Defence exports in last two years cross Rs 17,000 crore

Nagpur: The first batch of Multi-Mode Hand Grenades (MMHG), manufactured by Economic Explosives Limited (EEL) following Transfer of Technology from Terminal Ballistics Research Laboratory of Defence Research & Development Organisation (DRDO), was handed over to the Indian Army in the presence of Raksha Mantri Shri Rajnath Singh in Nagpur, Maharashtra on August 24, 2021.

Chairman of EEL Shri S N Nuwal handed over a scale replica of MMHG to the Raksha Mantri to mark the first delivery of ammunition from the private sector. Chief of the Army Staff General M M Naravane, Secretary, Department of Defence R&D and Chairman DRDO Dr G Satheesh Reddy and DG Infantry Lt Gen A K Samantra were among those present on the occasion.

Addressing the gathering, Shri Rajnath Singh termed the handing over of MMHG as a shining example of the increasing collaboration between the public & private sectors and a big step towards self-reliance in defence manufacturing. “Today is a memorable day in the history of Indian defence sector. Our private industry is coming of age when it comes to defence production. It is an important milestone not only in the field of defence manufacturing, but also in achieving ‘AatmaNirbhar Bharat’ as envisioned by our Prime Minister Shri Narendra Modi,” he said. The Raksha Mantri lauded DRDO & EEL for the speedy delivery of the order amidst COVID-19 restrictions and hoped of a faster delivery of the next lot.

The Raksha Mantri listed out the measures undertaken by the Government to transform the defence sector into a self-reliant industry which can cater to the present and the future needs of the Armed Forces. These include setting up of Defence Industrial Corridors in Uttar Pradesh and Tamil Nadu; formulation of draft Defence Production and Export Promotion Policy (DPEPP) 2020; earmarking around 64 per cent of its modernisation funds under capital acquisition budget for 2021-22 for procurement from domestic companies; notifying two Positive Indigenisation Lists of over 200 defence items to promote self-reliance & defence exports; Corporatisation of Ordnance Factory Board (OFB); increasing FDI limit from 49 to 74 per cent under automatic route and beyond 74 per cent through government route and according top priority to ‘Buy {Indian-IDDM (Indigenously Designed, Developed and Manufactured)}’ category for capital procurement.

Shri Rajnath Singh made special mention of another initiative taken by the Government, i.e., Technology Transfer to Industries by DRDO. Describing the measure as the backbone of the defence industry, he lauded DRDO for being an incubator which is undertaking free of cost transfer of technologies as well as providing access to testing facilities and over 450 patents. This has not only enabled the Industry to use ready-to-use technologies, but has also saved time, energy and money, he said.

The Raksha Mantri also underlined the importance of Innovations for Defence Excellence (iDEX) saying that it aims to achieve self-reliance and foster innovation & technology development in defence and aerospace sectors by engaging Industries including MSMEs, start-ups, individual innovators, R&D institutes and academia. Under this initiative, the problems being faced by the Armed Forces, Defence Public Sector Undertakings and OFB are identified and brought before entrepreneurs, MSMEs, start-ups and innovators through Defence India Startup Challenge (DISC) to find solutions.

Shri Rajnath Singh commended the Industry for indigenously developing products like ‘Multi-Mode Grenade’, ‘Arjun-Mark-1’ tank, ‘Unmanned Surface Vehicle’ and ‘See Through Armor’. “Such products are not just being produced but exported on a large scale. The number of online export authorisations during 2016-17 to 2018-19 was 1,210. It has increased to 1,774 in last two years. This has resulted in defence exports of over Rs 17,000 crore in the last two years,” he added. Shri Rajnath Singh exuded confidence that soon India will manufacture defence products not just for domestic use, but for the whole world.

The grenade is not just more lethal, but is safer to use. It has a distinctive design that gives flexibility of employment in both defensive (fragmentation) and offensive (stun) modes. It has a highly accurate delay time, very high reliability in usage and safe for carriage. These new grenades will replace Grenade No 36 of World War I vintage design, which had been continuing in service till date.

The EEL had signed a contract with Ministry of Defence on October 01, 2020 to supply 10 lakh modern hand grenades for Indian Army and Indian Air Force. The deliveries would be spread over two years from the bulk production clearance, which was accorded to EEL in March 2021. The first order has been delivered within five months.

The EEL had taken the technology from DRDO in 2016, absorbed it successfully while maintaining very high quality in detonics. Extensive trials were successfully undertaken by the Indian Army and Directorate General of Quality Assurance (DGQA) in 2017-18 in plains, deserts and high altitude over summer & winter.

The consignment of multi-mode hand grenades (MMHG) was handed over to the Army at a function in Nagpur, a defence release said.

This is the first instance of ammunition being manufactured by the private industry in India, the release said.

EEL, a wholly-owned subsidiary company of Solar Industries India Ltd, commenced deliveries of modern hand grenades to the armed forces last month.

The first consignment of 1 lakh MMHG had been tested satisfactorily for quality by users and delivered, the release said.

Chief of Army Staff General MM Naravane, Chairman of DRDO Dr G Satheesh Reddy and Infantry DG Lt Gen AK Samantra were present on the occasion.

EEL had signed a contract with the Ministry of Defence (MoD) on October 1, 2020, to supply 10 lakh modern hand grenades for use by the Army and the Indian Air Force (IAF), the release said.

The deliveries would be spread over two years from the bulk production clearance (BPC) which was accorded to EEL in March 2021, it said.

“These new grenades will replace Grenade No 36 of World War I vintage design, which had been continuing in service till date. The MMHGs have a distinctive design giving flexibility of employment in both defensive (fragmentation) and offensive (stun) modes.”

“They have highly accurate delay time, very high reliability in usage and are safe for carriage. These modern grenades were designed by Terminal Ballistics Research Laboratory of DRDO,” the release said.

EEL had taken the technology from DRDO in 2016.

Extensive trials of the grenades were successfully undertaken by the Indian Army and DGQA (Directorate General Of Quality Assurance) in 2017-18 in plains, deserts and high altitude over summer and winter, the release said.

Against a General Staff Qualitative Requirement (GSQR) of 95 per cent reliability, the grenades manufactured by EEL had highly superior reliability of 99.8 per cent, it added.

It’s official! NMC election to be of one-member ward system

$

Nagpur: The Nagpur Municipal Corporation elections for 2022 will be of one-member ward system as State Election Commission (SEC) has reverted to one-member ward system in Municipal Council and Nagar Panchayats that would go to polls between December 2021 and February 2022.

At present, one ward comprises of four corporators. State election commission announced process of delimitation.

It is pertinent to mention that the last elections about five years back were held on multi-members ward system as per decision by the then Government. However, Mahavikas Aghadi Government (MVA) had introduced an amendment dated March 12, 2020, Municipal Council/Nagar Panchayati and Industrial Cities (Amendment) Rules, 2020, through which all multi-member ward system would make way for single member Prabhag.

SECR said with short time at disposal and vast work ahead for completion of reshuffling of wards, draw of reservations and other related election work, the field machinery is advised to start ground regarding demarcation, drawing of boundaries, preparation of Prabhag maps, updation of rolls by August 23 onwards.

This would ensure that there is no delay in completion of the election related work. The SEC note mentioned that as per Article 243 of Indian Constitution and Sec. 41 (1) of Maharashtra Municipal Councils, Nagar Panchayati va Industrial Cities Rules, 1965, mandates holding of elections to Municipal Councils before expiry of their term. Since Census of 2021 could not be held due to COVID-19 pandemic, the electoral rolls would be updated as per 2011 Census figures and hence number of wards are unlikely to undergo any change.

Nagpur Division has 14 Municipal Councils and 6 Nagar Parishads while Amravati Division has 10 Councils and 4 Panchayats.

The notification from SEC is timely as it ends suspense about the ward system as it would help administration put the ball rolling on updation of rolls and other associated work. As political circles were debating whether the polls would be held on two members per ward or switch back to then prevailing one member ward system, all eyes were fixed towards Commission.

The updation of rolls and preparing preliminary ward system is a time consuming process and thus clarity on single member would help in finalising the programme. Post drawing-up of wards and its notification, political parties can file objections based on which the process can be rectified if necessary depending upon upholding of objections by the SEC.

One more angle to formation of ward is earmarking of reservations and SEC referred to directives of Supreme Court in writ petition that was decided on March 4, 2021, regarding OBC reservation. In that light, after carefully going through the operative part of order, the Commission said it will issue separate directions on earmarking of seats and drawing of reservations. SEC itself holds draw of lots to determine process of reservation of seats in local bodies.

SEC in its communication to Collectors asked them to take into account changes in existing wards (by addition or deletion) from last election notification, due to various development works that may have altered geographical boundaries due to construction of a bridge, new roads, buildings while finalising the wards and then publish the draft. At the same time, SEC has desired total confidentiality while communication the draft of wards to minimise litigations that results in unnecessary delay. Avinash Sanas, Deputy Commissioner, SEC, said in past due to leaking of information about new Prabhag, the Commission had to deal with legal battles that was quite time consuming.

While SEC will provide approval to draft plan after draw of reservations in A grade Municipal Councils; District Collectors are empowered to grant sanction to drafts of B grade Councils and to B and C grade Nagar Pancahayats Collector’s approval would be final sanction.

Police Commissioner’s office, supporting the police actions taken for the welfare of Nagpur.

They also submitted a gratitude letter to the Commissioner thanking the cops for taking

Associated with Matrix Warriors, a youth NGO working on social welfare and environment,

the volunteers marched with the placards showcasing slogans and inspiring messages such

as ‘Thank you [Nagpur Police] for working for a cause, not applause’, ‘Save Nagpur from sex

slavery’, ‘One Step By Nagpur Police, A Giant Leap for Women and Children Across The

Gandhi Nagar Square holding the placards, spreading awareness about the efforts taken by

the police in battling child sex trafficking.

“Most of the work done by the police goes unnoticed. They toil day and night fighting grave

crimes for our safety. We are quick to criticise the police when they don’t take action, but

when they do, it is important that we come out and show our full support for them. It is crucial

for the residents of Nagpur to know and appreciate their efforts,” says Abhishek Urkude, co-

founder of Matrix Warriors.

Echoing the sentiments, Rohan Araspure, founder of Dream for Life Foundation said, “Many
