The unscrupulous consumers indulging power thefts are causing a number of ‘breakdowns’ in the DF area which in turn affected supply in several localities catered to by SNDL. The power outages also triggered unrest among people leading to unwanted situations. Even the SNDL teams acted swiftly to repair the breakdowns, it took hours of efforts to restore the normal supply. Taking the frequent power outages seriously, the SNDL teams found that that it is rampant theft especially through hooking of service wires which has not only caused substantial rise in losses and impacted public exchequer negatively, but also has been the major reason for unexpected load on entire network thus causing infrequent yet severe breakdowns. With the disturbing findings, the SNDL promptly initiated massive drive against people indulging in power thefts and decided to crackdown on such unscrupulous consumers. The drive in the past one week yielded results with more than 50 hooks being removed every day.

Certain pockets of Nagpur where incidents of power thefts were reported include Sweeper Colony, Hasanbagh, Binaki, Wathoda Ghat, Tajbagh, Kamgar Nagar, Sanjeevni Quarters, and Bhim Chowk to name just a few. The per capita consumption here may apparently be low as compared to other up-market areas, but the vast spread and large residential base in these colonies adds up to a considerably high amount of loss units. In backdrop of weak socio-economic status, the residents here resort to illegal means of receiving power supply such as hooking on the service wire or tampering / bypassing the meter. This trend has now set in over the years and has become a malpractice where even the defaulters are unaware about the damage caused to government coffers and the hazard to lives as well.

The phenomenon of power thefts goes up especially during summers when the requirement of cooling units is higher. All of this results in continuous unaccounted load on entire network starting from nearest pole up to the sub-station and ultimately causing power failure. Over and above, the increasing losses across the state have further added woes to lives of sincere consumers as indirectly they bear the impact of these losses in the form of tariff hike by governing bodies. Many previous efforts by the government and distribution companies to educate the users of these areas to use only legitimate power supply has yielded minimal results due to lenient laws.

While the paying consumers term these power failures as ‘load shedding’, the SNDL has asserted that there is no ‘load shedding’ in DF area. It is rather the impact of this ‘hidden or unknown’ load caused by power thefts which is plaguing the supply where even an upgraded infrastructure reaches optimum level and then ‘breaks down’ due to overload. This scenario has also caused huge loss of manpower, which could have been utilized for betterment of infrastructure rather than restoration.

The current drive has saw more than 10 teams of SNDL across various zones patrolling during odd hours to curb hooking and other modes of power thefts. It is pertinent to mention that the DF area is currently reeling under losses of more than 29.4 MU (million units) per month which in financial terms means losses of more than Rs 22.1 crore a month. Reinforcing its commitment of reducing losses, SNDL termed power-thefts as a menace of anti-social elements. Subsequently, the power thefts cause outages and sparks unrest in society where the sincere consumers feel cheated if strict action is not initiated against the defaulters.

On the other hand, SNDL has also expressed deep concern over growing number of accidents and personal losses caused to people engaged in power thefts. One such recent incident happened with one Manoj Deshbhratar, a resident of Bhim Chowk (Awasthi Nagar), where his own daughter (Manasvi, aged 7) suffered a massive shock from the hooked wire. Many such incidents in recent past have prompted the franchisee to appeal the citizens to refrain from power thefts and ensure safety of their loved ones. SNDL has further appealed to alert citizens to inform of such cases of theft on its toll-free number 1800-313-9600 and make Nagpur a ‘power theft-free’ city.

The State has planned to plant over two crore saplings to increase green cover in Maharashtra.

Maharashtra Minister for Forests and Environment Sudhir Mungantiwar on Wednesday met Prime Minister Narendra Modi in Delhi and invited him to attend the Maharashtra Government’s programme organized to mark Agriculture Day and Van Mahotsav on July 1, 2016. The State has planned to plant over two crore saplings to increase green cover in Maharashtra.

The Prime Minister appreciated the venture and likened the tree planting to godly work. “Planting of trees is Godly work. The warkaris participating in Pandharpur Yatra every year should be distributed a sapling in the form of Prasad. Similarly, the Mahila Bachat Gats should be assigned the responsibility of planting tree at vacant places along tracks of local trains in Mumbai,” suggested Modi to Mungantiwar during their meeting.

Mungantiwar, after meeting Modi, “Only 20 per cent land in Maharashtra is covered by forests, which is leading to adverse impact on environment. The government aims at changing the situation for better future by planting over 2 crore saplings on July 1 throughout the state with the help of various departments, district administrations, NGOs, industries and Railways.”

“The survival rate of plants is around 75 per cent, but we shall see that it would go up to 85 per cent with the use of modern technology. I am confident that Maharashtra would be elevated to number one position with maximum forest cover in the country in next five years,” he added.

Mungantiwar said Maharashtra accounts for 10 per cent of the rail network in the country and the Railways is set to plant 50 lakh saplings, though not as part of the two crore saplings plan.

Mungantiwar had convened a meeting on this subject recently and made this announcement there. The Minister told officials that planning was important to make the project successful. It was important to choose the right species of saplings for the right areas and a concrete plan should be ready to ensure that they survive.

The minister further said that the project should not be restricted to the government machinery. The forest department should seek the help of educational institutions, non-government organizations (NGOs), industrialists, artists, public representatives, students etc.

The minister said public representatives should promote the concept of ‘selfie with tree’ to make the project popular among citizens. More such innovative concepts were needed for success of the project, he said, adding that competitions should be held at district level for encouraging citizens to participate in plantation work. The government would also use religious discourses to explain the importance of trees to citizens. Increasing the forest cover will help in conserving wild animals and biodiversity, he said.

In a sort of jolt to Shiv Sena in city, former Corporator and District President of the party Shekhar Sawarbandhe has formed a new outfit named Yuvak Sena. Interestingly, the yuva activists who were major part of Shiv Sena have joined the new outfit of Sawarbandhe. This aspect could pose a problem for Shiv Sena in the backdrop of NMC polls next year.

Sawarbandhe announced the formation of Yuvak Sena at a workers’ melava in a packed NUWJ hall. Present on the occasion were former Shiv Sena office-bearer Ramesh Bakshi and former party Corporator Ganesh Doifode. Addressing the workers, Sawarbandhe said, “Not only Shiv Sena but workers and leaders from other parties were in contact with him. The newly formed outfit not being a political one the doors are open to all. The new organization is not formed to checkmate Shiv Sena,” Sawarbandhe cleared.

It may be recalled that Sawarbandhe had left Shiv Sena after being denied ticket of Assembly election from South Nagpur constituency. He had even revolted against the official candidate of Shiv Sena. To top it all, Sawarbandhe had bagged more votes than the official candidate. But after losing the election he was not active in politics. And now, after forming the Yuvak Sena, Sawarbandhe has hinted active role in next NMC polls.

Nagpur: In a major action, the Anti-Corruption Bureau (ACB) on Wednesday (June 15) netted a Crime Branch Police Inspector Umesh Sopan Machinder for demanding and accepting bribe of Rs 50,000 from a complainant who is facing a slew of offences under various sections of IPC. The accused Police Inspector threatened the complainant of slapping more offences against him and also get cancelled his anticipatory bail granted by High Court. With this threat, the accused PI demanded bribe to spare the complainant of further action.

According to details, the complainant had on 8.6.2016 approached the Anti-Corruption Bureau Nagpur and filed a complaint against the Crime Branch Police Inspector Umesh Sopan Machinder (45). The complainant told ACB that an offence (42/2016) has been registered against him under Sections 420, 403, 406, 468, 471, 120(B) of IPC. Subsequently, he had filed a petition in District and Sessions Court for anticipatory bail. But since it was rejected, the complainant filed an appeal in Nagpur Bench of Bombay High Court through petition number 164/2016 ABA for granting of anticipatory bail to him. The High Court on 6.5.2016 granted conditional anticipatory bail to complainant with the directive that he would remain present before the Investigating Officer for two days of the week – Tuesday and Thursday – for investigation purpose.

Following the High Court directive, the complainant attended the Crime Branch office for investigation purpose. In the meanwhile, the accused Police Inspector Umesh Sopan Machinder started threatening the complainant of registering more offences against him and also get cancelled his anticipatory bail granted by the High Court. With these scary words, the accused Police Inspector demanded bribe of Rs 5 lakh from the complainant. Out of this amount, Rs 1.50 lakh was paid to the accused before approaching the ACB. For the remaining amount of bribe the complainant approached the ACB and filed a complaint against the accused Police Inspector.

Acting on the complaint, the ACB sleuths laid a trap at Crime Branch office and nabbed the Police Inspector Umesh Sopan Machinder while demanding and accepting the bribe of Rs 50,000 on Wednesday (June 15).

According to sources, the ACB sleuths could not recover the bribe amount of Rs 50,000 from the accused Police Inspector Umesh Sopan Machinder from the spot as the complainant signaled the ACB sleuths very late. The accused PI had left his office for lunch even before the cops could nab him red-handed. However, the marked currency notes handed over to complainant by ACB for trapping the accused had shown the evidence with colour red on hands and pant pocket depicting the accused had accepted the bribe. This aspect was enough for ACB to apprehend the accused Poilce Inspector.

Nagpur: A youngster suffered critical injuries when two groups clashed in front of a beer bar along Bhavani Mata Temple road in Pardi on Wednesday at around 11 pm.

Kalamna police, under whose jurisdiction the crime occurred, rushed to the spot and shifted the injured 25-year-old Vicky Chaudhary to hospital.

The situation remained tense for some time after the clash. Further police action in the case will take place on Thursday. Kalamna police said further information will be released only after further action.

Nagpur: In a classic example of making political cuts through departmental publicity, Maharashtra School Education Minister Vinod Tawde has moved way beyond the normal practice and went to cash the opportunity of reaching out to over 13 lakh households through none other than students’ marksheets!

The aptitude test results of class 10th, which were handed over to successful on Wednesday, had Tawde’s photo on it with a brief introduction of his portfolios and a message wishing the candidates good luck.

Tawde’s mug shot image appears on top of the sheet, while the candidate’s result follows after his message, which also includes the state and Centre’s schemes. Besides school education, Tawde holds higher and technical, medical and cultural portfolio in the BJP-Shiv Sena-led state government.

The Secondary School Certificate (SSC) results were declared on June 6, but the mark sheets were distributed on Wednesday to students at their respective schools. Along with the SSC mark sheets, copies of the results of the first-ever aptitude test were also distributed. While many are already questioning the aptitude test report, schools were more shocked to see the minister politicising the initiative.

The report card, which carries the minister’s message other than his photo, also publicises different initiatives by the central government such as Make in India, Startup India, Skill India. While there has been a strong reaction against this fame-game, schools have refrained from coming on record while reacting to it, fearing consequences.

“I do not understand how to react to it. Should we laugh at it or question it? It is crazy that the minister used this to publicise himself, that too on top of the result,” said the principal of a school in the western suburbs.
Another principal scoffed, “This batch will remember their education minister for their lifetime. It could also be a new trend now.”

Tawde in defense mode

However, Tawde is defiant and doesn’t find anything wrong in the move. “It is my effort to boost students’ morale for a better future and the criticism is rather a political gimmick by the opposition,” Tawde said in statement issued by his office. “The UPA government never thought of any such initiative to help students understand their career interests. We started this innovative initiative and so, the opposition is making an issue out of nothing,” the statement added.

But his reply was far from convincing for school principals. A principal from a Dadar school said, “Today, children took the results. But in a day or two, we will get a reaction from parents. Anybody would react the way we did; we were befuddled. Students and parents are too busy with the admission procedure to even bother looking at these aptitude test results, which don’t provide a clear picture anyway.”

robbery nandwanNagpur: Nandanvan police have cracked the Rs 2 lakh road robbery by arresting three offenders involved in the crime after painstaking efforts. Cops have also detained three juvenile boys for their role in the road robbery.

According to police, the complainant, on June 9, 2016, was carrying cash of over Rs 2 lakh in a black coloured rexin bag for depositing it at Wardhaman Risha Gas Agency in Nandanvan area recently. He was riding a Hero Honda Splendour Motorcycle (MH-31/CF 9944). Midway, two persons, riding a Bajaj Pulsar motorcycle, came from behind and pushed the complainant’s motorcycle forcefully. As a result he lost balance and fell down. Taking advantage of the situation, the two goons attacked him with a weapon, snatched the bag containing the cash and fled away. Cops at that time had registered an offence against unidentified persons and launched an in-depth probe into the looting.

As a first step in the direction solving the crime, Nandanvan police scanned the records of whereabouts of criminals in the past 15-20 days with the help of informants. The efforts bore fruits as on June 9, the cops received a major clue on the role of a suspect. Acting swiftly, cops zeroed in on the accused Sagar Dnyaneshwar Vaidya (22), resident of Vathoda, Saibaba Nagar.

After a sustained questioning, the accused Sagar Vaidya spilled the beans and confessed his and five accomplices’ role in the road robbery. Based on the confession, cops arrested two other accused Suraj Namdeo Bagmare (27) and Rahul Sanjay Kothade (19). The other three accused turned out to be juvenile boys and were detained. With the arrests, cops recovered two motorcycles and Rs 29,000 of the looted cash from their possession.

Further investigation is in progress. The arrests were made by Senior Police Inspector Sunil Mahadik, PI Ganesh Thakre, PSI Mahendra Singh Thakur, condtables Mangesh Jumade, Manoj Ghode, Prashant Pawar, Bajrang Junghare, Rakesh Shirke under the guidance of DCP Zone 4 and ACP Sakkardara.

Nagpur: Imambada police have booked three partners of a land dealing firm on the charges of not only duping a to the tune of over Rs 1 crore but also cheating Metro Region Department of Nagpur Improvement Trust and Office of District Collector by forging documents with bogus seals and signatures.

The accused have been identified as Umakant Vitthalrao Meghe, Narendra Hemant Patil and Harshal Prabhakar Chikhle, all partners in ‘Gharkul In For,’ situated at Plot No. 423, near Krida Chowk, Hanuman Nagar Post Office in Imambada area. The three accused, in a well-planned conspiracy, offered to sell a plot admeasuring 2421 sq ft situated in Nagpur Rural Khasra No. 116, PH No. 36, to Anant Manohar Rahate (40), resident of Munshiwada Galli, near Natraj Talkies, Mahal. After winning trust of Anant, the accused took Rs 3,00,300 as agreement amount. Later, the accused forged documents in the name of NIT with the help of bogus seals and signatures for permission to use the land for residential purpose and also submitted the bogus documents to office of District Collector for approval to use the said land for residential purpose.

Moreover, the three accused partners, sold the said plot and other plots to 52 other purchasers and also prepared registries. The accused, with these fraudulent acts per[etrated between 2009 and 2013, duped Anant Rahate to the tune of Rs 1.3 crore in the land deal.

Imambada PSI Shinde, on the basis of Anant Rahate’s complaint, has booked the three accused partners Umakant Vitthalrao Meghe, Narendra Hemant Patil and Harshal Prabhakar Chikhle under Sections 420, 406, 465, 467, 468, 471, 34 of IPC and launched a probe into the matter.

In a good news to lakhs of devotees of Lord Mahadeo, Nagdwar and other pilgrimage sites around Pachmarhi in Madhya Pradesh are likely to be excluded from Satpura Tiger Reserve. The Union Minister of Environment, Forest and Climate Change (MoEFCC) Prakash Javadekar, on the ‘demand’ of his colleague Surface Transport Minister Nitin Gadkari, has approved the controversial move. While the move will help develop the pilgrimage centres for devotees, it would also increase disturbance in one of the critical tiger habitats of central India.

Around 3 lakh devotees from Nagpur district visit Pachmarhi during two annual fairs every year. Right now the distance is 270 km. It will be reduced to 210 km in case 16 sq km were excluded from Satpura National Park and Tiger Reserve. Bowing to the demand of Gadkari, MoEFCC has reportedly assured exclude the pilgrim centres from national park.

Chairman of Standing Committee of Nagpur Municipal Corporation (NMC) Sudhir Raut on Wednesday said the proposal was to delete 16 sq km area from Satpura National Park and Tiger Reserve. “Gadkari raised the issue with Javadekar after the meeting on Nag river pollution abatement project on Tuesday. Collector of Hoshangabad Sanket Bhonde was also present. Javadekar was convinced with the proposal and asked MP Forest Department to put up a proposal with immediate effect. MoEFCC will delete the area once it receives proposal from MP forest department,” he said.

Nagdwar temple along with Kajri Gram, Swargdwar, Chintamani, Gupt Ganga, Kala Jhad etc are covered in the proposed 16 sqkm area. Raut also said the route to Nagdwar and adjoining pilgrimages sites from Nagpur will be shortened by 60km. Around 3 lakh devotees from Nagpur district visit Pachmarhi during two annual fairs every year. Right now the distance is 270 km. Raut further said the annual fair during the month of ‘Shravan’ can be organized for a period of one month instead of existing one week. “There are restrictions as the area is in tiger reserve. Proper facilities to devotees cannot be provided,” he said.

As predicted by Nagpur Today, rates of tomatoes have climbed up more today touching Rs. 80/ per Kg in retail and will definitely go up more.

Potatoes that were selling at Rs. 20/ yesterday, have gone to Rs. 25/ already.

” When other vegetables, like seasonals and greens get expensive, people turn to eating more potatoes. These days, I sell about 50 – 60Kgs everyday.Rates will definitely go up more, may be upto Rs. 30/ ” says Anil, a popular sabziwalla from Laxmi Nagar. He is wrong – experts opine rates will go to Rs. 40/ easily.

Another commodity that is gaining in popularity all over the city is also gaining in cost – eggs have already become dearer by 30 to 40 paisa per egg. So what was selling at Rs. 4 till recently had climbed to 4.50 and today stands at Rs. 5 per egg.

This information was given by Ganesh Lalwani, a whole sale and retailer of eggs in Nagpur.

“Eggs are typically sold in units of 100. The current whole sale rate is Rs. 410 per 100. There are damages in transport ( by cycle riksha) so the landed cost for us at our shop is Rs. 450/ or 4.50 per egg. We sell at Rs. 5.00. This price will surely go up to Rs. 6 per egg shortly” says Lalwani.

One reason that costs have gone up is scarcity of hens. It’s known that people in general avoid eating eggs, and specially feeding them to children in summers. This is due to a notion that eggs are ‘hot’ in summer and will add to body heat. But they seem to have no such misgivings for hens! Thus, demand for eggs going down, results in more hens being cut for food in summers. It also being holiday season, people ‘party’ more, go in for more hotel outings and more chicken is consumed. So there is a natural shortage of eggs this season. But this year, rising prices of vegetables will add to their demand and naturally traders and merchants will cash in on this.

Nagpur daily gets 20 to 25 truckloads of eggs from Hyderabad. Believe it or not, each truck, specially made to cart eggs, carries approx 4.5 lakh eggs!

“If transport cost is not minimized, eggs could easily go upto Rs. 7 per egg” says Ganesh.

Though Nagpur traders are not aware, the threat of H1N1 has been detected in some places in Karnataka. (H1N1 or swine flu is caused by virus that is carried by birds, like chicken and other animals like pigs). When this virus strikes, the safest course is to ‘cull’ all the chicken on the farm. That is kill them en masse. If this virus spreads to Hyderabad, it could further play havoc for poultry products, like eggs.

Another city that has come up a lot in the poultry business in the last decade is Raipur is Chattisgarh. Nagpur, being a very large market in itself and also being a supplier for rest of Vidarbha is a lucrative selling destination.

Unfortunately, the poultry business has not flourished in Nagpur due to our high summer temperatures and killing cost of power. Poultry farms these days are so mechanized and so power dependent that an average size farm has to have at least 4 generators for back up. A power outage of even 15 minutes can mean loss of huge live stocks.

On the other hand Nagpurians not just consume eggs at home – Saoji anda curry is fast becoming as popular as saoji mutton, and anda bhurji is a very popular ‘chawanu’ – but ‘omlette and bread’ stalls can be found at every square and nukkad.

An ‘extraordinary’ police officer was accorded equally ‘extraordinary’ farewell on his transfer. The remarkable scenario was witnessed in Naxal-infested Gadchiroli District. The District Superintendent of Police Sandeep Patil has been transferred to Satara. The transfer is part of normal administrative process but the farewell accorded to him was phenomenal befitting to his status, image and respect for citizens. The officials and other personnel of Police Department as a mark of their love, respect and gratitude towards the DSP Sandeep Patil, seated him in a flower-decked car and pulled it themselves with the help of a flowery rope.

It is pertinent to recall that the day Sandeep Patil took over as SP of Gadchiroli District, not only Naxal violence got declined but the morale of police personnel touched a high. His respect and love for police personnel won many a heart. According to scribes of the district, they had never seen the amazing farewell accorded to any other high-ranking official.

Tenure of former Nagpur Rural SP Manoj Sharma is also remembered by cross section of people for the good.

On the second day of the catch, Anti-Corruption Bureau (ACB) on Thursday trapped a Junior Clerk in EWS Section of Nagpur Improvement Trust red-handed while accepting bribe of Rs 8000 from a woman belonging to Economically Weaker Section who had applied for mutation of a plot of land in her name.

The complainant woman along with her son resides at Plot No. 44 in Prajapati Nagar. The woman had formally applied Nagpur Improvement Trust office for mutation of the said plot of land in her name under Economically Weaker Section category scheme. When the woman and her son met the Junior Clerk in EWS Section of NIT Rajeshwar Dhanraj Lekurwale, he demanded bribe of Rs 10,000 for sending her the Demand Note. Taken aback by the bribe demand, the woman and her son approached ACB and lodged a complaint.

Acting on the complaint, ACB sleuths laid a trap at NIT office. During the trap action, the accused Junior Clerk Rajeshwar Lekurwale accepted Rs 8000 from the woman as settlement amount. As soon as the accused accepted te\he bribe money, ACB sleuths nabbed him red-handed. An offence under relevant sections of Prevention of Corruption Act was registered against the Junior Clerk of NIT Rajeshwar Lekurwale.

Nagpur doctors cross ethical limits in handling harlequin baby!

 Recently the birth and eventually death of a harlequin baby in Nagpur became the talk of the town! More than that, it turned out to be curious case of examination for doctors! Agreed, doctors have very right to get into the biological facts of this birth anomaly! But at least ethical practice must be followed which was clearly not done in this case. And it is not expected of them to smilingly pose with visibly abnormal babies in front of cameras while the family is going through a tough time and the baby is at the verge of dying.

On Saturday, a 23-year-old woman from Amravati gave birth to the girl at Lata Mangeshkar Medical College and Hospital in Nagpur. The baby girl was born with a severe congenital disorder and near-total missing external body skin. In medical parlance, this condition is called Harlequin Ichthyosis. The baby died after two days of struggle.

What jumps out of this photo of a doctor holding up the ‘Harlequin’ baby is the exhibitionism and insensitivity in parading the baby with a congenital disorder. The smile on the doctors face rubs salt to the injury of insensitivity.

Clearly, the extremely rare nature of the case and the excruciatingly uncommon look of the baby gave way to the doctors looking at this as an interesting medical phenomena which they want publicity for, and not a case of a sick baby at the verge of its death, sending parents into a fit of sadness and helplessness.
Apart from the insensitivity of holding up the baby in front of camera, flashing a smile, the doctor in question has come pretty close to violating ethics of privacy and advertising as prescribed by the Medical Council of India.

Chapter 2 of the Code of Ethics of the Medical Council of India reads,
“Patience, Delicacy and Secrecy: Patience and delicacy should characterize the physician. Confidences concerning individual or domestic life entrusted by patients to a physician and defects in the disposition or character of patients observed during medical attendance should never be revealed unless their revelation is required by the laws of the State.”

There was no requirement by laws of the State for the doctors to splash the medical condition of the baby all over the papers, and even if done while maintaining anonymity of the parents and having taken consent from, it falls on the doctor to take a call and not pose for such insensitive parents.

This comes pretty close to violating the ethics of advertising too. Advertising is strictly prohibited, and, the Code of Ethics says,

“A medical practitioner is however permitted to make a formal announcement in press regarding the following:

On starting practice.
On change of type of practice.
On changing address.
On temporary absence from duty.
On resumption of another practice.
On succeeding to another practice.

Public declaration of charges.”
Public exhibition of the baby amounts to none of the above.

The Code also says,

“Printing of self-photograph, or any such material of publicity in the letter head or on sign board of the consulting room or any such clinical establishment shall be regarded as acts of self-advertisement and unethical conduct on the part of the physician.”

The spirit of the above Code flies in the face of what the doctor has done.

The MCI is in the best position to take a call on whether the doctor really violated its Code of Ethics. Any other action from the government will perhaps be excessive – there is no proof that the insensitive exhibitionism affected the medical treatment of the baby. But it is an opportunity for us to remind ourselves to be careful next time and not get carried away by the media glare.

The One Time Settlement (OTS) scheme floated by Nagpur Municipal Corporation for settlement of pending water dues got off to a start in all the 10 zones of local body. On the first day of the OTS scheme (June 16), a total of 818 defaulters availed the benefit and collectively paid Rs 40,45,126 towards the water bills as settlement in zonal offices and banks. The OTS scheme will conclude on June 30.

Following is the break-up of OTS scheme in 10 zones on first day:

The Ruling Party’s ‘poll-bound, please-all’ One Time Settlement (OTS) scheme for pending water dues takes off from June 16. The scheme will last till June 30, a period the defaulters, over 50000, feel too short a period to take the benefits in full. The local body has decided to give benefit to the water consumers, who are struggling for their pending dues since long. The OTS scheme runs like this: If a person is having pending dues of Rs 100 and he has a penalty of Rs 20 on it. Then the penalty will be waived off from Rs 100 that means the total bill is Rs 80. Then they will reduce it to 50 per cent and the person will have to pay only Rs 40 of pending dues. Water bills of around Rs 109 crore pending on the consumers including Rs 19 crore of interest on dues.

After waive off the interest from the bill, the remaining Rs 90 crore will be reduced to Rs 45 crore only. The local body will give only 15 days time to settle the bills and if any one fail in taking benefit of this golden opportunity, then he/she will have to face music. The residents, slum dwellers, government colonies, government hospitals, and colleges will be benefited in this scheme.

: Taking cue straight out of a Bollywood movie scene, a double murder accused made a daring attempt to escape by clinging on to the lock up door at Jaripatka police station on Thursday. And the reason – his urge to consume liquor! However his bid to break free was eventually foiled.

Sources informed that the accused is habitual drunkard and cannot do without his dose.

Sources also alleged that the accused was a drug addict and needed a dose of the stuff in order to be sane. However, the kind of terror that the accused had induced in the area was such that the people had come together to eliminate him.

The current set of situation has posed some serious questions before the cops.

How are Jaripatka cops planning to manage such offender?
According to sources in Jaripatka Police Station, the offender identified as Prashant Chamke was remanded to PCR in Jaripatka Police Station till June 18, 2016. However, right from the next day of his incarceration, the offender has been behaving in a queer manner. He at times is displaying a mentally retarded man’s behaviour, while at other times he is shouting abuses at the cops and times crying out loud. In all it is becoming difficult to manage this offender. However, sources who know the offender well claim that he is cunning and shrewd man and would do anything to escape punishment. Sources claimed that since he knows that he is going to be penalized under MCOCA and will be lodged in Nagpur Central Prison for a long time. Any action of his may get him sent to Government Mental Hospital where he would be safer and enjoy better facilities than Nagpur Central Jail.

Would cops provide drugs to help an offender?
Some sources claimed that the offender’s erratic behaviour could be result of withdrawal symptoms of drugs and liquor that he was habitual of.  So can the cops provide the drugs that are  required for the offender to remain calm and answer their questions?

According to Former Public Prosecutor P Sathianathan, the procedure dictates that the police officials should take him to Government Mental Hospital and get him examined if he displays any kind of mentally unstable behaviour. Similarly, they should take him to Government Medical College and Hospital and get him medications to deal with withdrawal symptoms.

Many of the principles of treating drug addiction are similar for people within the criminal justice system as for those in the general population. However, many offenders don’t have access to the types of services they need. Treatment that is of poor quality or is not well suited to the needs of offenders may not be effective at reducing drug use and criminal behavior.A similar condition exists even for Alcohol dependence or abuse. The person is often in a state which because of consumption of alcohol, causes disturbance of behaviour, related disease or other consequences, likely to cause the patient, his/her family or society harm now, or in the future, and which may or may not be associated with dependence.

So how are the cops of Jaripatka Police Station going to manage this offender?

Can the present condition of offender lead to another custodial death?
Sources said that the present condition and the behaviour displayed by the offender are such that he may commit suicide leading to another custodial death. How can the cops prevent his suicide? A mentally unstable and homeless person used to come often and sleep in the Lakadganj Police Station premises. One fine day, he was found hanging with a TV cable inside the Police Station.

Dr Sudhir BhaveAccording to leading Psychiatrist and Professor of Psychiatry, NKP Salve Institute of Medical Sciences Dr Sudhir Bhave, these kinds of patients who are alcoholic or drug addicts suffer from delirium. The effect of not getting the daily dosage affects his brain and he suffers from symptoms like restlessness, sleeplessness, irritability, masochistic behaviour, etc. 10-15% people die of withdrawal symptoms. Dr Bhave added the patient needs to be treated immediately.  The chances of the patient attempting suicide cannot be ruled out.

Nagpur: In a tragic event, four youth meet watery grave in Rama Dam where they had gone to spend the birthday of one of the youth on June 16, 2016.

According to sources, five young boys had gone to celebrate the birthday of one of their friends in Rama Dam around 25 kilometers from Nagpur.

The five youth are identified as Dinesh Markham, Aditya Charde, Shubham Charde, Vicky Dawande, Rahul Nagdive.

Except for Dinesh Markham, all the other four youth were drowned in Rama Dam. Sources claimed that the five youth had left Nagpur at around 1 pm to celebrate the birthday of Aditya Charde.

The birthday boy Aditya Charde was the first to enter the water to take bath. However, as soon as he entered the water, he drowned. Shubham Charde (brother of Aditya Charde), Vicky Dawande and Rahul Nagdive dived after him in an attempt to save him. However, all them drowned in the water. Dinesh Markham however, did not enter the water since he did not know swimming.

As soon as Dinesh Markham realized that his friends have drowned, he raised an alarm and informed the police. The cops arrived at the spot immediately and the operation of fishing the drowned youth started.

Till the time of filing the report, the bodies of Aditya Charde and Vicky Dawande were recovered, while the search operation to recover the bodies of Shubham Charde and Rahul Nagdive was yet to be recovered.

All the deceased youth are said to be in the age group of 18-22 years. Dinesh Markham and Rahul Nagdive were said to be students of DNC College, while Shubham Charde and Aditya Charde (Brothers) were said to be students of Renuka College. The parents have not yet been informed

Nagpur: A 36-year old man stayed in the house of woman for six years and raped her frequently on the promise of marrying her. When the woman insisted for marriage the accused flatly refused by calling her caste and deserted her. The accused, Avinash Sharadchandra Khadke, resident of Vyankatesh Mangal Karyalaya, Bhivapur, first befriended the young woman of Nanadnvan area in city. Avinash used to stay in the woman’s house often since the past six years. During this period, the accused Avinash raped her with the promise of marriage. However, when the victimized woman insisted Avinash to tie the nuptial knot, he flatly refused and called her by her caste. Dejected and angered by the acts of Avinash, the woman lodged a complaint with Nandanvan police against him.

API I Kachore has booked the accused Avinash Khadke under Sections 376, 417 of IPC read with Sub-Sections 3(1)(12) of Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989 and launched a probe into the matter.

Nagpur:The gay and lesbian community’s fight for the right appears to be yielding little! During the past one year, as many as 8 members of the community in Nagpur have ended their lives in despair, informs Anand Chandrani, Chairman of Sarathi Trust an organization that works for the Lesbians Gays Bisexuals and Transgender. Talking exclusively to Nagpur Today, Chandrani raises concern over the alarming situation that is forcing community members towards depression and distress.

He said that Sarathi Trust had recently started a 24 hour toll-free call number which any member of the community can call and get counseling. This facility is specifically meant for anyone to call before taking the drastic step.
He said that their Psychiatrist Dr Sudhir Bhave told them that there could be one or many factors working in the minds which provoke them to commit suicide. They are often afflicted by fear psychosis of approaching any organization for fear of getting exposed.
He said that some of the causes include

Lack of Family Support System: The members of Gay Community lack the Family Support System which other youth have. They have some or the other members of their families whom they can approach and get their grievances redressed. However, since the Gay youth are not acceptable by their own families, they do not get the kind of emotional support which youth need in distress. Often these youth hide the fact that they are gay from their family members.

Peer group pressure: The members of the Gay community often from immense peer group pressure. The success, failure and prosperity of some gay members’ causes pressure on other members of gay community. One common feature observed among gay community is jealousy.

Victims of teasing and mockery: The members of gay community continuously face teasing and mockery from friends, neighbours, at schools, college and work places. Often they can’t take the immense pressure of mockery and cow down under pressure.

Lack of self-confidence: The members of Gay community often lack self confidence. Due to lack of self confidence they end up getting into wrong relationships or end up doing something wrong.

The other side!
Besides societal pressure, the gays and lesbians too have their own share of obsession in their relationship. This is also a prime factor behind their extreme moves!

While speaking to Nagpur Today, some of the gays on condition of anonymity said that the causes can be as follows:
Why did my boyfriend not picking my phone call?
My boyfriend is spending enough time with me.
My boyfriend is speaking to other boys/men
My boyfriend is chatting with others while on-line but does not have time for me.
He always compares me with others.

He does not appreciate my real love.

They said that members of the Gay community are very sensitive and with the immense pressures and frayed nerves that they live in, they often end up committing suicide for the smallest reasons.

Should the society wake up to these members who too are part of the society and have a right to live? Can we not provide a safe and secure environment where they can live happily and freely without being judged and named “Queer”? Some members of the Gay society said that even the cops harass them and blackmail them saying that they will inform their family and friends. Many cops are reported to have fleeced as much as Rs 5000 every 10 days.

Nagpur: Two kids, aged 6 and 3, were kidnapped by unidentified person when they were playing in front of their house on Thursday afternoon. Cops have launched a search to trace the boys as well as the abductor. The complainant Hemabai Gokaran Nimje (28), resident of Vijay Nagar, Kalamna, told police that her sons Evan Kumar (6) and Annu (3) were residing with their grandparents in Garibnawaz Nagar, behind Madarsa, since childhood. On Thursday around 2 pm, both the kids were playing in front of their house but went missing. An unidentified person took the boys away. A frantic search to find the kids proved futile forcing Hemabai to lodge a complaint with Yashodhara Nagar police.

PSI Khedekar, following the Supreme Court directives that if any minor boy or girl goes missing, then the case should be treated as that of kidnapping, registered a case under Section 363 of the IPC and mounted a search to trace the two kids.
