Nagpur Today : Nagpur News

Nagpur: The tension between the Nagpur Municipal Corporation (NMC) and ruling BJP continued, as the civic body’s staff went on a “pen-down” strike against alleged abusive language used by newly elected MLC Pravin Datke against a senior official during a phone call on Monday.

Datke had phoned Assistant Director, Town Planning, Pramod Gawande to ask why he had not made himself present after a BJP corporator had asked him to come and check a stalled road work project. During the call, Datke allegedly abused Gawande leading to a “flash pen-down” strike by NMC staff for the whole day.

Some officials on deputation to the NMC also wrote a letter to principal secretary, urban development department, seeking repatriation to their original department.

A letter by 15 senior officials said, “Today, MLC Pravin Datke abused and threatened Assistant Director, Town Planning Department, Pramod Gawande. This has caused adverse impact on our morale and an atmosphere of fear. Considering the seriousness of the matter and the possibility of future recurrence, we are not willing to work in Nagpur Municipal Corporation. Hence, we are requesting you to kindly repatriate us to original departments.”

Later, Datke admitted to using inappropriate language and even apologised to Gawande but denied that he had used other abusive terms as claimed by Gawande in his statement to the mayor.

“If Gawande has the audio recording of the conversation, he should play it to the media, police, and the NMC commissioner. If his allegation turns out to be true, I am ready to apologise wherever, whenever, and in whatever way he deems fit,” Datke said.

Mayor Sandeep Joshi also apologised saying, “Datke used inappropriate language while talking to Gawande. Datke has since apologised to Gawande. I also apologise to him. Officials should recall their agitation and work for the city’s development.”

“Going on a one-day pen-down strike is fine, but the decision that they won’t participate in meetings with office-bearers is detrimental to the city’s development. The matter should have ended after the apology but with officials stretching it further has created a standoff,” Joshi said.

Nagpur Today : Nagpur News

Nagpur: According to TOI reports,a high-profile don of the city and another dreaded sharpshooter were among the 219 who tested positive in Nagpur Central Jail. The prison authorities, who have provided medical treatment, are in a fix because these gangsters are considered too risky to be left in hospitals with minimum security around them.
According to a reliable source, the city’s topmost don tested positive last week. Though mildly symptomatic initially, it’s learnt that he is now showing signs of improvement.

The don, said to be politically well connected, was jailed after being slapped with more than a dozen cases related to cheating, threatening, extortion and sexual abuse. The flurry of cases against the don culminated in him getting booked under the Maharashtra control of organized crime Act (MCOCA). In a dramatic development, his bungalow was also razed, an action unprecedented in the city.

Another high-profile prisoner, who tested positive, is a notorious sharpshooter. Earlier, he had fled from a jail in Madhya Pradesh. In 2015, this sharpshooter’s five aides had fled from Nagpur Central Jail, leading to the suspension of the then superintendent of police.

The sharpshooter, who has several offences against him, is also learnt to have opened fire at the police. It’s learnt that he could ride a bike at top speed and fire with one hand at the same time. He had even attempted to flee from the custody of the city police.

A jail source said that these two and several other prisoners are too risky for the authorities to shift. “Either they can flee or they can be attacked by their rivals,” he said.

Standoff by officers on deputation surprising: Jammu Anand

Nagpur Today : Nagpur News

Nagpur: Standoff between the officers (on deputation) and elected representatives has clearly brought out the fact that the entire Civic administration is being hold up by the officers on deputation. Representation made by the officers on deputation to the government asking that they be sent back to the parent organizations is a welcome step but surprised many. As if the representation was ready since long just waiting for a proper occasion and timing. What happened suddenly to take such an extreme strep by these officers at a time when they are enjoying the salary as recommended by the seventh pay commission. Few of the officers have even got the arears as well.

The sudden jump in the melee by the recognized union has also surprised many other unions. What prompted the union to take plunge in the issue so hurriedly, is it that they are eying on the forthcoming bank election. Whatever may be the reasons the ugly face of the civic administration has come to the fore. The entire civic administration is in the grip of officers on deputation thus send a signal that the regular officers are either second grade officers or incompetent officers. The fact of the administration is the regular officers are more experienced than any of the officer on deputation.

The Nagpur Municipal Corporation Employees Union since long had taken a policy and principled stand that on the regular posts officers on deputation should not be called as it is not only bad practices but has demoralized effect on the regular officers. But it does not mean that union endorses the ill treatment on the part of the elected representatives. Every officer or employee deserves respect and decent behavior from the elected representatives.

But yesterday’s episode where the officers on deputation had shown extraordinary unity and made a representation to the government demanding to send them back to their parent organization has created eyebrows of many. Are they really hurt of the misbehavior by the ex-mayor Mr. Praveen Datke and feeling insecure or is it a handiwork of any senior official. Union suspect role of a senior officer who might be uncomfortable dealing with Mr. Datke used this opportunity to bring a unity amongst the officers on deputation and displayed show of strength.

Government should immediately call these officer back to their parent organization and direct the civic administration to carry on promotions and build the confidence of the local officers. The NMC employees union demands to the municipal commissioner Mr. Munde to award seventh pay commission to all the officers and employees of NMC and bring a parity of salary at the earliest or hold the salary of officer on deputation as per seventh pay commission. There cannot be two different yardsticks one for the regular officers and employees and other for the officers on deputation at a time both are being paid from the kitty of the NMC itself.

A video of a full-grown tiger resting in the middle of a flyover in Madhya Pradesh went viral. Not only did eyewitnesses take the sight it,

The incident occurred on National Highway 7, which falls inside the buffer zone of Pench National Park – about 25 kilometres away from Seoni district. There was reportedly some construction work going on in the area when the tiger appeared and sat down in the middle of the road, creating a flutter among eyewitnesses and halting traffic. One video going viral on social media shows the tiger panting in the middle of the road, while another – filmed from inside the car – shows witnesses wondering if the tiger would launch an attack on the vehicle.

The big cat, however, did not attack anyone or harm any vehicles. Eyewitnesses informed the forest department and a police team also reached the area after receiving reports of the tiger sighting. After resting for a while on the flyover, the big cat got up and went towards the forest on its own.

The area is close to the Pench National Park, which is home to a large number of tigers. Now, elevated stretches on the highway between Seoni to Nagpur are being constructed to facilitate easier movement of tigers and other wildlife.

Honey Trap : Home Minister orders probe

Nagpur Today : Nagpur News

Nagpur: HOME Minister Anil Deshmukh has ordered a probe into an audio tape in which two people can be purportedly heard hatching a plan to “honey-trap” city Mayor Sandeep Joshi and senior BJP corporator Dayashankar Tiwari.

The plan, as the two persons are heard discussing in the over 8-minute audio, pertains to “fixing them” as the two leaders are allegedly behind the problems of Nagpur Municipal Corporation’s Assistant Medical Officer Pravin Gantawar.

Gantawar had come in for attack from the BJP in the NMC general body meeting last month. Joshi had even announced his “suspension” for the alleged malpractice of running a private hospital along with his wife and amassing disproportionate assets (DA). Municipal Commissioner Tukaram Mundhe had reportedly refused to implement the order.

Gantawar, however, said, “I have no connection whatsoever with the audio tape. If anyone is taking my name in the tape, how can I be held responsible? I am not party to the conversation. It’s really unfortunate.”

The audio-tape, meanwhile, found its way to a reporter, who handed it over to the police. Joshi and Tiwari have demanded action against those involved in the “honey-trapping” plan.0

Tiwari had also registered a complaint with the police against Gantawar and one Sahil Sayyad, alleged to be one of the two persons heard on the tape.

Former Chief Minister Devendra Fadanavis also demanded a thorough probe in the matter on Tuesday.

Nagpur Police Commissioner B K Upadhtay has already handed over the probe to the Crime Branch.”We have already started the probe. As exhorted by the minister, we will conduct it more vigorously,” said Upadhyay.

Incidentally, a matter of disproportionate assets has been pending against Gantawar since 2014. A police constable, whose wife had reportedly died during treatment at the private hospital allegedly run by the Gantawars, had moved the Anti-Corruption Bureau, alleging that the NMC doctor had amassed property disproportionate to his known sources of income.

Part of the conversation also refers to investigators not attending court hearings in the DA case.

Superintendent of Police (ACB), Rashmi Nandedkar, said, “The reference in the audio, that the investigating officer wasn’t present in the court, was about the ad interim bail matter. Ad interim bail has nothing to do with the IO. The court grants bail and then seeks our say. DA amounting to 43 per cent of total assets had been established against Gantawar. An offence has been registered about eight days ago. The ACB, however, isn’t concerned about the other conversation in the audio tape about honey-trapping unless any specific complaint is made under the Prevention of Corruption Act.”

Asked why he couldn’t suspend Gantawar, Mundhe told The Indian Express, “The issue of suspension pertains to DA and the private hospital. The High Court has given a stay against any action against Gantawar. Hence, he can’t be suspended. This was brought to the notice of the general body on the same day.”

Meanwhile, the probe in the alleged firing on Mayor Sandip Joshi’s car last year, while he was returning from his wedding anniversary party from a dhaba outside the city, has also been handed over to the Crime Branch. The alleged incident took place after Joshi claimed he had received threats for undertaking an anti-encroachment drive.
