. On Wednesday, the police seized rubber stamps of different police stations, four laptops, letterheads bearing names of various ministers and some cheques.

The complaint was lodged by Dr Rajesh Murkute against Parse. Dr Murkute told police that he came in contact with Parse through a relative in 2019. Police said about five years ago, Parse started influencing personalities in Nagpur through social media. Parse told Dr Murkute that he had good contacts in the Prime Minister’s Office and could help him open a college under Niti Aayog, as per police.

Parse then allegedly created a fake email ID in the name of PMO and sent mail to the doctor about release of funds. He also took Rs 25 lakh from the doctor as advance. But the funds were not deposited in the doctor’s account, said police.

The domestic production of coal in the country would see new highs in the current year as the reforms in the sector were yielding good results, said the Coal Minister

Nagpur: Highlighting the efforts of the Central Government to minimise the country’s dependency on others, Union Minister for Coal and Mines Pralhad Joshi on Friday said that India would completely stop import of thermal coal by 2024-25. He said that the domestic production of coal in the country would see new highs in the current year as the reforms in the sector were yielding good results.

Joshi was speaking at the inaugural session of the three-conference-cum-exhibition related to mines, minerals and metals -‘MINCON2022’ being held in Nagpur. The Vidarbha Economic Development Council (VED), MM Activ and Maharashtra State Mining Corporation (MSMC) are jointly conducting the event.

Union Minister for Road Transport and Highways Nitin Gadkari; Maharashtra Forest Minister Sudhir Mungantiwar; Maharashtra Minister for Mines Dadaji Bhuse; Chairman, MSMC Adv Ashish Jaiswal; MP Krupal Tumane; Principal Secretary – Industries Harshadeep Kamble; former Rajya Sabha Member Dr Vikas Mahatme; President of VED Devendra Parekh; former President of VED Shiv Kumar Rao; and Ravi Boratkar of MM Activ were seated on dais.

Joshi further said that with operationalization of various mines under the commercial coal mining auction process, the private sector will have a significant share in domestic coal production and the country’s dependency on imported coal will reduce. Expressing his willingness to accelerate the process of setting up new mines in the State, Joshi invited proposals from the Maharashtra Forest Minister and Minister for Mines and assured all possible support. “We have already given most of the powers to State Governments so that new mines could be opened as soon as possible,” he said.

The Union Coal Minister also said that the country’s coal output in the current financial year is expected to be 900 million tonne which will further go up in coming years as the Government has allotted 47 new commercial coal blocks and auctioned 163 mines.

In his address, Gadkari said, there is a need to identify challenges in the mining sector and resolve them in a time bound manner. “When investors put their money in any project, they wish to make it operational in a scheduled time frame. But unfortunately, we see delays in various projects especially in the coal mining sector. This discourages the investors and affects coal production,” he said, highlighting the need for a corruption-free, transparent and time bound mechanism to attract investors in the sector.

Earlier, Mungantiwar said, the ‘coal and mineral producing’ region of Vidarbha deserves more industries and infrastructure.“Various minerals produced are being transported to other regions for value addition. It is happening despite the fact that value addition can be done in the region. We want the Union Government to attract investors in this area,” he said.

Ashish Jaiswal said, minerals are the strength of Vidarbha but people here are not getting its due benefits. “Apart from this, there is unrest among the coal consumers who are paying heavy price for the commodity,” he added.

Dadaji Bhuse the State government will soon come out with a new mining policy through which the Government will boost projects for value addition of minerals in the proximity of the mining areas. Harshdeep Kamble said, the Government is committed to attract investors in Vidarbha as it has huge mineral reserves.“It will also generate employment opportunities in the region,” he said. Ravi Boratkar gave the introductory remarks while Devendra Parekh welcomed the guests. Shiv Kumar Rao gave a brief idea of the conference while Secretary-VED Varun Vijaywargi proposed the formal vote of thanks.
