Nagpur: Citizens can now update their Aadhaar card details and get Government documents required for availing benefit of various schemes through Nagpur Municipal Corporation (NMC) from May 3 onwards.

The civic body has chalked out a programme to extend the services of Government through its Zonal Headquarters on every Wednesday and Thursday. Huge crowds are witnessed at Setu centers and Revenue offices. Recently the Government issued guidelines that all the registration of Aadhaar done 10- years back needs updating due to which long queues are forming at enrolment centres. The facility is falling short to cope up with the demand and hence NMC, acting on directive from the State Government, decided to reach out to citizens.

Similarly at the camps, the civic body will also disseminate information about State Government schemes among citizens. The programme titled ‘Jatra Shaskiya Yojananchi’ is going to be held till June 15.

Apart from NMC run schools, the programme would also be held in private schools. Details of benefit schemes relating to Social Welfare, Health Department, and others would be shared with citizens. Also, the people would also get required certificates that are necessary for pursuing various higher educational courses. Additional Municipal Commissioner Ram Joshi has appealed citizens to take benefit of the camp.

Nagpur: The Food and Drugs Administration (FDA) took action against 334 pharmacies in Nagpur district for violating guidelines pertaining to the sale of prescribed drugs and medical instruments, according to a local English daily.

The report said that the FDA found various irregularities, including pharmacies operating without licenses, non-renewal of licenses, shifting shops and godowns without permission, and not sharing crucial information with the concerned authorities. In addition, some of the chemists were found to be engaged in the sale of medical devices without the necessary licenses.

The FDA also found that some pharmacies were selling drugs in the absence of a registered pharmacist, storing expired products, and selling physician samples to consumers. Banned drug contents were also found to be stored at some pharmacies. The government has issued directions from time to time regarding the ban on the sale of medicines or combinations that have been determined harmful to humans. When such contents are found during the examination of pharmacies, action is bound to follow.

During the search conducted for the period from April 2002 to March 2023, the FDA issued 159 show cause notices, suspended 160 licenses, and cancelled 15 licenses. The material seized by the FDA is collectively valued at Rs 72.79 lakh. In the previous year for the period from April 2001 to March 2022, the FDA had issued 136 show cause notices, suspended 104 licenses, and cancelled 16 licenses. The material seized by the FDA during this period was collectively valued at Rs 48.77 lakh.

The Drug Inspectors posted at the Nagpur office undertake, on average, six to seven surprise checks every month. The officials also act on complaints received online on its website and pursue written complaints received at its office. The FDA officials have requested all citizens to mandatorily take bills for any drug purchased from pharmacies to ensure that the patients or their relatives have a window to act against any wrongdoing on the part of the pharmacy.

The FDA’s actions are not meant to harass or create hurdles in business, but to ensure that those tasked with selling life-saving drugs are acting in accordance with the framed laws. The senior official at FDA Nagpur division has stated that the FDA is duty-bound to ensure that pharmacies comply with the law.

Nagpur: Maharashtra’s Deputy Chief Minister and State Home Minister, Devendra Fadnavis, praised the efforts of the C-60 commandos in the Naxal-affected Gadchiroli district. He stated that encounters in this district are far fiercer and more real than anywhere else due to the difficult terrain and the least expectation of reinforcements.

“While Mumbai encounters are not unreal, the challenging terrain in which the C-60 has to fight makes these encounters much more challenging,” Fadnavis asserted during a speech at Gadchiroli on Monday.

Fadnavis extolled the police’s efforts, especially the C-60 commandos, during his two-day tour of the tribal district. Operations in this region can continue for two to three days amid heavy exchange of fire from either side. In such fierce circumstances, Fadnavis commended the efforts of the police as true reflections of valour and courage.

During his tour, Fadnavis visited the Damrancha and Gyarapatti posts, where he lauded the C-60 commandos for implementing the district police’s ‘dadalora khidki’ or one-window assistance system in remote places. He also handed over monetary benefits (Rs 8 lakh) to the family of Maoist victim Sainath Narote and praised the C-60 commandos and their officers for neutralizing the assailants of the tribal student.

Fadnavis believes that the success of the C-60 commandos cannot come only through policing. He said that the commandos had developed communication with the tribals, acted as the ‘first responders’ to their needs, and managed to win their trust and faith. By cutting them off from Maoist influence and winning them over to their side, the commandos have been successful in their mission.

Reiterating the Maharashtra government’s commitment to holistic development in Gadchiroli district, Fadnavis said, “We want Gadchiroli district to become economically prosperous and self-reliant.” With huge potential and resources, Gadchiroli will soon emerge as the leading district both in terms of industrial growth and agriculture sector, he said.

Referring to the challenges in the district posed by heightened Maoist activities, Fadnavis added, “The police force is doing an excellent job. They are committed and courageous. The purpose of my tour to Gadchiroli is to assess the situation personally and also engage the locals to ascertain their problems and aspirations.”

Nagpur: Tuesday, May 2 witnessed the Nagpur Police Commissioner Amitesh Kumar overseeing the transfer of 1,109 police personnel in accordance with their preferences and the vacancies available at different units. The transfer process, which involved brief interviews with eligible candidates, took approximately three hours to complete.

This is not the first time that Commissioner Kumar has initiated such a transfer process. In 2022, he posted 837 cops in a similar fashion, also concluding the process in just three hours. This trend is new to the city of Nagpur, where transfer orders are usually issued without consulting the eligible candidates.

Of the 1,109 officers transferred, 125 were Assistant Sub-Inspectors, 319 were Head Constables, 274 were Naik Police Constables, and 325 were constables. The transfer exercise aimed to fill vacancies and optimize the distribution of police resources throughout the city.

In addition to the transfers, Commissioner Kumar also ordered the Police Station Control Room to collect data on officers who are absent or on prolonged sick leave. He has planned strict action against officers who are not reporting to duty without a valid reason.

Furthermore, in response to complaints against Senior Inspector Rajkamal Waghmare, Commissioner Kumar has shunted him to the Special Branch and replaced him with Prashant Mane. The move comes as part of Commissioner Kumar’s efforts to address issues of inefficiency and poor performance within the Nagpur Police Department.

As of now, the nasal vaccine has been made available only at Prabhakarrao Datke Memorial Mahal Diagnostic Centre of the Nagpur Municipal Corporation (NMC).

NMC’s Medical Officer (Infectious Diseases) Dr Gowardhan Navkhare said the civic body has decided to protect the 60+ citizens on a priority basis with this vaccine. “This is because majority of deaths that happened due to Covid in the present surge are in the above 60 years of age group,” he said.

Divisional health authorities said the number doses of the nasal vaccine are limited. This means, only 250 doses of the nasal vaccine are available initially. However, authorities are confident about getting fresh stock this week.

Nagpur: In a case of loan fraud, the Enforcement Department (ED) has provisionally attached 12 properties of Varron Group of Industries at Nagpur, Pune, Ratnagiri and Goa worth Rs 12.80 crore.

The action was taken as part of the investigation into money laundering allegations against the company and its promoter, late S P Sawaikar.

The ED investigation is based on complaints accusing the group and Sawaikar of fraudulently discounting 246 fake invoices secured by a letter of credit opened by Canara Bank, Deccan Gymkhana Branch, Pune, in the name of M/S Varron Aluminium Pvt Ltd (VAPL) for about Rs 300 crore.

The ED claimed that there was no real movement of goods, and the amounts were diverted to payoff older loans, causing a loss to the Bank of India. The agency has also alleged that the loan proceeds were diverted for purposes other than the stated ones, and the amounts were utilized to create landed assets in the name of the promoters and also to create benami assets.

Earlier, the ED had attached proceeds of crime worth Rs 166.47 crore in the same matter on May 25, 2021, and a prosecution complaint was filed before a Prevention of Money Laundering Act (PMLA) court in Mumbai on February 6, 2023. With the latest attachment, the total attachment made by the agency in the case has now reached Rs 179.27 crore.

The provisional attachment of properties has come as a major blow to the Varron Group of Industries and its promoters. The ED has stated that its investigation into the case is ongoing, and it is committed to taking strict action against those found guilty of money laundering and other financial crimes.

Nagpur: The Nagpur Division of Central Railway has ordered inquiry into the goods train moving backwards incident between Godhni-Bokhara in which a car driver had a miraculous escape while a motorcycle rider was hurt.

Koradi police, after registering an offence against unidentified loco pilot and the person manning the level crossing, approached the railway authorities on Wednesday seeking details about the incident.

Zonal DCP Shravan Dath said, “Railways has been asked to furnish details about the persons on duty at the time of the incident and also the technicalities.” He said according to senior railway officials the incident seems to be a freak accident due to rain when the goods train developed some technical fault. “We are waiting for written submission from the railways,” he added.

Central Railway spokesperson and Divisional Commercial Manager (DCM) C D Pagare said, “An inquiry has been ordered and statements of staff are being recorded. It is an unforeseen technical glitch due to stalled load at the gradient. The train reversed as wheels lost grip on the tracks.”

On Sunday night, level-crossing between Bokhara-Godhni was closed for traffic to allow the goods train to pass. After the train passed, the gateman had opened the gate and travellers were crossing the tracks.

Suddenly the train reversed causing panic and commotion among passersby. One of the travellers, Amol Gharmare (35), failed to cross the tracks and seeing the train nearing, jumped out of the car’s driving seat to save himself. A bike rider from Mankapur, Akshay Kote (30), was also injured.

Railway officials denied the allegations that the appointed gateman was not present at the spot but a private workman was manning the post. “Ex-servicemen are deployed at the level-crossings. One of them was present at Bokhara level-crossing when the accident took place,” they said.

However, the petitioners asked the court not to proceed against the Regional Manager and Managing Director of Maharashtra Tourism Development Corporation (MTDC), who were earlier named in the petition.

The State Government had taken back 44 acres land including Ambazari Garden and Dr Babasaheb Ambedkar Sanskrutik Bhavan from Nagpur Municipal Corporation (NMC), and leased it to MTDC on July 3, 2017. To make a tourism project, MTDC appointed Garuda Amusements on November 22, 2019.

Rajesh Gajghate said, “NMC constructed the Bhavan in 1975 in remembrance of Dr Ambedkar and to carry forward his works in social, educational and spiritual fields. International Bouddha Parishad was organized at this Bhavan in 1975. “MTDC was desirous of setting up tourism activities such as shops/stalls for handicrafts, products, amphitheatre, exhibition centre, food court, theme park, amusement park, recreational club, community/banqueting facilities etc on 44 acres land. Accused numbers 4 to 7 (directors of Garuda Amusements) erected high steel sheet panels as a fence on the boundary of the land to make activities going on inside invisible to the public. On one fine day the accused in collusion with accused numbers 2 and 3 (officials of MTDC) demolished the pious Bhavan illegally. Thus, they committed an unwarranted act by taking law in hand.”

Gajghate, also an activist of Aam Aadmi Party, added he lodged a complaint with Ambazari police on September 24, 2022, but nothing happened. “Even my statement was not recorded. NMC had constructed the Bhavan using public money. Demolition of Bhavan amounts to destruction of government property, which is a serious offence,” he said.

West Nagpur MLA Vikas Thakre was the first to raise the issue and demanded action. Followers of Dr Ambedkar are staging agitation at the garden for the last 101 days. Unfortunately, the government also has not initiated any action.

AAP leader Pratap Goswami said, “Over 150 complaints were lodged in this regard but police did not register FIR. Gajghate is joint secretary of AAP and organizer of Dr Ambedkar Sanskrutik Bhavan Parisar Bachao Samiti. He filed the petition on February 1 through advocate PP Damani, with advocates Roshan Bagde and Vaibhav Dahiwale. Now, the responsible persons will face action.”

Narendra Jichkar had time and again claimed that the Bhavan caved in along with around 100 trees due to a heavy storm on June 8, 2021.

JEE Mains: Bombay HC refuses to order relaxation of 75% condition for IIT/NIT admissions

Mumbai: The Bombay High Court on Wednesday refused to order the relaxation of the 75 percent minimum 12th Board standard score eligibility criteria for admission to IIT, NIT, IIIT and CFTI/GFTI through JEE Main and JEE Advance exams.

A division bench of Acting Chief Justice S V Gangapurwala and Justice Sandeep V Marne dismissed a PIL seeking relaxation of eligibility criteria.

“The students, whose cause is allegedly defended by the petitioner, have no vested right or legitimate expectation to claim a relaxation in the eligibility criteria for admission to NIT, IIT and CFIT during the current year. As the granting of relaxation is a political decision, the Government of India can take the same under appropriate circumstances. This court would not be in a position to issue a mandamus order directing the government to grant a relaxation in the eligibility criteria for admissions,” the court held.

The court said that the eligibility criteria were relaxed in the previous three years due to special circumstances. Just because the relaxation was granted in the prior three years due to COVID, students do not have the right to continue to claim the relaxation indefinitely, the court said. The court did not find the eligibility condition to be arbitrary in any way.

The court also noted that JEE is an all-India exam taken by thousands of students and JEE Main 2023 has already taken place while JEE Advance is scheduled to take place shortly. “This would be another reason why this court would be loathe to interfere in the JEE completion methodology and/or admissions process,” the court said.

Although the NTA had filed an affidavit in response to the court’s inquiry as to the purpose of the eligibility criteria, the court declined to examine the merits of the NTA’s reasons, noting that since it is a matter of political decision of the NTA in its affidavit had stated that the eligibility criteria of a minimum of 75 percent in boards for admission to NIT, IIIT, CFTI/GFTI is a sound and well-considered political decision.

The NTA did not comment on the same criteria for admission to IITs as it is not the authority responsible for conducting JEE Advance and deciding eligibility criteria for IITs. The affidavit also indicated that holding a third session for JEE Mains 2023 in May is untenable.

The court ruled that relaxing the eligibility criteria will affect other students who have made the cut. The limitations of the court need to be seen as the exam is conducted all over India, the court added.

The High Court rejected the sentence for the postponement of the JEE Mains 2023 exam in January.

The petition argued that many candidates belong to batches that were not evaluated on the basis of performance in previous years as board exams were cancelled due to the COVID pandemic. According to the petition, there are students with less than 75% marks but who could do well in JEE Mains and if they are denied a fair chance, it will affect the future of lakhs of bright students.

The petition said that the NTA’s notification came at the end of the academic year. The eligibility criteria should not be suddenly changed as students have been preparing with the expectation that it will be the same as last year, according to the petition.
