NMC struggles with property tax collection as 3.8 lakh owners default in 2022-23

Nagpur: A staggering 60% of the nearly 6.36 lakh property owners in Nagpur city have not paid property tax in the financial year 2022-23, according to data obtained from the Property Tax Department of Nagpur Municipal Corporation (NMC). The arrears due from over 3.80 lakh defaulters have reached Rs. 581 crore.

The data reveals that the highest number of defaulters is from Ashi Nagar Zone, where 88,633 property owners owe Rs. 114.44 crore to the NMC, followed by Laxmi Nagar Zone, where 35,707 owners have defaulted on paying Rs. 81.74 crore in tax. These defaulters have not been paying tax for several years, said Deputy Municipal Commissioner (Revenue) Milind Meshram.

The civic body had expected property tax revenue of Rs. 250 crore in the last financial year, but it only generated Rs. 241 crore, he added.

The NMC’s Accounts and Finance Department has pointed out that the civic administration needs to strengthen property tax collection as it is the main source of revenue for the civic body.

Meshram said the NMC has already launched several initiatives to reduce the arrears. As of April 1, 2022, total property tax arrears stood at Rs. 786 crore. The NMC had then resolved several objections, especially from educational institutions and temples, where incorrect tax calculations were made.

The NMC should adopt a two-pronged strategy to reduce such ballooning dues. First, it should focus on optimizing the disposal of citizen complaints regarding tax, and second, it should allocate funds based on tax compliance in every Prabhag.

Nagpur: According to official data, the Nagpur Zone Central Goods and Services Tax (CGST) revenue collections have hit a record high of Rs 16,909.33 crore for the period April 1 to March 31 of financial year 2022-23.

This represents a significant increase of Rs 2,423.73 crore or a growth of 16.73% as compared to the previous financial year 2021-22, during which the Nagpur Zone CGST collections were Rs 14,485.60 crore.

The rise in prices of raw materials and finished products, attributed to high inflation, has contributed to the higher collections. Some of the major companies that have contributed to these record revenue collections include WCL, Skoda, Manikgarh Cement, Ultratech Cement, and Maratha Cement.

The Nagpur Zone CGST Department covers 24 districts, including 11 of Nagpur Division, 8 of Aurangabad Division, and 5 of Nashik Division. The record revenue collections in Nagpur Zone suggest a pick-up in economic activity, which is good news for the overall economy.

Actor Sooraj Pancholi acquitted in Jiah Khan suicide case

Mumbai: Almost a decade after actor Jiah Khan’s death by suicide, a special CBI court in Mumbai on Friday acquitted her boyfriend and film star Sooraj Pancholi of abetment charges.

Jiah Khan (25) was found hanging at her Juhu home in Mumbai on June 3, 2013. Police later arrested Sooraj Pancholi on the basis of a six-page letter, purportedly written by Jiah, and booked him for abetment of suicide. Jiah’s mother Rabia Khan had claimed that she was killed.

Special Central Bureau of Investigation (CBI) Court Judge AS Sayyad directed the accused to step forward, asking 32-year-old Pancholi his name, and pronounced — “Due to paucity of evidence, Sooraj Pancholi is acquitted”.

Sooraj Pancholi, the son of actor couple Aditya Pancholi and Zarina Wahab, faced a jail term of up to 10 years if convicted. His mother accompanied him to the court for the verdict. Pancholi was arrested in the case in June 2013 and released on bail in July 2013.

Jiah’s mother Rabia Khan, a key prosecution witness in the case, had told the court that she believed it to be a case of murder and not suicide. The Bombay High Court last year dismissed her petition seeking a fresh investigation into the case.

Reacting to the verdict, she reiterated that her daughter was killed. “The charge of abetment to suicide has gone. But how did my child die? This is a case of murder…will approach the High Court,” she told a news agency, adding that the cause of Jiah’s death “has not yet been determined”.

The judge, AS Sayyad, last week heard the final arguments of both sides and reserved his judgment in the case. The CBI had alleged that the letter seized by the Mumbai police, which probed the case initially, was written by Jiah Khan.

The note narrated Jiah Khan’s “intimate relationship, physical abuse, and mental and physical torture” allegedly at the hands of Sooraj Pancholi which led her to die by suicide, the Central agency said.

In his final statement to the court on April 12, 2023, Sooraj Pancholi said that he had been booked in a false case and that he was the victim of a false prosecution and persecution. He claimed he had broken down when he heard about Jiah’s death, and said, “I had lost the most important person of my life and the woman whom I truly loved.”

Jiah Khan is best known for her performance in the Hindi film “Nishabd”” starring Amitabh Bachchan.

Air Chief Chaudhari highlights on need to move towards ‘Aatmanirbhar Bharat’

Nagpur: Air Chief Marshal Vivek Ram Chaudhari, the Chief of Air Staff, visited Nagpur on Thursday and Friday. During his stay here, the Air Chief chaired the Maintenance Command Commanders’ Conference at Vayusena Nagar.

In his address to the commanders, he appreciated the vital role being played by Headquarters Maintenance Command (HQMC) and its units towards sustenance of various fleets and systems. Also, he emphasised upon the need to move towards ‘Aatmanirbhar Bharat’. He also spoke about positive contributions that could be made by Maintenance Command Units, and stressed upon active participation of all personnel in the ‘transformative changes’ initiated towards nation-building.

The Air Chief’s statements assume significance considering that a few days ago, on April 20, the Chief of Defence Staff (CDS) General Anil Chauhan PVSM, UYSM, AVSM, SM,VSM had highlighted certain needs at the IAF Commanders’ Conference at Air Headquarters. The CDS was then briefed about the operational readiness of the IAF.

Addressing the IAF Commanders present in that Conference, the CDS had highlighted the need to chart a clear path towards ‘fleet sustenance’, while simultaneously taking steps towards ‘increasing indigenisation’. He had discussed the contours of enhancing integration amongst the three services and the benefits that would accrue from the same.

Before the IAF Commanders’ Conference, a three-day Combined Commanders’ Conference was held in Bhopal. During the valedictory session of that conference, Prime Minister Narendra Modi had reviewed the security situation and ‘operational readiness’ of the Armed Forces. The theme of the Combined Commanders’ Conference was ‘Ready, Resurgent, Relevant’, under which deliberations were held on a variety of topics including evolution of a ‘Joint Military Vision’ for the future and ‘indigenisation’.

During the same conference, Rajnath Singh, Defence Minister, had lauded the Armed Forces for providing support to the Government in realising its vision of ‘Aatmanirbhar Bharat’. Thus, there is a common thread running through all these conferences, including the latest IAF Maintenance Command Commanders’ Conference in Nagpur, as far as focus on increasing indigenisation and fleet sustenance was concerned.

During this conference, Air Chief Marshal Vivek Chaudhari also awarded trophies to Units that were adjudged the best in their respective fields of activities. On arrival for the conference, the Chief of Air Staff was received by Air Marshal Vibhas Pande, Air Officer Commanding-in-Chief, Maintenance Command.

Nagpur: The stray dog menace is terrorising Nagpurians day and night. Compared to the previous year, the number of stray dogs in Nagpur has increased and a shocking fact has come forward that an average of 24 people have been bitten every day. Dog bites have increased by 22 percent in 2022-23 compared to 2021-22, a report in local media said.

Notably, seven stray dogs attacked a toddler in front of her house in Shivaji Park area of Anmolnagar in Wathoda locality. Two doctors were also attacked by dogs in the GMCH campus. This is just a tip of the iceberg. In 2022-23, there were 8722 cases of dog bites in Nagpur. In fact, an average of 24 people are bitten by dogs every day.

According to the report, there were 6806 cases of dog bites in 2021-22. But with the increase of 22 percent in the case of 2022-23, it is seen that the number of stray dogs in the city is increasing day by day. This data is only from Nagpur Municipal Corporation hospitals. This does not include those receiving treatment at Mayo, GMCH and private hospitals. Otherwise, this figure is likely to increase further.

Every day in some areas of the city, stray dogs are making the lives of the citizens scary. In October 2022, the Nagpur Bench of the Bombay High Court had issued several orders to NMC and other agencies to curb the stray dog nuisance. Looking at month-wise dog bite statistics, 4,576 cases were reported in the city in the last six months after the High Court order.

Maximum 3, 664 cases were detected in Mahal Diagnostic Centre. In the Indira Gandhi Rugnalaya of the NMC, 1, 987 people have been bitten by dogs in the last one year. It has been reported that 1,721 people were treated for dog bites in NMC’s Sadar hospital.

In the year 2022-23, the number of dog bites decreased only in the months of July and August. In these two months, the number of cases was over seven hundred. In January, however, it has been mentioned in the report that 1000 cases of dogs attacking citizens have been reported.

NMC’s Town Planning Department earned Rs 808.81 crore in last 3 years: RTI reply

$

Nagpur: The Town Planning Department of Nagpur Municipal Corporation (NMC) earned a revenue of Rs 808.81 crore during the last three years, indicating a boom in construction activity in the Second Capital of the State. A salient feature about the of the three years’ highest revenue of Rs 299 crore was released in year 2021-22, the period when second wave of the COVID19 pandemic hit Nagpur.

In spite of widespread concerns about the pandemic, there was no let up in the property market and it continued to expand at great pace, as the figures provided under RTI by Nagpur Municipal Corporation (NMC) revealed. During the period, about 6,402 building maps were received by the Town Planning Department for sanctioning. Of these, 4,176 were sanctioned while maps of 2,226 buildings were rejected.

As an average, the Department processed about 65.23 per cent of building maps. Abhay Kolarkar sought information about the number of building maps sanctioned by the Town Planning Department of NMC from April 1, 2020, till February 25, 2023. While the department was forthright in sharing information about the maps sanctioned and revenue earned, the Department, however, refused details as to maps about multi-storey buildings that were sanctioned.

Even a precise question about how many building maps with 10 or 10 plus storey were sanctioned, again the Department ducked the query under reply that they do not keep such records. As to areas around the airport where multi-storey (10 storey) buildings constructions are banned, the Town Planning Department directed Kolarkar to refer to the CCZM map. The map of the zone they said is available on the website of the Airport Authority of India through NOCS, and the Department as such does not have any information about the same.

Similarly, they also clarified that the Town Planning Department provided clearance to building maps in the airport zone only after NoC from AAI. One of the reasons for higher earnings for the Town Planning Department could be due to previous regulation, wherein NMC enforced a 100 percent increase in charges for sanctioning building maps. The same was later rescinded as it put a burden on the people.

Another reason was that during the period when Town Planning netted handsome revenue, the status of Nagpur Improvement Trust (NIT) was in limbo and the entire city was under its jurisdiction.

Meanwhile, during the year 2020 the Town Planning Department sanctioned 1,374 maps while it received 2,550 applications. The figure increased to 2,557 in 2021 while 1,556 maps were accorded approval. In the year 2022, just 1,022 applications were received and 1,130 were sanctioned, this included previous year applications also. In the first two months of the current fiscal year, 253 applications were received for processing, and 116 building maps were approved.

However, prices of domestic LPG cylinders have not been revised. Most non-Ujjwala users do not receive any government subsidies, hence they will be required to pay this price when purchasing cooking gas refills.

Domestic LPG cylinder prices were increased by Rs. 50 per unit and commercial LPG cylinder prices increased by Rs. 350.50 per unit on March 1 of this year.

The last time the costs of commercial cylinders were lowered was on September 1 of last year by Rs 91.50. The cost of commercial LPG cylinders was depressed by Rs 36 on August 1 of 2022 as well. Prior to that, prices for the 19-kg commercial cylinder were reduced by Rs 8.5 per unit on July 6.

The Pradhan Mantri Ujjwala Yojana provided 9.58 crore impoverished people with free LPG connections with a subsidy of Rs 200 per cylinder. The actual cost per cylinder for them will be Rs 903. Depending on local taxes, rates vary from state to state.

However, the price of petrol and diesel remained frozen for a record-breaking 11th consecutive month.
