Ruling party’s ‘no trust’ plan against NMC chief a ploy to hide failures, alleges Union

Nagpur Today : Nagpur News

Jammu-AnandNagpur News.

As the Nagpur Municipal Corporation starts showing its reluctance over giving a go ahead to series of development works including maintenance and repair of dilapidated city roads owing to its financial crisis, the blame game has started in the civic body parleys. The NMC employees’ union has come down heavily on the ruling BJP for all the mess. The union members have alleged ruling party leaders are playing double game over local body tax, the bone of contention for revenue deficit.

Moreover the union leaders went on to say that the friction between ruling BJP and NMC Commissioner and the threats of No Trust Motion against the top boss was nothing but ploy to cover up its failures. “The office-bearers are misleading the citizens by blaming the NMC Commissioner for all ills and hiding their failures under the cover of a conspiracy. The main reason for the cold war is steep fall in revenue in the current fiscal and the subsequent financial crisis”, alleged one of the union leaders.

The union charged that on one hand, Mayor Anil Sole and other ruling party leaders instigated the traders not to pay LBT and even forced “bandh” while on the other top gun of BJP Nitin Gadkari announced that LBT would be withdrawn if BJP comes to power. This announcement sent a strong message to the traders and they resorted to evading LBT.” The union members charged that these double tactics resulted in sharp decline in NMC’s revenue.

Jammu Anand, President of Nagpur Municipal Corporation Employees’ Union, said, “The Chairman of Standing Committee in his budget for 2013-2014 had expected Rs 540 crore revenue from the LBT but the BJP leaders watered down the expectations by their contradictory actions.

Employees to protest if no trust motion is passed against Commissioner

Anand added, “Another aspect of the cold war is that the NMC Commissioner has implemented the Lad Committee recommendations in recruitment that has left the ruling party red faced. All these factors are forcing the BJP leaders to corner the NMC Commissioner and blame him for all ills the NMC has been facing. And the threat of passing No Trust Motion against the top boss has been nothing short of blackmailing tactics to hide their failures. The NMC employees would come out and openly protest if the No Trust Motion is passed against the Commissioner.”

NMC wakes up to property tax deficit; Eateries at Futala lake served Rs 2.5 cr demand

Nagpur Today : Nagpur News

Lake-Side-GrillNagpur News.

The shortfall in property tax collection has been pinching Nagpur Municipal Corporation really harsh, for quite some years. The tall claims made by NMC officials in pacing up tax collection stood null and void, thanks to the hurdle created at the upper level after second line officers complete their assessment. This has made too difficult for the civic body to rise above its poor financial situation. However, the NMC officials appeared to have woken up to the current storm triggered by the sudden drought in its exchequer. The civic authorities have started eyeing the bigger defaulters and catching them up to cough up the right amount of property tax.

Attempting as the last resort to increase revenue through property taxes, the officials have decided to revise the demands for those taxpayers who have been relishing the benefits of paying petty tax instead of the amount actually incurred on them.

Last month, NMC’s property tax department assessed the outstanding on 28 semi-permanent eating joints constructed opposite Ambazari Lake (Futala Talao). Sources informed that the NMC has prepared to send NIT and the concerned contractor a demand of Rs 2.5 crore as outstanding property tax for 5 years between 2009 and 2014. It was informed that if the tax is not deposited within 30 days of receiving the demand, the 2 percent interest will be levied every month.

In line up to this revision, the seven eateries running on the land of Nagpur University which used to get Rs 15,000 as annual tax demand has now received the whopping tax demand of Rs 10,65,000. Similarly, a dining house located in Civil Lines has been assessed for tax and a demand of Rs 1.25 lakh has been served to them. The last news that came from this dining house was that the owners were trying to get the nagarsewaks and officials in order to reduce the tax through ‘mutual’ adjustments.

Sources informed that a famous commercial building  located in Civil Lines owes Rs 6.28 lakh to NMC in the form of unpaid property tax.

Sources revealed that the said contractor might direct the demand to the shop owners. In that case the contractor will have to present the documents proving that he had rented out the place. Sources said if such a situation arises then the amount of property tax could increase further.

Experts in the department were of the view that if the property tax is revaluated then a certain increase of 25% to 40% can be achieved in property tax. Sources alleged that the ward officers and officials of zonal property tax offices have indulged in unfair means to settle the issues, causing a big hole in NMC exchequer.

All the zone officers have been directed to resolve all disputes related to property tax by January 15.

NMC lags in tax collection from NIT properties

It has been noticed that the NMC has been quite slow in recovering property tax from the establishments run on NIT land.

No tax on NMC buildings?

Moreover, the NMC administration even spares its own building from evaluation of property tax. The officials concerned failed to explain whether NMC buildings are kept out of property tax purview.

Nagpur Today View

Every time the demand notes are sent to the defaulters and also to those whose property tax assessment was never done, a mechanism of ‘mutual setting’ and temporary solution to the crisis is immediately forced into place. The junior officers though make an honest effort in assessing the actual property tax on any business establishment, the blockade appears from the higher authorities who sit on the file of major defaulters. Under such scheme of things the recovery according to the revised demand notes is still under suspicion. It’s high time the higher authorities should rise above the disparity and mutual self and work towards healthy practice in civic body. It is certain that cash-starved NMC will get new lease of life once the property tax is properly recovered as per the assessed value. Instead of playing savior to the defaulters the higher officials should enforce some strict measures to bring in some liquidity in the form of concrete property tax.

Lakadganj police has arrested two members of gay sex racket for allegedly killing Chandrapur man Harshad Hatwar, 32, who was found dead at his room of Madhuban Girnar Lodge at Nehru Putla, Itwari on December 30.

Police told that Hatwar, a resident of SBI Colony in Chandrapur, was gay partner of both murder accused, Alfat Khan Ahmad Khan, 22 and Mohammad Shahbaz Mohammad Shareef, 22, resident of Tajbagh.

Initially, police had registered a case of an accidental death but later showed as a murder case on Sunday evening. The murder offence was added on the basis of postmortem reports that showed strangulation as a reason behind death.

Police said that nothing suspicious was found from Hatwar’s room. Later, on going through the call records of Hatwar, it was learnt that he has frequent communication with Khan, member of Gay racket of Bhopal, Madhya Pradesh.

“Khan was caught in gay racket carried at house no. 46, Central Library last year. Since then, he shifted to Nagpur in October last
year and would stay at deluxe hotels on C A Road,” said police.

Khan would change hotels after every month and would continue his Gay sex racket in city. Been expert in Massage, he later joined a Massage Centre at Telephone Exchange Square where he met with many people and Mohammad Shahbaz was among them.

Shahbaz and Khan, being gay partners, came into contact with Hatwar and made him part of their group. Police said that the trio would jointly run gay sex racket in the city.

Cops informed that Hatwar owned high investments and have huge amounts in his bank accounts. Shahbaz was eyeing on Hatwar’s property and money and thus planned his murder with Khan.

As per the plan, on December 30, Khan and Shahbaz had gone to meet Hatwar in his room. “Both first lured him to have physical
relationship with them. Later, by distracting Hatwar, Shahbaz strangulated him with a laptop’s charger wire while Khan holds his
legs,” said cop. Both fled away with Hatwar’s bank documents and ATM card.

Police Commissioner K K Pathak addressing the Media with his proud team

Nagpur Today: The Police Commissioner K K Pathak organized a press conference at his office to inform about the successful operation in which the police department cracked the double murder case and all the accused have been arrested. It may recalled that a young man named Nitin Narayan Tirode and his friend Nitin Thakur were returning home on their Hero Honda motorbike no MH 31/ BR/ 5164 were attacked by unknown assailants with sharp swords and were killed on the spot near the board of Jai Durga Ma Housing Society, on the Outer Ring Road, at Vihirgaon falling under the Hudkeshwar Police Station on January 4, 2014 at 22:30 hrs.

Understanding the sensitivity of the crime and the impact this double murder will have on the denizens of the city, the Nagpur Commissioner of Police directed all the police stations to activate their informants. This move helped in solving this crime. The activation of the informants of Hudkeshwar and Kalamna Police Station yielded its desired effect and the police officers got information that one of the guys they know had a small beard below the lower lip called Sanju used to be involved in many waylaying cases.

The cops came to know that Sanju was admitted in the Government Medical College & Hospital and that he is in a critical condition. The informants also informed that he had a friend who used to be his accomplice in waylaying people. His name was Gulu. This information gave a direction to the investigating officers of the Kalamna Police Station and from 8:30 pm to 12:30 am (in the night), the cops arrested the accused one after the other and solved the case.

The names of the accused are 1. Sanjay @ Sanju Pardhi aged 24 yrs and a resident of Shyamnagar, Kalamna (presently in critical condition in GMCH), 2. Vilas @ Golu Jagatmal Barade aged 22 yrs and a resident of Shyamnagar, Pardi, 3. Lankesh @ Lucky Rajendra Jugnake aged 25 yrs and a resident of house near Chamat School, Pardi, 4. Ashish Ghanshyam Tale, aged 22 yrs and a resident of Bhavani Nagar, Punapur Road, Nagpur, 5. Kunal @ Golu Indal Meshram aged 20 yrs and a resident of Plot No 10, Shivnagar, Nagpur, 6. Sustained interrogation revealed the entire modus-operandi. The cops said that in all their years of service as policemen, this murder seems to have been the most cruel one. They said that during interrogation, they learnt that Sanjay was such a cold blooded and cruel person that even after looting the person or victim, he will deliberately attack him with the knife or sword. In the double murder case, he used a serrated knife which had serration on one side, while the other side was very sharp. He had plunged the sword into both the victims and had practically gouged out their intestines.

What happened was these five accused were on three motorcycles. Sanjay Pardi @ Sanju and another accused were riding on one of the motorcycles. They first way laid the first person on the same road a few meters away and after attacking him, they escaped from there and then they waylaid the two persons, killed them and were on their way back to the city. When the first person lodged a complaint with the Hudkeshwar Police Station, he related how one of the accused had pleaded with another accused calling him Sanju and said “Sanju mat mar” (Don’t kill), He said that other accused who was asking Sanju not to kill had a small beard like growth under his lower lips.

After killing these two innocent victims they were escaping at a great speed. Since Sanjay was drunk, he lost control of his vehicle and fell down. He suffered serious injuries to his head (the frontal portion of his skull had broken and had gone inside). Sources in the police department said that the doctors who were attending to Sanjay opined that he is critical and would die at any moment. The remaining accused just deserted him and escaped from the scene.

The informants had told the cops that Sanju is one of those who are involved in such cases in the past too. The cops realized that Sanjay is in the GMCH and in a critical condition. The informant then told the cops that he had a close accomplice called Golu. They also informed his present location. When the cops arrested him, and put him through sustained interrogation, he spilled the beans and informed the cops of all the accused who were involved in the double murder. The Commissioner of Police K K Pathak was very pleased by the DB (Detective Branch) Squad of Kalamna Police Station and announced immediately after the Press Conference that the entire squad be given a reward of Rs 5000:00.

During the press conference, he assured the media that the percent of penalization of criminals have gone up to 22%. He claimed that they have the most number of MPDA cases registered (7cases) and many MCOCA cases to ensure gang free city.

He however agreed that in the crime rate, the city is ranked 2-3 place in the state. He said that the police department is doing everything to ensure that the city remains crime free, however there are some crimes (domestic violence) where the police cannot do anything to prevent them. He said that they are planning to strengthen the beat system and to increase the staff in each beat. While answering about the increase in chain snatching cases, he said that they are trying to increase the commandos on motorbike to increase their patrolling to ensure that such cases do not occur.

He invited all suggestions to ensure proper traffic control and other measures to maintain law and order in the city. He also said that he will increase citizen participation in crime control operations.

Officers in a fix over arranging 100 rooms for Fauzia Khan; No accommodation left

Nagpur Today : Nagpur News

Fauzia-KhanNagpur news.

As the city is gearing up for a five-day national agriculture exhibition scheduled to start from February 9, the dearth of accommodation has landed the civic body in a fix. Even as the concerned officers are finding it tough to arrange for the accommodation of more than 50,000 farmers expected to take part in the exhibition, the latest demand for allotment 100 rooms came from minister of state and NCP leader Fauzia Khan. This had added to the dilemma of civic authorities as they have already assigned all for the exhibition which is touted as the dream proposition of Union Agriculture Minister Sharad Pawar. Fauzia Khan had asked for 100 rooms to accommodate the guests coming for her son’s marriage clashing with the expo date i.e. on February 9.

Fauzia holds the charge of public relation, cultural, women empowerment and children development, health and school education .department in Maharashtra government. Her son’s marriage ceremony has been scheduled on February 9. Though the bride is from the Nagpur, the groom and his guests will leave from Parbhani and will require accommodation. She has applied for 100 rooms to accommodate the guests.

On the other hand, the agriculture exhibition is the aspiring project of Pawar. The international-level exhibition will start on February 9 and will conclude on February 13 and the district administration has geared up to make best arrangements for the event. It may be mentioned that after 1959, it will the first time that the Second Capital will organize such an exhibition on massive scale.

As per the reports, it is expected that more than 50,000 farmers, officers and visitors will attend the exhibition. And arrangements for their accommodation have been planned in Ravi Bhavan, guest houses of state and central ministers, MLA hostel, prominent hotels, and 125 halls. And booking of these places have been made from February 8. Discussions are on to book more halls in and around Nagpur to accommodate more farmers for the exhibition.

The clash of two events has increased the problems of city administration. If Agricultural Minister’s project is important, than Fauzia Khan’s programme is important to her and the administration cannot afford to displease any of these two. But arrangement for both the demands would not be possible either. It will be interesting to see how the administration manages both the events without displeasing any of the leader.

It is noteworthy that Sharad Pawar had lamented former State President Bhaskar Jadhav for spluring on his son’s marriage ceremony and as a result, he had to lose his post. Now, it will be interesting to see how Pawar reacts to his own party state minister over the same behaviour.

Nagpur News.

Guess what could be the most exciting thing for the gadget geeks in 2014? What if your heavy files and even favorite movies could be downloaded in just 2 minutes the time in which you cook your maggi. Though unbelievable it may sound but it’s going to be true very soon. The citizens, specially the young and the going guys of Nagpur would experience the internet speed they have ever imagined of.

This one appears to be the mother of all internet networks in terms of speed. After much hyped 3G, here comes 4G network with an additional offer from Mukesh Ambani led Reliance Jio Infocomm Limited (RJIL). The company plans to provide a super high speed of 49 megabit per second downlink and 8-9 mbps uplink speed through its pan-India 4G network, which is 10- 12 times faster than 3G. An RJIL official told that at a speed of 49 mbps, a subscriber can download a full- length movie of 600 megabytes in about 2 minutes. The average top speed of 3G network is 4 mbps.

“We are practically achieving a speed of 49 megabit per second downlink, and uplink is between 8- 9 mbps. Theoretically, the present set- up that we have can achieve speed of 112 mbps downlink,” the official said. Apart from phones, the high- speed Internet connection will also be linked to household TV sets.

RJIL will provide outdoor customer premise equipment (CPE), which will be connected to its mobile tower. RJIL will also enable homes that do not get strong signals to connect with its optical fibre network.

“There will be wires which will run through houses of subscribers from this CPE that can be connected to various devices and create a local wi- fi network for people to access broadband. There will be a set- top- box that we will facilitate both broadband and television services,” the official added.

Gearing up to foray into TV services market, RJIL has loaded 150 channels that it will provide across all devices ranging from mobile phones to TV sets using the 4G network.

The cable TV market had more than 9.6 crore subscribers till the end of December 2012 followed by DTH services with over 5.45 crore.

RJIL recently tied- up with Sunil Bharti Mittal’s Bharti Airtel to share the latter’s telecom infrastructure such as optic fibre network, submarine cable networks, towers and Internet broadband services. Last April, RJIL inked a deal to use the optic fibre network of Mukesh’s younger brother Anil to roll out its 4G services.

The Central Board of Secondary Education (CBSE), in a slew of student-oriented decisions, has been presenting New Year gifts in a big way with the sole aim of making students’ future career glorious. The significant decisions on Student Lokpal, sports, first ever financial literacy test, proficiency test, extra time for examinations, value-added education classes are some of the measures to name a few. Now, the CBSE has come up with another crucial aspect that will certainly boost prospects of its students in an excellent way.

The CBSE will provide the students appearing for Class X and Class XII Board exams in 2014 and for those in the sessions to be followed with formulas loaded in the question papers. The CBSE has come up with an amendment in their question paper pattern. This question paper reform has been taken in order to prevent rote learning and rather to make the question paper more application-based.

An open-text based assessment has already been introduced from 2013-14 for classes IX and XI as a part of CBSE question paper reforms. Now, this is to be extended forward to Class X and Class XII from 2014-15.

Subject Committees comprising of 2-3 persons have been set up by CBSE, to prepare the innovative question papers where important formulae will be included. The question papers will mostly be application-based and will not ask students to show formula derivations. “Instead the formulas, themselves, will be given on the question paper and all that the students must do is, identify the right one to solve the problem”, a senior CBSE official said. For students of Science and Commerce stream too, the formulas will be provided on the question paper to make it easier for them to attempt the numericals.

CBSE expects the Committees to submit their suggestion by February 2014 in order to implement changes for the new academic session of 2014-15 for Class XI, and 2015-16 for Class XII.

Already, Continuous and Comprehensive Evaluation System has been implemented for Secondary level classes to make the teaching more application-based. But, the CCE system is currently restricted to Class X. “The Board is planning these reforms to discourage students from rote learning so that they develop more time to applications-based study at senior secondary levels”, a top CBSE functionary, said.

When Nagpur Today contacted Neha Sharma, Deputy Director of Examination, CBSE, “It is a proposal of CBSE. The proposal will go through various processes as there are many stakeholders involved in the decision. But it is expected to be implemented very soon,” Neha Sharma said.

“Around 4700 sanitation workers have been serving the NMC since past 25-30 years on temporary basis and are working 26 days in a month. It clearly proves they are supposed to be regular employees in accordance with rules and regulations. The Administration dumped all Government circulars, proposals and thus paying Rs 164 as minimum daily wage as against Rs 320 according to rules.”

The Bahujan Samaj Party (BSP) Nagpur Unit blasted the Nagpur Municipal Corporation (NMC) Administration and office-bearers as well for “deliberate” violation of directives, guidelines, rules and regulations governing the “Aiwajdars” (Sanitation workers). “The NMC Administration has been exploiting the Aiwajdars and making them targets of whims and fancies since past years together,” the BSP leaders lamented.

The BSP leaders further said, “Around 4700 sanitation workers have been serving the NMC since past 25-30 years on temporary basis and are working 26 days in a month. It clearly proves they are supposed to be regular employees in accordance with rules and regulations. Moreover, other types of official works, according to respective education, are being performed by the sanitation workers but without any Government service benefit. The Aiwajdars carry out sanitation work of 900 running metres instead of 750 running metres according to rules. They are not made regular workers despite sanctioning of new posts,” the leaders said.

The leaders further stated, “The NMC Administration, in a height of exploitation of sanitation workers, dumped the Public Works Department (PWD) circular of 2009 stipulating the daily wages of labours/rejas (women labours) as Rs 220 and implemented the General Circular of Urban Development Ministry of December 31, 2008 by paying Rs 164 as minimum daily wages that too misinterpreting the Circular. Neither the sanitation workers were informed of the change in daily wages by the NMC Administration nor there was any Overnment order in this regard. The General Body Meeting of NMC, it its meeting on 12.04.2010 unanimously passed a proposal on paying Rs 220 as daily wage in accordance with  the PWD Circular. However, the NMC Administration neglected the proposal. The General Body Meeting, on 03-03-2011, again passed the proposal and directed the NMC Administration to implention the proposal within 45 days. The Maharashtra Government also conveyed the NMC to take the decision in this connection at its level. The NMC Commissioner, through Health Officer, informed the Government and Lokayukta that the daily wages of Rs 220 are being given to sanitation workers with effect from 01-01-2012. But it was never implemented. Thereafter the many General Body Meetings and the Government Circulars passed the proposals for paying Rs 320 as daily wage for sanitation workers. But still the NMC Administration failed to implement the proposal and thus making mockery of General Body Meetings and the Maharashtra Government,” the BSP leaders said.

“The NMC Administration has been systematically exploiting the sanitation workers and playing dirty games with them. The criminal neglect also points out a big scam in the wages of sanitation workers. Therefore, the Bahujan Samaj Party demands fulfillment of following demands immediately,” the leaders said in a letter to NMC.

1) Regularization of sanitation workers.

2) Fixing of daily wages in accordance with PWD Circular.

3) Filing of criminal offences against officials who are resorting to exploitation of Aiwajdars.

4) Ending of contract system.

The leaders who signed the letter include BSP Nagpur District President Vishwas Raut, Vice-President Avinash Badge, In Charge Milind Bansod, In Charge Jitendra Mhaiskar, General Secretary Naresh Wasnik, Executive Secretary Anand Somkuwar, BSP Group Leader in NMC Murlidhar Meshram, Chairman of Aasinagar Zone Gautam Patil, and Corporator Kishore Gajbhiye.

Nagpur News.

As the Centre is giving a serious thought to accord minority status to the Jain community countrywide, the community members in Nagpur appeared optimistic towards the decision getting notified soon. Jain community forms 2 percent of country’s total population. While Jain community is still considered as Hindu members, this has kept the community away from various government benefits provided to the minority community which presently includes Muslims, Sikhs, Buddhists, Christians and Parsis.

Demands have been pouring in from various states to grant minority status to Jain community. Recently, Pulak Janchetna Manch from Nagpur had also written to the union government in this regard. Jain community in Punjab had also appealed to the Centre to give them minority status, so that members of the community can avail of scholarships and funds under the Prime Minister’s 15-point programme for minorities.

Talking to Nagpur Today, Sunil Chopda, President of Jain Parishad (West Nagpur) and also the president of an NGO Ekta Seva Parishad, said if such a move to accord minority status to Jain community takes place then it will be the most beneficial thing for the community who would be more able to serve the community and its people. “It is not that we are weak and require minority status for our upliftment but it is to enable us to work for the betterment of the society in general. The prime concern is the education of our children. They will be benefitted with the privilege in education. In future if any of our children would wish to contest elections and is active in politics and non-corrupt, and if the area is reserved for minority, then this will help him sail through his noble intentions. This will certainly help the community leaders to bring a desirable change in the system.”

Chopda added, “Jain community’s main agenda is ‘jeev raksha’ (protection of creatures) and this feat can be achieved through non-violence. This move will also help our children to represent the polity and spread the message of love, peace and non-violence.”  Chopda also extended his hearty thanks to Nagpur Today for taking up the issue with various community members.

Richa Jain, National Organisation Secretary of Pulak Janchetna Manch said, “We had earlier given application to the central government to provide us minority status as being clubbed with Hindu religion we are not getting any benefit provided by the government. It’s heartening to know that the government is contemplating the move to grant minority status to Jain community. Actually we should have this provision at the earliest as you see there is no post reserved for minister from Jain community in Union cabinet. Secondly, once notified, we will be privileged to enjoy the minority benefits like admission in good schools and colleges and also availing job opportunities on local level.”

Richa Jain said though some states have extended minority benefits to Jain community, the community could not be benefitted fully unless it is centralized. “As we belong to Digambar Jain Mahasamiti, we would also be able to put up the issues related to Jain community once the minority status is accorded,” she told Nagpur Today.

Aditya Sancheti, young community member and Director of Sancheti Builders and Developers cheered the move saying that it’s really a good thing to see Jain community accorded the status it rightly deserves. “I think it’s always about quality and not the quantity, The values that Lord Mahaveera has left for us  is not only beneficial for Jainism but for the remaining society as well. Like any other Jain I too believe in Jeeo aur Jeene Do and Ahimsa Parmodharam (Live & Let Live and Non-Violence is ultimate religion)”

Vijay Kumar Patni, partner in Arun Automobiles commented, “Once the community is given minority status our achievements would also be noticed. Jain community would get lot more opportunities in the future and also the benefits that were kept away from the community members all this while. So it’s very beneficial for the Jain community. Hence I support this move”
