11 from Nagpur among 22 tax officers compulsorily retired

New Delhi: The Central Board of Indirect Taxes and Customs (CBIC) has compulsorily retired another 22 senior officers of the rank of Superintendent/AO over corruption and other charges. The decision to sack these official came after PM Modi, in his Independence Day address, said that “some black sheep in the tax administration may have misused their powers and harassed taxpayers, either by targeting honest assesses or by taking excessive action for minor or procedural violations.” He had said the government recently compulsorily retired “a significant number of tax officials”, and that this type of behaviour would not be tolerated.

Among the 22 allegedly corrupt officials, 11 are from Nagpur and Bhopal zones. They are accused of connivance for facilitating clandestine manufacturing and clearance of cigarettes by an Indore-based company.

Other officials forced to retire include one each from Chennai, Delhi, Kolkata, Meerut and Chandigarh zones. Two officials each are forced-retired from Mumbai, Jaipur and Bengaluru zones.

An official looking after the Central Goods and Services Tax (CGST), Chennai zone, was penalised for conducting unauthorised searches and seizures of document from the complainant, a cable TV operator. Another official was caught by the Central Bureau of Investigation (CBI) for demanding and accepting bribe of Rs 75,000 from a businessman.

Another officials working for the CGST division in the Bengaluru zone allegedly conspired in smuggling of mobile phones and computer parts valued at R44.83 lakh into India, which was seized by the Department of Revenue Intelligence (DRI). The officer was arrested by DRI on June 14, 2003 and later released on bail.

A superintendent working at the office of GST, Jaipur zone, was arrested in 2010 by local police for demanding and accepting an illegal gratification of R100,000 from a contractor.

Another official was arrested in 2013 by the Kota police for demanding and accepting an illegal gratification of Rs 40,000 from a coaching institute.

Officials in the know said actions have been taken against the people based on laid down rules. The Rule 56(J) of Central Civil Services (Pension) Rules, 1972, provides for periodical review of the performance of government servants with a view to ascertain whether they should be retained in service or retired from service in public interest. As per these instructions, the cases of government servants covered by FR 56(J), 56(1) or Rule 48(1) (b) of CCS (Pension) Rules, 1972 should be reviewed six months before they attain the age of 50-55 years, in cases covered by FR 56(j) and on completion of 30 years of qualifying service under FR 56(1) or Rule 48 of CCS (Pension) Rules, 1972.

Nagpur: Following the orders of the Supreme Court (SC), the cut-off date of admission in Under Graduate (UG) Technical Professional Courses in Engineering/Technology, Pharmacy/Pharm.D. Architecture and Hotel Management and Catering Technology for the academic year 2019-20 has been extended till August 31, 2019.

During the extended period, candidates who have qualified on the basis of their results of the supplementary examination of 10+2 course of Maharashtra State has also been allowed to participate in the admission process. Such candidates shall register online for Non-CAP admission on the website www.mahacet.org for respective admission.

Nandanvan cops crack two murder cases, arrest 7

Nagpur: In a significant breakthrough in two brutal murder cases, Nandanvan police have cracked both the crimes reported on Wednesday, August 21. The cops have arrested seven people and detained a juvenile, in this connection.

In one of the cases regarding murder of 22-year-old Sayyad Imran Sayyad Niyaz, the cops have arrested Akshay Shalikram Karote (24) and Atul Kevalram Shende (38) both the residents of Nandanvan.

Similarly, Abhishek alias Lava Ramsingh Ivnate (21), Shubham alias Bhala Bhisanlal Maskare (21), both resident of Narsala, Rishi Naresh Puttiwar (19), resident of Raghuji Nagar, Shubham Diliprao Chafale (19) and Akshay Srikant Watkar (21) both resident of Hudkeshwar have been arrested while a juvenile boy was detained for eliminating Vicky Dahake.

According to police, Mohammad Asif Sheikh Mohammad Saeed, a resident of Plot. No. 156, Kharbi works as a small vegetable vendor who sells veggies on Rajendra Nagar-KDK College road on his wooden cart. On Wednesday evening, Asif and his friend Sayyad Imran Sayyad Niyaz (22), a resident of Hasanbagh were going together near KDK College when at around 7 pm accused Akshay and Atul approached him.

The duo forcefully took veggies from the cart and started putting inside the dickey of the moped. When Asif asked them for money the duo started manhandling him before hurling abuses at him. Following which Imran came to intervene in the matter. However, the accused duo whipped out knives from their pockets and started attacking Imran. Leaving him soaked in pool of blood the accused then fled the spot.

In similar incident reported later in the night, Vicky Vijay Dahake (22), a resident of Plot. No. 29, Senapati Nagar was hanging out near an open ground on Wednesday night. At around 11 pm, when Ivnate, Maskare, Puttiwar, Chafale, Watkar and one Pulliwar with sharp weapons surrounded Vicky and launched the murderous assault.

The accused reportedly attacked Vicky’s abdomen and back. Leaving him lying in the pool of blood the assailants, then fled the spot. The matter came to fore when some locals found Vicky soaked with blood. Subsequently, they called an ambulance and alerted Nandanvan police. Vicky was rushed to Government Medical College and Hospital (GMCH) where the doctor has declared him brought dead.

Mumbai/Nagpur: In order to fund Chief Minister Devendra Fadnavis’ pet project, Mumbai-Nagpur Expressway, the Maharashtra State Road Development Corporation (MSRDC) is planning to lease out prime plots in South Mumbai and Bandra to raise funds.

According to Hindustan Times, MSRDC has already invited an expression of interest (EOI) for leasing out a 1.54-acre land parcel at Nepean Sea Road for 60 years, whose market value is around Rs 550 crore. MSRDC plans to follow a similar process to lease out land in Bandra and along the Mumbai-Pune Expressway in the future.

Vijay Waghmare, joint managing director, MSRDC told the leading daily, “Given the current market conditions, we have floated an EOI to assess the response. We will float bids based on the response.” The revenue generated will be offered to a consortium of nationalised banks – led by the State Bank of India (SBI) – as collateral. MSRDC is looking to raise Rs 28,000 crore as loan from the consortium, as so far, it has been able to mop up only Rs 15,000 crore through loans.

The 701 km-long Mumbai-Nagpur Expressway or also known as Samruddhi Mahamarg, will be a 6 lane expressway, connecting the two capitals of Maharashtra Nagpur and Mumbai. The expressway will run through 10 districts, 26 tehsils, and 390 villages in the state and is expected to cut travel time between the two cities to 8 hours. The project is expected to cost Rs 46,000 crores and requires the acquisition of 8,603 hectares of land.

MSRDC is the nodal agency responsible for executing the project which comprises building a completely greenfield expressway, designed for speeds up to 150 km/h on flat terrain and up to 100 km/h on the mountainous terrain of the Western Ghats section.

ICSI Announces 100% Fee Waiver Scheme for the students of Jammu & Kashmir (UT) and Ladakh (UT)

The Government of India has taken major initiatives to bring development in the Union Territories of Jammu & Kashmir and Ladakh. The Institute of Company Secretaries of India aligning with the initiatives of the Government of India, and to achieve a growth process in which people from different walks of life can participate and benefit, has launched a special Fee waiver Scheme for the students of of Jammu & Kashmir (UT) and Ladakh (UT).

The Council of the ICSI in its recent meeting accorded approval for providing 100% fee waiver for students belonging to Jammu & Kashmir and Ladakh for registration to CS Foundation and CS Executive Programme. The Scheme which will be effective from 1st September, 2019 will help the students of these areas in fulfilling their aspirations and dreams to work in key managerial positions.

Launching the scheme, Shri Jamyang Tsering Namgyal, Member of Parliament (LS), Ladakh (UT) appreciated the efforts of the Institute, and said, “This initiative will immensely contribute towards bringing the students of Ladakh to the main stream”.

Informing about the Scheme, CS Ranjeet Pandey, President, ICSI said, “The Institute of Company Secretaries of India has always considered itself a proud partner in the varied initiatives of the Government of India. Though inclusive growth has been an agenda for the Government of India for long, we at ICSI firmly believe that the achievement of such a goal finds foundation in making available quality education to one and all. In an attempt to make professional education easily accessible, the ICSI has announced 100% concession in registration Fees for Jammu & Kashmir and Ladakh students intending to pursue CS Foundation/CS Executive Programme. We are hopeful that this initiative shall open doors of education and opportunity for the youth of the nation”.

Students belonging to Jammu & Kashmir and Ladakh who have cleared the 10+2 or equivalent or Bachelor’s Degree or equivalent shall be eligible for fee waiver while registering for CS Foundation Programme and CS Executive Programme respectively.

Understanding the need for an infrastructural base to connect with the students, ICSI has also requested to Shri Namgyal to facilitate setting up of ICSI Study Centre at University of Ladakh.

Furthermore, ICSI intends to associate with the University of Ladakh to award “ICSI Signature Award” to the topper in the Bachelor’s Degree Examinations in Commerce. The ICSI Signature Award is comprising of a Gold Medal and a Certificate and the same is awarded to the Topper in the Convocation Ceremony / Annual function of the University. Besides, top three students of the B.Com. Examinations are eligible for full waiver of fee payable at the time of registration to Executive Programme stage of Company Secretaryship Course.

It is expected that the above initiatives will not only play significant role in promoting excellence but will also empower the youth of Jammu & Kashmir and Ladakh and bring them to the mainstream by nurturing their brilliance.

Nagpur: The 32nd Annual Police Sport Competition was inaugurated on Tuesday at Shivaji Stadium, Police Headquarter, Katol Road at the hands of top-cop Dr. Bhushan Kumar Upadhayay.

Additional Commissioner of Police Nilesh Bharne, Mahavarkar along with DCPs of various zones were present on the dais.

The programme started with the felicitation of the guest. Following this DCP HQ Vikram Sali welcomed the dignitaries with a flower greetings. Dr Upadhayay then lighted the lamp and green flagged the 32nd sporting event for the city police.

Elaboring on the importance of organising such an event, Dr Upadhayay said, the winners of such competition often represent the State and National event while some even managed to shine globally.

NSRT 258 gets new team at 4th annual meet

Tablers with their better halves were spotted having a gala time together when the new team (for 2019-20) of Nagpur Spirits Round Table 258 (NSRT 258) took charge at NSRT’s 4th annual general meeting (AGM) and social get together – Cowboy Theme – organised at Hotel Centre Point on July 24th.

NSRT 258 – a non-profit organisation, which is a part of Round Table – an international social and charitable service organisation, has been consistently working for the long term national project – Freedom through Education. Working under the project, NSRT has been instrumental in building schools, providing infrastructure, educational accessories, health care and other social requirements to benefit the society at large.

At the 4th AGM cum get together, Dheeraj Agrawal took over as the chairman of NSRT for the year 2019-20. Dheeraj was handed over the charge by outgoing chairman Kshitiz Agrawal, who during his speech highlighted the activities and projects undertaken by NSRT under his leadership.

Kshitiz also thanked Area Observer Nilay verma, and AHT Sq. Leg. Sharad Agarwal for their presence at the AGM and thanked his headboard and floor members table for their hard work and dedication during his tenure.

After taking the charge, Dheeraj shared a brief vision for the upcoming year and introduced his team, which included Pratik Kedia (Vice Chairman), Utsav Agrawal (Secretary), Narayan Rathi (Treasurer) and immediate past chairman Kshtiz Agrawal.

New Delhi/Nagpur: The National Highways Authority of India (NHAI) is fully capable of raising debt and continuing to meet its road construction targets, Nitin Gadkari, Union Minister for Road Transport and Highways, told Mint on Tuesday. He was referring to a recent note from the Prime Minister’s office suggesting that the NHAI re-evaluate its ability to put equity into road construction and turn into an asset management company instead.

“NHAI is a AAA rated organisation and we can raise enough debt to keep building roads,” Gadkari said. “What the PMO has said in its note are only suggestions. It’s not as big as the media is making it out to be. The NHAI has always been able to meet its fund-raising targets.”

He said that the NHAI is in talks with State Bank of India to raise up to ₹50,000 crore, referring to the authority’s plans to meet part of its ₹75,000 crore target for the fiscal year by securitising future toll revenue on its high-traffic roads. It is also in talks to raise the remaining ₹25,000 crore by issuing bonds to Life Insurance Corporation.

In a letter dated August 17, Nripendra Misra, Principal Secretary to the Prime Minister, wrote to Sanjeev Ranjan, Secretary, Ministry of Road Transport and Highways, collating suggestions to improve the operational performance of NHAI. The letter said the NHAI was “totally logjammed by an unplanned and excessive expansion of roads and it is mandated to pay much higher costs for land acquisition and construction. The note suggested aggressively monetising the NHAI’s road assets base through the toll-operate-transfer auctions or through an infrastructure investment trust and to bid out new projects under the build-operate-transfer model where the government’s capital commitment would be minimal.

A recent report by SBICaps Securities showed how toll collection has grown at a very modest pace of 6% per km (from Rs5.5 million/hectare in FY13 to Rs8 million/hectare now) for NHAI’s operating roads. “Revenue collection barely covers the interest servicing cost of these projects, let alone project returns. Thus, there is rising concern on debt servicing. NHAI’s outstanding debt of ₹1.8 trillion could entail interest servicing of ₹120-140 billion, which compares with ₹100 billion of NHAI’s toll collections during the year,” the report pointed out.

Despite this, Gadkari insisted that the essential models through which roads will be built in India will stay the same. “We have to look at the financial viability of every project but the NHAI has raised enough capital to keep construction going,” Gadkari insisted.

Gadkari was speaking on the sidelines of a conference hosted by the IMC Chamber of Commerce and Industry.

Nagpur: Nagraj Khursane, a ticket checker (TC) working at Commerce Department of the Central Railway Nagpur Division has won a gold medal in 3000-meter stipple chase event at the 85th All India Athletics Championship in Pune. Khursane, one of the 17th athletics represented Nagpur Division at the competition completed the event in record 9.22 minutes to beat other participants.

Divisional Railway Manager (Nagpur), Somesh Kumar felicitated Khursane with a memento. Senior Commerce Manager, Krushnath Patil and officials of Sports Association of Nagpur Divison were present on this occasion.

Nagpur: A thief stole gold ornaments worth Rs 1.36 lakh from the bag of a middle-aged woman when she was traveling in an autorickshaw in Sadar on Tuesday evening.

Mamta Pramod Gedam (54), a resident of Navin Katol Naka boarded an auto-rickshaw for Sadar. At around 6.30 pm when Mamta alighted from the vehicle at Liberty Talkies and checked the bag she was shocked to find the ornaments stolen. Some unidentified miscreant boarding on the auto reportedly cut her purse open and fled with gold ornaments worth Rs 1.36 lakh.

Following the incident, Mamta rushed to Sadar police station and lodged the complaint.

Sadar police have registered an offense under Sections 379 of the IPC against the unidentified accused and started the probe.

Nagpur Patrakar Club and the Committee to Protect Journalists (CPJ) organised a workshop on Safety Kit for journalists covering the upcoming Maharashtra state elections

Nagpur: The Nagpur Patrakar Club in collaboration with the Committee to Protect Journalists (CPJ) today organised a workshop on Safety Kit for journalists covering the upcoming Maharashtra state elections.

The kit was released at the press club by Pradeep Maitra, President – Nagpur Press Club, SN Vinod, editor-in-chief – Nagpur Today and CPJ’s India Correspondent Kunal Majumder.

CPJ is an independent organization, headquartered in New York, that advocates for press freedom worldwide. It also reports and researches on issues related to journalist safety.

The safety kit has been developed by security experts at CPJ keeping in mind threats faced by journalists while covering elections. It touches on aspects of digital, physical and psychological safety and provides solutions to mitigate such issues.

During the discussion, Pradeep Maitra spoke about the security threats faced by journalists in the state and the pending Maharashtra Journalist Protection Bill. SN Vinod stressed on the need for journalists to be aware about their safety issue.

Kunal Majumder shared data from CPJ research. According to CPJ, the most dangerous beat for journalists worldwide is politics and nearly 88 percent of those arrested are local reporters. In India, five journalists were killed in 2018 and one was imprisoned. Majumder also discussed the details of the journalist kit and highlighted growing threats from the digital front from social media.

Nagpur: Congress Party on Wednesday withdrew the expulsion of senior Congress leader and former minister Satish Chaturvedi. The decision has been taken following the instructions of State Congress President Balasaheb Thorat who wrote to the All India Congress Committee about the issue.

It is likely to mention that, former minister and city’s heavyweight leader Satish Chaturvedi was expelled from the party on charges of doing anti-party work and dissolving party discipline. Owing to which the party had canceled his primary membership.

Chaturvedi was also accused of throwing ink on state president Ashok Chavan during a party event. Besides creating controversy over the candidate selection process, helping rebel candidates instead of rooting for Congress’s candidate and campaigning during the Nagpur Municipal Corporation elections were the serious allegations on Chaturvedi based on which he was expelled from the party.

Nagpur: A technician and supervisors working at Jio Telecom have lodged a complaint at Sitabuldi Police Station against contractor company Pratap Techocreates Private Limited owing to their pending salaries, not paid for two months.

According to the employees, they were being paid through Ramdaspeth based Pratap Techocreates Private Limited company. Last month Jio hired private firms to pay salary to its employees. Following this, the alleged firm was assigned to pay the salary of the employees. However, the firm not only allegedly deprived the employees of their salaries but also shut down the firm.

When the employees contacted the HR of the Pratap Techocreates Pvt. Ltd. his phone remained unreachable. A technician was being paid between 15 and 17,000 while supervisors were receiving a salary of Rs 22,000 per month. In the meantime, the firm didn’t even announce any settlement which resulted in around 80-100 employees working with the firm, struggling for their livelihood.

The employees have alleged that Aashish Verma, Business Head, Pratap Techocreates Pvt. Ltd. has promised to credit their salaries till August 27, however, when the firm again failed to pay the salary, technician, and supervisors across the Vidarbha approached the Sitabuldi police station and filed an complaint against the accused firm.

Nagpur: Three including two women met with a tragic end after a motorcycle they were riding on was hit by Tata Magic van near Ooty village on Umred-Nagpur Road on Wednesday afternoon. The incident took place under Kuhi police station.

The deceased have been identified as Rajita Kumre, Yogita Wadve and Pramod Uikey all residents of Champa village.

According to police sources, the deceased trio were riding on Hero Honda Passion plus and were moving towards Girad. When they were crossing Ooty village, a recklessly driven Tata Magic (MH/49/D/4593) dashed their bike from behind. The impact was so severe that both the vehicles overturned. Owing to impact Rajita, Yogita and Pramod fell on the roadside and succumbed to their grievous injuries on the spot.

In the meantime, Kuhi police have registered a case against the accused Tata Magic driver and started the investigation.

Interacting with media Aryan Bakshi son of Rupendarsingh alias Mickey Bakshi said that he’s father was with him whole the time on the night of August 21, when the murder occurred and hence it is impossible for his father to commit crime and it is noting but a conspiracy to frame his father with the crime he never committed.

Micky was arrested on August 22 soon after the murder of Khosla was kept in police custody till August 28. In the meantime police nabbed four alleged contract killers in the sensational murder of Khosla. Who reportedly told the cops that they were also asked to eliminate Khosla’s woman friend Madhu Bakshi, the estranged wife of Micky Bakshi.

Nagpur: In the high profile murder of Rishi Khosla which reportedly took place around 12:30 a.m on 21st August, Mickey Bakshi was remanded to MCR. The prosecution had demanded further police custody remand of the accused Mickey Bakshi till 2nd September. The Prosecution contended that the investigation was underway and the PCR of accused was very much necessitated to unravel the truth.

Appearing on behalf of Micky Bakshi, Advocate Prakash Naidu argued that his client has been falsely roped in the said crime and that Micky Bakshi has absolutely no nexus with the commission of the alleged offence. Negating the allegations of the prosecution, whereby the prosecution has alleged that the crime had been executed by Micky Bakshi by engaging the services of the professional killers by giving them Supari to kill the deceased Rishi khosla, Advocate Prakash Naidu argued that before making such reckless and unwarranted allegations, the prosecution first has to stand strong on its foot and the prosecution needs to firstly demonstrate the criminal intention of the accused get the murder executed, coupled with the very basic and essential ingredient of mens rea to commit the same. So also the alleged motive to commit the said murder needs to be pointed out by the prosecution which in their application for police custody remand application was bodaciously lacking.

The police machinery cannot in the absence of any nexus, mens rea, motive, and criminal intention, proceed to mechanically demand PCR of his client and especially when it was not the case of the prosecution that Micky Bakshi had himself committed the said murder. Arguing further, Advocate Prakash Naidu emphasized strongly on the aspect that the mitigating and incriminating chain between the alleged assaulters and Micky Bakshi had to be demonstrated by the police machinery by producing substantial and concrete evidence and statements of eye witnesses or otherwise.

Rebutting the contentions of the prosecution Advocate Prakash Naidu pointed out that matrimonial litigations with regards to the custody of the son, divorce and maintenance was pending inter se between Micky Bakshi and his wife since 2018. Advocate Naidu argued that firstly the proprietary of the wife of Mickey Bakshi to have named Mickey in the commission of the alleged offence was itself cast under a grave cloud of doubt. The wife of Mickey and Mickey were separated from each other since almost two years now. Madhu Bakshi, wife of Mickey had in her complaint named Mickey and also her own brother Sunil Bhatia to be the abettor of the said crime.

Questioning the proprietary of Madhu Bakshi, Advocate Naidu strongly emphasized on the aspect that taking advantage of the murder of Khosla, whom Madhu Bakshi claims to be a friend of hers, she has proceeded to settle her matrimonial scores with Mickey. The minor son of Mickey lives with Mickey and does not even wish to see her and as such, by way of counterblast, she has named Mickey in the said crime and the same is without any genesis and the investigating agency without even verifying the factuals, in utmost mechanical manner proceeded to arrest Mickey within 2 hours of the said crime without even making basic preliminary investigations and without ascertaining any truth. However Micky Bakshi did not have any nexus with the deceased Rishi khosla.

Taking advantage of the alleged murder, the wife of Micky Bakshi appears to be encashing the same by deliberately fastening his name, whereas she herself was not the witness to the murder. The prosecution prayed that in order to establish the nexus of Micky Bakshi with the alleged murder they wanted Police Custody Remand of the accused Micky Bakshi till 2/09/2019. The prosecution prayed that they intended to confront all accused with each other in order to bring out the truth. Advocate Naidu rebutted the said contention by arguing that, the rest of the accused, who according to the prosecution had hacked Rishi Khosla to death were arrested on 24th night.

The prosecution had sufficient time to confront the accused and till date no substantial development was demonstrated by the prosecution and that the PCR was being demanded in mechanical manner. Adv Naidu argued that the alleged weapons used in the crime were seized, the mobile phones, the cctv footages, and all alleged incriminating articles were seized. The prosecution can not force in to make the accused spill out words of confession by demanding additional PCR and that it was now for the investigating officer to investigate the matter and complete the chain of evidences on his own and for completing the chain of circumstances, the PCR of accused was not justified as it hampers the fundamental right and right to liberty of the accused.

The learned Magistrate after hearing both the sides remanded Micky Bakshi to magisterial custody and he was sent to central prison. The other accused Dasarwar was remanded to police custody till 2nd September and will be produced with other accused on 2nd.

Nagpur: A major Leakage has been reported on Kanhan WTP 900 feeder line at Automotive Chowk. NMC-OCW Will take up the leakage plugging work tomorrow on August 29 (Thursday) after morning supply to Binaki , Bastarwadi and gandoor DT at 12.30 pm .

However following this leakage evening supply of Binaki ESR areas s will remain affected. NMC-OCW appealed residents from affected areas to co-operate.
