State’s 3 power companies ‘sinking’ under Rs 72,452 cr loan burden

Nagpur Today : Nagpur News

Nagpur: Maharashtra’s three power companies — MSEDCL, Mahagenco and Mahatransco – have been burdened with whopping Rs 72,452 crore loan extended by various banks. This amount is going up, which shows mismanagement of these companies. Despite the loan burden, the state government waived off power charges of industrialists in Vidarbha and Marathwada. But when a demand to waive off power dues of farmers’ agri pumps, the government was found non-serious in extending the sops. This was revealed in a memrandum submitted to Chief Minister Devendra Fadnavis.

According to information, MSEDCL has loan burden of Rs 34,083 crore with interest of 9.59%. Of this Rs 1,317 crore is short term loan, Rs 14,859 crore is medium term loan, and Rs 14,471 crore is long term. In addition, Rs 1,452 crore is working capital and Rs 1,984 crore is loan from state government.

Mahagenco has taken Rs 25,676 crore term loan at an interst rate of 9.78% and Rs 6,539 crore short term loans at interest rate of 8.73%. The total loan burden is Rs 32,215 crore at an average interest rate of 9.59%. Mahatransco has taken Rs 5,993 crore long term loan and Rs 161 crore short term loan.

Power Finance Corporation (PFC) and Rural Electrical Corporation (REC) have lent a lot of amount to the three companies. Rest of the amount has been mostly provided by nationalized banks. Private banks have provided negligible amount.

MSEDCL is in such bad financial shape that is has been unable to recover dues from its consumers. Consumers own Rs 47,077 crore to MSEDCL, of which Rs 29,014 is principal amount while Rs 18,062 crore is the interest component.

The reasons for losses to the three power companies have stated as setting up of new power units, repairs and maintenance, laying of new transmission lines, power thefts, poor recovery of pending dues, etc.

Despite the whopping burden of loans on the three power companies, the state government waived off power charges of industries from 2013 to 2019 in Vidarbha and Marathwada. Moreover, the state cabinet has approved a proposal to extend the sops till the year 2024. The brunt of this will have to be suffered by the three power companies.

The three power companies have also been facing competition from private players — Tata Power, Adani Power, Reliance Power and other such companies. Is the state government encoraging setting up of private power companies at the cost of the three state-owned power companies?

On the other hand, agri crisis is gripping the state. The graph of suicides by farmers is on the rise. Thousands of farmers have ended their lives in the past five years. The remedial steps initiated by the government have proved unsuccessful. A demand to waive off power dues of farmers’ agri pumps in Vidarbha and Marathwada has not been taken seriously by the state government.

Swarup, IAS (retd.), gives clues to working successfully with the Govt.: Talk organized by VED

Nagpur Today : Nagpur News

If something doesn’t happen in the Govt. we have to find out why it doesn’t happen, we have to find the problem. There is no dearth of ideas in a democracy, but we have no clue how to work it out. Hence, once we have an idea, “we have to see that it is politically acceptable, socially desirable, technologically feasible, financially viable, administratively doable and judicially tenable” which Anil Swarup, said are the six principles to make things work in the Govt.

Anil Swarup, IAS (retd.) addressed the public at a Talk, “Making Things Happen in the Govt.” organized by the Vidarbha Economic Development Council (VED). Mr. Swarup is Ex-Secretary Dept. of School Education & Literacy, GoI and Ex-Secretary, Ministry of Coal, now retired and an author and a great favorite as a speaker on a private TV channel.

To make a demand politically acceptable one has to convince the politician of the benefits of the idea. For this one must understand the limits of the politician and package the idea in such a way that he buys it. The demand should be made according to the needs of society i.e. make it socially desirable. In making it technologically feasible one must see what technology will work and where. One must work within the limits of the Govt. or one would be wasting time, so one must understand the situation and act accordingly.

Swarup further suggested that instead of doubting, one should trust each other. Trust first as even the worst has some good in them and a good leader brings out that good in a person. He also said that one has to find out what excites one, in short, one has to find one own kick. He said today technology allows one to remain totally transparent.

The programme was held at Tamarind Hall, Chitnavis Centre, Civil Lines, Nagpur. This was followed by the launch of Mr. Anil Swarup’s book, “Not Just A Civil Servant” at the hands of Chief Guest, Mr. R. R. Mishra, Chairman-cum-Managing Director, Western Coalfields.

Swarup lauded the depth, sincerity and dedication of VED. Prominently present at the programme were VED members, Shivkumar Rao, President, Rahul Upganlawar, Secretary-General, Vilas Kale, PP, Govind Daga, PP, Devendra Parekh, IPP, Pankaj Mahajan, V-P, Navin Malewar, Treasurer, Varun Vijaywargi, Jt. Sec, Rajeev Aggarwal, Exec. Comm. member, Malhar Deshpande, Member, the last of whom was also the MoC on the occasion. Rahul Upganlawar gave the vote of thanks.

Nagpur: “India is witnessing more and more number of patients being diagnosed with breast cancer in the age group of 30-40 years. 25 years back, out of 100 patients 7% were in 30-40 years age group while 69% were above 50 years of age. However, owing to change in social values and competitive environment, now breast cancer has grown to 16-20% in 30-40 year age group while it registers 28% in 40-50 years group women. All together almost 50% of patients who are below 50 years of age are suffering with breast cancer,” said Prasana Joshi, Joint Director and Senior Consultant, Rashtrasant Tukdoji Regional (RST) Cancer Hospital and Research Centre.

Joshi was speaking at the ‘Free breast cancer check-up and awareness camp’ organized in the hospital premises, in view of breast cancer awareness month. Dr Subhrajit Dasgupta, Director, Dr B K Sharma, Joint Director, Dr Praffula Chahande, Dr Sarita Kothari, Dr Mayoor Daigavane and other hospital staff were present on this occasion.

Change in social values and lifestyle increased cancer in urban areas:
“Early marriages, early and multiple child births and breast feeding protects female from breast cancer. However, urban educated class is moving away from this trend due to changing social values and job demand. These changes may be partly responsible for increased incidence of breast cancer in urban areas. Breast cancer is now the most common in the urban women in India and 2nd most common cancer in rural females, after cervical cancer. 1 in 30 in urban areas and 1 in 60 in rural areas are likely to develop breast cancer in lifetime,” said Joshi and added, “More than 30% of all cancer in females are breast cancer.”

Late presentation decreased survival:
“In America, 5 years survival for breast cancer has increased from 75% in 1970 to 89%. Presently this means out of every 100 women with breast cancer in US 89 women are likely to survive for at least 5 years. In India rough estimated figures is not more than 60%. More than 50% patients present in stage IIB/III/IV (advanced stage) and outcome is not good as early stage. The most important reason for late presentation is lack of awareness about breast cancer and lack of screening of the same,” mentioned Joshi.

Cancer cells more aggressive at young age:
Cancer in young age group for females tends to be more aggressive (triple negative cancer) and have poor prognosis or outcome owing to their hormones, asserted Joshi.

The month of October marks Breast Cancer Awareness Month. It aims to raise awareness about breast cancer, its cause, prevention, diagnosis, treatment and cure. It helps to increase attention and support for the awareness as well as early detection. In this breast cancer awareness month social activities like lectures, exhibition, slogan competition and other awareness initiatives have also organized by RST Cancer Hospital.
