Nagpur: The C20 event which comes under the G20 summit is all set to commence from March 20. The city is expected to host almost 200 delegates from around the world where they will be able to witness Nagpur’s potential.

Patron, Civil20 India Secretariat, Dr Vinay Sahasrabuddhe, while addressing the media said that there are around 11 engagement groups of the G20 and Civil20 (C20) is one of them. He further explained that the objective of C20 is to present the perspective of civil society, NGOs and the development sector to the G20 Heads of States.

Various NGOs and government organisations are a part of the C20 event in Nagpur and will be contributing for the same. The events and meetings will start from March 20 afternoon and will go on till March 21.

However, there are a few points which caught Nagpur Today’s attention:

1. The delegates are expected to leave for Pench, Madhya Pradesh on March 22 to witness the wildlife and the village-side projects. What is to be noted here is that Nagpur which was always presented as the ‘Orange city’ is being promoted as the ‘Tiger capital of India’ for the summit. Yet, there has been no mention of Tadoba anywhere in the itinerary.

2. While talking about business opportunities, investments and business groups meeting the delegates, the Nagpur team has seemed to miss out the biggest asset- MIHAN. The itinerary prepared for delegates has no mention about MIHAN which has the capability to become Asia’s biggest industry park.

3. There has been no mention regarding the contribution of youth of Nagpur anywhere.

Vastu Shastra is an ancient Indian science focusing on the harmonious relationship between the natural elements and the built environment. According to Vastu, the study table plays a crucial role in student’s academic success and overall well-being. Therefore, placing the study table in the right direction is essential to ensure that students can concentrate better and achieve academic success. According to Vastu, here are some guidelines to help you determine the right direction for a study table.

East or North Direction

According to Vastu, the study table should be placed east or north. This direction is believed to bring positive energy and improve concentration, essential for academic success. When you face east or north while studying, it helps you retain knowledge and improve your memory power.

Avoid the South Direction

It’s essential to avoid placing the study table in the south direction. This direction is believed to bring negative energy and can negatively affect students’ concentration and academic performance. Putting the study table in this direction can lead to poor academic performance, lack of focus, and even health problems.

Avoid the West Direction

Like the south direction, avoiding placing the study table in the west order is essential. According to Vastu, this direction is associated with negative energy and can lead to poor academic performance and lack of concentration. Placing the study table in this direction can also lead to eye-related problems.

Avoid Facing a Wall

It’s essential to avoid placing the study table facing a wall. This placement is believed to bring negative energy and can negatively affect students’ concentration and academic performance. Putting the study table facing a wall can lead to poor focus, poor academic performance, and even health problems.

Adequate Lighting
Proper lighting is crucial for a study table, according to Vastu. It’s essential to ensure that there is adequate natural light and artificial light in the study area. Natural light helps to improve concentration and enhances the mood of students. On the other hand, inadequate lighting can cause eye strain, fatigue, and other health problems.

Maintain Clutter-free Environment

According to Vastu, it’s essential to maintain a clutter-free environment around the study table. A clean and organized study table is believed to bring positive energy and improve the concentration of students. It’s essential to keep the study table free of unnecessary items and clutter to ensure students can concentrate better.

Colors

According to Vastu, the colors used in the study area can also impact students’ concentration and academic performance. It’s believed that white, light yellow, and light green colors are best for the study area. These colors are associated with positive energy and can enhance the concentration of students. On the other hand, dark and bright colors should be avoided as they are believed to bring negative energy and can negatively affect students’ academic performance.

Plants

According to Vastu, plants can also positively impact the study area. It’s believed that placing plants such as money plants and holy basil near the study table can bring positive energy and enhance the concentration of students.

In conclusion, according to Vastu, the right direction for a study table is the east or north. Placing the study table in the south or west direction should be avoided as it can bring negative energy and negatively affect students’ academic performance. It’s also essential to maintain a clutter-free environment, adequate lighting, and appropriate colors to ensure students can concentrate better and achieve academic success.

Nagpur: In the wake of the outbreak of measles in certain parts of Maharashtra including Nagpur, the Nagpur Municipal Corporation undertook surveys and conducted special vaccination drives for children.

Following are details of drive:

• Total 7 survey teams are active in measles affected areas in the city.

So far no death has been reported in Nagpur due to measles-rubella.

Symptoms:

Measles is a childhood infection caused by a virus. Once quite common, measles can now almost always be prevented with a vaccine. Also called rubella, measles spreads easily and can be serious and even fatal for small children.

Measles signs and symptoms appear around 10 to 14 days after exposure to the virus. Signs and symptoms of measles typically include: Fever, Dry cough, Runny nose, Sore throat, Inflamed eyes, tiny white spots with bluish-white centres on a red background found inside the mouth on the inner lining of the cheek, a skin rash made up of large, flat blotches that often flow into one another. The infection occurs in stages over 2 to 3 weeks. For the first 10 to 14 days after infection, the measles virus spreads in the body. There are no signs or symptoms of measles during this time. Measles typically begins with a mild to moderate fever, often with a persistent cough, a runny nose, inflamed eyes and a sore throat. This relatively mild illness may last 2 to 3 days.

The rash is made up of small red spots, some of which are slightly raised. Spots and bumps in tight clusters give the skin a blotchy red appearance. The face breaks out first. Over the next few days, the rash spreads down the arms, chest and back, then over the thighs, lower legs and feet. At the same time, the fever rises sharply, often as high as 104 to 105.8 F.

Nagpur ZP presents Rs 40.69 crore Budget for 2023-24 amid noisy scenes

Nagpur: Rajkumar Kusumbe, Chairman of Finance Committee of Nagpur Zilla Parishad (ZP), presented a Budget of Rs 40.69 crore for the year 2023-24. The budget meeting witnessed stormy scenes with heated exchange of words between the Ruling and the Opposition sides, leading to the Opposition members staging a walk-out and the Ruling side announcing that the budget was passed with ‘majority vote’.

Kusumbe’s budget drew sharp criticism from the Opposition members, who alleged that the budget was ‘driven by the interest of contractors’ and there was nothing ‘of public interest’. The Ruling side countered the criticism by saying that the Opposition members had nothing constructive to offer and hence, were happy with criticism.

Stating that ZP was coming out of shadow cast by COVID19 pandemic in the past couple of years, Kusumbe informed ZP House that he had tried to present a ‘realistic’ budget while avoiding matters that would create‘ inflated and unrealistic liabilities’ on ZP. “I have tried to strike a balance between the projected receipt of revenue and expectations for development,” he said, while presenting the budget in Abasaheb Khedkar Sabhagruha in ZP here on Friday.

Mukta Kokadde, President of ZP, chaired the special general meeting. Kunda Raut, Vice President; Saumya Sharma, Chief Executive Officer(CEO); Avantika Lekurwale, Chairperson of Woman and Child Welfare Committee; Pravin Jodh, Chairman of Agriculture and Animal Husbandry Committee; Milind Sutey, Chairman of Social Welfare Committee; Varsha Gaurkar, Additional CEO; Manoj Goswami, Chief Accounts and Finance Officer, shared the dais on this occasion.

Kusumbe also presented the revised estimates of ZP Cess Fund Budget for the current financial year 2022-23. The revised estimates of budget for 2022-23 place the total revenue expenditure at Rs 42.88 crore with Rs 3.21 lakh as balance amount. The Opposition members, including Atish Umre, Leader of Opposition; Nana Kambhale, Congress rebel; Sanjay Zade belonging to Balasahebanchi Shiv Sena (Shinde Group) led the charge and flayed the budget for 2023-24.

Kambhale stuck to seeking an explanation why so much allocation for construction and repairs was needed. He also asked why a decision taken in a committee meeting changed while finalising the budget. Further, he also questioned the fiscal prudence in allocating Rs 20 lakh for Sarpanch Bhavan construction, when already Rs 1 crore was spent on the same so far.

The Ruling side also adopted an aggressive stance. There was heated exchange of words during the meeting. It took a different turn when Kambhale lost his cool, threw the budget papers in the well of the House, and threw the microphone on the floor while leaving the House. Expressing disapproval of the budget, Umre announced that the Opposition was staging a walk-out. Kunda Raut called Dinesh Dhole to the dais. Following their conversation, Dhole demanded suspension of Kambhale over use of ‘indecent language’ and causing loss to ZP’s property.

Rashmi Barve, former ZP President and Congress member, seconded Dhole. Kokadde then asked the administration to send a proposal regarding Kambhale’s suspension to the Divisional Commissioner. After that, Kokadde announced that the budget was passed ‘with majority vote’. Later on, the Ruling side members continued with the general meeting discussing various other matters.

Major move: Now, DMER Commissioner to purchase drugs, medical equipment in State

Nagpur: In a significant decision, Maharashtra Government has transferred the powers of drug, equipment purchases for GMCs to the Commissioner of Directorate of Medical Education and Research (DMER). From now onwards Haffkine Bio-pharmaceuticals Corporations Limited will not make the purchases. GMCs were facing the issue of too much delay in receipt of drugs, equipment and other essentials. The powers will remain with the DMER Commissioner till the Medical Procurement Authority is formed, media reports said.

Recently, Maharashtra Cabinet has passed the Medical Procurement Authority Act deciding to constitute an independent entity for the purchases in State-run hospitals, including those run by all municipal corporations.

It was in 2017, the then Public Health Minister Dr Deepak Sawant had brought Haffkine into the medical purchase system owing to a lot of complaints against the Rate Contract system. Somehow, Haffkine could not manage the purchase, the reasons best known to the authorities. GMCs in the State faced a lot of difficulties to the extent that till the recent past most GMCs witnessed the non-availability of common medicines like crocin. A huge fund of over Rs 70 crore given by Shirdi Sansthan remained unutilised with Haffkine without a single purchase. Later on the Medical Education Department under Dr Sanjay Mukherjee found a way out and necessary purchases were done for the time being.

During the regime of Mahavikas Aghadi Government, nobody touched the issue and GMCs did not have a choice than to suffer. Now the new Shinde-Fadnavis Government took a strong decision to form the authority to make the purchase. Tanaji Sawant, the present Health Minister announced the decision of formation of Authority. The Government feels that now the procurement system would work with speed and make the purchase in a transparent manner. The speedy functioning will help GMCs get medicines, equipment much earlier.

There will be a regulatory board in addition to the Authority headed by the Chief Minister. It will have 14 members consisting of Chief Executive Officer, General Manager of the rank of Joint Director of Health, General Manager of the rank of Joint Secretary, Assistant General Manager of the rank of Deputy Director (Technical), Chief Accounts and Finance Officer and a Chief Administrative Officer. No clear guidelines have been drafted yet, but all the purchases requested by the hospitals will be made collectively and then distributed to the health institutions concerned as per their proposals.

In one voice: Citizens strongly oppose 37% power tariff hike by MSEDCL

$

Nagpur: Citizens representing all sections of society in one voice strongly opposed the 37% power tariff hike proposed by Maharashtra State Electricity Distribution Company Limited (MSEDCL) for 2023-24. The MSEDCL on the other hand claimed that the proposed hike was only 14%.

A public hearing on Mid-Year Tariff petition of MSEDCL conducted by Maharashtra Electricity Regulatory Commission (MERC) was held on Friday at Vanamati Hall for Nagpur Division. From this year onwards, MERC has altered the public hearing plan from open forum to e-hearing. The administration had made arrangements for people, representatives of organisations and associations.

At the outset, officials of MSEDCL outlined their viewpoint as to Mid-Term review tariff petition for truing up of accounts for FY 2019-20, FY 2020-21, & FY 2021-22. Provisional true up for FY 2022- 23 and Revised Projections and Tariff For FY 2023-24 to FY 2024- 25. MERC had listed it as Case No. 226 of 2022.

Highlighting the increased cost of production and bank interest rates, the proposed electric tariff hike by MSEDCL will lead to the closure of various micro and small scale industries stated Shashikant Kotharkar, Secretary, Butibori Manufacturers Association (BMA). The increased cost will also lead to shifting of industries to neighbouring State of Chhattisgarh, mentioned Kotharkar as there the power tariff is more competitive.

Similarly, R B Goenka representing VIA claimed that there is error in MSEDCL petition as to power purchase expenses and transmission charges are not based on the facts since they were not approved by the Commission and still included in expenditure. Members of Vidarbha Industries Association (VIA) said the tariff hike is not justified. They raised the issue of conversion of tariff of consumers from continuous to non continuous tariff seeking the revenue impact on MSEDCL and ultimately which was passed on to consumers.

Also, VIA said, MSEDCL be directed to separately submit the impact of changing the tariff category of consumers prior to issue of order by Commission in case no. 94 of 2015 for those who have not applied within one month of tariff order but MSEDCL suo motu changed the tariff category.

Tejram Ukey, Bestech Hospitality, stated that the hospitality industry should be charged under the industrial rates tariff. A GR has been issued by the State Government about the same and MSEDCL should implement the same at the earliest.

Terming coal import to be one of the major reasons for the deficit in MSEDCL books, former Corporator Praful Gudadhe-Patil mentioned that the profits and losses should be managed like any other company. The consumer should not be burdened with additional charges and rate hike. He also raised the issue of Integrated Road Development Project (IRDP) that was implemented in Nagpur city. Though charges were levied on customers, all electric poles have not been removed or moved from the carriageway. Though today’s hearing was a public affair, no proper publicity was made by MSEDCL reducing it to a private affair and in a democracy without involvement of citizens in decision making, that too when they are going to be hit hard by inflated rates, is not in good taste, he added further.

Mahendra Jichkar while listing objections to the new tariff compared it with old rates and mentioned how it will disturb the household budgets as the hike would range from 25.90 per cent to 34.22 per cent as per the consumption pattern. Jichkar also reviewed the applicable tariff for the last four years, effect of fuel adjustment charges (FAC) and said if the MSEDCL petition is accepted at its face value, Maharashtra would have the highest tariff amongst the neighbouring States.

He suggested measures like reduction of tariff for industrial customers, introduction of additional slab under tariff plan for non domestic category, schemes for reducing arrears, target oriented detection of thefts and recovery, 1% reduction in power purchase that will result in saving of Rs. 750 crores, controlling distribution losses, utilisation of MSEDCL infrastructure and use of nonconventional methods in Government offices to boost the revenue of MSEDCL.

Nagpur: An extraordinary accomplishment towards achieving #AatmanirbharBharat has been made with the development of the world’s first 200-meter-long Bamboo Crash Barrier, which has been installed on the Vani-Warora Highway.

This Bamboo Crash Barrier, which has been christened Bahu Balli, underwent rigorous testing at various government-run institutions, such as the National Automotive Test Tracks (NATRAX) in Pithampur, Indore, and was rated as Class 1 during the Fire Rating Test conducted at the Central Building Research Institute (CBRI) in Roorkee. Additionally, it has also been accredited by the Indian Road Congress. The recycling value of the bamboo barrier is 50-70% whereas that of steel barriers is 30-50%.

The bamboo species used in the making of this barrier is Bambusa Balcoa, which has been treated with creosote oil and coated with recycled High-Density Polyethylene (HDPE). This achievement is remarkable for the bamboo sector and India as a whole, as this crash barrier offers a perfect alternative to steel and addresses environmental concerns and their aftermath. Furthermore, it is a rural and agriculture-friendly industry in itself, making it an even more significant milestone.

Nagpur: Green Vigil Foundation, a city-based NGO working in the field of environment protection and sustainable development, conducted a Citizen Outreach Campaign at Children’s Traffic Park here on Friday, encouraging citizens to celebrate an eco-friendly Holi.

During the event, members of Green Vigil Foundation appealed to citizens to adopt Dry Holi or Tilak Holi, which involves restricting water wastage, using natural colors like Gulal or other herbal colors, avoiding water balloons, sparing dumb domestic animals from the color hazard, and stopping the burning of plastics and other materials during Holika Dehan, which emanate harmful gases in the air.

Kaustav Chatterjee, the founder of Green Vigil Foundation, stated that saving water during Holi is a symbolic initiative, and water conservation needs to be an integral part of our daily routine. Most of us waste water knowingly or unknowingly without realizing that water is one of the most important natural resources and that it reaches our taps at the expense of huge amounts of energy, manpower, and treatment.

Surbhi Jaiswal, team lead at Green Vigil Foundation, explained that the colors available in the market contain hazardous materials like copper sulfate (in green color), aluminum bromide (in silver color), Prussian blue (in blue color), mercury sulfate (in red color), as well as lead, chromium, cadmium, nickel, zinc, silica, etc., which are highly injurious to health, and some of them are even carcinogenic.

Green Vigil members have been conducting door-to-door campaigns for the last 15 days advocating the need for water conservation. The Green Vigil team, including Kaustav Chatterjee, Surbhi Jaiswal, Mehul Kosurkar, Sheetal Choudhary, Bishnudeo Yadav, Priya Yadav, Shriya Jogey, Parth Jumde, and others, worked hard for the success of the campaign. Students of Sevadal Mahila Mahavidyalaya, Nagpur, also joined Green Vigil for the said campaign.

Overall, the Citizen Outreach Campaign by Green Vigil Foundation was a step towards creating awareness about water conservation, minimizing wastage, and encouraging the use of eco-friendly practices during Holi celebrations.

Nagpur: In view of an increase in incidents of theft, burglary and assault in the city in the past few months, the Nagpur Commissioner of Police Amitesh Kumar reviewed the crime scenario recently and said the new target for the Control Room to respond to distress calls from citizens has been set at 5 minutes. The current response time is around 8 minutes.

The Commissioner of Police has given a target of ‘quick response’ to the beat marshals. It has been decided to increase the number of beat marshals in the city. Beat marshals act as a link between police and citizens. Patrolling to control crimes, giving early response to 112 complaints and reaching the crime scene to control the situation, reporting to the police station, and often arresting the accused in the investigation also play an important role.

Kumar, who assigned Zonal DCPs the task of monitoring policing at micro-level, said bike-borne police units have been increased from 116 to 150 for better visibility and quicker response. “All Senior Inspectors and Crime Branch have been instructed to step up patrolling the hot spots earmarked as crime prone areas before Holi and Shab-e-barat next week,” said Kumar.

The incidents of assaults, burglaries and thefts have been on the rise in the city in the past few months. Fifteen days ago, thieves looted bags in some places including Lakadganj and stole lakhs of rupees from it. Apart from this, four shops were targeted at the same time in the Wathoda area and goods worth lakhs along with cash were stolen. The accused in these incidents are still absconding and the accused have not been identified by the police. On the other hand, at least three burglary cases are reported in the city every day. Therefore, the problem of policing is constantly arising.

The Top Cop said 64 bike cops would act as responders to any calls made to the emergency number (112). They will have mobile tabs with them for quick response while another 86 bike units shall be engaged in area-intensive patrolling. “Nagpur police are set to get 21 new four-wheelers from the budgetary allocations of the District Planning Council (DPC). Our increased fleet of vehicles would help intensify patrolling, police visibility and response,” said the CP, adding police are geared up for the festivals next week.

Kumar said around 1,800 cases, pending for the last six months would be disposed of by March 15. “Around 750 serious cases, many accidental deaths and also preventive actions like gambling raids, Arms Act and so on are included in the cumulative 1,800 cases pending since six months. All the pending cases would be disposed of, except in case of court orders,” said the CP, adding 13,000 cases were pending when he had taken up reigns.

“We are also gearing up to dispose of 333 serious cases pending since one year,” said Kumar adding zonal DCPs have been asked to ensure regular review of pending cases, and also the sessions court and special law cases for convictions.

Kumar also informed around 3,000-4,000 cops would be deployed for Holi and Shab-e-baraat. Peace committee and mohalla committee meetings for communal harmony and coordination between police and public are being conducted at 33 police stations.

Nagpur: All students who attempted the erroneous questions in the English paper in the Higher Secondary Certificate (HSC) Class XII exams will be allotted six marks, the Maharashtra State Board of Secondary and Higher Secondary Education (MSBSHSE) has said.

According to a notification issued by the Board, a meeting of moderators for English subject was held recently, in which the errors were pointed out by subject experts too. A decision was taken to allot marks to students who attempted the questions. “With 2 marks each for three questions, a total 6 marks will be allotted to students who fall in one of the three categories — those who have mentioned ‘poetry section 2′ in the answersheets, those who have solved any other question from the same section and lastly those who may have only written the number of questions (A3, A4 and A5) which had errors,” the notification stated.

Students who mentioned the question numbers in the paper or attempted the wrong question will be given these marks. Board had convened a meeting of subject experts and regulators of all nine boards in the State. The meeting studied the report submitted by the Joint Committee of the experts that had come to the conclusion that the English paper had mistakes.

Accordingly, Board decided to give 6 marks against these mistakes. These marks will given to those students who either mentioned Poetry Section 2/Poetry/Section-2 in answersheet, or attempted to solve other questions in Poetry Section-2 or if the students wrote even the question numbers as A-3, A-4, A-5 in answersheet. There were 10 marks for Question 3 (A) and 4 marks for 3 (B). In the Question paper 3 (A) had A-1, A-2, A-3, A-4, A-5, all carrying two marks each. Question A-3 , Question A-4, Question A-5 confused students as they were in answer format.

According to one teacher, these questions were the specimen answers to be provided to the persons who do evaluation and not the questions. “The questions were confusing. In fact, they were not the questions but were specimen answers. When students came across those questions, they were perplexed as to what to write. I demand that the students who appeared in the examination but did not write the question number should also get all 6 marks. The marks to be given against incorrect questions should be given to all students,” pointed out Sapan Nehrotra, English Expert Teacher, Jupiter Science Junior College.
