With no action, banned nylon manja continues to fly kites dangerously!!

Nagpur Today : Nagpur News

Nagpur: Although the Festival of Kites – Makar Sankrant – is a few weeks away, excitement among kite flyers is slowly and steadily gaining momentum. Markets are too flooded with all kinds of colourful kites. And the clandestine business of manufacture and sale of nylon manja, glass coated manja has also been going on despite a nationwide ban on the very dangerous stuff.

It is pertinent to recall that sale and purchase of nylon and glass coated manja has been banned nationwide by the National Green Tribunal (NGT). The NGT had imposed a blanket ban on nylon and glass coated manja due to the threat it posed to humans, birds, and animals. But still the rampant sale and use of the banned manja continues unabatedly mainly due to lethargic attitude of concerned authorities to implement the ban in letter and spirit.

Every year, tragic incidents of serious injuries and fatalities as well are reported due to use of nylon and glass coated manja by kite flyers. Birds too bore the brunt by getting trapped in the unbreakable manja. But despite the ban, the District Administration and NMC choose to turn blind eye towards clandestine manufacture and sale and use of nylon and glass coated manja. It is found generally that all the kite traders sell nylon manja slyly and also with a premium. The manja is in great demand from kite flyers of all age. The hubs of wholesale sell of kites and the banned manja are Gandhibagh, Itwari, Gokilpeth and other markets in the city.

A variety of kites made of plastic, German paper, cloth etc are available in market. Also available is banned Chinese manja openly. The demand for it remains high. The Chinese manja poses a grave threat to humans, birds and animals. The use of nylon manja has been banned but it is not successful because the authorities have not thought of a way to implement it. Festivals should be celebrated but not by inflicting injuries on innocent humans and the poor birds, the animal activists said.

People celebrate the kite festival for a day or two but its effects are seen throughout the year as the manja gets entangled in trees or power lines or windows of houses. An unwary person later gets stuck in them. There are umpteen number of cases where kids got seriously injured by the nylon and glass coated manja.

Nagpur Today : Nagpur News

Nagpur: Some farmers in Wardha district seem to be in the dock as far as PM Kisan Samman Nidhi Yojana is concerned. Citing a mistake, the Selu Tahsildar in Wardha district has shot a letter to a farmer named Sudhakar Balkrishna Kitkaru asking him to return Rs 8000 that was deposited in his bank account inadvertently.

In his letter dated December 14, 2020, the Selu Tahsildar informed the farmer Kitkaru that you are ineligible for the benefit under PM Kisan Samman Nidhi Yojana. A total of Rs 8000 has been deposited in his SBI account (10103976673) as four installments of Rs 2000 each as beneficiary of PM-Kisan Yojana. The letter informed Kitkaru that the money was deposited in his bank account mistakenly as he was not eligible for the benefit. In the letter, the Selu Tahsildar has asked the farmer to return Rs 8000 within a week to Talathi or recovery action will be initiated against him.

Concealing their own blunders in the enrollment process of PM-Kisan Yojana, the Wardha Administration is seeking return of money from the farmers within a week. Interestingly, farmers had received the benefits in installments that too over the course of the last four-five months.

PM-KISAN was launched by the Centre in February last year to provide direct financial assistance to small and marginal farmers. Under the scheme, farmers who own not more than two hectares of cultivable land are entitled to a yearly grant of Rs 6,000. The amount shall be paid to farmers by way of direct bank transfer in three installments — four months apart.

However, farmers in Wardha districts have been served with notices from the administration asking them to return the aid they had received through installments to Talathi within a week or else the officials will extract the money from them.

Illicit Admissions: HC asks State Board to cancel affiliation of Saoner based Saraswat Jr College

Nagpur Today : Nagpur News

Nagpur: The Nagpur Bench of the Bombay High Court has recently directed the Maharashtra State Board of Secondary and Higher Secondary Education to initiate process for cancellation of affiliation and recognition of a junior college near Nagpur for admitting two ineligible students to science stream of the junior college.

The division bench of Justice Sunil Shukre and Justice Avinash Gharote was hearing a petition filed by two students – Aditya Bhoyar and Abhishek Gayki – of Saraswat Junior College of Science and Commerce at Saoner in Nagpur district.

They had moved HC after their results of their higher secondary certificate (HSC) examination were withheld by the Board on the ground that both the petitioners were not eligible for admission to science stream.

The petitioners had sought a direction to the Board to declare their HSC results, claiming that they were being punished for no fault of theirs.

They pointed out that they were denied admissions to science stream, for having secured only 33℅ marks in science in SSC examination, and had to take admission for commerce stream.

Later, they applied for change to science stream and the college granted their request, and thus they even appeared for the HSC examination this year.

The Board responded to the petition, pointing out that their admission to science stream had already been cancelled on July 24, 2020, and therefore there was no question of declaration of their HSC results.

HC accepted the Board’s contention that from the very beginning admission of the petitioners to science stream was in clear violation of the eligibility criteria and on this ground refused to interfere with cancellation of their admission to science stream.

The bench was of the opinion that petitioners were also expected to read instructions carefully before seeking admission and since have not done this exercise, “at least a part of fault would also be lying at their doorsteps.”

HC, however, held the Junior college responsible for loss of two precious academic years of the petitioners. The judges said the junior college is presumed to be aware of eligibility criteria and therefore ought not to have entertained the application for change of stream when the petitioners did not qualify for such a change.

“In such a case, the larger share of fault would have to be owned by respondent no.4 (college) and respondent no.4 would also be required to be made accountable for the same,” said HC. “If this is not done, such activities, undesirable and unethical as they are, would continue,” the court added and directed the Board to initiate action for cancellation of affiliation and recognition of the junior college.

HC has also granted liberty to the petitioners students to sue the college for compensation on account of loss of their two academic years each.

This award rightfully belongs to all these health care workers”.
