Police Commissioners Press Conference (4)
Nagpur
: A press meet was organized by the Police Department immediately after the review meet of all the Deputy Commissioners of Police, Assistant Commissioners of Police, Senior Police Inspectors, Police Sub Inspectors etc.

Apart from Commissioner of Police Sharda Prasad Yadav, Joint Commissioner of Police Santosh Rastogi, Additional Commissioner of Police Dr Suhas Varke, Additional Commissioner of Police (Crime) Ranjan Kumar Sharma, Deputy Commissioner of Police Abhinash Kumar, Deputy Commissioner of Police Ishu Sindu, Deputy Commissioner of Police S Shridhar, Deputy Commissioner of Police Rajkumar, Deputy Commissioner of Police Pardesi, Deputy Commissioner of Police (Traffic) Patil and Deputy Commissioner of Police Kalasagar were present in the press meet.

Commissioner of Police S P Yadav, while introducing the new Joint Commissioner of Police Santosh Rastogi and Dr Suhas Varke as new Additional Commissioner of Police, also dwelt on crime scenario, effective use of social media to curb various crimes, investigations, conviction rate, invoking of MCOCA against hardcore criminals etc during his interaction with the media persons.

SP Yadav CP of Nagpur Police
Commissioner of Police S P Yadav said that there is a significant reduction in the number of crimes under all heads including Murder, Rape, Theft, Chain Snatching etc. However, he claimed that he is not satisfied with this small reduction in the rate of crime. He feels that till such time when the citizens of Nagpur start to appreciate the functioning of police, when people start to feel safe and secure, when Nagpur city becomes totally crime free, till then he will not feel satisfied. CP S P Yadav said that people still have many grievances and crime still occurs in the city.

However, the Commissioner of Police said that the police personnel are leaving no stones unturned to ensure a crime free society. He claimed that every individual Police Station is active on social media including WhatsApp, Twitter etc. The various groups that have been made by individual police station is reaching out to vast majorities and passing on information. The effective use of WhatsApp has yielded its results in crime control and in investigations. This is also a great media for being connected to the people of the area.

Snatching of Mangalsutras hurts womens’ sentiments
The top cop further said that in India, especially Maharashtra, there is an emotional and religious attachment with the Mangalsutra. When the chain-snatchers take away these Mangalsutras, certain fear of ill-omen fills the heart of women. Therefore it is vital for every individual police station to work on controlling chain-snatching.

Santosh Rastogi Joint CP and CP S.P. Yadav
Talk of Nagpur being crime capital is rubbish
The Commissioner of Police then spoke about how Nagpur is often projected as Crime Capital and with highest crime rate etc. However, it is not true at all. He felt that the good activities and the achievements of Nagpur Police are not high-lighted so much. He claimed that he has been in the city as CP for the last 1 year and 3 months. He feels that Nagpur is slowly evolving as a crime free place.

Joint Commissioner of Police Santosh Rastogi then addressed the media persons and gave a brief introduction about himself. He said that he is from the 1998 batch and started his training in Akola. After being in some more postings, he has been the ADC to the Governor. After that he went on deputation to CBI and was posted in the Head Office. He was in the Cyber Crime Cell and Economic Offences Wing.

While answering to queries on some cases where the individual Police Stations have invoked MCOCA and how some “innocent” youth have also been illegally detained as offenders, CP Yadav said that when an FIR is filed, the law is set into motion. However, till it is proved guilty, one cannot flow with the wave and start alleging police fault. Just initiating MCOCA does not suffice, one has to prove it in the court.

While speaking about the low conviction rate, CP said that he is confident that all the 21 cases of MCOCA where he has okayed the slapping of stringent MCOCA will be accepted by the court and the goons will get convicted.

However, he also agreed that there are many factors that determine conviction like witnesses, prosecution lawyers etc.

Santosh Rastogi Joint CP of Nagpur Police
We cannot fight with the system
While explaining about how some cases get disposed and could not stand firm in the courts, he said that till 1995, the Government Pleaders used to work under the Commissioner of Police, but after 1995, they have become independent and often they get some Government Pleaders who are not able to fight the case properly in the court. We do not have a choice in which Government Pleader we want or don’t want.

Investigation is bound to take time
When asked about the Dabba Case and the way the investigations are moving in a snail’s pace, Commissioner of Police S P Yadav said that it has been only two months since this case was unearthed, but this Dabba Trading has been going on for many years. The investigations have been set into motion. Since Dabba Trading has been going on for years, investigating into the documents and other evidences are bound to take time.

The cloning of Hard Disks have been done and have been sent to Forensic Experts. The time taken by the Forensic Experts is not our prerogative. However, CP S P Yadav said that he is more confident of success now since the Joint Commissioner of Police is an expert and has experience in handling these cases. He also said that the Joint Commissioner of Police is also planning to hire on contract Chartered Accountants and financial experts to investigate the case. He claimed that more than 11 accused have already been arrested apart from the original number.

Commissioner of Police also added that the installation of CCTV is in the final stages. Similarly, he said that they are also working on improving the phone number 100 for attending to complaints of citizens.

With rains pouring, sale of liquor gets a boost

Nagpur:
With incessant rains almost every other day, the working class especially the labour class is resorting to country made liquor or Indian made foreign liquor in the city.

Surprised! Well it is true. When Nagpur Today visited some liquor shops across the city, most did not want to reveal their identity or the name of their shop in the news. However, most did agree that the sale of country made liquor or Indian made foreign liquor has definitely increased.

Nagpur Today also witnessed a strange sight. A very poor couple who were labourers working in a construction site were seen in front of a liquor vend in Medical College square. The husband went to the Liquor Shop and purchased a nip (180 ml). He came near his wife who promptly took out a steel tumbler (glass) from her bag. The husband poured half of the nip into the glass and immediately gulped the liquor. After that he poured the remaining liquor into the glass and gave it to his wife who too gulped the country liquor. Immediately after gulping the country liquor, the husband purchased a Bhutta (sweet-corn) from a vendor who was standing on the road. He asked the Bhutta walah to make a spicy bhutta and then broke the bhutta into two and took one half and the very drenched couple went walking to their home.

Accident prone conditions
The number of cases of drink and drive caught by traffic cops too has increased. Most youngsters resort to having a peg or two after getting drenched. However, they are forgetting that this is a very bad concoction. One heavy rains and very slippery roads, liquor in the belly which has altered the decision making powers, then people with no traffic sense in the city. All these conditions are ideal for road mishaps. Each of the condition by itself or individually too can cause road mishaps.
So be careful before you have a peg or two.

Cash-strapped NMC to hold special camp for license renewal, now

Nagpur Today : Nagpur News

NMC’s Market Department
Nagpur:
Faced with the treacherous financial condition, mainly due to its folly of neglecting revenue generation resources, Nagpur Municipal Corporation (NMC) is now holding a special camp for renewal of licenses for its shops, otas (platforms) and spread over in various markets. The special camp, organized by NMC’s Market Department, will be held on July 17 from 9.45 am to 5.45 pm at its headquarters in Civil Lines. The license transfer process will also be initiated in the camp. Those interested will have to bring copies of necessary documents and agreements negotiated with NMC. The exercise is being undertaken by the NMC Administration after sitting over the matter for years.

The pending mess to be cleared:
Pending issues related to NMC’s shops, otas (platforms) and land will be resolved in the special camp. Notably, hundreds of shops, platforms are the same who were allotted for the first time years ago and are registered with NMC in the same names even today. Moreover, even though many of the shops and platforms of original lease-holders/tenants have been sold out umpteen times, the relevant tax is being paid in the same old rates. It is also surprising that the NMC Administration, after sitting over the matter for years, has remembered the license renewal exercise to fill up its dented coffers. Here also the special camp is not with the mess. There is demand to extend the camp period to at least seven days rather than just a day. Nagpur Today, exactly a year ago, had flashed a report and had demanded the license renewal process ostensibly for revenue generation but the NMC Administration, as usual, derided the demand. And now…

Ready-Reckoner to come into play:
It is noteworthy that the NMC has leased/rented shops, platforms, and open land worth crores of rupees. But the rent is negligible and that too is not being paid by many shopkeepers/platform/land holders. This non-payment of lease money/rent has forced the Market Department to recover the revenue based on ready-reckoner. The rates will now be fixed based on ready-reckoner in accordance with Section 8 of Maharashtra Municipal Corporations Act 1949. A proposal in this regard has been forwarded to the Standing Committee’s next meeting. If the recovery of charges is done based on ready-reckoner rates, the revenue of NMC’s Market Department could jump to Rs 26 crore from the meager Rs 4 crore at present.

Read: NMC: Negligence in revenue generation, yet hue and cry for fund-crunch!

The property:
The civic body owns 2485 shops, 834 otas and 1419 open lands. However, disturbingly, at many market places encroachments have spread menacingly that too without paying a single rupee to the NMC. A few months back, encroachments were removed from one of its markets in Itwari but thereafter nothing is done to get the rid of menace.

Penalty:
The proposal to recover market charges on the basis of ready-reckoner rates has a provision to slap two percent penalty per month on the defaulters. The Town Planning Department will first assess the ready-reckoner and then 8.50 percent of the rates will be recovered as rent. In the the proposal was submitted to the Standing Committee on November 28, 2014 itself but the panel had opposed recovery of charges simultaneously. The proposal was later returned to the administration for review. In view of this development, consultations were held with Town Planning Department and the new proposal was prepared.

CAP round admissions of JEE students cancelled, thanks to MHTCET; students move court

Nagpur Today : Nagpur News

RTMNU new

Nagpur:In a weird development that have rendered the fate of many JEE appeared students in deep dark, the State Technical Education department has hastily cancelled the admission of the all the students who were granted admission to engineering colleges in the state on the basis of their JEE marks, during first round of Centralized Admission Process on the basis on their JEE marks. In the bulk messages sent to hordes of admitted students, the STE informed the students that their admissions are cancelled as those were erroneoulsy granted. Many students who felt that gross injustice has been meted out to them have approached the Courts. This is scenario not only of Nagpur but Aurangabad, Yawatmal, Wardha etc.

The Catch…
It turned out that the authorities of state technical education have woken up from the slumber and realised that there is a new notification which states that the students seeking admissions into Engineering Colleges situated in Maharashtra should clear the Maharashtra State Common Entrance Test (MHTCET). All other tests cannot be considered for admissions.

Fees already paid
Earlier the common practice was followed practice in this case. Based on the Central Admission Procedure, many students who had qualified in the JEE exams but could not make it to the IITs filled the form of Central Admission Procedure. They selected the engineering colleges of their choice and when they were given admissions in the first round, they paid the requisite fees too.Students of Open category and Other Backward Castes paid Rs 5000 while the students of Scheduled Castes and Scheduled Tribes paid Rs 1000. This amount was duly paid by Demand Draft drawn on Directorate of Technical Education office.

Students pushed away to 4th round
Now the students are dashed with cancellation messages. They were told that they have not qualified in the Maharashtra State Common Entrance Test so they will not be considered in the first round. They were told that they can try in the fourth round of Central Admissions Procedure.

If you rely on JEE, you are not from Maharashtra!

Surprisingly, there is only a meager 15% allocated for students who have cleared JEEE. Not everybody can hope to get admissions in this 15%. These students who relied on JEEE will now be considered under the OMS (Other than Maharashtra State) category. Imagine someone who was born and brought-up in Maharashtra, pursued all his education in Maharashtra being considered under the category of Other than Maharashtra State.

Double standards

On one hand when the Central Government is mooting the concept on one exam for Engineering and one exam for Medical sciences, why can’t the authorities consider JEEE, (One of the most difficult exams to ascertain a student’s aptitude for engineering studies) for admissions in Engineering colleges.

‘Owl’ at Giripeth fails to do what ‘dog’ does in Dharampeth!

Owl at Giripeth
Nagpur:
Before we come down to our matter of concern let’s recall an adage that goes – “A wise old owl sat on an oak; The more he saw the less he spoke.” In literal terms it can be interpreted as – An owl is the wisest of all birds as he can see all but makes little noise about the situation or scene.

We completely agree with this theory, particularly in the context we are referring here. If you happen to cross through Giripeth you are likely to spot a silent and watchful owl standing guard. Its a sculpture of the bird installed again by Corporator of the Dharampeth-Gokulpeth area Manjusha Sanjay Bangale. Similar such owl sculpture was made and put up in 2006-07.

At first this owl sculpture may send jitters to any passing human in the dark of night but it has a purpose to be served, rather silently.

When Nagpur Today investigated, it was found that the sculpture was meant to keep garbage at bay. Some residents said that since this spot is one which is perpetually littered with garbage. In-spite of many attempts the maid-servants seemed to find it easier to dump the garbage at this spot. Many attempts to prevent them went in vain. So with an idea to deter those who litter the place with garbage, the idea of calling anyone who throws garbage in that place as “Ullu” or Owl. The concept of an owl watching over the area too was inferred. Yet this exercise seems to be in vain. The people still litter the area with garbage right next to this beautiful sculpture. Nagpur Today found the entire area near the sculpture littered with garbage.

Owl
Previously we came up with a square where a dog sculpture stood guard to serve the purpose and this yielded result on the stretch from Coffee House Square to Jhenda Square in Dharampeth.

Here also we may recall one adage that “Every dog has its day”. But in the case of owl, it is still a mute spectator to all the “responsible citizens” throwing their dirty stuff on it…Coz owl is wise know, but silent also!!!

One constable is suspended, three other cops attached to police HQ

Pohawala
Nagpur:
The Men in Khaki who are universally known to be “Haptha” gobblers in one way or the other seem to be stealing headlines for another nasty reason. Certain species of cops attached to Sitabuldi Police Station reportedly have emerged “robbers” of roadside vendors in the form of enjoying food stuff at no cost and sometimes even the cash as well. “Free partying.” The cops on duty during the Chief Minister’s visits wreak havoc by tormenting the roadside eateries. One such incident came to light wherein Sitabuldi police displayed their shoddy face. Nagpur Today report on the sordid episode.

A 21-year old Lokesh (name changed) sweats hard in the day time by running tea and ‘poha’ tapri (stall) in Ramdaspeth area and in the evening attends MCom classes at Dr Ambedkar College with a dream of making a decent career. A few days back, the Chief Minister had a programme at a renowned hotel in the area and the area was naturally dotted with heavy deployment of policemen. On that day, a few policemen in ‘mufti’ (sans regular uniform) arrived at Lokesh’s tapri for ‘enjoying’ spicy poha. After the bellyful “nashta” the cops started treading the return path but without paying the bill. When Lokesh demanded the bill, the cops were taken aback by the “demand” but seeing a lot of other customers at the spot, they cleared the bill, but nasty designs in their mind as they clicked Lokesh on their mobile phones. And the next Sunday, the nasty designs in their mind came to light. A police van stopped in front of Lokesh’s tapri and some men in khaki, without uttering a word, took Lokesh, his employees and uncle to Sitabuldi Police Station. In Police Station, the scary words fell on Lokesh’s ears. “Do you don’t recognize policemen?” “How do you dare to take money from them.” He also received threats of imminent action against him.

In Sitabuldi Police Station, Lokesh along with his uncle was forced to sit there for hours. “If moolah of Rs 15,000 is not paid not only they will be detained but his tapri will also be ‘lifted’ in encroachment drive” were the next words. Scared to the core, Lokesh and his uncle anyhow managed Rs 9000 and thrust on the greedy palms of the cops. The greasing helped them leave the police station. Surprisingly, Lokesh and his uncle were handed over a “receipt” by the shrewd policemen as challan charge towards encroachment on road in order to hide their illegal act.

When Nagpur Today tried to contact Sitabuldi Police Inspector Satyavir Bandiwar for his comments on the sordid episode, he preferred to snub the calls with no response.

However, when the “robbing” of the poor tapri vendor got exposed, higher officials swung into action. The episode took the toll of a tainted Constable who was reportedly suspended and three other cops were attached to Police Headquarters. The “toll” may rise as and the in-depth probe makes headway. It is learnt that Lokesh and his uncle are being pressured to keep their mouths shut and “not damage the image of police.”

The Sitabuldi ACP Somnath Waghchaure, when contacted by Nagpur Today, said that he has received orders from DCP Zone 2 to investigate the matter thoroughly. “I have recorded statements of some cops. Further probe is going on,” the ACP said.

Nagpur: The Nagpur Municipal Corporation (NMC) and Orange City Water (OCW) that has launched a massive disconnection drive against One Time Settlement (OTS) consumers have jointly snapped the tap connections of 398 defaulters in last 4 days for the pending total arrears of Rs.2.14 crore arrears.

The NMC-OCW has started Disconnection Drive against the Water Bill Defaulters after the respite of One Time Settlement Scheme. After disconnecting 59 consumers on Day 1 & 104 defaulters on Day 2, Tap connections of almost 119 defaulters on Day 3, the team has snapped connections of 116 defaulters on Day 4.

The zone-wise disconnection on Day 4 is as follows:

OTS table
The zonal teams who are deployed on the disconnection drive are working hard on the field and despite resistance from defaulters are disconnecting defaulter’s connections. The teams are committed towards the goal and are crossing target of disconnecting 100 consumers per day.

It must be mentioned that taking into consideration the huge arrears and the troubles of 54,700 Water Bill arrear holders , Nagpur Municipal Corporation had brought up a citizen convenience scheme where arrear-holders could have got rid of the arrears by paying 50% of the actual arrear amount. The scheme was valid between 16th June and 30th June 2016. In all 18061 consumers responded to OTS with a recovery of Rs 9.68 crore for NMC.

It was conveyed from time to time that if the eligible consumers do not avail the benefit of OTS scheme, no queries, applications or appeals regarding these arrears will be entertained afterwards. NMC-OCW has formed Zonal Teams for taking prompt action against zone-wise defaulters.

The disconnection drive has started in full fledge from 12th July 2016 onwards. The defaulters still have a chance to avoid disconnection by paying off their dues of water bills before the zonal disconnection team takes action against them.

The goon first blinded the woman by throwing chili powder in her eyes and then snatched her ‘mangalsutra’ worth over Rs 5000. Irrespective value of the gold stuff, the audacious act of robbing the woman in her own house rings alarm bells. The incident occurred in Manish Nagar on Thursday evening.

The complainant Ujwala Umakant Firange (48), resident of Plot No. 190, Sunraj Palace, Shilpa Society, Manish Nagar, was alone in her house on Thursday. Around 7.15 pm, Ujwala heard a knock on the main door and thinking her husband had returned home, she opened the door. The moment she opened the door, an unidentified ruffian threw chili powder on her eyes and snatched her ‘mangalsutra’ worth Rs 5000 and fled the spot but not before locking the door from outside. In her complaint to Sonegaon police, Ujwala described the unidentified robber in the age group of 25-30 years, short in height, wearing black shirt and trouser, a black helmet in hands.

Sonegaon PSI Ahmed has booked the accused goon under Sections 452, 392, 342 of IPC and searching for him.

Nagpur:
In yet another incident of bogus cops looting gullible citizens, particularly the elder persons, a woman was relieved of her gold booty worth Rs 1 lakh by three criminals. The Chhaoni incident took place on Thursday morning. Cops have mounted a hunt to nab the offenders.

The victim, Shobha Purshottam Gandhi (60), resident of Starkey Towan, Chhaoni, was returning home walking around 7.30 am on Thursday. Midway, near Durga Mandir in the same area, the three unidentified accused anti-socials, accosted Shobha and told her that they are “police.” Scaring” her with looting incidents, the three bogus cops asked Shobha to take out the gold ornaments she was wearing and keep them in a paper packet. While Shobha was keeping the gold stuff in a paper packet, the three goons, on the pretext of helping her, took the ornaments and pocketed themselves by diverting her attention. Moreover, they handed over another paper packet containing trash and vanished from the scene. When Shobha returned home and opened the packet, she was shocked to find trash instead of gold jewellery. The three fake cops tricked and robbed Shobha of gold booty worth Rs 1 lakh.

Sadar PSI Sonde has booked the three bogus cops under Sections 170, 419, 420, 34 of IPC and launched a hunt to nab them.

NMC
Nagpur:
Displaying its poor financial condition publicly as well as managing the scarce resources dismally, the Nagpur Municipal Corporation (NMC) has not paid salaries to hundreds of its employees since the past 45 days. On the other hand, the Standing Committee of the civic body has “shamelessly” approved a proposal to hand over works worth lakhs to a Project Management Consultant (PMC) without blinking an eye.

The NMC is facing the money crunch the day Octroi was abolished. From that day and till to date, the employees never received their pay packets on time except a few bigwig officials from inside as well as outside. But still no voice is being raised by ruling as well as opposition parties, babus and unions, too, and shirking their responsibilities to streamline the revenue generating resources.

On the other hand, the NMC engineers, to escape the responsibilities, are handing every work to PMCs at the expense of the civic body.
